The state of Bihar in North India ranks near the bottom of the Indian states in terms of its demographic situation. The infant mortality rate as of 1991 was 69 per 1,000, and the contraceptive prevalence rate as of 1990 was 26 percent. Bihar ranks near the bottom among other states of India in almost all indicators of social and economic development. One reason for its low performance is weak management. Besides poverty, a poor communications network and lack of proper infrastructure further make the implementation of programs difficult. Indigenous Australians command many languages including autochthonous (Indigenous) and contact languages (creoles and Aboriginal English). This project is concerned with the majority who speak English, especially those who speak English as a first language, in an Aboriginal English variety. In my view, the “lower-order/higher-order" dichotomy has passed its “use by" date. If we examine concepts like “comprehension” and "knowledge" a-Ia Bloom, and even such a focal curriculum concept as “literacy", what we uncover are not single skills which are at some point on a “lower-order/higher-order” scale but, at best, complexes of skills ranging from the more, to the less, basic. The major thrust of special education in the 1980's has been to provide educational services to handicapped students in the regular education classroom with non-handicapped students. How successful has the attempt been? In 1973 when Section 504 of the Vocational Rehabilitation Act and in 1975 when the United States Congress passed Public Law 94-142 that mandated an appropriate education for all handicapped children the term "mainstreaming" was present, but people had no idea what was appropriate mainstreaming.

The purposes of this qualitative study were to investigate the phenomenon of flow as experienced by classroom teachers and to determine the implications of the understanding of flow for leadership practice. The phenomenon of flow, as described by Mihalyi Csikszentmihalyi, is reported to be experienced when individuals are engaged in activities that have (a) a balance of challenge and skills that can be varied and controlled, (b) a structure with clear goals, and (c) a structure that provides immediate and relevant feedback. A case study of Utah's sex education debate of the late 1980s and early 1990s is the vehicle used to study the education and social policy process of Utah. Interest group influence is tested, and Utah history and Mormon sexual culture are discussed. The influence of historical and cultural forces on policy, through the medium of interest groups, is explored. Strong indications of group influence are revealed and groups are found to be representative of dissimilar, competing cultures in Utah. Migration is found to play a key role in social conflict in Utah.

The purpose of this study was to examine intonation in response to a variety of conventional stimuli. Specifically, the tuning accuracy of university, high school, and junior high school woodwind, brass, and string instrumentalists was compared when responding to taped stimuli of A = 440 Hz played on oboe non-vibrato and oboe with vibrato; and pitches produced electronically on a Korg$\sp{\rm TM}$ tuner of A = 430 Hz; A = 435 Hz; and A = 445 Hz. The purpose of this dissertation was to examine whether or not there are differences in the performance achieved by high school students (enrolled in French II) and college students (enrolled in second semester of French), on tests of culture, listening, reading, grammar, speaking and writing. The results from the background questionnaires and the six tests show that: (1) Selfplacement is the most common procedure used by university false-beginners; (2) Overall, college students scored significantly higher than their high school counterparts on all six tests; (3) College true- and false-beginners scored significantly higher than high school students on tests of listening, …

Each interaction between teachers and students is a reflection of the theory that these professionals, sometimes unknowingly, posit about what should be occurring in their classrooms. The purpose of this study is to explore the differences between middle school language arts teachers' beliefs about how children actually read a text, and how these teachers translate these beliefs into classroom practices. This study examines the relationship of the high school principal and school climate with regard to special education. Perceptions of principals and general and special education teachers regarding school climate were measured by the Organizational Climate Description Questionnaire-Rutgers Secondary (OCDQ-RS) (Hoy, Tarter and Kottkamp, 1991). Perceptions of principal behaviors with regard to special education were measured by the Special Education Principal Behavior Profile (SEPBP), developed as a portion of this study. Findings suggested that principals and special education teachers have significantly different perceptions of school climate. This study nested a behavioral design within an experimental design to observe performance improvement after structuring the presentation of musical academic tasks, and to examine the effect of teacher reinforcement on student attentiveness, musical achievement, and attitude in choral ensembles. Two high school choral music classes (N = 60) were assigned intact to one of two treatments. The No Feedback Group (n = 29) received task presentations and directions followed by student performance and no verbal/facial teacher reinforcement. There is a need to eliminate the least accurate of the existing equations for anthropometrical body density prediction and support for the use of specific prediction equations over generalized equations. The purpose of the investigation was to examine the accuracy of the Jackson-Pollock (JP) and Durnin-Womersley (DW) generalized anthropometrical body density prediction equations in relation to indices of overall fatness, regional fat distribution and body proportionality. The purpose of this study was to investigate the manner in which content development strategies function in physical education instruction. The relative effects of three content development conditions on mediational variables and achievement of students varying in entry ability were compared. College students enrolled in four sections of tennis were assigned to one of three content development conditions: part training, simplification, and criterion. Four instructors taught three small groups of students, one using each content development strategy. Four experiments examined the generalizability of the contextual interference (CI) effect. In all experiments, to examine the locus of the CI effect measures assessing generalized motor program (GMP) learning and parameter learning were used in addition to a measure of general performance. In the first two experiments, variations of a timing tapping task, which were controlled by either different GMPs (Experiment 1) or the same GMP (Experiment 2), were learned under either blocked (low CI) or serial (high CI) practice.
