A strategy to safeguard United States’ space assets is needed. Deterrence strategies, like Cold War nuclear deterrence, are often recommended. Nuclear deterrence history reveals that deterrence through dominance is what early strategists employed. Both Cold War adversaries attempted repeatedly to gain the lead in nuclear weapons. Seeking short term advantages activated the security dilemma and both sides responded in kind, guaranteeing an arms race. The faulty logic of the security dilemma was that the next advantage would bring security. This study begins with the widely recognized problem of 21st century space vulnerabilities. To address this challenge, it proposes the new concept of an “allied space network” as a possible means of both reducing risks and enhancing space power. Such a concept would move beyond realist, Cold War “balancing” in space, and instead would require new forms of technical and political cooperation in the military sector among participating states. What means may a nation lawfully employ to respond to and to defeat threats and attacks on its space systems? Treaties and customary law provide a strong incentive to limit space activities to non-aggressive “peaceful purposes.” They do not, however, proscribe space warfare or preparation for such conflict. Space system components are thus at risk, and can be attacked, degraded, or destroyed, simultaneously or each in detail. To remain the world’s preeminent military space power, the United States must consider a variety of means and strategies to address these challenges.

Driven by the increasing frequency of cyberattacks and the existing talent gap between industry needs and skilled professionals, this research study focused on the crucial human element in the domain of cybersecurity incident response. The objective of this dissertation was to offer a meaningful exploration of the lived experiences encountered by cybersecurity incident responders and an assessment of the subsequent impacts on their well-being. Additionally, this study sought to draw comparisons between the experiences of cybersecurity incident responders and their counterparts in traditional emergency response roles. This dissertation assesses the empirical relevancy of realist International Relations (IR) theory in cyberspace and shows how a richer IR-based theory of cyber conflict can enhance the understanding of interstate cyber deterrence, especially in the context of US-Sino hegemonic cyber conflict or cyberwar. As states increasingly engage in cyber conflict by exploiting security vulnerabilities due to global interconnectivity (i.e., the Internet), cyber threat has become relevant for national security. Scholars constructed cyber deterrence to counter the threat using the fundamentals of the Cold War nuclear deterrence. Many studies of Tolkien’s Eagles have emphasized their role as a narrative device (the deus ex machina) or spiritual symbol and have focused primarily on their intervention in The Hobbit and The Lord of the Rings. This essay argues for a more comprehensive interpretation, and demonstrates that the Eagles function as essential characters throughout Tolkien’s legendarium, beginning with the earliest stories. In Brazil, there has been no transition model of space capabilities promoted by the military sphere (especially the Brazilian Air Force) for nurturing the civil one (Brazilian Space Agency). Drawing upon official documents and legislation as primary sources, the case study of the Geostationary Satellite of Defense and Strategic Communications (SGDC) is analyzed in light of the space strategic sector. Main factors that impede the PEB are related to military-technological dependence and poor resource management, with draconian budget cuts and projects canceled before having achieved realistic milestones.

Is neurotechnology leading nation-states toward a new domain of war? Neuroscience is on the verge of deciphering the human brain. As a result, brains will become a part of the battlefield against which attacks will be directed. As neuroscientist James Giordano argued: “the brain is the next battlespace.” It is foreseeable that this will have tremendous implications for warfare and could amount to a true military revolution in the sense of military historian Williamson Murray: it would completely change the characteristics of conflict, as well as transform state and society.

FRAGMENTATION characteristics such as spatial distribution, number of fragments, fragment velocity, and fragment mass can be used to characterize the lethality of a fragmenting weapon or any metal cased explosive [1,2]. However, most warhead tests and evaluations are limited to static arena testing, where fragment characteristics must be collected by hand. Recently, stereoscopic imaging techniques have been added to static arena tests. Using this method, position tracks can be collected for each fragment, and then velocity information can be found. King Professor Emeritus of Maritime History, Naval War College, is the third in a series of volumes that bring together scholarly writings originally published in a variety of specialized journals and other publications, many of which are obscure and difficult to access. It includes papers originally appearing in the years 2010–20. The earlier volumes are Naval History and Maritime Strategy: Collected Essays (2000), and Talking about Naval History: A Collection of Essays (2011). The latter volume also appeared under the imprimatur of the Naval War College Press.

Superintendent of Schools is uniquely critical in a school district due to its tremendous effect on the operational and cultural bearing of the organization (Myers, 2011). Superintendent turnover can hinder district reform and improvement (Grissom & Andersen, 2012; Marzano, 2006). The United States and New Mexico struggle with superintendent retention and northern New Mexico is especially plagued with short superintendent tenure (Grissom & Andersen, 2012; NMPED Stat Books, 2021; Sawchuck, 2022).
