Catholic University Journal of Law and Technology
This article recommends the development and deployment of an Artificial Intelligence (AI) large language model (LLM) tool by and for the federal judiciary. LLMs are revolutionizing legal practice, and judges should accordingly be familiar and in regular practice with LLM technology. LLMs can greatly assist the courts by increasing operational efficiency and public access to justice. Particularly, LLMs can improve efficiency in legal research, legal writing, and administration. LLMs present limitations or potential problems in the form of prompt dependency and harmful bias, limitations of data in their training sets, privacy and confidentiality, and the production of false or fabricated …
Canine-Assisted Spiritual Care Handbook: Integrating Facility Dogs Into Professional Chaplaincy Practice, Ann M. Snowberger
Canine-Assisted Spiritual Care Handbook: Integrating Facility Dogs Into Professional Chaplaincy Practice, Ann M. Snowberger
Doctor of Ministry
This project's researcher finds that Spiritual Care Facility Dog Teams (dog handlers and their dogs) lack resources and practical guides to advance Canine-Assisted Spiritual Care (CA-SC) in healthcare and facility settings. The Canine-Assisted Spiritual Care Handbook offers a comprehensive guide for establishing and sustaining CA-SC programs. It promotes standardized terminology, ethical practices, and interdisciplinary collaboration. By featuring practical tools, case studies, and training plans, the handbook supports the professional development of chaplains. Its holistic framework enhances spiritual, emotional, and physical wellness, while emphasizing the well-being of both handlers and their working dogs. The handbook’s focus on program sustainability and real-world …

Factors Involved On The Attribution Of Consciousness To Generative Artificial Intelligence And Its Impact On Trust, Sophia Fernanda Sakakibara Olgini Capello
Factors Involved On The Attribution Of Consciousness To Generative Artificial Intelligence And Its Impact On Trust, Sophia Fernanda Sakakibara Olgini Capello
Honors Undergraduate Theses
This study investigates the cognitive factors influencing the perception of mind in generative artificial intelligence systems, focusing on the role of prior experiences with them, theory of mind (ToM), and the tendency to anthropomorphize. The research examined how these factors predict perceived consciousness in ChatGPT and impact users' trust in this system, specifically exploring: (1) how ToM and anthropomorphism contribute to AI consciousness perception, (2) how prior AI experiences influence consciousness attribution, (3) the relationship between consciousness attribution and trust in AI, and (4) how perceptions of AI consciousness relate to mind perception in other entities. Undergraduates (N= 220) completed …
Reentry Realities: Examining The Role Of Aftercare Programs In Supporting Justice-Involved Youth, Lynda Girven
Reentry Realities: Examining The Role Of Aftercare Programs In Supporting Justice-Involved Youth, Lynda Girven
Honors Undergraduate Theses
The current study examined if aftercare and reentry programs helped to reduce recidivism among youth who have been involved in the juvenile system, and specifically, youth released from residential placement facilities. Different components of aftercare programs were also examined, such as the inclusion of mentoring or family support, how many services were offered, and if the program followed the Risk-Need-Responsivity (RNR) model. Through completing a systematic review of studies published since 2008, five studies met the inclusion and exclusion criteria. All five studies found that the youth who received services through aftercare programs were less likely to reoffend than youth …
The Evolution Of Surveillance And The Decline Of Privacy, Alan J. Geyer
The Evolution Of Surveillance And The Decline Of Privacy, Alan J. Geyer
Honors Undergraduate Theses
This study directly examines how surveillance law and technology have evolved in the United States and how privacy rights have declined correspondingly. The study specifically focuses on how advancements in surveillance technology have overstepped the boundaries of Fourth Amendment protections and analyzes whether these provisions are adequate for protecting citizens in the modern technological era. The study explores newly employed methods of technological surveillance, such as facial recognition, data collection, and automated license plate readers. It focuses on how government surveillance programs have reshaped legal and ethical understandings of privacy. The changes in surveillance and technology have been analyzed by …

Digital Evidence In Cybersecurity: Legal Constraints And Technical Hurdles, Steffany Butler
Digital Evidence In Cybersecurity: Legal Constraints And Technical Hurdles, Steffany Butler
Master's Theses and Doctoral Dissertations
The increasing use of digital technologies such as Internet of Things devices, cloud computing, and networked information systems has made digital evidence essential to modern cybersecurity investigations. Digital evidence supports the reconstruction of cyber incidents, identification of responsible parties, and legal proceedings. However, its collection and preservation pose substantial technical and legal challenges. Rapid technological change, strong encryption, data volatility, cloud-based and distributed storage, and variations in jurisdictional privacy and evidentiary laws complicate the timely, reliable, and legally admissible acquisition of digital evidence. This study addresses how investigators can effectively collect and preserve digital evidence while maintaining data integrity, legal …

What Is A School Shooting? An Analysis Of School Shooting Incidents From 1994 To 2025, Nevaeh Emerich
What Is A School Shooting? An Analysis Of School Shooting Incidents From 1994 To 2025, Nevaeh Emerich
McNair Scholars Collection
School shootings are a hot topic in the media and an important discussion among citizens of the United States. Despite this, the government does not collect data on school shootings and has left it to lay people, reporters, and researchers to create their own data sources largely culled from media reports. In the present study, I compare two popular datasets, the K-12 School Shooting Database collected by Riedman (2025) and school shootings data collected by reporters at the Washington Post (2025), that claim vastly different numbers of school shooting incidents over time. I examine incidents since the Columbine shootings in …
The Miserly Message Of Grants Pass, Meghan J. Ryan
The Miserly Message Of Grants Pass, Meghan J. Ryan
Faculty Journal Articles and Book Chapters
The Supreme Court’s recent opinion in Grants Pass v. Johnson condoned states’ attempts to police homeless encampments. This was a significant blow to unhoused individuals and their allies. But the Court’s opinion also continued its march away from the longstanding evolving-standards-of-decency approach in Eighth Amendment cases. Grants Pass was something of an odd case in which to grant certiorari, but it served as an opportunity for the Court to send a quiet message that it would continue narrowing the Eighth Amendment’s scope. As in other recent cases, the Court applied a more historical approach than the one traditionally used in …
Why Domestic Violence Offenders Don't Give Up Their Guns, Natalie Nanasi
Why Domestic Violence Offenders Don't Give Up Their Guns, Natalie Nanasi
Faculty Journal Articles and Book Chapters
Perpetrators of intimate partner violence are barred by federal law and many states' laws from possessing firearms. While such prohibitions enjoy popular support, they are sporadically and inconsistently enforced, placing the lives of survivors at risk when offenders do not voluntarily comply. Many experts, including this author, have offered legal and policy solutions to increase the likelihood that perpetrators of domestic violence will either willingly relinquish their guns or otherwise be dispossessed of them. But these proposals may have been premature.
This Article is the first to take a step back and inquire why offenders do not surrender their firearms …
“People [Are] Not Dying Because Officers Aren't Following Their Training. ‘It's Because They Are.”: The Construction Of Police De-Escalation Of Individuals In Mental Health Crises In Canadian Media, Renée Haddock
Theses and Dissertations (Comprehensive)
Police are often assumed to be the "de facto" response to people in mental health crises. Contact between police and Canadians with mental illness and in crisis is routine and on the rise (Livingston, 2016). Police responses to these incidences have been criticized after several, highly publicized and tragic encounters between police and people in mental health crisis and the overrepresentation of people of colour in these instances. Media outlets determine which stories are prioritized, how they are framed, and which information to include or omit (Fawzi, 2018). Notably, public knowledge of police activities greatly impacts community perceptions of police …
Examining Disparities In Pre-Conviction Detention: A Race And Gender Analysis Of Criminal Charging And Detention Practices In Ramsey Countyention Practices In Ramsey County, Gabriel P. Exman
School of Business Student Theses and Dissertations
Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …
Debugging The Trademark Laws Part Ii: Criminal Penalties For Trafficking In Counterfeit Microelectronics, Patricia E. Campbell
Debugging The Trademark Laws Part Ii: Criminal Penalties For Trafficking In Counterfeit Microelectronics, Patricia E. Campbell
SMU Science and Technology Law Review
Counterfeit microelectronics have been a persistent problem in government and industry supply chains for many years. Counterfeit electronic parts (e.g., integrated circuits, transistors, capacitors) pose serious risks to human health and safety, harm the economy, and jeopardize national security. Trafficking in counterfeit goods and services was first criminalized in 1984, and Congress has acted on several occasions to increase the corresponding penalties. Nevertheless, the trade in counterfeit microelectronics continues to evolve to meet market demands, and relatively few criminal cases have been brought for trafficking in counterfeit microelectronics. While several factors may contribute to this apparent lack of enforcement, the …
The Artificial Intelligence Trolley Problem: Governance In The Post-Chevron World, James M. Cooper, Kashyap Kompella
The Artificial Intelligence Trolley Problem: Governance In The Post-Chevron World, James M. Cooper, Kashyap Kompella
SMU Science and Technology Law Review
This Essay addresses a growing Constitutional challenge in public governance: the increasing delegation of consequential decisions to algorithmic systems that encode value trade-offs between liberty and security, equity and efficiency, and expression and control, without visibility, legal justification, or institutional oversight. We view this hidden normative choice an example of the “Artificial Intelligence (AI) Trolley Problem.” Like the classic moral dilemma, it involves unavoidable sacrifices among competing goods. Unlike its philosophical counterpart, however, algorithmic trade-offs occur silently. They are embedded in data proxies, optimization logic, and model design, and insulated from scrutiny by claims of technical neutrality. This Essay argues …

Disposability And Survival: The Legal And Social Marginalization Of Black Transwomen, Rachel Still
Disposability And Survival: The Legal And Social Marginalization Of Black Transwomen, Rachel Still
Public Interest Law Reporter
The criminalization of Black transwomen emerges not as an incidental consequence of law but as a deliberate, structural process intertwined with a long history of racial, gendered, and class-based oppression. From the horrors of slavery to contemporary policing, the state has consistently defined and regulated Black trans bodies through a lens of disposability. This article explores the historical and contemporary forces that contribute to the marginalization and criminalization of Black transwomen, emphasizing how race, gender, and socio-economic status intersect to create a landscape of legal violence that continues to shape their lives and deaths.
The experiences of Black transwomen reveal …

More Than Miscommunication: Rethinking Interpretation At The Asylum Office, Pooja R. Dadhania, Hillary Mellinger
More Than Miscommunication: Rethinking Interpretation At The Asylum Office, Pooja R. Dadhania, Hillary Mellinger
Faculty Scholarship
The United States requires asylum applicants to provide their own interpreters for their interviews at the Asylum Office, barring exceptional circumstances. Applicants can face significant hurdles in finding suitable interpreters, who play a critical role in giving them a voice in the asylum process. Inaccurate interpretation can have serious ramifications such as denial of an applicant’s asylum claim. Despite the critical need for meaningful language access in the asylum process, interpretation at the Asylum Office remains understudied. This article represents a first attempt at bringing the scholarly and practitioner communities together to rethink interpretation at the Asylum Office, with the …
The Change That Needs To Be Made: A Shift From Juvenile Life Without Parole To The Use Of Rehabilitative Programs In Florida
Florida A & M University Law Review
Life without parole is the harshest sentence a minor can receive for a homicide offense. Florida is one of a few states that still allow this type of sentence for minors. This sentence violates the Eighth Amendment of the Constitution because it is a cruel and unusual punishment as it locks up a minor for the rest of his or her life, or at least for most of it. Life without parole for juveniles who commit homicide offenses should no longer be available in Florida. A juvenile should receive a sentence that does not keep them incarcerated for the majority …
