A Statewide Analysis Of The Impact Of Restitution And Fees On Juvenile Recidivism In Florida Across Race & Ethnicity, Alex R. Piquero, Michael T. Baglivio, Kevin T. Wolff Jun 2023

A Statewide Analysis Of The Impact Of Restitution And Fees On Juvenile Recidivism In Florida Across Race & Ethnicity, Alex R. Piquero, Michael T. Baglivio, Kevin T. Wolff

Publications and Research

Whether the imposition of monetary sanctions is related to juvenile recidivism is explored overall and across race and ethnicity. Leveraging a statewide sample, logistic regression was used to predict fees and restitution assignment based on youth/case characteristics, hierarchical linear and logistic random-effects regression examined the association between neighborhood characteristics with fees and restitution, and propensity score matching examined whether fees and/or restitution are related to reoffending. No race/ethnic differences were found in the proportion of youth receiving court fees, yet when fees were administered both black and Hispanic youth received higher fees. Neighborhood characteristics have minimal impact on whether (or …

Two Essays In Real Estate Dynamics, Navid Safari Jun 2023

Two Essays In Real Estate Dynamics, Navid Safari

Theses and Dissertations in Business Administration

Real estate dynamics encompass a multifaceted interplay of various factors that shape the market. This dissertation presents two distinct essays that delve into critical aspects of real estate dynamics.

In the first essay, we investigate the influence of short-term rentals, specifically Airbnb activity, on neighboring house prices in Hampton Roads, Virginia. By employing robust measures such as active listings, reservations, and their cumulative impact over different periods, we uncover a positive association between prior Airbnb rental activity and housing sales prices. Moreover, we observe a spatial decay effect, where the localized impact diminishes with increasing geographic distance, particularly beyond 500 …

The Role Of The Armed Forces Of The Philippines (Afp) In Disaster Response And Adaptation Strategies To Climatic Disasters In Manila, Edmundo Nicolas Jr. Jun 2023

The Role Of The Armed Forces Of The Philippines (Afp) In Disaster Response And Adaptation Strategies To Climatic Disasters In Manila, Edmundo Nicolas Jr.

Geography Masters Research Papers

This study described the roles of the Armed Forces of the Philippines (AFP) in Disaster Risk Reduction Management (DRRM) in Metro Manila and how climate-induced hazards impact the role of the military. It used a qualitative approach, which involved semi- structured interviews among AFP officers and barangay leaders with expertise and experience in DRRM and an analysis of selected policy documents and military doctrine. These methods revealed that: (1) the military acts as a political first-aid, since they are the first responders – thus, the face of the local government – in climactic disasters during peacetime; (2) the military is …

Misogyny In Contemporary Populist Authoritarianism, Maxine Mannheim Jun 2023

Misogyny In Contemporary Populist Authoritarianism, Maxine Mannheim

Dissertations, Theses, and Capstone Projects

The regression of rights for women and the LGBTQ community, as well as the freedoms of religious and ethnic minorities are coinciding with the global rise in populist authoritarianism. However, the link between misogyny, gendered narratives, and populist authoritarianism remains understudied and requires further elaboration. There can be no full investigation of modern populism, nor the political leaders who utilize it, without an understanding of the gender dynamics that permeate populist and authoritarian politics. I argue that misogyny is interwoven in populist authoritarianism, and that it is a defining characteristic observable in the ways in which leaders manipulate the emotions …

Stereotype Threat: A Proposed Process Model On The Impact Of Stereotype Threat On Self-Efficacy And Minority Performance, Sherese Stewart Jun 2023

Stereotype Threat: A Proposed Process Model On The Impact Of Stereotype Threat On Self-Efficacy And Minority Performance, Sherese Stewart

Dissertations

Kingdon and Cassen (2010) indicated that historically there has been concern about the educational achievement of minority individuals. There is a need for research about the psychological mechanisms that play a part in the minority achievement gap. This document explored how stereotype threat impacts self-efficacy and minority academic performance and implications for cultural mistrust, imposter phenomenon, and self-fulfilling prophecies. All these factors have the propensity to place minority individuals at risk for low performance, leading to gaps in education. The population of focus for this review consisted of African Americans, Latinx individuals, and women. There has been limited research about …

Two Rapid Power Iterative Doa Estimators For Uav Emitter Using Massive/Ultra-Massive Receive Array, Yiwen Chen, Qijuan Jie, Yiqiao Zhang, Feng Shu, Xichao Zhan, Shihao Yan, Wenlong Cai, Xuehui Wang, Zhongwen Sun, Peng Zhang, Peng Chen

Research outputs 2022 to 2026

To provide rapid direction finding (DF) for unmanned aerial vehicle (UAV) emitters in future wireless networks, a low-complexity direction of arrival (DOA) estimation architecture for massive multiple-input multiple-output (MIMO) receiver arrays is constructed. In this paper, we propose two strategies to address the extremely high complexity caused by eigenvalue decomposition of the received signal covariance matrix. Firstly, a rapid power iterative rotational invariance (RPI-RI) method is proposed, which adopts the signal subspace generated by power iteration to obtain the final direction estimation through rotational invariance between subarrays. RPI-RI causes a significant complexity reduction at the cost of a substantial performance …

Examining The Determinants Of Timeliness In Crises Policy Responses: The Case Of Covid-19 In Egypt, Abdelhalim Abdalla

Theses and Dissertations

Timely responses to crises and pandemics play a significant role in navigating and minimizing the adverse impacts of such critical periods on the public and governments worldwide. COVID-19 could show and prove how a single virus originating in a single country can rapidly spread throughout the world, transforming an epidemic in China into a global pandemic. The virus caused more than 6.5 million deaths and around 660 million confirmed cases worldwide, according to the WHO, and sparked the worst economic catastrophe globally in more than a century, as estimated by the World Bank. Evidence suggests that the extent of the …

Proportionality V. Categorization: The Issue Of Judicial Balancing Of Rights, Akram Mohamed Jun 2023

Proportionality V. Categorization: The Issue Of Judicial Balancing Of Rights, Akram Mohamed

Theses and Dissertations

The fact that there is a constant conflict between individual rights and state or social interests has historically provoked the question of how to balance or harmonize such conflicting interests? On what basis shall the legislator or the judge decide in favor of this or that right in his legislation or judgement? Where shall we, for example, draw the line between the right to freedom of expression and the right to protect one’s honor and reputation? How could the legislator find the compromise between the state duty to protect fetus life and its obligation not to interfere with woman’s right …

Parental Vaccine Refusal As A Fundamental Right: Why Jacobson V. Massachusetts Cannot Justify Rational Basis Review For Compulsory Vaccine Mandates Applied To Minor Children, Ethan Carlson May 2023

Parental Vaccine Refusal As A Fundamental Right: Why Jacobson V. Massachusetts Cannot Justify Rational Basis Review For Compulsory Vaccine Mandates Applied To Minor Children, Ethan Carlson

Liberty University Law Review

This Comment discusses the standard of review for compulsory vaccine mandates for minor children under the Fourteenth Amendment. In Jacobson v. Massachusetts, the Court deferred to the wisdom of the legislature when the Board of Health in Cambridge, Massachusetts, created a compulsory vaccine mandate for every adult in Cambridge. Although the Court did not create the rational basis test in 1905, subsequent Supreme Court cases increasingly deferred to the state police and state parens patriae powers in justifying compulsory vaccine mandates for both children and adults. Both state and federal court opinions following Supreme Court precedent have upheld vaccine mandates …

Nasa Human Factors Red Light/Green Light Analysis: Overview And Spacshiptwo Rl/Gl Case Study, Tracy Dillinger, Isabel Hernandez May 2023

Nasa Human Factors Red Light/Green Light Analysis: Overview And Spacshiptwo Rl/Gl Case Study, Tracy Dillinger, Isabel Hernandez

International Symposium on Aviation Psychology - 2023

Historically, learning from accidents and incidents involves identifying errors of commission or omission and “things that go wrong” and how to reduce their recurrence. While well-intentioned, infrequent failures receive more attention than everyday successes. Human Factors analysis need not limit itself to learning from failures. Learning from “what goes right” involves identifying resilience factors associated with behaviors and processes that strengthen the system and reduce risk. This article provides an overview of how the National Aeronautics and Space Administration (NASA) Human Factors Task Force (HFTF) constructed the NASAHFACS model and the Red Light/Green Light approach. Using SpaceShipTwo as a case …

Making Space In The Cemetery: Encroachment And Expansion In Manila North Cemetery, Philippines, Carl Russel R. Reyes May 2023

Making Space In The Cemetery: Encroachment And Expansion In Manila North Cemetery, Philippines, Carl Russel R. Reyes

Social Transformations Journal of the Global South

Although the cemetery is considered as an enclosed space with limited potential for expansion, dwelling has occurred in the Manila North Cemetery (MNC) for decades. This paper examines how its dwellers secure access and sustain life in the cemetery, despite periodic clearing operations by the government and other pressures. The persistence of cemetery dwellers despite these challenges demonstrates Bayat’s (2010) “quiet encroachment of the ordinary,” this protracted intrusion of the poor in the city. Three aspects of “quiet encroachment” proved crucial in sustaining cemetery life: First, the occupation of caretaking embedded dwellers in the space’s operation. This allowed negotiations between …

There Is No Bruen Step Zero: The Law-Abiding Citizen And The Second Amendment, Jeff Campbell May 2023

There Is No Bruen Step Zero: The Law-Abiding Citizen And The Second Amendment, Jeff Campbell

University of the District of Columbia Law Review

In District of Columbia v. Heller, 1 the Supreme Court transformed Second Amendment law by adopting an originalist approach in gun-rights cases. Breaking from its previous cases, the Court recognized an individual right to bear arms, at least within the home.2 The Court’s method, while not fully specified, focused on history to determine the meaning of the Second Amendment. 3 But despite the abrupt change in the law, the anticipated revolution never really came. Lower courts turned away nearly every challenge to existing gun laws, sometimes by declining to extend Heller outside the home,4 sometimes by finding that the laws …

The Effect Of Information On Blame Attributed To Four Entities In A Police Shooting, Pauline Meyer May 2023

The Effect Of Information On Blame Attributed To Four Entities In A Police Shooting, Pauline Meyer

Student Theses and Dissertations

Police shootings continue to negatively impact the public perception of police. When it comes to attributing blame in a police shooting, both internal and external factors affect how much blame a person places on the entities involved. One hundred and twenty Arkansas State undergraduate students enrolled in a psychology or criminology course were randomly assigned to one of the three type of information groups: the episodic, thematic-pattern of violence (TPV), or the thematic-police reform (TPR) group, and then read about the Stephon Clark shooting in 2018. Participants attributed blame scores to the four entities involved: Stephon Clark, the police chief, …

Developing A Strategic Plan For Municipal Housing Infill, Robert G. Vine May 2023

Developing A Strategic Plan For Municipal Housing Infill, Robert G. Vine

Certified Public Manager® Applied Research

In order for some cities to be competitive for growth, there is a need to emphasize efforts on creating infill. Swapping abandoned, run down houses for new ones benefits the immediate neighborhood and ripples outward through the entire community. Municipalities can proactively work with stakeholders to create a strategic plan to rehabilitate these properties and breathe new life into an existing neighborhood. By stepping into the role of promotor, designer, facilitator, and coordinator, a city can create an environment that is attractive to builders and developers, add housing, and add value to the community. Cities that successfully create partnerships with …

Reinvest In Us: Reimagine The Role Of Police In The U.S., Jamil Davis May 2023

Reinvest In Us: Reimagine The Role Of Police In The U.S., Jamil Davis

College Honors Program

In America, we must question and understand what is “law and order.” Over centuries, America developed a racialized slave-class politically and socially through power and force. Police are the foot soldiers of maintaining law and order as Slave Patrols evolved into the State Police. In my thesis, I discuss how their efforts in traffic enforcement enable a dominant class to target and enslave the oppressed class. Traffic control leads to 18 million interactions a year which is 34 people a minute. The numbers of interactions along with persistent practices regarding discrimination cause police to be a social liability. When bad …

Collusive Prosecution, Ben A. Mcjunkin, J.J. Prescott May 2023

Collusive Prosecution, Ben A. Mcjunkin, J.J. Prescott

Law & Economics Working Papers

In this Article, we argue that increasingly harsh collateral consequences have surfaced an underappreciated and undertheorized dynamic of criminal plea bargaining. Collateral consequences that mostly or entirely benefit third parties (such as other communities or other states) create an interest asymmetry that prosecutors and defendants can exploit in plea negotiations. In particular, if a prosecutor and a defendant can control the offense of conviction (often through what some term a “fictional plea”), they can work together to evade otherwise applicable collateral consequences, such as deportation or sex-offender registration and notification. Both parties arguably benefit: Prosecutors can leverage collateral consequences to …

Training is essential to guide and equip SMEs with the necessary skill sets to adapt to the disruption of the COVID-19 pandemic. The budget limitation urged DKI Jakarta Provincial Government (DJPG) to change their conventional training program for SMEs and arrange an IT-based platform enabling all city entities, including private and non-private sectors, to participate in a coproduction scheme. This study employed the performance outcomes framework to examine the impacts of coproduction in entrepreneurship training for SMEs by comparing contract-based and coproduction-based training conducted by DJPG, including the impacts on the deliverables and budget. The results indicate that overall, coproduction-based …

Continuous Estimation Of Smoking Lapse Risk From Noisy Wrist Sensor Data Using Sparse And Positive-Only Labels, Md Azim Ullah

Electronic Theses and Dissertations Archive

Estimating the imminent risk of adverse health behaviors provides opportunities for developing effective behavioral intervention mechanisms to prevent the occurrence of the target behavior. One of the key goals is to find opportune moments for intervention by passively detecting the rising risk of an imminent adverse behavior. Significant progress in mobile health research and the ability to continuously sense internal and external states of individual health and behavior has paved the way for detecting diverse risk factors from mobile sensor data. The next frontier in this research is to account for the combined effects of these risk factors to produce …

Neutralizing The Tentacles Of Organized Crime. Assessment Of The Impact Of An Anti-Crime Measure On Mafia Violence In Italy, Anna Laura Baraldi, Erasmo Papagni, Marco Stimolo May 2023

Neutralizing The Tentacles Of Organized Crime. Assessment Of The Impact Of An Anti-Crime Measure On Mafia Violence In Italy, Anna Laura Baraldi, Erasmo Papagni, Marco Stimolo

Fondazione Eni Enrico Mattei Working Papers

Organised crime tightens its corrupting influence on politics through violent intimidation. Anti-crime measures that increase the cost of corruption but not of the exercise of violence might accordingly lead mafia-style organizations to retaliate by resorting to violence in lieu of bribery. On the other hand, this kind of anti-crime measure might also induce criminal clans to go inactive, owing to the lower expected payoff from the “business” of influencing politics, which would reduce violence. To determine which of these possible effects is prevalent, we undertake an empirical assessment of the impact of city council dissolution for mafia influence in Italy …

Challenges Law Enforcement Faces In Utilizing Community Policing To Counter Violent Extremism, Steven Brett Beams

Doctoral Dissertations and Projects

There has been a rise in violent extremist attacks throughout America since the attack on the World Trade Center in 2001. However, law enforcement has been challenged in developing means and methods to combat the rise in terrorist activities. Using and enhancing community policing strategies have shown promising results in identifying terroristic individuals. A literature review shows that community policing strategies have been effective in combating and reducing violence and may be effective in mitigating terrorist activities. Community policing can be a necessary means for identifying radical individuals involved in terrorist activities. This research proposes to discover an effective and …
