Perhaps as evidence of a growing cultural gap between our students and ourselves, one of the authors was recently amused when a student asked whether probation was a "cool" sanction. In this study, we begin an investigation into how cool the probation sanction is in the eyes of residents of the Commonwealth of Virginia. Specifically, we use data from a telephone survey of 840 registered voters to explore three questions. First, how often would they recommend the probation sanction in comparison to other sanctions? Second, how do they justify the sanction relative to justifications for other sanctions? Finally, are their …

Academic interest in crime and punishment in Ireland has grown in recent years and a number of important books have appeared (Bacik and O'Connell 1998, Brewer et al 1997, McCullagh 1996, O'Mahony 1993, O'Malley 2000). However any attempt to create a detailed understanding of the criminal justice process is frustrated by a lack of data. Statistical information is often published years in arrears, is of poor quality and is uncritically accepted as accurate and meaningful. A recent book on the growth of mass incarceration is reviewed. Major findings from an Alaska Judicial Council report on a 15-month pilot probation program for misdemeanor domestic violence offenders in Palmer are summarized.

The Winter 1999 issue of the Alaska Justice Forum presents Alaska and U.S. figures on correctional populations over an eleven-year period from 1988 to 1998, during which time Alaska's prison population grew by 57 percent and its rate of incarceration grew by 18 percent, while the overall state population grew by only 16 percent. The Bureau of Justice Statistics reports that over 570,000 of the nation's prisoners (51%) reported the use of alcohol or drugs while committing their offense. This Article discusses the potential use of electronic cash for money laundering and possible government responses to the problem. Parts I and II provide an overview of electronic cash. Part III explores the effects that electronic cash can have on money laundering. Part IV explains through a series of hypotheticals how "cyberlaundering" can occur. Part V analyzes the federal government's response to the threat of money laundering with electronic cash. Part VI concludes the Article with suggestions.

Fourth Amendment Accommodations: (Un)Compelling Public Needs, Balancing Acts, And The Fiction Of Consent, Guy-Uriel Charles

The problems of public housing-including crime, drugs, and gun violence- have received an enormous amount of national attention. Much attention has also focused on warrantless searches and consent searches as solutions to these problems. This Note addresses the constitutionality of these proposals and asserts that if the Supreme Court's current Fourth Amendment jurisprudence is taken to its logical extremes, warrantless searches in public housing can be found constitutional. The author argues, however, that such an interpretation fails to strike the proper balance between public need and privacy in the public housing context. This guide provides cross-references between Alaska criminal statutes and National Criminal Information Center (NCIC), Uniform Crime Reports (UCR), Alaska OBTS, and Bureau of Justice Statistics (BJS) codes. The guide also includes brief annotations of each statute. The guide is also available in a computerized version. An accompanying volume, Conversion Tables for Use with the Alaska OBTS Database and the Alaska Criminal Statute Cross-Reference Guide, is designed for use with printed versions of the guide. The guide reflects legislative changes in Alaska Statutes through 1997, but is no longer updated.

The Bureau of Justice Statistics reports results from a study of tort cases in state courts, finding that during a one-year period ending in 1992, state courts of general jurisdiction in the nation's 75 largest counties disposed of an estimated 378,000 tort cases involving 1.4 million plaintiffs and defendants. The Summer 1994 issue of the Alaska Justice Forum describes a pilot victim-offender mediation program in Anchorage which involves juveniles accused of certain offenses and the victims of those crimes. Stretching The "Terry" Doctrine To The Search For Evidence Of Crime: Canine Sniffs, State Constitutions, And The Reasonable Suspicion Standard, Kenneth L. Pollack

The Fourth Amendment, protects an individual's interest in freedom from unreasonable government intrusions into personal privacy. When a court finds an investigative technique to be a search within the Amendment's meaning, it effectively concludes that Fourth Amendment protection should apply. If the government activity constitutes a search, that activity must be reasonable. If the activity does not amount to a search, however, the government enjoys virtual freedom to conduct that activity as unreasonably as it pleases. For pure investigatory searches, the United States Supreme Court has found that the probable cause requirement strikes the proper balance in defining reasonableness. Unlike …

The Spring 1993 issue of the Alaska Justice Forum compares data on criminal justice processing of Alaska rape cases in1986–1991 with similar data for the violent crimes of homicide, rape, robbery, and assault, finding that the percentage of persons arrested, prosecuted, and brought to trial on the original arrest charge is lowest for rape among the four violent crimes. Other differences between dispositions for persons arrested for rape and those arrested within the other three crime categories are also evident. Many commentators believe that low-density, car-dependent cities are safer than older, higher-density cities. According to a 1990 Gallup Poll, most Americans share this view. The poll showed that low-density Sunbelt cities are generally perceived as safer than they really are, and that high-density Frostbelt cities are often perceived as more dangerous than they really are. The purpose of this article is to answer the following questions: 1. How closely do public perceptions of major cities' safety correlate with actual crime rates? 2.
