Pending investigation, Xi Jinping’s protégé Admiral Miao Hua (苗华) has been suspended from his duties as a member of China’s Central Military Commission (CMC) and Director of the CMC Political Work Department. This decision was made by the Chinese Communist Party (CCP)’s Central Committee, Defense Spokesperson Senior Colonel Wu Qian announced at the scheduled monthly People’s Liberation Army (PLA) press briefing on 28 November 2024, because Miao is “suspected of serious violation of discipline.” By the time such CCP investigations become public, conviction is a foregone conclusion. We present a comparative study of organizational discourses on immigrants in two cornerstone US institutions: labor unions and the US military, both powerful players in setting the terms of immigration debates and policies in the United States. How do unions and the military frame the role of immigrants within their institutions and in US society? We draw on qualitative content analysis of materials produced by AFL-CIO and the US military between 2000 and 2020. Despite significant differences in these institutions, we find that they share the following three core themes in their framing of immigrants: (1) immigrants as potential threats, …

As an exercise in intercultural philosophy, the paper explores the philosophies of two different regions, the Amazon of South America (Jivaro and Yanesha/Amuesha people of Peru) and Western Province of Kenya, East Africa (with a focus on the Bukusu people). This essay is an analysis of educational philosophy and ideals in Japan. Japan’s recent educational reforms have been criticized as a “return to imperialism” or as “undemocratic.” In order to clarify the content of ideas/ideologies like “imperialist education” and “democratic education,” this essay examines the relationship between Japan’s imperialist philosophy of education, as articulated in the Cardinal Principles of Japan’s National Polity (1937), and democratic education, as represented by John Dewey’s Democracy and Education (1916). Before his untimely death in 1940, the German philosopher Walter Benjamin wrote an essay, entitled “Theses on the Philosophy of History,” marking his recovery from the shock of the Hitler-Stalin non-aggression pact. This study reflects on the philosophical and historical significance of this essay, unraveling Benjamin’s critique of Marxism as a critique of progress. Progress, which the angel of history sees as a storm coming from paradise, has caused a growing pile of rubble of historical blunders and environmental disasters. The possibility of space science conducted by human astronauts in spite of these dangers presents the opportunity for individuals to exhibit traditional heroic virtues—presumably, supererogatory forms of prudence, temperance, fortitude, and justice—in the pursuit of science. What would the ideal society look like, and its university? In 1516 the English humanist Thomas More tried his hand at imagining a perfect society on a distant island. His Utopia was first published in the Flemish town of Leuven, home of a university that was established almost a century earlier in 1425. It is generally understood as a matter of federal Indian law that determinations of tribal law should properly be interpreted by tribal courts. This is because tribal courts do not always adhere to the same legal philosophy as their settler colonial counterparts. Many tribal courts subscribe to traditional law, which is an “essential source” of tribal jurisprudence. Anishinaabe communities have maintained a rich body of traditional tribal law since time immemorial. This article studies the tension between autonomy and automation as it is experienced by Syrian refugee food-delivery drivers who work on the Toters app in Beirut, Lebanon. Central to this study are the freedom narratives these drivers construct, which reflect their ambivalent relationship with digital labor platforms. These narratives highlight how the algorithmic nature of the Toters app provides opportunities for self-employment and flexible work, crucial for refugees facing employment barriers and limited physical and social mobility in Lebanon. The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.

This article contends that NATO’s current partnership policies, procedures, and mechanisms inadequately address the Alliance’s evolving mission. The world’s heightened state of competition should prompt NATO to reevaluate partner engagement to fulfill its strategic goals more effectively. Alongside a critical examination of NATO’s cooperative security policy evolution, this article identifies six major challenges and proposes three bold yet actionable solutions. Enriched by interviews and the author’s experience in the field of partnerships, this article also outlines ways NATO can reform existing partnership tools.

This article explores the strategic motivations behind China’s arms sales and uses Chinese-language analyses from influential party and military institutions to identify five main interests driving Chinese arms exports: protecting economic investments, gaining influence in conflict zones, enhancing partner military capabilities, building diplomatic relationships, and offsetting research and development costs. The article integrates primary sources to reveal how arms sales advance Beijing’s geopolitical aims. The findings highlight how China’s arms trade shapes partner and adversary military capabilities and underscore the need for the United States and its allies to compete in the arms trade to mitigate China’s growing influence.

This article examines the multifaceted exchanges between the American and Chilean armies from 1961 to 1969, asserting that they were strictly professional, devoid of political indoctrination, and aligned with both nations’ foreign policy interests. Utilizing declassified diplomatic and military documents, this research diverges from prior works by integrating an in-depth understanding of military codes and culture with global, regional, and national contexts. It challenges the politicized narratives of the Cold War in Latin America, especially in Chile. This research offers insights into the actual impacts of international military policies on future military exchange programs.
