There has been a growing concern for African-American male students (Hawkins-Jones & Reeves, 2020) due to the fact that they maintain consistently low achievement levels throughout their education and graduate from high school at lower rates than their peers. Their failure rate in math and reading on the National Assessment of Educational Practice (U.S. Department of Education, 2017) is above average, and the U.S. Department of Education, National Center for Education Statistics (Hussar et al., 2020) reported that they also have higher than average dropout, suspension, and truancy rates. In recent years, DNA has become increasingly easy to collect, test, and sequence, making it far more accessible to law enforcement. While legal scholars have examined this phenomenon generally, this Article examines the control and use of children’s DNA, asking who ultimately owns children’s DNA. I explore two common ways parents—currently considered “owners” of children’s DNA— might turn over children’s DNA to law enforcement: (1) “consensual” searches and (2) direct-to-consumer testing. My fundamental thesis is that parental consent is an insufficient safeguard to protect a child’s DNA from law enforcement. At present, the law leaves parents in complete control of …

Every child in America is entitled to a free public education; however, racial disparities in academics and discipline continue to grow in America’s school system (Glock et al., 2019; Muñiz, 2019). These racial disparities begin in preschool, following the students throughout their school years. African American students, specifically African American males, are three times more likely than their Caucasian peers to be suspended in preschool (CRDC, 2016; Musu-Gillette et al., 2016). The purpose of this study was to analyze my own leadership experiences as a White cisgender female elementary school principal and how my white privilege contributed to maintaining white supremacy and systemic racism. The purpose was also to explore the impact of the evolution of my white racial frame and intentionally break my silence about white supremacy and systemic racism over the 2018–2019 school year. Critical Race Theory (CRT) and Critical White Studies (CWS) provided the framework of analysis using a narrative structure to develop four critical vignettes at the micro level of education. Objectives. To examine the association between frequency of marijuana use among informal caregivers of persons with dementia (PWD) and other health conditions compared to non-caregivers in 20 U.S. states.
Methods. We used complex survey data from the optional modules Caregiver and Marijuana Use of the 2021 BRFSS survey. Univariate and bivariate analyses were performed to determine the frequency and distribution of sample population characteristics and calculate crude relationships. Ordinal logistic regression modelled the relationship between the three-level outcome and covariates.
Results. Frequency of marijuana use and caregiver status were not associated. There was no difference in increased use among individuals …

In 2022, California passed a legislative bill, SB 1338: the Community Assistance, Recovery, and Empowerment (CARE) Act, which created a new statewide procedure for treating mentally ill homeless adults diagnosed with psychotic disorders through a court-ordered CARE plan. SB 1338 intends to alleviate the mental health and homeless crisis. This capstone project provides an early assessment of SB 1338 using a modified formative policy evaluation methodology, including a scoping literature review and applying a policy assessment using the CDC's Policy Evaluation Framework. In recent years, the United States has experienced an increase in LGBT+ youth perpetrating drugs, sex, and violent offenses. According to identity theory, individuals maintain three main identities that if incongruent can create friction which could lead to crime. The friction may involve the LGBT+ identity and other contributing factors such as demographics age, race, religion, level of education, adverse childhood experiences, stigmatization, discrimination, mental illness, and identity measures (masculine versus feminine identities and sexual minority identity).

Masculinity Crossing Borders: An Analysis Of Acting Like A Man In Chicano Culture, Victoria Rivas

The current thesis examines the representation of Chicano masculinity in four films: Mi Familia (1995), A Better Life (2011), End of Watch (2012), and How to be a Latin Lover (2017). It uses cultural studies as a theoretical framework and methodology to explore the evolution of Chicano masculinity enacted by Latino actors in Hollywood films. Findings indicate that although the representation of Chicano masculinity has changed over the years, it remains negative. Including Latino actors in films to portray Chicano characters does not necessarily translate to accuracy. Limitations are addressed and suggestions for future research are provided.

In most cases, individuals with juvenile records are supposed to have that record sealed from public view upon meeting certain conditions, including turning 18. However, it is often unclear whether juvenile records (sealed or unsealed) should be disclosed on applications (e.g., job, college). This study used a phone call audit methodology to examine the hiring practices of Texas fast-food restaurants (n = 280) regarding juvenile records. Additionally, this study tested the Disclosure Process Model as a method of disclosing criminal records to prospective employers. In this thesis project, my aim was to discern whether a discernible pattern exists in the way Latina college students at UTEP navigate the challenges of work, education, and family responsibilities. Given the evolving nature of the contemporary economy, the selling of emotions in the workplace has become increasingly prevalent. Latinas, often overrepresented in low-wage occupations, find themselves tasked with balancing work demands alongside familial responsibilities and academic pursuits. Existing research has predominantly leaned on Arlie Russell Hochschild's theory of emotional labor, notably showcased in her study on flight attendants, to illustrate the gendered nature of this phenomenon. Stemmed from zero-tolerance policies, Disciplinary Alternative Education Programs/Classrooms (DAEPs) in Texas are disciplinary spaces designed to house students deemed at risk, while schools continue to serve students’ educational needs of (Aron 2006, Tajalli & Garba, 2014). Once there, students are stereotyped with analogous carceral-framed personas that taint who they are, how they are perceived, and/or how they are treated in alternative classrooms (Dunning-Lozano, 2015; 2018). Seven Campus Truancy Administrator's perceptions and lived experiences were investigated as they responded to mandated changes in Texas truancy policy and how effective the implemented Truancy Prevention Measures would be perceived on high school campuses located in Far West-Texas. Campus Truancy Administrators provided insight as to interpretation of policy on their individual campus; challenges associated with enforcement of truancy policy; the effectiveness of Truancy Prevention Measures; and how implementation of these measures resulted in additional changes pertaining to loss of credit; changing graduation rates; and enforcement of Truancy Prevention Measures on student groups exempted from court proceedings.The study found Campus …

Autistic youth are at an increased risk for needing emergency services as compared to neurotypical peers. In fact, approximately 20% of autistic youth will interact with police by the age of 21, and rates of emergency department visits are 30 – 70% higher among autistic individuals than neurotypical peers. While research has begun to explore the nature of emergency service use in this group, researchers have not yet assessed important individual-, family-, and community-level factors that may be associated with these encounters. They thus pose a challenge for thinking about democracy and identity in (anonymous) digital environments: how can we create spaces for marginalized social groups while ensuring the resulting identities remain democratic? While many scholars point to technological affordances or corporate content moderation policies as providing some solutions, in this article I propose a more democratic approach. This dissertation analyzes the connection between correctional rates and probation rates to find the harshness of a state’s correctional program that evaluates the successful completion of probation. The answer starts with correctional control conversion to a score assigned to each state and compared against their successful probation completion rate. The correctional control rates are the total number of persons within a state’s correctional system and from the Prison Policy Initiative. This study sought to examine laypeople’s perceptions of secondary trauma experienced by criminal justice system workers. Specifically, how these perceptions of exposure to secondary trauma influence laypeople’s perceptions of those workers’ memory ability. To investigate these perceptions, we collected data from 70 participants in a Pilot Study, 383 participants in Study 1, and 408 participants in a Replication of Study 1 regarding their perceptions of secondary trauma in various criminal justice careers. Specifically, using a modified Autobiographically Memory Questionnaire to examine how their perceptions of secondary trauma exposure affects their perceptions of memory ability in these workers. Community corrections (CC) programs offer an alternative to incarceration that can reduce jail overcrowding and recidivism rates. The aim is to address the root causes behind criminal behavior, ultimately breaking the cycle of reincarceration. However, placing all eligible individuals in CC may strain case managers, resulting in reduced supervision, increased violations, and higher recidivism rates, which undermines the intended benefits for all participants in the programs. We take the first step in building a comprehensive analytical framework based on a queueing system to support the placement decisions and related decisions such as capacity planning. Importance: Few primary care (PC) practices treat patients with medications for opioid use disorder (OUD) despite availability of effective treatments.
Objective: To assess whether implementation of the Massachusetts model of nurse care management for OUD in PC increases OUD treatment with buprenorphine or extended-release injectable naltrexone and secondarily decreases acute care utilization.
Design, setting, and participants: The Primary Care Opioid Use Disorders Treatment (PROUD) trial was a mixed-methods, implementation-effectiveness cluster randomized clinical trial conducted in 6 diverse health systems across 5 US states (New York, Florida, Michigan, Texas, and Washington). This study extends the literature by exploring the role of pro bono tax clinics within the social impact ecosystem with a focus on the experiences of women in financial distress who are otherwise unable to access professional tax advice. Using clinic data derived from a pro bono tax advisory clinic, this article finds that 58 per cent of financially vulnerable women seeking pro bono tax services have experienced domestic and family violence (DFV), confirming again the link between financial stress and economic abuse. Comparing Reasons For Hate Crime Reporting Using Racialized Legal Status, Pamela Ho

In the past decade, Latinxs and Asians in the United States have experienced an increase in hate crime victimization. Previous research has identified correlations between hate crime reporting and race. However, few statistical studies examine the intersection of race, immigration status, and hate crime reporting. This Note explores how racialized legal status applies to Latinx and Asian communities respectively and how racialized legal status affects a hate crime victim’s decision to report the crime to police. This Note then sets forth some recommendations for increasing hate crime reporting rates by Latinx and Asian victims.

Information literacy (IL) open learning object repositories (LORs) provide a space for librarians to find and exchange instruction resources and lessons. Given many librarians enter the workforce with little or no formal training or educational opportunities to learn about pedagogy, these repositories are indispensable resources to the Library and Information Science field. This study explored the contents of two popular IL LORs, Project Cora and the Association of College and Research Libraries Framework for Information Literacy Sandbox, to uncover how users engage with the resources and how the repositories differ. Crossover Youth: The Relationship Between Juvenile Dependency And Delinquency, Victoria Davenport

This literature review looks at the relationship between juvenile delinquency and juvenile dependency. Specifically, it evaluates the existence of "crossover youth", minors who have been involved with both systems in their lifetime. The review considers thirteen different studies, literature reviews, and databases to determine risk factors in maltreated youth that cause them to offend. The review also looks at the impact that second-generation parents have on likelihood of offending as juveniles, as well as the importance of welfare worker perception on parental involvement with dependency agencies.
