An examination of the metadata for almost 900 bibliographic references on the effects of climate change and variability on U.S. water resources reveals strengths and weaknesses in our current knowledge. Considerable progress has been made in the modeling of climate change effects on first-order systems such as regional hydrology, but significant work remains to be done in understanding subsequent effects on the second-, third-, and fourth-order economic and social systems (e.g., agriculture, trade balance, and national economic development) that water affects. • Ecological and biological processes can change from one state to another once a threshold has been crossed in space or time. Threshold responses to incremental changes in underlying variables can characterize diverse processes from climate change to the desertification of arid lands from overgrazing. • Simultaneously estimating the location of thresholds and associated ecological parameters can be difficult: ecological data are often 'noisy', which can make the identification of the locations of ecological thresholds challenging. • We illustrate this problem using two ecological examples and apply a class of statistical models well-suited to addressing this problem. Evolving research in Fort Resolution and the Slave River Delta, Northwest Territories, aims to improve understanding of how the natural ecosystem functions and responds to various environmental stressors, as well as to enhance the stewardship of natural resources and the capacity of local residents to respond to change. We seek to integrate approaches that span the natural and social sciences and traditional knowledge understandings of change, employing a research design developed in response to the concerns of a northern community. This article explores the relationship among zoning, transportation planning, and climate change. It discusses the relationship between land use densities and transportation choices, reviews the trend toward transit oriented development in higher density communities and transportation efficient development in lower density areas, presents several case studies where land use and transportation planning are beginning to intersect, and ends with a strategic approach for communities to consider.

Richard Posner's Catastrophe: Risk and Response (Oxford University Press, 2004) examines four risks whose worst cases could end advanced human civilization or worse: asteroid impacts, a catastrophic chain reaction initiated in high-energy particle accelerators, global climate change, and bioterrorism. He argues that these all warrant more thought and response than they are receiving, and that they can usefully be assessed using a simple analytic framework based on cost-benefit analysis. This essay reviews knowledge of these risks and critically examines Posner's claims for a consistent analytic approach. Projected increases in dissolved aqueous concentrations of carbon dioxide [CO2(aq)] may have significant impacts on photosynthesis Of CO2-limited organisms such as seagrasses. Short-term CO2(aq) enrichment increases photosynthetic rates and reduces light requirements for growth and survival of individual eelgrass Zostera marina L. shoots growing in the laboratory under artificial light regimes for at least 45 d. This study examined the effects of long-term CO2(aq) enrichment on the performance of eelgrass growing under natural light-replete (33% surface irradiance) and light-limited (5% surface irradiance) conditions for a period of 1 yr. Informed decisions regarding forest and carbon resources require knowledge of the impacts of environmental changes on forest productivity. We also need to reconcile the diverging productivity estimates that are presently available. This dissertation assembles two publications addressing the impacts of climate change on forest productivity and one exploring the relationship between three estimates of forest productivity. In the first chapter, I evaluated whether forests have responded to recent changes in climatic conditions. Through combining published evidence I show that forests have responded to changes in the patterns of light, water, and temperatures over the last half of the 20th century. …

Climate change is currently the most significant and daunting international environmental problem, with disproportionate and devastating impacts on indigenous groups. The plight of the Inuit is illustrative of a larger need to recognize and enforce international environmental human rights violations. Part I of this Article examines the evolution of various approaches to environmental human rights theories in (1) United States law, (2) international human rights law instruments, and (3) the laws of other nations. This Article highlights the litigation before the Supreme Court in Massachusettes v. EPA, which was brought by a variety of states and other plaintiffs in order to mitigate the effects of climate change under the Clean Air Act. As such, it explores the relevant arguments before the Court, what the Court decided, and how that decision may affect the EPA's role in mitigating climate change.

Since the 1920s spotted knapweed (Centaurea maculosa) has adapted to a variety of habitats, including pastureland, rangeland, hay land, open forests, road sides, and ditches. In 2003 this plant species dominated more than five million acres in Montana, half of the total infestation of noxious weeds in the state. This project demonstrates the utility of using downscaled Parameter-elevation Regressions on Independent Slopes Model (PRISM) data for predicting vegetation movement within a 2°×2° geographical area surrounding Missoula County, Montana. The current cycle of climate change along with increases in hurricane activity, changing precipitation patterns, glacial melt, and other extremes of weather has led to interest and research into the global correlation or teleconnection between these events. Examination of historical climate records, proxies and observations is leading to formulation of hypotheses of climate dynamics with modeling and simulation being used to test these hypotheses as well as making projections. A continuous, decadal-scale resolution multi-proxy record of climate variability over the past 1400 years in the northern Gulf of Mexico (GOM) was constructed from a box core recovered in the Pigmy Basin. Proxies include paired analyses of Mg/Ca and oxygen isotopes in the white variety of the planktic foraminifer Globigerinoides ruber and relative abundance variations of G. sacculifer in the foraminifer assemblages. Two multi-decadal intervals of sustained high Mg/Ca values indicate GOM sea-surface temperatures (SSTs) were as warm or warmer than near-modern conditions between 1000 and 1400 yrs BP. [1] Ice storms are disturbance events with potential impacts on carbon sequestration. Common forest management practices, such as fertilization and thinning, can change wood and stand properties and thus may change vulnerability to ice storm damage. At the same time, increasing atmospheric CO2 levels may also influence ice storm vulnerability. Here we show that a nonintensively managed pine plantation experienced a ∼250 g C m−2 reduction in living biomass during a single storm, equivalent to ∼30% of the annual net ecosystem carbon exchange of this ecosystem. How expected increases in climate variability will affect species diversity depends on the role of such variability in regulating the coexistence of competing species. Despite theory linking temporal environmental fluctuations with the maintenance of diversity, the importance of climate variability for stabilizing coexistence remains unknown because of a lack of appropriate long-term observations. Here, we analyze three decades of demographic data from a Kansas prairie to demonstrate that interannual climate variability promotes the coexistence of three common grass species. Specifically, we show that (i) the dynamics of the three species satisfy all requirements of ‘‘storage effect’’ theory based on recruitment …
