In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. Applying this new approach to the complex security environment in Syria allows for a nonlinear mapping of long-term goals and a new perspective on relationships between key actors, environmental factors that restrict changes in the security environment, and where planners should focus their attention.

Contesting Paul Scharre’s influential vision of “centaur warfighting” and the idea that autonomous weapon systems will replace human warfighters, this article proposes that the manned-unmanned teams of the future are more likely to be minotaurs, teams of humans under the control, supervision, or command of artificial intelligence. It examines the likely composition of the future force and prompts a necessary conversation about the ethical issues raised by minotaur warfighting.

For over a century, Supreme Court Justice Oliver Wendell Holmes’ metaphor of the “Marketplace of Ideas” has been central to Americans’ conceptualization of the First Amendment. However, the metaphor has evolved, and the today’s marketplace looks much different than the marketplace of the early twentieth century. We argue that the Marketplace of Ideas is now a dynamic environment of information exchange that is distributed throughout the internet and private applications and is guided by algorithms. The US Army is unprepared to occupy and stabilize territory because it does not adequately educate active-duty officers to do so. One way to professionalize the Army’s ability to carry out military government and stability operations is to develop active-duty functional area officers who can advise commanders and integrate staff planning for these operations. This article analyzes case studies, doctrine, and commentary to envision specialized staff officers with foreign language proficiency, cultural skills, advanced academic abilities, and a strong professional ethic. These officers would enhance the Army’s competence in stabilizing territory to achieve American policy objectives.

Defeat In Afghanistan: An Autopsy, Joseph J. Collins

Policy initiatives in the Trump administration and the Biden-Harris administration significantly accelerated the Taliban’s victory in Afghanistan. This article supports the conclusion that the major factors in this defeat were the historical difficulty in governing Afghanistan, the Afghan republic’s two inefficient and corrupt governments, an ineffective US strategy, operational shortcomings by US forces, an ineffective Afghan military, Pakistan’s duplicitous policy, and the strength and determination of the Taliban. This article rejects the claim that the United States’ nation-building effort was a major factor in its defeat and concludes with a discussion of lessons encountered.

In 1988 the International Maritime Organization modernized international law in response to a vexing problem of the time—maritime terrorism. Before then, not all violent crimes against vessels amounted to piracy and therefore many maritime criminals escaped justice. To close this gap and facilitate the prosecution of those who endanger navigation, IMO member States enacted the 1988 Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation. More than three decades later, the 1988 SUA Convention may be useful to address a more modern problem—cyberattacks against commercial vessels. This thesis investigates two chinoiserie tapestries that appeared in Europe in the 1680s and 1690s to discuss the relationship between the diversity of early chinoiserie artistic styles and the Eurasian cross-cultural interaction, as well as the general interest of Europeans in China and Asia. Both produced by French weavers, chinoiserie tapestries appeared in France and England, namely L’histoire de l’empereur de la Chine (The Story of the Emperor of China), manufactured by the Royal Factory in Beauvais, France, around 1685, and Indian Manner, manufactured by the tapestry workshops in Soho, England, around 1690. This chapter introduces the central arguments of Critical Buddhism as a lens by which to view the course of “modern” Buddhism in Japan, particularly as it relates to politics. It traces philosophical and political precedents for Critical Buddhism in the context of Japanese modernity, by focusing on several progressive Buddhist figures movements from mid-Meiji through early Shōwa, including the New Buddhist Fellowship and the Youth League for Revitalizing Buddhism. I argue that previous attempts to centralize criticism as a basic Buddhist precept were unsuccessful in part do to an inability to distinguish the Buddhistic components of their thought and practice, …

This issue of PRISM—titled “Forward Defense”—examines the security transformations taking place in these diverse but aligned countries. As distinct as these nine countries are they are each reinforcing, or in some cases rebuilding, their armed forces and reviving the Total Defense or Comprehensive Defense concepts they embraced during the Cold War. Total or Comprehensive Defense is a strategic approach that recognizes the multidimensional threat posed by autocratic countries and the existential threat to the liberal, rules-based world order. It understands that effective deterrence depends on both resistance and resilience and codes those into the respective security and defense strategies.

Inspired by the work of Thomas Piketty, particularly his Capitalism in the Twenty-First Century (2013), and Albrecht Dürer’s 1497-1498 woodcut, “The Four Horsemen of the Apocalypse,” Dr. Walter Scheidel, Professor of Classics and History at Stanford University, argues in his massive 521-page volume that for most of human history reductions in socio-economic equality, supposedly a positive good, have resulted from more-or-less violent compressions entailing destruction and death. The implication is that in “normal” times, societies are characterized by inequality even though it is not perceived as a positive good.

This thesis introduces two methods to generate Courses of Action (COA) in distributed warfare scenarios: the Wargaming Commodity Course of Action Automated Method Under Uncertainty (WCCAAM-U2) and Dynamic Transshipment Problem (DTP)-generated COAs. Previous work by Deberry et al. used a Multi-Commodity Flow Problem (MCFP) to generate COAs for single-period wargame scenarios with known enemy force amounts. In WCCAAM-U2, we adapt an MCFP to work in situations where only intelligence estimates of enemy forces are known. Compared to two other COA-generation methods, the WCCAAAM-U2 COA outperforms the next highest-performing COA by 307% when compared by a ratio of objective success rate …

This article presents a study that investigates the effectiveness of a common decontamination (decon) strategy used by Airmen in the United States Air Force who may find themselves in a densely populated area during an emergency evacuation. Ultimately, this study addresses the following questions: Is there a significant difference in the number of viral particles being re-aerosolized before and after the applied decon strategy, and is this difference significant enough to consider the decon strategy effective? Combat Identification (CID) in an air-to-air combat context is a highly complex cognitive task that requires the operator to make rapid, high consequence decisions. To accomplish CID, fighter aircrew must attend to and perceive a broad range of information while concurrently building situation awareness (SA) and conducting other tasks. While existing automated agents are available to help fighter aircrew with this CID task, they are designed for a very narrow subset of the overall task and are not well suited for human-agent teaming. Classification And Analysis Of Twitter Bot And Troll Accounts, Callan P. Mccormick

This research trains, tests, and analyzes bot and troll classification models using publicly available, open source datasets. Specifically, it applies decision tree, random forest, feed forward neural networks, and long-short term memory neural networks with hyperparameters tuned via designed experiment to five labeled bot datasets created between 2011 and 2020 and one dataset labeling state-sponsored disinformation accounts or trolls. The first three models utilize account profile features, while the last model applies natural language processing techniques, specifically GloVe embedding, to analyze a user’s Tweet history. Humans return to the Moon in 2024 under the NASA Artemis mission. Commercial space explorations are rapidly expanding. The sudden increase of human spaceflight calls for increased emphasis on space rescue. These revelations drove an AFRL/AFIT capability gap assessment to provide specific proposals for a modern space rescue program guided by Transaction Cost Economics Theory. The mission analysis arms USSPACECOM and NASA to coordinate an interagency approach to Lunar Search and Rescue, positioning America to compete in the new space race. The strategic consequences of failing to act could fundamentally jeopardize American leadership in space.

Army senior military leaders are invested in acquiring modernized aerial platforms and equipment to augment the U.S. Army’s ability to overcome A2AD threats imposed by modern IADS. A prominent element of this modernization effort is the employment of autonomous drones to defeat IADS threats while minimizing risk to Army Soldiers.
