Accidents
Appalachia
Reports of rescues and accidents in New Hampshire’s White Mountains during the cold weather and pre-meltout months of late 2021 and winter/spring 2022. The editors describe the role the mind plays in planning and executing hikes. Two incidents of poor planning complicated by medical conditions in the Franconia Ridge area are examined. A hiker slips on the Fishin’ Jimmy Trail. In April, a skier suffers a long fall and multiple injuries in the Great Gulf Wilderness. Cardiac trouble plagues a guest at Carter Notch Hut in March. A hiker falls long and hard while trying to take a photo on …

Epidemiology And Criminology: Managing Youth Firearm Homicide Violence In Urban Areas, Joseph A. Mcmillan
Epidemiology And Criminology: Managing Youth Firearm Homicide Violence In Urban Areas, Joseph A. Mcmillan
Journal of Sustainable Social Impact
Violence is considered a public health problem in the United States, yet little is known about the benefit of using a combined epidemiology and criminology (EpiCrim) approach to focus on urban youth gun violence. The purpose of this general qualitative study was to determine in what ways Akers and Lanier’s EpiCrim approach, in tandem with Benet’s polarities of democracy approach, is explanatory of gun homicides by youth in U.S. urban areas and if the Youth Risk Behavior Surveillance System adequately addresses gun abatement measures. I collected data through semi-structured interviews with 16 criminal justice practitioners and medical professionals with experience …

Manuscripts, Articles, Book Chapters and Other Papers
Previous literature highlights the impact of COVID-19 on family functioning. Less is known about the impact of the pandemic on families of pediatric cancer patients. In order to determine universal and unique risk and resilience factors of these families during the pandemic, a qualitative analysis was conducted on families currently receiving cancer treatment at a Midwestern hospital. Results of the data analysis depict ways in which these families have been impacted by and have adapted to COVID-19. These findings suggest that families of pediatric cancer patients have unique experiences in the context of COVID-19, in addition to universal experiences outlined …

Going The Extra Mile: Responding To Eastern Kentucky Flooding, Ed Green
Purdue Road School
The Kentucky Transportation Cabinet (KYTC) responded to one its worst transportation challenges ever when historic flooding struck Appalachia and Eastern Kentucky counties in 2022. The transportation agency responded immediately to the disaster, and in the months following the event, KYTC was charged with assessing bridges for safety, clearing roads and streams, and restoring access to allow responders to reach those in need. New programs were quickly developed to address needs ranging from the installation of temporary bridges to the creation of temporary shelters for displaced residents. During this, C2 Strategic Communications partnered with KYTC to develop a communications campaign to …

DOT staff and technology resources have the proven potential to help combat human trafficking if DOT employees know the indicators of human trafficking and how to cooperate with requests from agencies for information that can be derived from DOT assets. The Texas A&M Transportation Institute, NCHRP, and the Heart of Texas Human Trafficking Coalition will discuss the intersection of human trafficking with the transportation sector. Attendees will also learn the main components of human trafficking, the basic signs of human trafficking on DOT facilities, and resources to use in their own states.
Uncertainty Quantification And Fragility Development Of Deteriorating Rc Bridge Piers, Ayush Bhandari
Uncertainty Quantification And Fragility Development Of Deteriorating Rc Bridge Piers, Ayush Bhandari
Dissertations and Theses
Corrosion can reduce structural capacity and increase the risk of bridge damage/failure under extreme events. The impact of corrosion on seismic fragility of bridges has been well studied. However, the methodology used in most existing studies requires detailed information on the structural design and condition of a bridge, which is a major hindrance in conducting seismic risk assessment for a large population of bridges. Furthermore, existing studies do not adequately address the time-dependency of uncertainties associated with fragility curve development. This study presents a methodology to generate time-dependent seismic fragility curves for deteriorating highway bridges based only on the limited …
Lessons From The Blurring Of The Frontstage And Backstage: Community College Personnel’S Experiences And Use Of Contemplative Practices During The Pandemic, Amy Pucino
Journal of Contemplative Inquiry
This article explores the pandemic and contemplative practice experiences of faculty and staff at a Mid-Atlantic, multi-campus community college. Twenty-three respondents, representing diverse disciplines and programs, were interviewed. Findings include the following: most respondents experienced major and “stressful” work and wellbeing changes during the pandemic; changes included shifting work to remote home environments, wearing masks, social distancing, and social isolation; coping strategies included deepening community, doing contemplative practices, and creating spaces for practices; and advantages of the pandemic included the increased accessibility of online practices and more time available for practices. Erving Goffman’s (1959) theory of dramaturgy, emphasizing the frontstage …

Measuring Crime And Deviance: Law Enforcement Off The Pavement, John M. Marks Jr., Jason M. Callegari, Yeokil Cho, Carl M. Williams, Jennifer Taylor-Innerarity
The Journal of Public and Professional Sociology
This study operationalized quantitative measures of crime and deviance through the categorization of coding narrative violations as a specific section of the law. The aggregate number of violations in the game and fish, waters of the state, ports, and watercraft, and conservation and natural resources categories, which make up the majority of the total violations, suggests that these laws may be a priority for law enforcement or that there are many people violating these rules. However, without more information it is difficult to say what is significant about the data without more context. The difference in citations and warnings between …

Delivering Computer-Based Training Within State Prisons, Kunal Jha
Theses and Dissertations
Internet-connected devices are ubiquitous, and our built environment allows us to tap into formerly impossible solutions. As our world increasingly depends on technology to operate, one demographic cannot gain exposure to internet-connected devices or web-based educational programs: incarcerated individuals. The Department of Justice reports that 5 out of 6 State Prisoners are arrested and returned to prison within nine years of their initial release. Research shows that education is a pathway to reducing the U.S. prison population. Individuals who participated in any educational program are 43 percent less likely to return to prison.1 Prisons in the United States often partner …

The Architecture Of Discretion: Implications Of The Structure Of Sanctions For Racial Disparities, Severity, And Net Widening, Ryan T. Sakoda
Northwestern University Law Review
About four million people are serving a term of probation, parole, or post-release supervision in the United States. Due to the extensive use of incarceration as a punishment for conditions violations, these community supervision programs are a major factor contributing to mass incarceration and, as this Article shows, can play a significant role in exacerbating racial disparities in the criminal legal system.
In recent years, jurisdictions throughout the United States have made reforms to their community supervision programs. A major trend in community supervision reform is the integration of new sanctioning structures, such as “swift and certain” sanctions, for conditions …

The Eleventh Amendment And Nondiverse Suits Against States, Collin Hong
The Eleventh Amendment And Nondiverse Suits Against States, Collin Hong
University of Cincinnati Law Review
Since Hans v. Louisiana (1890), the Supreme Court has maintained that the Eleventh Amendment protects states from suits by plaintiffs who are citizens of other states and by citizens of that state, despite the text of the Eleventh Amendment specifying that only suits from citizens of other states are barred. Scholars have noted that what therefore protects the states from suits against their own citizens is not the Eleventh Amendment, but rather a common-law immunity that existed between nations at the founding. That immunity applied both to states and to foreign nations. This article argues that just as Congress has …
Core And Periphery In Constitutional Law, R. George Wright
Core And Periphery In Constitutional Law, R. George Wright
William & Mary Law Review Online
This paper embarks on an excursion through a number of the most vital constitutional rights cases, and other contexts as well, and seeks to show that the recurring judicial attempts to distinguish between core and peripheral areas within any given broad constitutional right are unnecessary and distracting. Intriguingly, the case for this conclusion varies significantly depending upon the nature of the general constitutional right in question. But the overall lesson is that courts should abandon their attempts to distinguish between core and peripheral areas of any given broad constitutional right. Courts should instead focus—directly or indirectly—on their best assessment of …
