A popular trend in American education is the process approach of teaching (Scott 1972). The proponents of this pedagogical,- style view factual learning as having little import in a society which changes radically over very short periods of time and further espouse that textbook learning merely perpetuates a built in obsolescence in our educational system. They have expressed the concern that children be given tools (behavioral strategies) which are relevant, not only in solving the daily problems they confront, but which they can later integrate to solve unforseen future crises. One of the primary purposes of the investigation was to examine the impact of a number of variables on the incidence of low birth weight in two states, Utah and Nevada, that have divergent low birth weight incidences. The sample size obtained from birth certificate data for this purpose was 51,147 (1969-1974) for Nevada and 26,464 (1970) and 29,422 (1974) for Utah. Additionally, separate analyses were made for Utah and Nevada data available for the year 1974. The respective sample sizes for this year were 29,422 (Utah) and 8,256 (Nevada). A child's language development is inextricably linked to his capabilities in other areas. A multitude of factors influence the child's ability to develop and use language. Auditory skills are the most obvious and the most important skills necessary for language comprehension. Auditory acuity, or rather, the lack of it, is probably the single most important determiner of whether a child will spontaneously develop language. Children who are deaf never hear spoken language, and have difficulty comprehending the subtleties of it, (Myklebust, 1964; Schmitt, 1969).

The Utah legislature passed Senate Bill 203 in 1975, requiring all public secondary schools to offer instruction on the essentials and benefits of free enterprise. The problem is that no evaluation has been made to determine if the specific requirement is being fulfilled. The purpose of this study is to determine interpretations and implementations of Senate Bill 203. Questions in four areas were studied.

Since the fall of 1970, an elective English program has been available for senior high students in the Omaha Public Schools. Although all senior high schools have sampled the program called Special-Interest English, only four of the eight high schools have adopted it in total. Since its inception, the program has become increasingly sophisticated developing somewhat differently in each school. Technical High School, which adopted the elective program, has now expanded it into an individualized program so unique and complex that that school will not be included in this study.
