Florida’s Seven50 and Climate Change Compact plans have received both praise and opposition. While counties such as Monroe and Miami-Dade are experiencing first-hand the effects of climate change; counties in northern Florida (St. Lucie, Martin, and Indian River) do not see sea level rise as an immediate threat. Consequently, the opinions of the residents in these counties have influenced either their resignation or participation in both Seven50 and the Climate Change Compact. This thesis will present the results of five separate interviews which seek to understand why the four counties in southern Florida (Monroe, Miami-Dade, Broward, and Palm Beach) maintained …

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? This paper summarises discussions by invited speakers during a special session at the 6th North American Duck Symposium on wetland issues that affect waterfowl, highlighting current ecosystem challenges and opportunities for the conservation of waterfowl in North America. Climate change, invasive species, U.S. agricultural policy (which can encourage wetland drainage and the expansion of row-crop agriculture into grasslands), cost and competition for water rights, and wetland management for non-waterfowl species were all considered to pose significant threats to waterfowl populations in the near future. Digital Elevation Models (DEMs) are digital representations of surface topography or terrain. Collection of DEM data can be done directly through surveying and taking ground control point (GCP) data in the field or indirectly with remote sensing using a variety of techniques. The accuracies of DEM data can be problematic, especially in rugged terrain or when differing data acquisition techniques are combined. For the present study, ground data were taken in various protected areas in the mountainous regions of Nepal. Elevation, slope, and aspect were measured at nearly 2000 locations. The (Plethodon nettingi) Cheat Mountain Salamander is a rare and endangered species that relies heavily on (Picea rubens) Red Spruce for habitat. P. rubens communities on the Cheat Mountain range in West Virginia have been disturbed by fires and logging, and regeneration of P. rubens stands are central to the survival of the P. netting. A supervised and unsupervised landscape classification of three Landsat images over the past 26 years was conducted to analyze change in P. rubens communities on Cheat Mountain Range. Change detection results revealed that from 1986-2012 a 52% growth increase of P. rubens stands, 18% loss, …

Extreme Value Theory: Applications To Estimation Of Stochastic Traffic Capacity And Statistical Downscaling Of Precipitation Extremes, Eric Matthew Laflamme

This work explores two applications of extreme value analysis. First, we apply EV techniques to traffic stream data to develop an accurate distribution of capacity. Data were collected by the NHDOT along Interstate I93, and two adjacent locations in Salem, NH were examined. Daily flow maxima were used to estimate capacity, and data not associated with daily breakdown were deemed censored values. Under this definition, capacity values are approximated by the generalized extreme value (GEV) distribution for block maxima. To address small sample sizes and the presence of censoring, a Bayesian framework using semi-informative priors was implemented. A simple cross …

This research estimates the impact of climate on European agriculture using a continental scale Ricardian analysis. Data on climate, soil, geography and regional socio-economic characteristics were matched for 37 612 individual farms across the EU-15. Farmland values across Europe are sensitive to climate. Even with the adaptation captured by the Ricardian technique, farms in Southern Europe are predicted to suffer sizeable losses (8% -13% per degree Celsius) from warming. In contrast, agriculture in the rest of Europe is likely to see only mixed impacts. Increases (decreases) in rain will increase (decrease) average farm values by 3% per centiliter of precipitation. …

This study explores the merits of the Electric Vehicle (EV) as an alternative mode of transportation in Ireland. The EV has been produced for many decades, but never in a mass production capacity. EVs do not require fossil fuels to power them. The Clean Development Mechanism (a carbon offset program under the Kyoto Protocol) has been accused of issuing carbon credits that do not represent real reductions to HFC-23 abatement projects at HCFC-22 production facilities. As a highly potent greenhouse gas, HFC-23 abatement creates a large amount of credits under a proportional issuance system. This potentially creates a perverse incentive to increase HCFC-22 production or the HFC-23/HCFC-22 ratio for the sole purpose of generation carbon credits. The paper examines future energy and emissions scenarios in China, presenting historical data and scenarios generated using the Integrated Assessment Model WITCH. A Business-as-Usual scenario is compared with four scenarios in which Greenhouse Gases emissions are taxed, at different levels. Key insights are provided to evaluate the Chinese pledge to reduce the emissions intensity of Gross Domestic Product by 40/45 percent in 2020 contained in the Copenhagen Accord. Marginal and total abatement costs are discussed using the OECD economies as a term of comparison. Despite numerous attempts over the past two decadesincluding, most recently, the Copenhagen climate discussions in late 2009-international forest and climate negotiations have failed to produce a legally binding treaty addressing global forest management activities. This failure is due in large part to a lack of U.S. leadership. Consumer digital cameras appeared on the market in 1994. Consequently, the photoprocessing industry experienced a downturn beginning in 2000, with a sudden drop in activity. This study focuses on the evolution of the retail photoprocessing industry between 1996 and 2006 and evaluates its four major environmental impacts: (1) energy use, (2) associated greenhouse gas emissions (GHG), (3) silver discharge, and (4) water consumption. This dissertation encompasses a case study and a Participatory Action Research project. The case study focuses on climate change mitigation activities within King County, Washington and its 39 cities and towns and discusses progress and challenges related to transportation issues, efficiency measures, and sustainability planning. The findings indicate there is a high level of activity in waste reduction, environmental outreach and education, bicycle and pedestrian promotion, tree canopy protection, sustainability policies, and green building. This paper investigates the economic incentives of countries to cooperate on international adaptation financing. Adaptation is generally implicitly incorporated in the climate change damage functions as used in Integrated Assessment Models. We replace the implicit decision on adaptation with explicit adaptation in a multi-regional setting by using an adjusted RICE model. We show that making adaptation explicit will not affect the optimal mitigation path when adaptation is set at its optimal level. Sub-optimal adaptation will, however, change the optimal mitigation path. The dominant assumption in economic models of climate policy remains that adaptation will be implemented in an optimal manner. There are, however, several reasons why optimal levels of adaptation may not be attainable. This paper investigates the effects of suboptimal levels of adaptation, i.e. adaptation restrictions, on the composition and level of climate change costs and on welfare. Several adaptation restrictions are identified and then simulated in a revised DICE model, extended with adaptation (AD-DICE).
