“Driver’S License, Military Id, And Proof Of Registration And Insurance, Please”: Officer Discretion Surrounding Traffic Stops On An Air Force Installation, Steven L. Holman, Don Hummer
Qualitative Criminology (QC)
"Officer discretion is an oft-debated topic in American culture today. A plethora of research has been conducted on how local, county, and state law enforcement officers use their discretionary authority specific to enforcement of moving violations and the initiation of traffic stops, however to date, no such work has been conducted on a policing entity within the United States military. Through observational ride alongs and unstructured discussion with participants, this study breaks that barrier and assesses how one particular Air Force installation’s law enforcement officers exercise their authority."
Understanding The Motivations Of Citizens To Join A Community Posse Initiative: A Qualitative Analysis, Michael Mcskimming
Understanding The Motivations Of Citizens To Join A Community Posse Initiative: A Qualitative Analysis, Michael Mcskimming
Qualitative Criminology (QC)
"This qualitative study examines a community posse initiative initiated by the Clearfield County Sheriff’s Office in Pennsylvania in 2015. In this research, we aimed to understand the motivations of volunteers who joined the posse initiative and identify the factors that affect citizens’ decisions to contribute to a volunteer policing effort. To do this, we collected data through semi-structured interviews with posse members and also obtained official data from the Sheriff’s Office. The major findings suggest that participants were motivated to join the posse out of feelings of duty/attachment to the community, a desire to help law enforcement, and a heightened …

Person-Based Proactivity And Community Relations: Examining Police Perspectives In Troubled Times, Vaughn J. Crichlow, Ross Deuchar, Seth Wyatt Fallik
Qualitative Criminology (QC)
"Deadly encounters between police and Black men have led to public outrage and increasing scrutiny of law enforcement. In response, some law enforcement leaders have called for more proactive strategies in high-crime areas. While many have criticized oppressive examples of proactivity, such as stopquestion- and-frisk, others have suggested that proactive approaches could be more effective if tailored to the needs of racial and ethnic minority residents. In this qualitative study, we explore these issues using data collected from interviews and participant observation with police officers at a Southern Police Department located near several low-income ethnic minority neighborhoods. The aim of …

“I’Ve Never Been Straight Up Robbed Like That”: Resident Perceptions And Experiences Of Inner-City Police Raids, Marta-Marika Urbanik, Carolyn Greene
Qualitative Criminology (QC)
"Empirical research has consistently demonstrated that residents of disadvantaged and racialized inner-city neighborhoods across North America are subjected to disproportionate and omnipresent policing. Consequently, relationships between law enforcement officials and marginalized community members are often strained. Whilst a robust body of literature has examined how citizens perceive “every day” policing practices such as “carding,” stop and search, etc., it remains unclear how citizens perceive more invasive policing encounters—such as police raids. Drawing upon 35 interviews with residents of Toronto’s inner-city, this paper explores how community members experience, make sense of, and talk about police raids. Our data uncover widespread perceptions …

Causes, Prevention, And Macro-Level Effects Of Juvenile Substance Abuse, Nicole Neiman
Williams Honors College, Honors Research Projects
This project will evaluate the prevalence, types, causation, and effects of juvenile substance abuse. Looking into this, the reader can understand the factors that lead to juvenile substance abuse and the further affects that juvenile substance abuse can have on the user, the juvenile justice system, the community, and society as a whole. Some of the factors to be taken into consideration include physical/sexual abuse, mental health disorders, familial situations, socioeconomic status, age, gender, peer influence, and other demographics. Furthermore, the reader will also understand how juvenile substance abuse relates to crime. Research will be done to review the drug-crime …

The Invisible Prison: Pathways And Prevention, Margaret F. Brinig, Marsha Garrison
Journal Articles
In this paper, we propose a new strategy for curbing crime and delinquency and demonstrate the inadequacy of current reform efforts. Our analysis relies on our own, original research involving a large, multi-generational sample of unmarried fathers from a rust-belt region of the United States as well as the conclusions of earlier researchers.
Our own research data are unusual in that they are holistic and multigenerational: The Court-based record system we utilized for data collection provided detailed information on child maltreatment, juvenile status and delinquency charges, child support, parenting time, orders of protection, and residential mobility for focal children (the …

Testing A Theoretical Model Of Perceived Audience Legitimacy: The Neglected Linkage In The Dialogic Model Of Police–Community Relations, Justin Nix, Justin T. Pickett, Scott E. Wolfe
Criminology and Criminal Justice Faculty Publications
Objectives:
Democratic policing involves an ongoing dialogue between officers and citizens about what it means to wield legitimate authority. Most of the criminological literature on police legitimacy has focused on citizens’ perceptions of this dialogue—that is, audience legitimacy. Consequently, we know little about how officers perceive their legitimacy in the eyes of the public and the antecedents of such perceptions. Pulling together separate strands of literature pertaining to citizen demeanor, hostile media perceptions, and danger perception theory, we propose and test a theoretical model of perceived audience legitimacy.
Method:
We conducted two separate studies: the first a survey of 546 …

Police Legitimacy In Trinidad And Tobago: Resident Perceptions In A High-Crime Community, Ericka B. Adams
Police Legitimacy In Trinidad And Tobago: Resident Perceptions In A High-Crime Community, Ericka B. Adams
Faculty Publications
Violent crime in Trinidad and Tobago has increased over the last two decades, yet the police have been largely unsuccessful in reducing violence. Between 1999 and 2016, the murder rate increased by 475%. Despite the fact that the murder rate has increased, approximately 76 homicides are cleared each year, resulting in a low-homicide clearance rate. Using 40 semi-structured interviews with community members from a high-crime, low-income community in Trinidad and Tobago, this study examines residents’ experiences with police officers, and respondents’ willingness to work with the police to clear criminal cases. The results indicate that due to a lack of …
Protecting Due Process During Terrorism Adjudications: Redefining "Crimes Against Humanity" And Eliminating The Doctrine Of Complimentary Jurisdiction In Favor Of The International Criminal Court, Daniel N. Clay
Arkansas Law Review
“When we sit in judgment we are holding ourselves out as people—as the kind of a community—that are worthy of this task. It is the seriousness, the gravity, of the act of judgment which gives rise to our legitimate and laudable emphasis on procedural fairness and substantive accuracy in criminal procedure. But these things focus on the defendant—the one judged. I am concerned about us who would presume to sit in judgment. Who are we that we should do this? Whether we intend to do so or not, we answer this question in part through the way we conduct our …
The Thirteenth Amendment, Prison Labor Wages, And Interrupting The Intergenerational Cycle Of Subjugation, Josh Halladay
The Thirteenth Amendment, Prison Labor Wages, And Interrupting The Intergenerational Cycle Of Subjugation, Josh Halladay
Seattle University Law Review
This Comment argues that meager or no compensation for prisoners, who are disproportionately black and other persons of color, entraps them and their children in a cycle of subjugation that dates back to the days of slavery, and this Comment proposes to interrupt this cycle by setting a minimum wage for prisoners and creating college savings accounts for their children. As part of the cycle, when people enter prisons and the doors behind them close, so do their families’ bank accounts and the doors to their children’s schools. At the same time, the cells next to them open, ready to …

National Strategy Against Narcotics, Drug Control Policy, And Law Enforcement Experiences In Kosovo, Ferid Azemi
Walden Dissertations and Doctoral Studies
This research is focused on evaluation of National Strategy Against Narcotics (NSAN) enacted in 2012 in Kosovo. The purpose of this study was to understand the impact of NSAN through visualizing data and gaining deeper insight from experiences of antidrug experts. Convergent parallel mixed methods were used to answer the main research questions. The central research questions examined the impact of strategy implementation in juvenile drug arrest reduction, and its effectiveness on Kosovo criminal justice system. Markwood's comprehensive theory of substance abuse prevention (CTSAP) was used to assess and explore the NSAN. Deidentified juvenile arrest rates taken from Kosovo official …
The Impact Of Felony Criminal History On The Perceptions Of Hiring Managers, Larrica Mosley
The Impact Of Felony Criminal History On The Perceptions Of Hiring Managers, Larrica Mosley
Walden Dissertations and Doctoral Studies
Individuals with a criminal background face several barriers to securing employment, one of which is the reluctance of hiring managers to extend employment offers to them. African American ex-offenders are disproportionately affected by these barriers. The purpose of this study was to examine the attitudes of hiring managers in a metropolitan area in the Southern United States and to identify the factors that influence the hiring decisions of ex-offenders. A descriptive study design was used to explore whether type of criminal offense, length of crime, or race of offender affect a hiring manager's decision to hire an ex-felon. The disparate …

Welcome To The Neighborhood: A Spatial Analysis Of Crime And Housing Values, Anthony Senick
Welcome To The Neighborhood: A Spatial Analysis Of Crime And Housing Values, Anthony Senick
Williams Honors College, Honors Research Projects
Crime is an obvious unwanted problem in any population anywhere in the world. Not only does it present problems for public safety, but it crime has negative monetary costs as well. One such way these costs can be observed is in their effect on property values. Past studies have examined this relationship between crime and housing values using the hedonic housing price model and spatial analysis, and I attempt to perform a similar analysis, but with the inclusion of new variables and spatial techniques, for the City of Akron, Ohio. With 2017 housing sale data provided by the Summit County …

Decarceration’S Blindspots, John F. Pfaff

For over a decade, my research has focused on trying to answer one simple question: how did the United States, home to about 5% of the world’s population, come to house nearly 25% of its prisoners?1 We were not always the world’s largest jailer; as recently as the 1970s, our incarceration rate was largely indistinguishable from those in other liberal democracies. Yet starting in the mid-1970s, as Figure 1 shows, that rate started to slowly—but steadily and relentlessly—grow, until by the late 2000s it rivaled and then surpassed even the rates seen in autocratic countries like Cuba and Belarus and …

The Impact Of Crime And Other Economic Forces On Mexico's Foreign Direct Investment Inflows, Rene Cabral, Andre V. Mollick, Eduardo Saucedo
School of Economics and Finance Faculty Publications
This paper examines the effect of different crimes on Foreign Direct Investment (FDI) inflows into the 32 Mexican states. Using a state-quarter panel data for the period 2005 to 2015, we estimate alternative models of FDI, with fixed effects throughout a flexible lag-lengths methodology and System Generalized Method of Moments (SGMM) models in order to identify the determinants of FDI inflows into the country. The dependent variable in our model is the annual inflow of FDI and the independent variables are state level indicators (real wages and electricity consumption), and macroeconomic forces (the real exchange rate and interest rate). We …
Understanding Micro-Spatial Crime Patterns: A Comprehensive Trajectory Analysis Of Violent Crime At Street Segments In St. Louis, Mo, Aaron Levin
Dissertations
Spatial crime studies have existed for over a century, but the last 20 years have seen a turn in focus toward micro-spatial units such as street blocks and street segments. A particular subfield of this modern micro-spatial perspective is called crime trajectory analysis, which can isolate patterns of crime at small spatial units over time. Though several crime trajectory analyses have been conducted for coastal cities, the technique has never been applied to Midwestern data. This project fills that research gap by using the group-based trajectory modeling (GBTM) algorithm to uncover patterns of violent crime at street segments in St. …
