This thesis investigates the West Virginia Human Rights Commission and its action surrounding the Civil Rights Movement. The Commission represented the liberal ideals that led white moderates to be potent allies of the Civil Rights Movement. Throughout the years following its inception, the Commission investigated and documented many instances of Jim Crow that were crushing Black communities in West Virginia. The dissertation contends that, despite many diligent efforts—from mass protests to a presidential task force—America is not yet on path to remedying its outsized patterns of police abuse. The abuse problem is broadly characterized herein through a “triad” of over-enforcement, excessive force, and racial discrimination. The Washington Post’s “Fatal Force” database, covering the years 2015 through 2024, is offered as a bellwether of American progress in addressing its police abuse; and, it is observed, the nation’s yearly count of fatal police shootings of civilians has been increasing, rather than decreasing.

Accurate characterization of the magnetic field strength and direction within a plasma is increasingly important as experiments attempt to probe the physics of plasmas at kinetic scales. Non-perturbative laser-based diagnostics which are spatially and temporally localized—such as laser-induced fluorescence (LIF) and Thomson scattering for the measurement of ion and electron distribution functions, respectively—are increasingly relied on for measurements in laboratory plasmas. This work seeks to develop a spatially and temporally localized non-perturbative laser-based diagnostic for the measurement of magnetic fields in laboratory-relevant plasmas. Norovirus is a single-stranded, positive-sense RNA virus, with 10 identified genogroups (GI-GX). Genogroups GI and GII are responsible for nearly all human cases of acute gastroenteritis worldwide. Ruby Memorial Hospital’s medical intensive care unit (MICU), baseline median time to consultation was 112 hours (mean=246), exceeding recommended benchmarks and highlighting the need for a standardized process.

The present studies were designed to investigate how prenatal exposure to ECIG aerosols, with and without nicotine, influences the behavior of Sprague-Dawley rat offspring.
