The ongoing debate over the law and ethics of lethal autonomous weapon systems (LAWS) reflects two very different perspectives. One sees the development of such weapons as an essential part of national security that depends on a strong military in possession of the latest weapons technology. If legal or ethical norms impede staying ahead in the race for new weapons, those norms need to be reinterpreted or modified. The other perspective maintains that security depends first and foremost on robust respect for legal principles that are derived from fundamental moral principles. In this dissertation, which uses philosophical inquiry, I posit that tabletop role-playing games (RPGs) can provide an educative experience for democratic civic life in the Deweyan tradition. Tabletop RPGs present an invaluable resource for ongoing civic formation by encouraging deliberation and consensus building across shared goals and circumstances. Philosopher John Dewey emphasized that democracy is defined by the civic habits and collective action, not formal governance structures. The experience of playing tabletop RPGs can cultivate habitus and space for future and current citizens to practice democratic skills and commitments. The adoption of the Convention on the Rights of Persons with Disabilities (CRPD)

represents an important and (potentially) progressive development in the protection

framework under international humanitarian law (IHL). Article 11 of the CRPD

specifically obliges States to protect persons with disabilities from harm in

situations of risk, including armed conflict, consistent with IHL and human rights

law. The CRPD framework signals the need to address the traditional framing of

disability under IHL and to draw from human rights concepts in the CRPD in

order to inform the protection accorded to persons with disabilities in armed conflict.

This paper presents a novel deep-learning (DL)-based approach for classifying digitally modulated signals, which involves the use of capsule networks (CAPs) together with the cyclic cumulant (CC) features of the signals. These were blindly estimated using cyclostationary signal processing (CSP) and were then input into the CAP for training and classification. The classification performance and the generalization abilities of the proposed approach were tested using two distinct datasets that contained the same types of digitally modulated signals, but had distinct generation parameters. Federal agencies are increasingly interpreting international labor rights and imposing a wide array of economic and financial penalties, or “rights-based sanctions,” under various laws and regulations. Congress recently vested the Office of the United States Trade Representative (USTR) with authority to impose targeted rights-based sanctions on foreign factories. USTR has begun administering its new authority with vigor. Policymakers and rights advocates hope that USTR’s enforcement activities will strengthen the protection of workers abroad.

วิทยานิพนธ์นี้มุ่งศึกษาเรื่องสงครามและยุทธวิธีในคัมภีร์อรรถศาสตร์และคัมภีร์กามันทกียนีติสาระเพื่อเปรียบเทียบสารัตถะพัฒนาการและความสัมพันธ์ของทั้งสองคัมภีร์ โดยแบ่งออกเป็น 6 ประเด็น ได้แก่ (1) สงคราม (2) ปัจจัยที่มีผลต่อการพิจารณายาตราทัพ (3) การสร้างค่ายหอรบ (4) การจัดกระบวนทัพ (5) การตอบโต้ และ (6) การต่อสู้ด้วยกลลวงผลการศึกษาพบว่า คัมภีร์อรรถศาสตร์เป็นการรวบรวมองค์ความรู้ทางนีติศาสตร์จากคณาจารย์ยุคก่อน และนำเสนอในมุมมองของตนเอง ส่วนคัมภีร์กามันทกียนีติสาระได้นำเสนอองค์ความรู้อ้างอิงคัมภีร์อรรถศาสตร์ เป็นการสืบทอดองค์ความรู้อย่างต่อเนื่องหลายศตวรรษ นอกจากนี้ประเด็นสำคัญที่ผู้วิจัยค้นพบคือ คัมภีร์กามันทกียนีติสาระมิใช่เป็นการนำคัมภีร์อรรถศาสตร์มาแต่งเป็นร้อยกรองเท่านั้น แต่เป็นการประมวลองค์ความรู้ทางนีติศาสตร์จากคณาจารย์ในยุคก่อนเช่นเดียวกับคัมภีร์อรรถศาสตร์ โดยมีเกาฏิลยะเป็นหนึ่งในคณาจารย์นั้น และได้มีการพัฒนาสร้างสรรค์องค์ความรู้จนเป็นแบบฉบับที่มีเอกลักษณ์เป็นของตนเองเรื่องสงครามและยุทธวิธีเป็นหนึ่งในวิธีการแสวงหาความรุ่งเรืองให้แก่อาณาจักร พระราชาที่เป็นผู้นำทัพจะต้องมีความสามารถในการวางแผน เพื่อเตรียมพร้อมรับมือกับสถาณการณ์ต่าง ๆ ได้เป็นอย่างดี ทั้งยังต้องเชี่ยวชาญการเดินทัพเพื่อโจมตีศัตรู และการใช้กลอุบายต่าง ๆ เพื่อแสวงหาความได้เปรียบ แม้อุบายนั้นจะผิดศีลธรรม ดังนั้นจึงแสดงให้เห็นว่าองค์ความรู้จากทั้งสองคัมภีร์สอนในเชิงปฏิบัติมากกว่าอุดมคติ โดยมองว่าทุกวิธีการที่ทำให้เกิดความได้เปรียบเป็นสิ่งชอบธรรม

วิทยานิพนธ์นี้มุ่งศึกษาแนวคิด กลวิธีการประพันธ์ และบทบาททางการเมืองของวรรณกรรมไทยสมัยรัชกาลที่ 6 ที่มีเนื้อหาหรือมีประวัติการประพันธ์เกี่ยวกับสงครามโลกครั้งที่ 1 จำนวน 227 เรื่อง ที่พิมพ์เผยแพร่ในหนังสือพิมพ์ วารสาร และนิตยสารฉบับต่าง ๆ ในสมัยนั้น โดยศึกษาร่วมกับบริบทสงครามโลกครั้งที่ 1 และบริบททางสังคมและการเมืองไทยในสมัยรัชกาลที่ 6ผลการศึกษาพบว่า สงครามโลกครั้งที่ 1 ซึ่งเกิดขึ้นระหว่างปี พ.ศ. 2457-2461 (ค.ศ. 1914-1918) เป็นปัจจัยสำคัญที่ทำให้เกิดการสร้างวรรณกรรมไทยในสมัยรัชกาลที่ 6 ทั้งวรรณกรรมตามขนบและวรรณกรรมสมัยใหม่ ผู้ประพันธ์ได้นำเสนอเนื้อหาที่เกี่ยวกับสงครามให้สอดคล้องกับขนบหรือลักษณะเด่นของวรรณกรรมแต่ละประเภท วรรณกรรมเหล่านี้นำเสนอแนวคิดเกี่ยวกับสงครามโลกครั้งที่ 1 ซึ่งส่วนมากเป็นแนวคิดสนับสนุนฝ่ายสัมพันธมิตรและเสนอให้สยามเข้าร่วมสงครามโลกครั้งที่ 1 กับฝ่ายสัมพันธมิตร นอกจากนี้ ยังนำแนวคิดเรื่องอื่น ๆ ผ่านเนื้อหาเกี่ยวกับสงคราม ได้แก่ แนวคิดเกี่ยวกับความมั่นคงของชาติ แนวคิดเกี่ยวกับพระมหากษัตริย์ แนวคิดเรื่องความ “ซิวิไลซ์” แนวคิดเรื่องความเป็นไทย และแนวคิดเกี่ยวกับการประพฤติธรรม แนวคิดดังกล่าวมุ่งเสนอให้คนไทยเตรียมพร้อมป้องกันชาติจากภัยสงคราม จงรักภักดีต่อสถาบันพระมหากษัตริย์ และปฏิบัติตามหลักธรรมทางพุทธศาสนา ผู้ประพันธ์นำเสนอแนวคิดต่าง ๆ โดยใช้กลวิธีการประพันธ์ที่เหมาะสมกับวรรณกรรมแต่ละประเภท กล่าวคือในงานเขียนประเภทสารคดีใช้การบรรยายเหตุการณ์ การเปรียบเทียบ การแสดงเหตุผล การใช้คำถามเชิงวาทศิลป์ และการเสียดสีเป็นกลวิธีสำคัญในการนำเสนอแนวคิด ส่วนในงานเขียนประเภทบันเทิงคดีใช้การผูกเรื่องโดยอิงกับเหตุการณ์สงคราม การสร้างตัวละครจากลักษณะของคู่สงครามตามมุมมองของผู้ประพันธ์ และการสร้างฉากโดยอิงกับสมรภูมิสงครามเป็นกลวิธีสำคัญในการนำเสนอแนวคิด นอกจากนี้ ผู้ประพันธ์ยังใช้การยกตัวอย่าง การอ้างถึง และการใช้ภาพพจน์เป็นกลวิธีในการนำเสนอแนวคิดทั้งในสารคดีและบันเทิงคดี เนื้อหาและแนวคิดที่นำเสนอผ่านกลวิธีทางวรรณศิลป์ในวรรณกรรมสมัยรัชสมัยที่ 6 ที่เกี่ยวกับสงครามโลกครั้งที่ 1 ทำให้วรรณกรรมเหล่านี้ไม่เพียงมีบทบาทในการสร้างความรับรู้เกี่ยวกับสงครามโลกครั้งที่ 1 เท่านั้น แต่ยังมีบทบาทในการวิพากษ์วิจารณ์ประเด็นต่าง ๆ ทางการเมืองและโน้มน้าวให้ประชาชนปฏิบัติตามพระบรมราโชบายด้านการปกครองของพระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัวทั้งเรื่องสงครามโลกครั้งที่ 1 และเรื่องอื่น ๆ บทบาทเหล่านี้สะท้อนให้เห็นความหลากหลายและความแตกต่างทางความคิดที่เกิดขึ้นในสังคมไทยสมัยรัชกาลที่ 6 อย่างชัดเจน

This article explores the causes of the epistemological crisis that gave rise to conspiracy theories which culminated in large swathes of the U.S. population refusing to accept the outcome of a democratic election. An epistemological crisis is defined by a blurring of facts and falsehoods to the degree that blatant and obvious propaganda holds sway over large segments of the population, resulting in truth decay. We provide an analysis of the propaganda themes collected and identified by the Computational Propaganda Project from April through July of 2020 that demonstrate their prevalence in American social media platforms. เนื่องจากความสำคัญของเทคโนโลยีดิจิทัล ทำให้เส้นทางสายไหมดิจิทัลมีความสำคัญมากขึ้น (Digital Silk Road; DSR) โดย DSR เป็นส่วนหนึ่งของโครงการหนึ่งแถบหนึ่งเส้นทาง (Belt and Road Initiative; BRI) ซึ่งเป็นโครงการพัฒนาระดับทวีปของสาธารณรัฐประชาชนจีน ด้วยความสำคัญที่มากขึ้นนี้นำไปสู่การศึกษาถึงเป้าหมายของ DSR และวิธีการของจีนเพื่อบรรลุเป้าหมายดังกล่าว งานศึกษานี้จึงมีขึ้นเพื่อตอบสนองต่อความสำคัญของเทคโนโลยีดิจิทัลที่เพิ่มมากขึ้น ส่งผลให้การศึกษา DSR มีความจำเป็นโดยเฉพาะในประเด็นเรื่องการลงทุนในอุตสาหกรรมที่เกี่ยวกับดิจิทัลทั้งทางตรงและทางอ้อม รวมทั้งโครงสร้างพื้นฐานดิจิทัลอันเป็นรากฐานของการคงอยู่ของกิจกรรมทางดิจิทัลโดยรวม และสามารถเป็นตัวแปรต้นในการศึกษาผลกระทบที่เกิดจากโครงสร้างพื้นฐานดังกล่าวในการเมืองระหว่างประเทศ ข้อค้นพบในงานศึกษานำไปสู่คำตอบของเป้าหมายของ DSR คือการตอบสนองต่อปัจจัยภายในว่าด้วยความท้าทายทางเศรษฐกิจและความท้าทายทางข้อมูล รวมถึงปัจจัยภายนอก คือ การเมืองระหว่างประเทศโดยเฉพาะประเด็นความสัมพันธ์กับสหรัฐอเมริกา ทั้งสองปัจจัยกลายเป็นแรงผลักให้จีนแสวงหาอธิปไตยทางดิจิทัล เพื่อให้ DSR ประสบความสำเร็จจีนได้ดำเนินการลงทุนในต่างประเทศเกี่ยวกับดิจิทัลทั้งทางตรงและอ้อม โดยวิธีการทางเศรษฐกิจของจีนสามารถศึกษาผ่านเครื่องมือของเสรีนิยมใหม่อย่าง โซน (Zone) การสร้างนิเวศเศรษฐกิจ (business ecosystem) นอกจากนี้ยังมีการก่อร่างของโครงร่างระบบระหว่างประเทศของจีนผ่านการนำเสนอระเบียบดิจิทัลที่มาพร้อมกับ DSR

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อตอบคำถามว่า บทบาทของกองกำลังป้องกันตนเองญี่ปุ่นเปลี่ยนแปลงจากเดิมอย่างไรภายใต้รัฐบาลอาเบะ ในช่วงปี 2012 ถึง 2019 และเพราะอะไรจึงเกิดความเปลี่ยนแปลงนี้ขึ้น จากการศึกษาพบว่า ภายใต้รัฐบาลอาเบะได้ขยายบทบาทของกองกำลังป้องกันตนเองญี่ปุ่นในหลายด้าน เช่น การเพิ่มอำนาจในการใช้อาวุธ การขยายขอบเขตปฏิบัติการในต่างประเทศ และการเพิ่มความร่วมมือทางทหารกับมิตรประเทศ โดยรัฐบาลอาเบะวางยุทธศาสตร์ใหม่ด้วยการส่งเสริมนโยบายสันติภาพเชิงรุก (proactive contributions to peace) รวมถึงการป้องกันแบบ ไร้รอยต่อ (seamless defense) ปัจจัยสำคัญที่ผลักดันการเปลี่ยนแปลงนี้ ได้แก่ การขยายอิทธิพลของจีนในภูมิภาค ปัญหาข้อพิพาทบริเวณหมู่เกาะเซนคากุ และการพัฒนาขีปนาวุธของเกาหลีเหนืออย่างต่อเนื่อง สารนิพนธ์ฉบับชี้ให้เห็นว่า การปรับเปลี่ยนบทบาทของ JSDF สะท้อนยุทธศาสตร์การถ่วงดุลอำนาจโดยละม่อม (soft balancing) ของญี่ปุ่นต่อมหาอำนาจในภูมิภาค รัฐบาลอาเบะมุ่งเสริมสร้างศักยภาพของกองกำลังป้องกันตนเองญี่ปุ่นภายใต้ข้อจำกัดของรัฐธรรมนูญมาตรา 9 และความคิดเห็นของประชาชน

ปัจจุบันกิจการอวกาศมีการพัฒนาไปอย่างรวดเร็ว และยังเป็นส่วนหนึ่งในพลังอำนาจสำคัญที่สามารถสร้างผลประโยชน์ให้กับประเทศชาติได้หลากหลายมิติ โดยเฉพาะในงานด้านความมั่นคงที่ใช้อวกาศเป็นหนึ่งในสนามรบสมัยใหม่เพื่อแสวงหาประโยชน์ กองทัพบกเป็นอีกหนึ่งองค์กรที่ได้นำเทคโนโลยีอวกาศมาใช้ในงานด้านความมั่นคงตามแนวชายแดนไทย เพื่อให้รับกับภัยคุกคามรูปแบบใหม่ที่เกิดขึ้นในโลกปัจจุบัน งานวิจัยฉบับนี้มุ่งศึกษาแนวทางการพัฒนาเทคโนโลยีอวกาศของกองทัพบกเพื่อใช้ในงานด้านความมั่นคงโดยเฉพาะในงานข่าวกรอง ลาดตระเวน และการเฝ้าตรวจบริเวณชายแดน โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ผ่านการสัมภาษณ์บุคลากรในกองทัพบกที่มีความเชี่ยวชาญและเกี่ยวข้องกับเทคโนโลยีอวกาศ โดยผลการศึกษาแสดงให้เห็นว่าเทคโนโลยีอวกาศถูกนำเข้ามาเป็นส่วนหนึ่งในยุทธศาสตร์ด้านความมั่นคง เพื่อการปกป้องตนเองจากภัยคุกคาม และเป็นการแสดงให้เห็นว่ากองทัพบกได้พัฒนารูปแบบการรบให้มีศักยภาพในการรับมือกับภัยคุกคามรูปแบบใหม่ที่ครอบคลุมทุกมิติ

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาความเป็นหุ้นส่วนทางยุทธศาสตร์ด้านไซเบอร์ระหว่างสหรัฐอเมริกากับออสเตรเลีย โดยอาศัยกรอบทฤษฎีสัจนิยมคลาสสิคใหม่ เพื่อนำมาวิเคราะห์ความสัมพันธ์ด้านความมั่นคงที่ช่วยส่งเสริมให้สหรัฐฯ ตัดสินใจเลือกออสเตรเลียเป็นส่วนสำคัญในยุทธศาสตร์ความมั่นคงระดับภูมิภาค รวมถึงการส่งเสริมให้ออสเตรเลียก้าวขึ้นมาเป็นรัฐที่มีขีดความสามารถทางไซเบอร์ขั้นสูง ผลการศึกษาพบว่า ความร่วมมือด้านไซเบอร์ระหว่างสหรัฐฯ กับออสเตรเลีย เกิดจากความร่วมมือด้านความมั่นคงที่มีมายาวนานและเป็นไปอย่างต่อเนื่องนับตั้งแต่สงครามโลกครั้งที่ 2 และเนื่องด้วยสหรัฐฯ ประสบกับภัยคุกคามจากมหาอำนาจในภูมิภาคเอเชีย - แปซิฟิกที่ต้องการก้าวขึ้นมามีอิทธิพลเหนือสหรัฐฯ ทำให้สหรัฐฯ ต้องหันกลับมาให้ความสำคัญแก่พันธมิตรดั้งเดิมในภูมิภาคโดยเฉพาะออสเตรเลีย การที่สหรัฐฯ สนับสนุนขีดความสามารถด้านไซเบอร์ให้แก่ออสเตรเลีย เป็นไปเพื่อให้ทั้งสหรัฐฯ และออสเตรเลียสามารถตอบสนองภัยคุกคามรูปแบบใหม่ได้อย่างมีประสิทธิภาพและประสิทธิผล

งานวิจัยนี้มีวัตถุประสงค์เพื่อหาต้นทุนปฏิบัติการของเรือตรวจการณ์และอากาศยานไร้คนขับของกองทัพเรือ ซึ่งประกอบด้วยต้นทุนเงินลงทุน ต้นทุนการบริหาร และต้นทุนการปฏิบัติการ โดยรวบรวมสถิติข้อมูลรายงานสถานะของเรือ รายงานความสิ้นเปลืองของเรือตรวจการณ์และอากาศยานไร้คนขับ รายงานสถิติ การใช้น้ำมันเชื้อเพลิง ในช่วงปีงบประมาณ พ.ศ.2566 และนำข้อมูลมา ทำการวิเคราะห์เพื่อให้ทราบต้นทุนปฏิบัติการของเรือเรือตรวจการณ์และอากาศยานไร้คนขับ เป็นเงิน บาทต่อวัน ผลการวิจัยพบว่า ต้นทุนปฏิบัติการของเรือ ต.113 มีต้นทุนเฉลี่ย 109,646.74 บาทต่อวัน ต้นทุนปฏิบัติการของ เรือ ต.997 มีต้นทุนเฉลี่ย 150,192.48 บาทต่อวัน และในส่วนของอากาศยานไร้คนขับรุ่น RQ-21 A Blackjack มีต้นทุนเฉลี่ย 228,890.85 บาทต่อวัน อากาศยานไร้คนขับรุ่น Schiebel Camcopter S – 100 มีต้นทุนเฉลี่ย 255,982.03 บาทต่อวัน การทราบต้นทุนปฏิบัติการของเรือตรวจการณ์และอากาศยานไร้คนขับของกองทัพเรือจะทำให้กองทัพเรือตัดสินใจเลือกใช้เรือตรวจการณ์หรืออากาศยานไร้คนขับออกปฏิบัติราชการและใช้ในการวางแผนปฏิบัติการให้เหมาะสมกับพื้นที่ปฏิบัติงาน สอดคล้องกับความมุ่งหวังของภารกิจของกองทัพเรือในแต่ละปีงบประมาณได้อย่างประสิทธิภาพ และคุ้มค่ากับงบประมาณที่ได้รับ

While toxicity and pollution are ever present in modern daily life, politicians, juridical systems, media outlets, scholars, and the public alike show great difficulty in detecting, defining, monitoring, or generally coming to terms with them.
