In 2018, Italy decided to join the British-led Team Tempest to develop a sixth generation fighter aircraft. This decision came at the expense of a rival project, the Future Combat Air System (FCAS), led by France and Germany. The Italian decision to join Tempest raises a theoretical question overlooked by the existing literature: when states have different cooperative procurement options, what makes them choose one rather than another? Salaria Kea was a prominent African American figure of the Abraham Lincoln Brigades both during and after the Spanish Civil War. The only Black woman to serve in the Brigade nursing unit in Spain, Kea countered misogynist racism both in Jim Crow U.S. and abroad. Her passion for politics and justice led her to sympathize with the plight of the Ethiopians suffering the Italian invasion in 1935 and eventually led her to travel to Spain as part of the Lincoln Brigade. Vacuum transistors (VTs) are promising candidates in electronics due to their fast response and ability to function in harsh environments. In this study, several oscillator and logic gate circuit simulations using VTs are demonstrated. Silicon-gated field emitter arrays (Si-GFEAs) with 1000 × 1000 arrays were used experimentally to create a VT model. First, transfer and output characteristics sweeps were measured, and based on those data, an LTspice vacuum transistor (VT) model was developed. This thesis addresses challenges with detecting attacks on computer networks within a Federated Learning (FL) framework, when labeled instances are few. We explore the integration of active learning (AL) and semi-supervised learning (SSL). AL efficiently uses data that would otherwise be wasted or require substantial time for labeling. SSL provides capacity to train models that have a limited amount of labeled data, by utilizing additional unlabeled data that is available. We show how FL combined with AL or SSL can realize a detection system that adapts and trains quickly to new networks, reducing the total amount of data labeling needed. …

For decades, antitrust law has treated vertical mergers as almost per se legal. Courts and scholars embraced the economic theories of the Chicago School, which predict that vertical mergers almost always lead to efficiencies that benefit consumers through lower prices. As a result, vertical mergers are almost never challenged and those that are usually fail. More recently, politicians, regulators, and pundits have become increasingly concerned with the growing concentration of wealth and power among America’s large technology corporations. The Bronze Harvester: Ravaging And Plundering In Greek Warfare, Nicholas Lindberg

This article argues that the purpose of ravaging in Greek warfare was not to goad the enemy into fighting or to cause systematic economic harm but to facilitate plundering. The cereal harvest was commonly chosen as a time for invasion, because it maximized the amount of plunder an invading force could expect to find in the enemy countryside. While ravagers were unlikely to cause permanent economic harm to a community as a whole, they could imperil the livelihoods of individual farmers, both directly through theft and destruction and indirectly by preventing farmers from processing the harvest in a timely fashion. …

As Assistant Chief of Staff for Operations (J-3) at MACV from 1964-1966, General William DePuy served as the main architect of the campaign strategy implemented by General William Westmoreland in fighting both VC and NVA units during the earliest and most critical years of the Vietnam War.
