Race, The Academy, And The Constitution Of The War On Drugs, Jeffrey Bellin, Bennett Capers Mar 2025

Race, The Academy, And The Constitution Of The War On Drugs, Jeffrey Bellin, Bennett Capers

Vanderbilt Law School Faculty Publications

The war on drugs is widely viewed as a policy failure. Despite massive government intrusions on personal liberty, drug addiction, overdoses, and drug-related violence have only in- creased since the war was declared in 1971. David Pozen's new book, The Constitution of the War on Drugs, reveals a constitutional failure as well. Pozen chronicles a host of constitutional arguments that American litigants deployed to protect a "right" to use drugs with surprising, if fleeting, suc- cess. Pozen asks what might have been, exploring why the courts backtracked and effectively re- moved the Constitution as a meaningful obstacle to drug prohibitions. …

Breaking Up Male-Dominated Collusive Arrangements: Women's Representation In Bureaucracy And Corruption, Beomgeun Cho, Heeun Kim Mar 2025

Breaking Up Male-Dominated Collusive Arrangements: Women's Representation In Bureaucracy And Corruption, Beomgeun Cho, Heeun Kim

Research Collection School of Social Sciences

We investigate the impact of women's representation in bureaucracy on corruption. In this study, we demonstrate how women bureaucrats' experiences in male-dominated workplaces contribute to curbing corruption. To do this, we investigate three dimensions of women's representation (average share, average rank, and hierarchical dispersion) in South Korean regional governments. Empirical evidence shows that the higher women bureaucrats are ranked, the more bureaucrats are disciplined against misbehaviors and the lower the corruption risks are in public procurement. The findings imply that having women bureaucrats at higher ranks reduces corruption risks because they disrupt male-dominated collusive arrangements and abide by ethical standards …

Profiles And Well-Being Of Older Adult Caregivers In Singapore, Yi Wen Tan, Rachel Wen Yi Ngu, Kenneth Choo, Lydia Ng, Wensi Lim Mar 2025

Profiles And Well-Being Of Older Adult Caregivers In Singapore, Yi Wen Tan, Rachel Wen Yi Ngu, Kenneth Choo, Lydia Ng, Wensi Lim

ROSA Research Briefs

In Singapore, the government espouses a “many helping hands” philosophy towards caregiving, where care for older adults is borne by three pillars: the family, the community, and the state (Mehta & Vasoo, 2000). Of these, the family is regarded as the “first line of support”, rendering family caregivers essential to the care of older adults (Ng et al., 2016). Many of these caregivers are themselves older adults, where the average age of caregivers was found to be 62 years (Tan, 2023). As Singapore’s population continues to age, alongside demographic trends of extended longevity and a shrinking population, many more will …

How Much Is Enough? Dosage And Duration In 4-H Developmental Contexts, Sarah N. August-Henry, Amy M. Leman, Jacinda K. Dariotis

Journal of Youth Development

While research abounds on the outcomes of out-of-school time programs for youth, most studies focus on programs with similar profiles or within the same program category, leaving a notable gap in examining youth experiences across programs with different delivery modes. The current research investigated the perceived experiences of youth in two programs, 4-H community clubs and 4-H camps. Using the 4-H Thriving Model, the study assessed perceptions of the programs’ developmental contexts on three program elements including youth sparks, sense of belonging, and relationships with adults. Data for the study was collected through surveys conducted in 2019 among 4-H community …

"Insanity" As An American Empire: The Canton Insane Asylum For American Indians, 1902-1934, Thanh Chi Nguyen Mar 2025

"Insanity" As An American Empire: The Canton Insane Asylum For American Indians, 1902-1934, Thanh Chi Nguyen

Dartmouth College Master’s Theses

This graduate thesis involves a retelling of the history of the now defunct Canton Insane Asylum, built in the early 20th century located in Canton, South Dakota. It was America’s first federal psychiatric facility dedicated exclusively for American Indians. The Canton Insane Asylum for American Indians is a touchstone whose microhistory reflects larger political and economic sentiments in both the state of South Dakota and in the United States writ large. Conceiving South Dakota, as first and foremost a white settler society erected on land forcibly wrested from American Indian people, the asylum played an important economic development role and …

Transforming Defense: A Case Study On Digital Cots Implementation, Dara A. Armstrong Mar 2025

Transforming Defense: A Case Study On Digital Cots Implementation, Dara A. Armstrong

Theses and Dissertations

While research on digital transformation efforts and their challenges are widespread, the introduction and use of digital commercial off-the-shelf (COTS) tools in the Department of Defense (DOD) remains under explored. To investigate this problem, this research focuses on a fledgling digital transformation effort within a division of the Air Force Nuclear Weapons Center. Due to inefficiencies caused by fragmented workflows, management introduced Jira and Confluence, two digital tools known for their broad use in various industries, to the workforce.

Security Governance, Non-Governmental Actors, And The Limited Statehood Legitimacy In The Southeast Asia Landscape: A Conceptual Analysis, Maksimus Regus, Leonard Chrysostomos Epafras, Otto Gusti Madung Mar 2025

Security Governance, Non-Governmental Actors, And The Limited Statehood Legitimacy In The Southeast Asia Landscape: A Conceptual Analysis, Maksimus Regus, Leonard Chrysostomos Epafras, Otto Gusti Madung

Jurnal Politik

This paper discusses security governance in Southeast Asia by looking at the role of non-state actors and the limits of the state in forming security governance. In addition, our study discusses the increasing trend of security threats in the region. We argue that non-state actors play a crucial role in addressing security concerns by patching the gap caused by the limited capability of Southeast Asian states. Our study utilises a qualitative-narrative approach based on data from previous studies, especially studies in the last decade or so. This paper also aims to link the current security governance study with the broader …

The Convergence Of World Prosperity And Afterlife Salvation: Neoliberalism And Political Islam In Turkey, Muhammad Andi Firmansyah Mar 2025

The Convergence Of World Prosperity And Afterlife Salvation: Neoliberalism And Political Islam In Turkey, Muhammad Andi Firmansyah

Jurnal Politik

This article investigates why Turkey’s middle-to-low-income earners, the segment of the population that has suffered the most from the neoliberal policies of the Adalet ve Kalkınma Partisi (Justice and Development Party AKP), have continued to support the party for so long. Using a case study approach based on secondary data, this article argues that the source of the AKP’s enduring legitimacy lies in their skill in utilising political Islam to consolidate neoliberalism. They strategically framed neoliberal restructuring in an Islamic spirit, generating not only loyal cross-class support but also obedience to neoliberal political projects with all their destructive consequences. The …

Religious Parties And The Construction Of Political Identity: A Comparative Study Of Indonesia And Türkiye, Athifa Sharanda Putri Tabina, Adhi C. Fahadayna, M. Faishal Aminuddin

Jurnal Politik

This study examines the influence of religious-based political parties on political identity by comparing Indonesia and Türkiye. The background of this research lies in the role of religious parties in shaping political identity in Muslim-majority countries, where these parties must balance their adherence to religious doctrine with democratic values. The research problem examines how religious-based parties, such as PKS in Indonesia and AKP in Türkiye, construct their political identities within differing political systems. Using a quantitative approach with a comparative design and linear regression analysis, the study tests the impact of variables such as religious representation, associational networks, political education, …

The Fading Of Identity Politics And The Rise Of Oligarchy In Selayar, South Sulawesi, Abu Bakar, Gustiana A. Kambo, M. Teguh Setyadi Bahtiar Mar 2025

The Fading Of Identity Politics And The Rise Of Oligarchy In Selayar, South Sulawesi, Abu Bakar, Gustiana A. Kambo, M. Teguh Setyadi Bahtiar

Jurnal Politik

The fading of identity issues indicates that the direction of local politics in Selayar has shifted and changed. However, this change does not mean that it does not bring new problems to the local political landscape in Selayar, South Sulawesi, Indonesia. We aim to uncover the emergence of oligarchy in place of identity politics as a new phenomenon in the Selayar context. This research uses the concept of oligarchy to understand it, which is described qualitatively. In general, we argue that the failure of identity politics to consolidate power has given birth to oligarchies that are intertwined with familism in …

Why You Cannot Find A Swing Justice When You Really Need One, Neal Devins Mar 2025

Why You Cannot Find A Swing Justice When You Really Need One, Neal Devins

William & Mary Law Review

From Richard Nixon’s 1972 appointment of swing Justice Lewis Powell until Donald Trump’s 2018 appointment of Brett Kavanaugh (to replace swing Justice Anthony Kennedy), the swing Justice ruled the roost. Sometimes voting with the Court’s conservatives and other times with its liberals, the swing Justice often cast the deciding vote and often embraced a sui generis middle ground. Those days now seem like a distant memory. An ideologically simpatico majority coalition drives the post-2018 Roberts Court (especially after Justice Amy Coney Barrett filled Justice Ruth Bader Ginsburg’s seat in 2020). In this Article, I will use the Court’s affirmative action …

On Gender, Gender Incongruence, And Gender-Affirming Care, Tony N. Jelsma Mar 2025

On Gender, Gender Incongruence, And Gender-Affirming Care, Tony N. Jelsma

Faculty Work Comprehensive List

As the number of transgender individuals continues to rise, there is an urgent need to understand the nature of gender and the evidence supporting gender-affirming care. This article proposes the hypothesis that one’s gender is a perception, influenced by biological and social factors. Early-onset gender incongruence seems to be influenced but not wholly determined by the prenatal hormonal environment, while late-onset gender incongruence is associated with comorbidities, suggesting that one’s sense of gender can be impacted by a variety of psychological and social conditions that affect the mind-body connection. Puberty blockers have been used on children to buy time for …

Regionalism And The Federal Reserve Banks, Kathryn Judge, Lev Menand Mar 2025

Regionalism And The Federal Reserve Banks, Kathryn Judge, Lev Menand

Faculty Scholarship

Regionalism is central to our country’s central banking system. Rather than rely on a single organization to set monetary policy and oversee banks, Congress created a multiplicity of bodies including twelve Federal Reserve Banks (FRBs), each designed to operate in a different part of the country. These FRBs are an early and undertheorized example of how the federal government uses regional bodies to formulate and administer federal policy. When they were first authorized in 1913, their regional character assuaged concerns about centralizing power over the economy. Today, the FRBs continue to play a number of important roles, helping to shape …

Mainstreaming Parafamily, Elizabeth F. Emens

Faculty Scholarship

In Parafamily, Chen and Mulligan have managed to cover vast terrain, to catalogue important developments in law, to canvass insights from generations of thinkers, and to propose an ambitious yet pragmatic approach to the laws that govern human relationships, directly and indirectly. They do all this in a relatively short article composed of unusually readable prose. Quite a feat.

The focus of the piece is Chen and Mulligan’s contribution to the field of legal scholarship dedicated to relationships that go beyond the traditional nuclear family. As their title reveals, the authors contribute a new term and concept to this …

The Cross-Sectional Association Between Lifestyle Behaviors And Breast And Cervical Cancer Screening Among Hispanic Women Along The Texas-Mexico Border, David R Lairson Mar 2025

The Cross-Sectional Association Between Lifestyle Behaviors And Breast And Cervical Cancer Screening Among Hispanic Women Along The Texas-Mexico Border, David R Lairson

Faculty, Staff and Student Publications

Objective: Lifestyle behaviors may influence timely cancer screening, but their relationship is unknown among Hispanic women who have low cancer screening rates.

Methods: We used Cameron County Hispanic Cohort data from 2014 to 2022 to evaluate the relationship between lifestyle and compliance with mammography and Papanicolaou (Pap) screening guidelines ("up-to-date") among Hispanic women along the Texas-Mexico border. The 2018 World Cancer Research Fund scoring system characterized cancer-preventive lifestyle adherence. Multivariable logistic regression assessed the association between lifestyle behaviors and mammography and, separately, Pap screening.

Results: Among 385 age-eligible women for mammography and 412 age-eligible women for Pap test screening, up-to-date …

Gender Biases Within Artificial Intelligence And Chatgpt: Evidence, Sources Of Biases, And Solutions, Qi Hui Jerlyn Ho, Andree Hartanto, Andrew Koh, Nadyanna M. Majeed Mar 2025

Gender Biases Within Artificial Intelligence And Chatgpt: Evidence, Sources Of Biases, And Solutions, Qi Hui Jerlyn Ho, Andree Hartanto, Andrew Koh, Nadyanna M. Majeed

Research Collection School of Social Sciences

The growing adoption of Artificial Intelligence (AI) in various sectors has introduced significant benefits, but also raised concerns over biases, particularly in relation to gender. Despite AI's potential to enhance sectors like healthcare, education, and business, it often mirrors reality and its societal prejudices and can manifest itself through unequal treatment in hiring decisions, academic recommendations, or healthcare diagnostics, systematically disadvantaging women. This paper explores how AI systems and chatbots, notably ChatGPT, can perpetuate gender biases due to inherent flaws in training data, algorithms, and user feedback loops. This problem stems from several sources, including biased training datasets, algorithmic design …

Positive Outcomes Of Out-Of-School Time Activity Participation For Youth: A Pattern-Centered Approach, Alexandra Sandoval, Edmond P. Bowers Mar 2025

Positive Outcomes Of Out-Of-School Time Activity Participation For Youth: A Pattern-Centered Approach, Alexandra Sandoval, Edmond P. Bowers

Journal of Youth Development

Youth participation in community-based, structured out-of-school time programs (OST) has been found to promote positive developmental outcomes by providing youth with resources to build interpersonal relationships and essential life skills. The increasing prevalence and multiplicity of youth participation in these activities leads us to expand the research evidence regarding the relation between program participation and positive youth development, with a focus on identifying nuanced patterns of OST participation that consider the breadth and frequency of activities across different types of programs. We apply this pattern-centered approach to analyzing how and for whom these activities may promote youth academic competence and …

Perfect Fools: Sanctity, Madness, And The Theory Of Ambiguous Performance, Todd Madigan Mar 2025

Perfect Fools: Sanctity, Madness, And The Theory Of Ambiguous Performance, Todd Madigan

Sociology

The theory of cultural pragmatics describes the process through which social actors guide their symbolic performances. However, this theory has not paid sufficient attention to the audience’s role in constructing the meaning of these performances. Instead of positing that the intended meanings performed by actors are internal states to be either correctly or incorrectly perceived by an audience, my contention is that the purported intentions of actors are in fact audience constructions that are ascribed to actors. I support this claim through the development of what I call ambiguous performances. These are performances that combine elements of incompatible social roles. …

Metacognition And The 5cs Of Positive Youth Development Programs: A Review Of Metacognitive Interventions, Omolola A. Odejimi, Leslie F. Clark Mar 2025

Metacognition And The 5cs Of Positive Youth Development Programs: A Review Of Metacognitive Interventions, Omolola A. Odejimi, Leslie F. Clark

Journal of Youth Development

Positive youth development (PYD) programs have increased positive outcomes for adolescents, however research on the underlying change processes in these programs remains limited. The 5Cs (Competence, Confidence, Character, Caring and Connection) of PYD are a framework of desirable outcomes for youth programs. Change to metacognition is proposed as a mechanism by which PYD programming accomplishes these outcomes. This review describes findings from metacognitive interventions with PYD-relevant outcomes in adolescents aged 10-24. Fifteen electronic databases were searched using keyword phrases related to “metacognitive intervention” and “adolescents”. Seventeen studies met inclusion criteria. Included studies addressed 2 of the 5 goals of PYD …

Development Of A Comprehensive Social-Emotional Learning Questionnaire For Elementary After-School Physical Activity Programs, Kelly L. Simonton, Mengyi Wei, Pamela Kulinna, Allison Poulos Mar 2025

Development Of A Comprehensive Social-Emotional Learning Questionnaire For Elementary After-School Physical Activity Programs, Kelly L. Simonton, Mengyi Wei, Pamela Kulinna, Allison Poulos

Journal of Youth Development

Afterschool settings have continued to be identified as an ideal outlet for supporting youth development in many arenas, including physical activity (PA) behaviors and social emotional learning (SEL) skills. In fact, PA centered programs are ideal settings for youth to 8 develop and practice SEL skills in authentic ways. However, there a several issues as it relates to understanding the impact of said programs. This includes reliable measures of youth perceptions of their SEL skills, the diverse ability of learners who may attend these programs, and the age range of learners. Given the realities of evaluating youth development in real-world …

The Relationship Between Industry Regulation And The Quality Of Micro-Dramas, Shuoyu Yao Mar 2025

The Relationship Between Industry Regulation And The Quality Of Micro-Dramas, Shuoyu Yao

Dissertations and Theses Collection (Open Access)

This paper is a study on the micro-drama industry, exploring the reasons for a large number of low-quality micro-dramas. Specifically, there are two potential problems: (1) the industry value allocation model is unreasonable, so producing high-quality micro-dramas does not receive sufficient returns; (2) regulatory oversight of the industry is insufficient. To investigate this recent phenomenon and the underlying problems, we collected a dataset of 165 micro-dramas and use the newly introduced regulation on the micro-drama industry in June 2024 as a policy shock. The findings show that, before the new regulations were introduced, micro-dramas with higher quality in expression received …

Deputization And Privileged White Violence, Ekow N. Yankah Mar 2025

Deputization And Privileged White Violence, Ekow N. Yankah

Articles

A number of high-profile and racially charged killings, such as Trayvon Martin’s, Kenneth Herring’s, Ahmaud Arbery’s, and Jordan Neely’s, have been at the hands of civilians declaring themselves the law. These deaths stemmed from a phenomenon best described as “deputization.” Deputization describes a latent legal power that has empowered White people throughout American history to claim authority to enforce the law, as they see it, upon racial minorities generally and Black people in particular. This power turned the ancient common law duty to police all felons in England into a specific American common law duty to police Blacks. From the …

Mobilizing Frontline Workers Against Wage Theft, Terri Adams-Fuller, John Ahlquist, Jacob Grumbach, Tess Starman Phd

Sociology: Faculty Publications

We use an original survey of frontline U.S. workers in five low-wage industries to investigate the prevalence of perceived wage theft and the effectiveness of messages aimed at mobilizing in response. We find that over 14% of workers report recent incidents of late- or underpayment. These workers are both more supportive of union representation and more willing to search for a new job. Using an embedded survey experiment, we study workers’ willingness to respond to a “call to action” on behalf of coworkers experiencing wage theft. Whether the call to action comes from a hypothetical neighbor or a coworker, mobilizing …

Demographic Characteristics And Parenthood Across Three Cohorts Of Sexual Minority Adults, Kay A. Simon, Gaëlle Meslay, Rachel H. Farr, Stephen T. Russell Mar 2025

Demographic Characteristics And Parenthood Across Three Cohorts Of Sexual Minority Adults, Kay A. Simon, Gaëlle Meslay, Rachel H. Farr, Stephen T. Russell

Psychology Faculty Publications

As measurement of sexual minority (SM) people's demographic characteristics has evolved over time, it is of interest to understand how identity intersections within SM communities, such as SM parents, have also changed. The current study aimed to investigate how SM parents may or may not differ in demographic characteristics from SM childfree adults and how the demographic characteristics of SM parents may differ across three cohorts. Participants could be part of one of three age cohorts, with each cohort reflecting distinct historic or cultural events related to LGBTQ+ people's experiences. We used data from a national probability study of 1502 …

"Distinct And Separate Issues": Examining Us Adults' Attitudes Toward Abortion During Covid-19, Maria Montenegro, Danny Valdez, Frederica Jackson, Wen-Juo Lo, Ronna C. Turner, Brandon L. Crawford, Kristen N. Jozkowski

Counseling, Leadership, and Research Methods Faculty Publications and Presentations

BackgroundThe COVID-19 pandemic reshaped people's healthcare experiences and access to healthcare, including abortion. In response to the COVID-19 outbreak, some policymakers claimed that abortion is a nonessential service and should be restricted. In contrast, other policymakers contended that abortion is time-sensitive essential healthcare, and access to it should be protected. These efforts put access to abortion into the public arena during the onset of the pandemic. We examined whether people perceived the pandemic changed their attitudes toward abortion and their rationale for whether their support for abortion increased, decreased, or remained the same.MethodWe administered a web-based survey to US-based English …
