Police-initiated citizen encounters in American cities often are non-neutral events. Encounters range from routine traffic stops to police interdiction of pedestrians during their everyday movements through both residential and commercial areas to aggressive enforcement of social disorder offenses. As a crime detection and control strategy central to the “new policing,” these encounters often are unproductive and inefficient. They rarely result in arrest or seizure of contraband, and often provoke ill will between citizens and legal authorities that discourages citizen cooperation with police and compliance with law. What Is Near And Recent In Crime For A Homeowner? The Cases Of Denver And Seattle, Adam Nowak, Juan Tomas Sayago Gomez

This paper analyzes the effects of the concentration of crime on housing prices using nonparametric methods. Specifically, we use a modified local K-function in order to measure crime concentration. This technique provides us with a crime measure that is not dependent on pre-defined boundaries. Results from this analysis suggest a decrease in housing prices of two percent to seven percent for crimes in the past six months that occur within a quarter of a mile of the house.

Adult criminals' use of minors to commit crimes associated with the support of terrorist organizations is a significant problem in the United States. Despite strict laws prohibiting adult offenders from exploiting youth, these individuals aggressively pursue minors to commit crimes associated with the support of terrorist organizations. This quasi-experimental, cross-sectional study used resource dependency theory to explore the likelihood that adult criminal offenders in the U.S. will use minors for crimes that are associated with the support of terrorist organizations, based on crime typology, country of origin, and location of crime. The use of proactive tactics to disrupt criminal activities, such as Terry street stops and concentrated misdemeanor arrests, are essential to the "new policing." This model applies complex metrics, strong management, and aggressive enforcement and surveillance to focus policing on high crime risk persons and places. The tactics endemic to the "newpolicing"gave rise in the 1990s to popular, legal, political, and social science concerns about disparate treatment of minority groups in their everyday encounters with law enforcement. Racially Neutral Policing?: Puerto Rican And Mexican Young Adults’ Experiences With Order Maintenance Strategies, Claudio G. Vera Sanchez, Jacinta M. Gau

"Despite the proliferation of seemingly racially neutral police strategies, Latinos continue to report unfavorable views toward police. Limited attention has been given to how urban strategies, such as order maintenance policing, are experienced by young Latino males. The present study uses data from in-depth interviews conducted with male Latino youth in two Chicago neighborhoods: one majority-Latino, predominantly Mexican; and one mixed-race, gentrifying Puerto Rican. Results show that youth in both neighborhoods report enhanced surveillance and aggressive stop-and-frisks. Additionally, neighborhood context shapes the dynamics between police and young Latinos.     Perhaps, not surprisingly, the controversy over the rise of self-defense reforms in the United States that have come to be known as ―Stand Your Ground‖ (SYG) laws, began with a story about colors. This Article principally applies an empirical method and critical race theory (eCRT) lens to explore whether these reformed statutes, which generally have authorized greater use of force within the context of self-defense, deter crime and differentially affect Whites, Blacks, and other racial groups.

"There are approximately 18,000 police agencies employing 750,000 police officers in the United States in order to police a population over 300 million citizens. In addition, sketchy estimates state there are 400,000 police reserves assisting full-time sworn officers in their duties. One major subgroup of these police reserves are summer police officers (“summer cops”) who serve full-time during the tourist season in mostly beach communities. Clinical And Criminal Justice Outcomes In The Jail Diversion And Trauma Recovery (Jdtr) Program, Daniel Harold Ringhoff

USF Tampa Graduate Theses and Dissertations

This mixed methods study evaluated clinical and criminal justice outcomes of the Florida Jail Diversion and Trauma Recovery (JDTR) program that utilized compensated veteran peer mentors. Quantitative results showed veteran participation in JDTR improved clinical outcomes, such as PTSD symptoms, function difficulty and depression scores, but not criminal justice outcomes such as re-arrest rates. Study limitations, however, prevent the drawing of conclusions regarding the potential effectiveness of veteran peer interventions improving criminal justice outcomes. Qualitative results showed participants overwhelmingly viewed their assigned veteran peer mentor as a "peer" and rated them as "very important" to their future success. Improvements in …

Over the last forty years, the concern over the relationship between noncitizens and criminality has reached epic proportions. Laws, policies, procedures, and rules have been developed, the immigration and criminal justice system have been employed, and billions of dollars have been spent towards detecting, detaining, prosecuting, and removing those who are targeted as posing “the greatest threat to the nation.” As a result, a “new” phenomenon emerged, crimmigration, that not only redesigned the criminal and immigration systems, but also brought about a cultural transformation in the United State —restructuring social categories, diminishing economic and political power, and perpetuating the marginalization …

This report examines regional and sub-regional perceptions of crime and politics from the 2015 Life In Hampton Roads survey (LIHR 2015) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

The Civil Rights Act of 1964 paved the way for the Fair Housing Act of 1968, which was designed to address discrimination in one of our most intimate space — neighborhoods. Fifty-six years after the passage of the Fair Housing Act, Americans remain fiercely resistant to the concept of neighborhood integration. This Article uses an unlikely event, the killing of Trayvon Martin, to discuss one manifestation of that resistance with disturbing implications.

Drug Violence, The Peso, And Northern Border Retail Activity In Mexico, Thomas M. Fullerton Jr., Adam G. Walke

Exchange rate fluctuations and international business cycles may acutely affect retail sales in border regions where residents have the option of shopping in the neighboring country. This study examines the determinants of retail sales in six cities located along Mexico’s northern border. Retail activity in these cities is found to increase in tandem with real depreciations of the peso, lower unemployment rates in neighboring US counties, and increased border crossings. Taken together, these results suggest that cross-border shopping contributes to retail activity in the northern border region of Mexico. "Medical marijuana is now available in 23 states, and its growing acceptance has paved the way for the legalization of recreational marijuana. This article examines four recent campaigns to legalize recreational marijuana–two failures and two successes. Using data from newspaper sources, interviews with key players, and other sources, we examine the factors that influence whether a ballot initiative succeeds or fails. We identify similarities and differences between the four measures, the social forces shaping the debate, their claims and counterclaims, and a set of factors that appear to increase the odds that a recreational marijuana ballot measure will be successful."

The decade between 2000 and 2010 marked the largest increase of immigrant populations in U.S. history, however crime rates have seen a decrease during this same period. Recent research suggests that immigrant groups may actually be associated with this phenomenon. As immigration rates are expected to continue to grow in Albuquerque and the U.S., further research into the relationship between immigration and crime rates within historical destination cities (i.e. Los Angeles, New York) and new destination gateway cities, such as Albuquerque, is necessary.
