The Health Insurance Portability and Accountability Act (HIPAA), enacted by the US Congress 1996, laudably protects medical privacy in healthcare settings. However, this federal law has created a culture of fear that limits current efforts to address the COVID-19 pandemic. Healthcare providers, who are covered by HIPAA, may be reluctant to disclose information about outbreak clusters for fear of violating the law. Healthcare organizations, who are also covered by the law, still rely on fax machines to avoid violating HIPAA’s data security requirements. What Does The Public Want Police To Do During Pandemics? A National Experiment, Justin Nix, Stefan Ivanov, Justin T. Pickett

We administered a survey experiment to a national sample of 1,068 US adults in April 2020 to determine the factors that shape support for various policing tactics in the midst of the COVID-19 pandemic. Respondents were sharply divided in their views about pandemic policing tactics, and were least supportive of policies that might limit public access to officers or reduce crime deterrence. Information about the health risks to officers, but not to inmates, significantly increased support for “precautionary” policing, but not for “social distance” policing. The information effect was modest, but may be larger if the information came from official …

Krajowe i ponadnarodowe organy ochrony konkurencji, działające indywidualnie lub w ramach sieci międzynarodowych, powszechnie i szybko zareagowały na wybuch pandemii COVID-19 oraz spowodowany nią kryzys. Wydaje się możliwe rozpoznanie pewnych tendencji globalnych w działaniach tych organów. Celem niniejszego artykułu jest zidentyfikowanie najważniejszych takich tendencji, a następnie próba oceny czy były one adekwatne, proporcjonalne oraz oparte na dowodach. Przeprowadzona analiza ma na celu odpowiedź na pytanie, czy działania organów ochrony konkurencji mają raczej charakter autopromocji, czy jednak przynoszą istotne, rewolucyjne zmiany w praktyce stosowania prawa konkurencji.
