For the first time since World War II—and for the first time ever outside a formally declared war—an American president has invoked the Alien Enemies Act of 1798 to detain and deport noncitizens. Enacted during the Quasi-War with France, the Act’s operative language remains largely unchanged today. In March 2025, President Donald J. Trump proclaimed that members of the Venezuelan gang Tren de Aragua present in the United States are “alien enemies,” asserting that their activities, allegedly coordinated with President Nicolás Maduro’s government, constitute an “invasion” or “predatory incursion” within the meaning of the statute. The Role Of Reliance In Stare Decisis Doctrine, Rochelle Hestnas

The U.S. Supreme Court’s recent treatment of reliance interests in stare decisis doctrine is in flux. The Court has overruled long-standing precedent such as Roe v. Wade and Planned Parenthood of Southeastern Pennsylvania v. Casey with scant analysis as to how reliance interests factor into stare decisis doctrine, despite continuing to name reliance as a factor that should be considered. Arguments for whether and how reliance interests deserve protection are inherently challenging because it cannot be the case that every precedent should stand. Using Dobbs v. The modern constitutional and statutory framework permits the U.S. government to obtain journalists’ confidential source information and work product by secretly serving third-party service providers with subpoenas. While the First Amendment protects journalists and the Fourth Amendment guards against unreasonable government searches, new technology and the involvement of third parties complicate the balance between independent newsgathering and government access.
This Note examines reporters’ privilege jurisprudence stemming from the seminal U.S. Supreme Court decision Branzburg v. Hayes, which declined to recognize a categorical privilege. This Note also explores the subpoena power in the digital age as it converges with privacy …

In the summer of 2025, the U.S. Supreme Court set new limits on what public schools could require students to learn. Mahmoud v. Taylor pitted a school district interested in promoting pluralism against religious parents who wished to withdraw their children from classroom instruction that promoted celebration and acceptance of LGBTQ+ people. The Court found a violation of those parents’ constitutional right to freely exercise their religion, which both expanded the control parents can exert over their child’s public school education and increased the likelihood of similar claims going forward. Data privacy laws are intended to put consumers in control of whether their identifying data can be sold and used for targeted advertising. However, these laws do not provide adequate protections in the era of generative artificial intelligence (AI). This Note examines one way that existing privacy law permits companies to profit from selling data for targeted advertising without obtaining user consent: transferring video watching data in a pixel code. Some U.S. Courts of Appeals have determined that these data transfers do not sufficiently identify users and the videos they watched to constitute violations of user privacy. This has led …

Russia’s full scale war on Ukraine presents key challenges to the international community. It is impossible to approach these challenges without a broader view of the sources of foreign policy in the former Soviet area. This course will survey the main issues in the history of Soviet relations with the foreign world, as well as the new foreign policies of Russia, the other Soviet successor states, and (to a lesser extent) the East and Central European states. This dissertation examines how high-contact, on-site service firms scale up. The central challenge is the stable reproduction of a recognizable service template across dispersed branches under customer heterogeneity, frontline discretion, relationship continuity, and local capacity pressure. Replication quality is defined as the branch-level stability of the service promise, execution rhythm, and exception-handling logic. It is measured directly through retention outcomes and service-failure outcomes, which capture continued acceptance of the service promise and visible breakdowns in service delivery.

In 1907, the U.S. President Theodore Roosevelt finalized the Gentlemen’s Agreement. This informal arrangement, made in part due to the continued American dissent against Japanese immigration during the early twentieth century, was designed to limit the number of Japanese migrant workers in the United States. In Roosevelt’s words, the only Japanese nationals that would be allowed for U.S. entry would be “students, travelers, business men and the like.”1 But, as it would be discovered, there were “loopholes” to this Agreement. Current quantum processors, at the intermediate scale of tens to hundreds of qubits, remain error-limited. This thesis studies two related sources of error. The first is environmental noise, which may have temporal and spatial correlations and nonclassical components. The second is state-preparation and measurement (SPAM) error, which arises in the operations used to characterize this noise, a prerequisite for boosting operational fidelities. Neither can be characterized alone. Noise spectroscopy techniques use imperfect preparation and readout, while SPAM characterization is affected by qubit decoherence. Our methods vary measurement depth, drive duration, or sequence repetition so each source changes the measured signal …

Objective: Early surgical exposure may potentially influence medical students' decision to pursue a surgical career. At our urban, academic medical school, senior medical students developed a Surgical Externship Program (SEP) to provide first-years with hands-on OR experience. This program is a structured 1- to 2-week immersive experience in which first-year students scrubbed into operations, participated in rounds, and engaged with surgical teams under resident and attending supervision. This study evaluates the SEP's impact on surgical interest, OR confidence, and clinical exposure.
Setting: Academic tertiary care hospital.

Powerful Pulpits: Black Preachers As Cultish Leaders In The Axman Murders, 1909-1912, Lauren N. Henley
Interdisciplinary Journal of Leadership Studies
Southwestern Louisiana and southeastern Texas experienced a series of disturbingly similar ax murders from November 1909 to August 1912. In nearly every case, a black family living within a mile of the Sunset Limited line of the Southern Pacific Railroad was brutally slaughtered in their own home, victims of a surreptitious assailant. Eventually, a young black woman would take credit for some of the crimes, ushering in the language of “religious fanaticism” as a potential motive. This confession sparked an intense period of criminalization of black male preachers, with a particular focus on Pentecostal leaders in southwestern Louisiana. This article …

An artificial pancreas (AP) is a biomedical device that mimics the natural glucose-regulation process carried out by a healthy pancreas. This device consists of three parts: a continuous glucose monitor (CGM), a control algorithm, and an insulin pump. These three parts work together by continuously monitoring blood glucose concentration (BGC) and adjusting insulin delivery to maintain normoglycemia while minimizing the occurrence of hypoglycemia and hyperglycemia. While several review studies have addressed control strategies for AP systems, limited attention has been given to the fundamental positivity constraint of insulin delivery and its systematic impact on controller design and performance. Spoken Language Identification (SLID) is a well-researched area. It has previously been recognized as a crucial first stage in every multi-lingual speech recognition system. Latest developments in artificial intelligence (AI) and deep learning (DL) are used to highly strengthen the performance of SLID systems, allowing them to perform a crucial part in mainstream applications The gathered speaker utterances have been entered into the DL network for training phase. The graduation requirements of the Illinois Mathematics and Science Academy are established by the IMSA Board of Trustees. Each semester, students must take a minimum of five academic courses (2.5 credits) for a letter grade (not Pass/Fail), not including Fine Arts or Wellness courses.
