This study aims to explain the transformation of Russia's foreign policy strategy in the 2022–2025 period from a confrontational-defensive orientation to a strategy oriented towards multilateral normative leadership. Using a qualitative descriptive-explanatory approach with a single case study, this study explores the relationship between systemic pressures due to global sanctions, the re-articulation of strategy in the Foreign Policy Concept 2023, and Russia's involvement in multilateral institutions such as BRICS+, SCO, and G20. The research data are sourced from official documents, collective declarations of multilateral forums, and independent economic reports from the IMF, World Bank, CREA, and Bruegel. The results show …

This essay examines the cinematic representation of Kinmen (also known as Quemoy or Jinmen), the frontier island of Taiwan, as a critical island space of nostalgia in the recent Oscar-nominated short film Island in Between (2023) by Taiwanese-American director S. Leo Chiang. By analyzing the depiction of Kinmen as a Cold War outpost, this essay rethinks the affective positionality of Chiang’s work. With the exponential growth of Artificial Intelligence (AI), user interface (UI) designers have explored using AI to shorten design time. This study assessed the effectiveness of UIs designed with AI programs versus manual methods for an Unmanned Underwater Vehicle (UUV) control system. Participants were tasked with designing an interface that would allow submarine operators to monitor and coordinate three UUVs repairing a severed underwater communication cable at a depth of 2,000 meters. The scenario presented several operational challenges (zero visibility, sonar-only perception, data latency, and potential system degradation), requiring participants' designs to maintain spatial awareness and support remote repair tasks. …

Aircraft carrier flight decks are one of the most dangerous work environments in the world, where dozens of aircraft must be moved, fueled, and armed within strict time limits. Currently, Flight Deck Handling Officers track aircraft positions using a physical board with wooden pucks that can be knocked out of place or become outdated during fast-moving operations. This study looks at whether using AI tools helps people design a better digital version of this tracking system. Amphibious emergency support operations involve rapidly changing information, high stress, and significant cognitive demands, which can make decision-making and situation awareness more difficult for operators. When interfaces are poorly designed, they can contribute to issues such as alarm flooding, confusion from incomplete information, and delayed responses, all of which increase operational risk during time-critical disaster situations. Man-overboard (MOB) search and rescue (SAR) operations present a persistent maritime challenge, where rapid and reliable detection of a person in the water is critical to mission success. MOB-Air is developing a modular sensing package for an unmanned aerial system (UAS) to enhance SAR missions through autonomous human detection in maritime environments. This capability directly supports Navy maritime operations by improving overboard recovery, reducing search timelines, and enabling persistent aerial monitoring in contested or resource-constrained environments. The Aircraft carrier and its associated strike group (CSG) have been the preeminent means of both projecting power and securing sea control since the 1940s. Despite this, there exists vulnerabilities associated with operating these groups. Following World War Two, a narrative emerged that in heavily contested (non-permissive) environments, CSGs would be unable to operate effectively. This line of thinking relegates the CSG to a weapon for low intensity conflicts, crisis response, and peacetime power projection. It formalizes the Automated Cryptographic Resource Allocation Clearinghouse, the programmatic software engine that manages the Level 2 Regional Logistics and Energy Smart Grid layers.
APIP-4 replaces manual trade negotiations and political embargoes with a trustless, decentralized Resource Clearing Ledger driven by automated smart contracts. This specification establishes the Architecture for Planetary Infrastructure Parity (APIP-1), a deterministic, multi-layered technical framework engineered to eliminate the systemic risks of runaway, machine-velocity autonomous cyber-escalation. As distributed artificial intelligence systems reach agentic execution speeds that operate independently of human cognitive and diplomatic processing intervals, traditional international treaties become structurally obsolete. APIP-1 resolves this enforcement gap by embedding the Multi-Agent Symmetry of Agency Protocol (MSAP) directly into the firmware and core routing layers of the global digital commons.

Decision Advantage In Cognitive Warfare, Part 1, John Murray, Elise Annett, James Giordano

This commentary considers how artificial intelligence and rapidly evolving information environments are changing the conditions for military decision advantage. Building on the OODA loop and the expanded dOODAc framework, the authors argue that effective decision-making depends not only on speed and accuracy, but also on maintaining alignment between institutional cognition and an operational environment that continues to change during the decision cycle. The article introduces temporal synchronization as an important dimension of decision advantage in cognitive warfare, highlighting the challenge of keeping military decisions relevant as informational, behavioral, psychological, and social conditions evolve.

Bridging Fiscal Sustainability And Health Equity: A Policy Analysis Of California’S Healthcare Coverage Safeguards, Guadalupe Castaneda Martinez

Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. Comparative analysis indicates that market-only subsidies leave severe equity gaps, whereas immediate single-payer transitions pose substantial fiscal and administrative risks. …

- The Navy Party Standing Committee (NPSC) is the Chinese Navy’s core leadership body, but it does not operate independently; it functions within the broader Chinese Communist Party (CCP) and PRC military hierarchy.
- Politically, the NPSC ensures that China’s Navy remains loyal to the CCP with Xi Jinping at its core. Administratively, it ultimately directs personnel, training, procurement, logistics, fiscal management, readiness, and modernization.

Fighting with Data examines how artificial intelligence (AI) is reshaping military decision making by changing both the speed of command and the structure of cognition within mission-command systems. Rather than treating AI as a tool that merely accelerates existing staff processes, this monograph recognizes AI redistributes cognitive labor across a network of people, data, tools, and operational processes. In this new environment, commanders and staffs spend less time assembling information and more time interpreting meaning, judging uncertainty, and deciding how to act.

This paper examines an often-overlooked sector of households: children. The paper first presents the importance of children within the framework of the household and society, pointing out significant references from textual sources and imagery, such as orthostats. Then, a set of artifacts identified in the archaeological record is presented, which may be defined as spinning toys, comprising two components: a string and a perforated object. The conclusions discuss the way these toys reflect on the importance of children in society.

From rural farmsteads to urban environments, the excavation of domestic contexts in the Southern Levant provides a rich dataset for investigating how households structured quotidian activities, social interactions, and meanings through spatial organization. This article examines how the material culture of Iron Age dwellings can aid in reconstructing patterns of behavior, social organization and ideologies pertaining to women. Comparing the contextual distribution of archaeological finds with ethnographic, ethnoarchaeological and textual data, can shed light on the use of space in Iron Age households and how this reflects on gender-associated activities and economic behaviors of the individuals who lived there. Drawing on insights from over a dozen localized conflicts, this article analyzes the US military’s strike capabilities, operational patterns, and systemic ground vulnerabilities. Design space exploration and optimization of hypersonic vehicles is costly due to the difficulty of producing high fidelity CFD simulations in the hypersonic domain. Reduced order modeling can allow for design optimization at a fraction of the computational cost. This paper investigates the amount of training data required to produce an accurate Reduced Order Model. A PCA based ROM is developed and compared to a Sequential Fusion DeepONet by comparing model prediction accuracy, training time, and prediction time, across dataset sizes from 25 samples to 1024 samples.
