Distribution of the first preliminary draft of the proposed American Law Institute Model Code of Pre-Arraignment Procedure last June touched off a brisk exchange of letters between Chief Judge David Bazelon of the United States Court of Appeals for the District of Columbia Circuit, who maintained that the proposed code left a good deal to be desired, and Attorney General Nicholas deB. Katzenbach, who, although he did not explicitly treat any provision of the preliminary draft, sharply challenged the conception of equality underlying Bazelon's criticism of it. During the 1962 Term, the Supreme Court, on a single Monday, announced six decisions concerned with constitutional limitations upon state criminal procedure. The most publicized of these, though probably not the most important in terms of legal theory or practical effect, was Gideon v. Wainwright. In an era of constantly expanding federal restrictions on state criminal processes, the holding of Gideon-that an indigent defendant in a state criminal prosecution has an unqualified right to the appointment of counsel-was hardly startling. This study of juvenile delinquency contains 184 cases and covers a period of 57 years, from 1881 to 1938 . The case history of each delinquent was secured from the State Industrial School for Boys at Topeka, Kansas, The State Industrial School for Girls at Beloit, Kansas, and the State Industrial Reformatory at Hutchinson, Kansas. The institutional records also contained the parole reports. The boys were located, their present occupation determined, and their school and church records determined where possible. As there are no records in the probate court concerning the cases, the writer was compelled to compile the records …

Many articles have been written on crime and its problems. There is only one true way by which crime maybe studied , and that is by analysis and investigation. In this thesis the purpose of the writer had been to investigate the kind and number of cases that have passed through the district court. Those cases receiving fines and jail sentences necessitated a search of the records to find if the sentences were served and the fines paid .
