How can a country legally address collective trauma? Northern Ireland faced this daunting question in 1998, when the signing of the Good Friday Agreement heralded the end of decades of sectarian violence known as the Troubles. More than two decades later, the social and economic damage of the Troubles lingers. Years of piecemeal reconciliation efforts have proved controversial and yielded inconsistent results. The "truth" of the Troubles remains a divisive issue, and the question of how Northern Ireland can achieve lasting reconciliation still looms. This Article argues that a policy of containment directed at China could have disastrous consequences on the stability of the global system. The liberal international order, created to promote international coordination and structure global trade, comprises key institutions such as the United Nations, the World Trade Organization, the International Monetary Fund, and the World Bank. It is possible that much of the strength of these institutions stems from the fact that nations are "locked" into them simply because they are the only game in town. Digital transformation in Oman has amplified the risk of cyberattacks, as evidenced by millions of attacks targeting government websites and critical infrastructures. However, Oman’s current cy-bersecurity preparedness, particularly in policy development, is inadequate, as indicated by its moderate ranking in the National Cyber Security Index and score of 0% in cybersecurity policy development. Furthermore, prior research has not extensively covered the implementation of information security standards within Omani ministries. On 29 December 2023, Admiral Dong Jun (董军) was appointed China’s 14th Minister of National Defense (国防部部长) at the seventh meeting of the Standing Committee of the 14th National People’s Congress. He replaced the previously deposed Army General Li Shangfu, ending a four-month leadership gap. Admiral Dong is the first PLA Navy (PLAN) officer to head China’s Ministry of National Defense (MND). Previously the 9th People’s Liberation Army Navy (PLAN) Commander, he was likewise exceptional in achieving this position from a background in theater joint operations.

China’s Navy, the world’s largest by number of ships, has a new leader. On 25 December 2023, Commander-in-Chief Xi Jinping, in his capacity as Central Military Commission (CMC) Chairman, promoted Vice Admiral Hu Zhongming (胡中明) to Admiral and appointed him Commander of the People’s Liberation Army Navy (PLAN) (海军司令员). 2 Hu’s predecessor Admiral Dong Jun (董军) attended the promotion ceremony, suggesting this is an orderly and expected transition—unlike recent removals of the PLA Defense Minister and the former Commander of China’s Strategic Rocket Forces.

Members of microbial communities can substantially overlap in substrate use. However, what enables functionally redundant microorganisms to coassemble or even stably coexist remains poorly understood. Here, we show that during unstable successional dynamics on complex, natural organic matter, functionally redundant bacteria can coexist by partitioning low-concentration substrates even though they compete for one simple, dominant substrate. We allowed ocean microbial communities to self-assemble on leachates of the brown seaweed Fucus vesiculosus and then analyzed the competition among 10 taxonomically diverse isolates representing two distinct stages of the succession.
