The Act prohibits the use of state funds or resources to provide genderaffirming medical care to incarcerated individuals. It bans funding for sex reassignment surgeries, hormone replacement therapy, and any cosmetic or prosthetic procedures intended to alter an inmate’s primary or secondary sex characteristics. The bill includes limited exceptions, such as treatments for individuals with intersex conditions or those requiring continued hormone therapy that began prior to incarceration and is continued only for tapering purposes. The Georgia Department of Corrections is tasked with creating rules to govern these exceptions.

Extended reality (XR)—the integration of virtual, augmented, and mixed reality technologies—creates immersive, embodied, and behaviorally integrated forms of communication that challenge traditional understandings of freedom of expression. While XR offers new opportunities for creativity, civic engagement, and cross-cultural participation, its immersive nature introduces risks of censorship, surveillance, biometric profiling, algorithmic manipulation, and inequitable access.

This Article situates XR within the framework of European human rights law. It begins by identifying the technical and psychological features that distinguish XR from conventional platforms, particularly presence, immersion, and embodiment, which transform speech into multisensory and interactive experiences. A School Climate Needs Assessment completed by 57 administrators evaluated both overall school climate and the key components that contribute to it. Administrators revealed low satisfaction with overall school climate (25%) and with students’ SEL skills (19%), and most considered these areas important to improve (77% and 79%) and expressed a desire for support (60% and 53%). Similar patterns emerged for academic performance (28% satisfied; 86% considered improvement important; 44% desired support), disciplinary actions (19%; 54%; 49%), and conflict levels—student-student (21%; 79%; 60%) and student-teacher (26%; 49%; 47%). Rape myths are false beliefs that explain sexual violence, and uphold current beliefs on sexual violence (Payne, Lonsway, & Fitzgerald, 1999). These myths can be learned and reinforced through a variety of sources, including formal school-based sexual education programs, pornography consumption, and peers. Through two studies, sexual education and rape myth were examined. In the first study, an exploratory content analysis of state sexual education guidelines was completed to better understand what information and guidance is provided by states to those providing sexual education. In the twenty-first century, slavery is still alive in the United States, but thankfully, it is increasingly unwell. States across the country, in places both expected and unexpected, have begun to pass amendments to their state constitutions that seek to finish the job started over 150 years ago by the Thirteenth Amendment. Whereas that amendment included an exception, providing for slavery and involuntary servitude as punishment for a crime, these new state amendments contain total prohibitions. In the discourse on the Takings Clause, disputes over methodology have long formed a kind of proxy war, with per se rules ordinarily underwriting strong constitutional protection for property rights and ad hoc standards more often vindicating public interests. At a moment when the Supreme Court is increasingly embracing the rules end of this rules-standards spectrum, this Article offers a novel perspective to challenge the conventional link between categorical reasoning and classical liberal conceptions of constitutional property.

Today, America faces a health paradox: the nation’s largest jails are the nation’s largest psychiatric institutions. In a criminal justice system designed for punishment, solutions like mental health units or mental health courts try to address this contradiction. Yet, if mental illness is a health issue, and not a criminal issue, then increased investments in the criminal justice system seem misplaced. Instead, a more promising approach is to stop the mentally ill from entering the criminal justice system at all.

This capstone project examines how integrating social work practices into the jail intake process can strengthen support for clients represented by the Public Defender’s Office. The project focuses on understanding the challenges clients face at the earliest point of contact often marked by trauma, instability, and limited access to services and how a social-work-informed approach can improve outcomes. Clients in the Mental Health Diversion Program often struggle to understand legal requirements due to the impact of mental health symptoms, which can interfere with their ability to complete the program. This capstone project was implemented at the Monterey County Public Defender’s Office within the Mental Health Diversion team, which serves individuals in the legal system with mental health challenges. The project aimed to strengthen staff communication with clients by providing a training presentation on mental-health-informed communication strategies. Mass-shooting events pose a significant challenge to public safety because they generate large volumes of unstructured textual data, making it difficult to conduct effective investigations and formulate public policy. The proposed knowledge acquisition system utilized Large Language Models (LLMs) with few-shot prompting to extract vital information from news articles, police reports, and social media content at high speed. The system used entity recognition to detect vital information, which included offenders, victims, locations, and criminal instruments that support legal investigations. Reliable flood-level estimation using aerial UAV (Unmanned aerial vehicle) imagery is essential for effective post-disaster assessment and rapid emergency response. This study utilizes a UAV-based dataset, referred to as the UVA dataset, which integrates multiple public datasets and manually labeled UAV images, together with a multi-stage vehicle-centric framework for flood-depth estimation. Probation officers work in demanding environments marked by high caseloads, role conflict, and organizational pressures that can negatively affect job satisfaction and workforce stability. Leadership practices at the frontline supervisory level play a critical role in shaping these experiences, yet limited empirical research has examined servant leadership within community corrections. The purpose of this quantitative correlational study was to examine the relationship between probation officers’ perceptions of servant leadership demonstrated by their direct supervisors and their level of job satisfaction.

This dissertation investigates surrogate modeling for fixed-location environmental forecasting using novel data-combination techniques. The work surveys the landscape of observational measurements and numerically generated data, identifying similar research and gaps in current methodologies. The ratio-coupled training framework is introduced to combine two data sources per predicted feature through a tunable parameter that weights training signal strength. An optimization scheme is developed to simultaneously tune surrogate weights and the coupled signal ratio, allowing relative influence between signals to act as an explicit regularizer. A Dangerous Challenge To The Constitutionality Of The Felon-In-Possession Statute: United States V. Bullock, Matthew Matherne

In United States v. Bullock, Judge Carlton Reeves held that the federal felon-in-possession statute was unconstitutional as applied to Mr. Bullock. Although Mr. Bullock had been previously convicted of multiple violent felonies involving a firearm, including one that resulted in the death of an individual, Judge Reeves dismissed the charges because the government failed to establish a historical tradition of prohibiting felons from possessing firearms. Judge Reeves’ determination that § 922(g)(1) is unconstitutional as applied to Mr. Bullock is a decision that is not only “dangerous” to society, but it contradicts the historical tradition of firearm regulation in America. …

Sexual assault case attrition persists throughout the criminal justice system, partly due to inconsistent Sexual Assault Kit (SAK) submission decisions. This dissertation examines factors influencing police officers' decisions to submit SAKs for forensic testing, applying the focal concerns perspective to understand how legal and extra-legal characteristics shape these decisions. Using statewide Kentucky data from July 2007 to March 2018, this study analyzed 2,194 adult sexual assault cases from 192 law enforcement agencies. Of these cases, 1,520 (69.3%) resulted in SAK submission. Logistic regression analyses examined the full sample, as well as four subsamples. Results provide mixed support for focal concerns …

Reliable in situ measurements are essential for accurately forecasting and nowcasting hailstorms, as they provide insight into storm processes, improve predictions that protect public safety, and help assess potential damage to agriculture and infrastructure. This study evaluates the reliability of in situ hail measurements from the T-28 aircraft’s Hail Spectrometer and assesses their feasibility for radar reflectivity validation and parameterization. Modern traffic management systems increasingly depend on real-time Signal Phase and Timing (SPaT) data generated by Traffic Signal Controllers (TSCs) to support safety, mobility, and emerging connected-vehicle applications. The applications of SPaT outputs require timely and reliable access to such data from the traffic signal controllers. However, these controllers are safety-critical infrastructure and exposing them to external networks introduces significant cybersecurity and operational risks. Coastal infrastructure faces increasing threats from wave overtopping due to climate change, rising sea levels, and intensifying storms. This research investigates the environmental conditions that drive hazardous wave overtopping using Dawlish, a vulnerable section of the UK’s railway, as a case study. Understanding these conditions is essential for improving knowledge, developing effective mitigation strategies, and enhancing the resilience of shoreline defences against future challenges. Ensuring the safety and longevity of infrastructure is crucial to safeguarding communities and preserving economic stability. In this study, the development of a novel sensor for detecting and characterizing cracks in infrastructure, particularly suited for deployment on Unmanned Aerial Vehicles (UAVs), is presented. The device utilizes a laser (operating at 980 nm) for excitation of erbium-doped lithium tantalate nanoparticles that emit 1550 nm wavelength, which stimulates a photodiode for data collection. This study investigates the distribution of naturally occurring arsenic in groundwater within the Oro Grande Wash in San Bernardino County, California. Depth-discrete groundwater quality data were collected over multiple years using nested and Westbay monitoring wells. Water quality results showed higher levels of arsenic in the deeper aquifers, ranging between 600 feet and 1,000 feet below ground surface. Arsenic levels in these regions reached as high as 66 µg/L. At roughly 800 feet and below, water quality data from the wells reveal that arsenic concentrations exceeded the 10 µg/L maximum contaminant level (MCL) in 87% of cases. These data provide …

Overcrowding is a major challenge to correction systems because the conventional forecasting techniques are inaccurate and inadequate in most cases. This paper will solve this by constructing and testing a machine learning-based model to predict facility-level overcrowding. With the use of the XGBoost Regressor model on a dataset comprising of U.S. correctional facilities, the research identified key structural drivers but showed that the static facility attributes alone have limited predictive power (r-square approx 0.18) The discussion shows that overcrowding is non-linear, and a complicated problem not confined to the facility characteristics but to the larger, non-measurable regional influences, of which …

On October 12, 2022, the Biden administration abruptly changed course and announced that Venezuelan refugees would be immediately subject to Title 42—the policy that effectively means that those migrants would be summarily forced to return, or expelled, to Mexico. For FY 2022, Customs and Border Protection apprehended and/or expelled a total of 2,766,582 enforcement actions (CBP FY 2022). The resulting media spectacle illustrates another example of border securocracy—defined as the globalized border industrial apparatus oppressing the masses from the global south. Accurate rainfall estimation is essential for effective hydrologic modeling, particularly in urban environments where infrastructure must withstand extreme precipitation. This study evaluates the EPA Storm Water Management Model (EPA-SWMM) using MRMS RadarOnly Quantitative Precipitation Estimation (QPE) 1-hour Accumulation as the primary rainfall input for a watershed in Little Rock, Arkansas. The region was selected due to its urban character and the limited availability of radar-based hydrologic studies in Arkansas. 21 storms were analyzed from 2022-2025: 10 in Winter, 7 in Spring, and 4 in Summer. Local law enforcement agencies play a critical and increasingly central role in the United States’ domestic counterterrorism architecture. While federal agencies possess sophisticated intelligence capabilities, local officers are often the first to encounter early indicators of radicalization, pre-operational planning, and suspicious behavior. Despite this frontline role, communication between local, state, and federal agencies remains fragmented, inconsistent, and sometimes informal.
