There are currently 12,167 children in foster care in Minnesota and 32% experienced multiple placements in 2014. Many children are entering foster care due to concerns of child behavior, parental chemical use, or allegations of maltreatment. After an often unexpected separation from their family, children are then expected to adapt to a new foster family with a new set of family norms and rules. Many children are moved between multiple foster homes, or are returned to their caregivers only to be placed back in foster care at a later time. A five-year federal demonstration project funded by the U.S. Department of Health and Human Services, Children’s Bureau, guided by an implementation science model, sought to increase well-being in youths age 12–21 who had involvement with the child welfare system. By increasing the youths’ relational competency skills, the project targeted the reduction of multiple risk factors, including teen pregnancy, depression, anxiety, stress, and other indicators of adverse psychosocial well-being. The project, led by the local child welfare authority, was implemented by a multi-organization collaborative comprising several private nonprofit child- and family-serving agencies, public health, legal entities, private sector (i.e., technology software …

Child maltreatment in Nevada reflects the general social, economic, and health conditions within the state and its local communities. This chapter starts with various definitions of child abuse and neglect, focusing on the approach adopted by Nevada legislators and comparing it with competing definitions. Next, this report examines child abuse and neglect rates in Nevada and tracks the progress the state has made toward achieving its goals related to child welfare outcomes, including child protection and safety, child permanency, and child well-being. The Children’s Bureau (CB) provides a system of training and technical assistance (T/TA) to build the capacity of state and tribal child welfare systems, with the goal of improving outcomes for children and families. During the time period of 2008-2014, this infrastructure included ten National Child Welfare Resource Centers (NRCs), five Child Welfare Implementation Centers (ICs), and a Training and Technical Assistance Coordination Center (TTACC). Individual ICs and NRCs differed in structure and content expertise, yet they served the same jurisdictions and at times provided services concurrently. Crossover or dually-involved youth are youth enmeshed in the child welfare (CWS) and juvenile justice systems (JJS). Given their dual status and high needs, attention has recently focused on how to best respond to them in an integrated, interagency fashion. The Crossover Youth Practice Model (CYPM) is designed to facilitate interagency collaboration between the CWS and JJS in order to enhance services and diversion to these youth. Yet we know little about what impact the law has on whether a child is removed by child protective services, is deemed neglected by a family court, or reunifies with a parent. Promoting child well-being is one of the three primary goals of the child welfare system. In contrast to safety and permanency, the other two primary goals, that are precisely defined in the federal statute, well-being remains undefined and poorly understood. Recently, the Administration on Children Youth and Families (ACYF) highlighted one facet of child well-being -- social and emotional well-being -- as a particular focus of the agency. These categories, i.e. behavior, emotional development and social functioning collectively are referred to as social and emotional well-being. Despite the frequent co-occurrence of parental substance misuse and child maltreatment, the field lacks feasible and effective intervention and strategies designed to meet the complex needs of child welfare-involved families with substance misuse. Mindfulness demonstrates promise in cultivating awareness and self-regulatory capacities, thereby reducing stress and substance use and improving parent-child interactions. Given the cost of long-term foster care placement in both human and economic terms, few studies have specifically explored if any factors help to predict why this vulnerable population spends significantly more time in foster care. The overarching goal of this exploratory study was to use binary logistic regression to investigate whether any child demographic or environmental characteristics predicted the discharge of a child placed in Kentucky's foster care system for child sexual abuse. U.S. child welfare services provides children who cannot be cared for by their families with out-of-home (OOH) care, which is temporary residential care outside of a child’s original home. Economic factors are critical in making consistent OOH placement decisions due to their relationship with child development and safety.

This article explores the plight of “short stayers” and argues that juvenile courts are failing to use two tools—the federal reasonable efforts requirement and the early appointment of parents’ counsel—to prevent the unnecessary entry of children into foster care. The article also argues that states should give parents and children the right to an expedited appeal of removal decisions to ensure removal standards are properly applied. Finally, this article argues that the federal government must acknowledge the problem of short stayers by utilizing data related to children who may unnecessarily enter foster care in the Child and Family Services Review, …

This Article considers the varying reasons why drug policies informing child welfare interventions are not evolving as part of the drug policy reform movement, which has successfully advocated for initiatives that decrease mass incarceration, end mandatory minimums, and decriminalize or legalize marijuana use and possession. Many existing child welfare laws and policies that address parental drug use rely on the premise that prenatal exposure to a controlled substance causes inevitable harm to a child. Furthermore, they presume that any amount of drug use by a parent places a child in imminent danger, or is indicative of future risk of harm. …

This brief addresses two main questions in a sample of Early Head Start eligible children: 1) the number and type of maltreatment episodes and 2) the impact of Early Head Start on child and family involvement in the child welfare system. These findings are especially important given the lack of scalable and effective preventive interventions. In addition, they are also timely given the recent interest in fostering collaborations between early care and education programs and child welfare agencies, agencies responsible for overseeing child protection from maltreatment (OHS & ACYF, 2010; ACYF & OHS, 2011; ACYF & OCC, 2011). There is a limited, but growing body of research on the effectiveness of peer recovery coaches in promoting treatment engagement, retention, and completion among child welfare-involved parents with substance use disorders. A quasi-experimental design was employed using propensity score matching to examine treatment engagement and treatment completion among child welfare-involved substance abusing parents who were exposed to either peer recovery coach engagement services or professional, non-peer engagement services. Using propensity scoring, the comparison sample of parents that did not have peer recovery coaches was statistically matched on the presence of substance exposed newborns, parental use of methamphetamine, and other predictors …

This study focuses on the field test of a design team intervention in two rural and one urban site experiencing high workforce turnover. Hypothesis 1: Job satisfaction is significantly improved among public child welfare workers participating in the Design Team intervention. Hypothesis 2: Job satisfaction is significantly related to lower turnover in public child welfare workers participating in the Design Team intervention. The Design Team is an externally facilitated intervention in which team members consist of caseworkers and supervisors representing all services provided by the agency. States and the federal government continue to invest heavily in child welfare information systems (CWIS) to improve caseworkers' performance, but the extent to which these systems meet caseworkers' needs is unclear. In the field of child welfare there are no reliable user-evaluation measures states can use to assess the degree to which a CWIS meets caseworkers' needs, and identify which specific features of the CWIS most need improvement. The study developed such a measure based on the task-technology fit (TTF) framework, which posits that users will evaluate the usefulness of a technology based on how well it meets their tasks …

Designing A Measure: Measuring Social Workers' Attitudes Toward Lgbt Youth In Child Welfare, Christi E. Bell, Raul A. Salcedo

This study reports the results of an exploratory factor analysis conducted to analyze the reliability of a pilot instrument created to evaluate social workers’ attitudes toward LGBT youth in the foster care system. The sample (n = 60) included social workers, supervisors, and staff from the County of San Bernardino Children and Family Services. Data were collected from February 2011 to March 2011. A two factor solution yielded the best results; Chronbach’s alpha for factor one yielded a strong result for internal consistency reliability (α = .777) and for factor two yielded a less strong result (α = .628). Family Policy In China: A Snapshot Of 1950–2010, Yan Ruth Xia, Haiping Wang, Anh Do, Shen Qin

The Chinese family policies are shaped by the country’s political, socioeconomic, and cultural contexts and have evolved over the years. China has passed its most significant family policies and laws in marriage; child rearing; child, women, and elderly protection; family planning; and health care in the past 60 years. This chapter will cover the most important laws and policies that affect Chinese families from 1950 to 2010. The discussion focuses on policy development, implementation and analysis, and the challenges China faces in relation to these policy issues.
