Disturbance-Learning Inertia Estimation Using Artificial Neural Networks For Power System Stability, Sospeter Igaanja Gabriel, Francis Mwasilu, Peter Makolo Dr.
Tanzania Journal of Engineering and Technology (TJET)
ABSTRACT
Power systems are progressively shifting towards low inertia as a result of incorporating significant amounts of intermittent and converter-based renewable energy sources, such as wind and solar power, into the current power grid network. This integration poses considerable problems to inertia and frequency control within the network due to a reduction in the proportion of synchronous generators. Furthermore, rapid frequency deviations occur due to the disparity between supply and demand during contingencies, complicating the maintenance of frequency stability within the power system. The disturbance-learning inertia estimation method for power system stability is presented. The simulation analysis is performed using …

An Evaluation Of Southern Nevada’S Pediatric Care Ecosystem, David Damore, Tina Quigley, Nick Fiore
Policy Briefs and Reports
In 2024, The Lincy Institute and the Nevada Health and Bioscience Corporation released a report prepared by the consulting firm Tripp Umbach detailing the case for a stand-alone children’s hospital in Southern Nevada. Shortly thereafter, Intermountain Health announced it would build Nevada’s first such facility in Las Vegas, expected to open in 2030. To complement the hospital’s development, The Lincy Institute undertook an independent evaluation of the regional pediatric care landscape. The analysis draws on secondary data and discussions with advocates, health system administrators, practitioners, and providers. The report examines:
- Fiscal, resource, and workforce challenges underlying Nevada’s poor population-level pediatric …

Strengthening The Philippines' Agri-Fishery Rde System: A Case Study Of A Public Coordinating Agency As A Bridging Organization, Cynthia Remedios V. De Guia, Luis Rey I. Velasco, Maria Faina L. Diola
Journal of Public Affairs and Development
The Philippine agricultural research, development, and extension (RDE) system has long struggled to live up to its ideals. Decades after the passage of the Agriculture and Fishery Modernization Act (AFMA), the RDE system was reported to have failed to innovate, largely because it failed to translate research into development outcomes. This has resulted from persistent gaps in knowledge exchange, institutional linkages, and collaboration among system actors. In fragmented systems, meaningful interaction and trust seldom emerge spontaneously, making bridging mechanisms necessary. Bridging organizations (BOs) play this role by connecting multiple and diverse actors, mediating relationships, enabling knowledge flows, and enhancing capacities …

Saffron (Crocus sativus ) is a very traditional plant in Morocco, especially in the Taliouine region. Saffron stigmas are traditionally used as a food additive due to their secondary metabolites. Our study aims to assess the traditional uses of saffron by-products, generated after the harvest of saffron stigmas, by local populations of Taliouine and regions. An ethnobotanical survey was conducted with 42 local people in six communities. The survey consisted of two parts: the first part was about the demographic information of the respondents (name, age, sex, and level of education.). While the second part concerns questions that target …

Academics need both an overarching policy on Generative Artificial Intelligence (Gen AI) use in teaching and learning, yet agency in its application across various disciplines. Clarity on the use of the technology for both students and staff is therefore a challenge and characterised by uncertainty given how its application is still unfamiliar. This research examines the organisational context in which Gen AI is being embraced and was conducted by the digital teaching support functions within an Irish university. Students and staff were surveyed (n=1,746) on various aspects of digital use within their education and workplace, including Gen AI. …

Learning, Unlearning And Transformation: Recommendations For A Successful Workplace Integration, Archana Paul
Learning, Unlearning And Transformation: Recommendations For A Successful Workplace Integration, Archana Paul
International Nursing Research Congress (INRC)
Background: The process of learning, unlearning, re-learning, and ultimately transformation is a fundamental aspect of personal and professional growth. Internationally Educated Nurses (IENs) bring extensive knowledge, skills, and experience to their practice areas. However, they must undergo a process of change to assimilate, adapt, and practice competently as a nurse. Despite the existence of some studies exploring IENs' transition into their workplace, there is a significant scarcity of focus on their experiences of relinquishing old habits, beliefs, and ideas to acquire new or alternative knowledge and skills, which ultimately facilitate transformation. It is crucial to recognize the significance of this …

Youth Participation In Kediri, Indonesia: An Urban Communication Perspective, Nissa C. Adinia, Budi Guntoro, Roso Witjaksono
JURNAL KOMUNIKASI INDONESIA
This article examines how young people in a mid-sized Indonesian city participate in producing the meaning of urban space, and how far a participatory communication intervention succeeds in opening dialogue with city stakeholders. Urban communication scholarship has developed primarily around metropolitan cities in the Global North, while participatory communication research often assumes that facilitated dialogue leads to empowerment. This article addresses both gaps through a Photovoice study conducted in Kediri, East Java, involving 37 young people from three social typologies: pelajar (students), santri (Islamic boarding school-affiliated youth), and pekerja/wirausaha (young workers and entrepreneurs). Drawing on Lefebvre’s spatial triad and Couldry’s …

Diagnosing Influential Observations Via Hybrid Secretary–Osprey Optimization Algorithm (Hsooa) In Gamma Regression Models For Fasting Blood Glucose Data, Luay Adil Abduljabbar, Sabah Manfi Ridha
Journal of Economics and Administrative Sciences
Influence diagnostics are essential for identifying influential observations that may affect the estimation accuracy of regression models. Classical diagnostic measures such as Cook's Distance and DFFITS may become less effective in complex or highly dispersed datasets. In this study, a new Hybrid Secretary–Osprey Optimization Algorithm (HSOOA), based on the integration of the Secretary Bird Optimization Algorithm (SBOA) and the Osprey Optimization Algorithm (OOA), is proposed for influential observation detection in the Gamma Regression Model (GRM). This optimization framework successfully achieves an optimal balance between global exploration and local exploitation. The proposed HSOOA framework was applied to a real medical dataset …

Law Number 20 of 2025 on the Criminal Procedure Code introduces the Deferred Prosecution Agreement (DPA) as a special mechanism for corporate offenders. Article 328(8) grants judges substantive authority to assess proportionality, the impact on the national economy, and the suspect's ability to meet the agreed conditions—yet provides no clear parameters. This absence risks legal uncertainty, judicial formalism, and abuse of power, while colliding with the presumption of innocence within Indonesia's civil-law tradition, in which judges have traditionally played a passive role. This study aims to construct a dogmatic framework for judges' substantive judicial-supervision authority in the DPA mechanism. Employing …
