Discriminatory historical housing policies, like redlining and racially restrictive covenants, segregated communities across the United States leading to the disinvestment of resources and negative socioeconomic, environmental, and health outcomes. These negative consequences continue to affect low-income communities and require modernized urban renewal programs to offset the residual effects of racially discriminatory housing policies. Therefore, the purpose of this thesis is to recommend critical funding to support urban renewal and the inclusion of housing protection policies for homeowners and tenants currently residing in former redlined neighborhoods. This paper discusses several ways in which the Illinois Rules of Professional Conduct, and the Illinois Supreme Court Rules, construct barriers that prevent lawyers and businesses from accomplishing reasonable commercial goals. Often, those barriers arise from outdated concepts, or terminology that does not reflect current business realities. The paper argues for the amendment of specific Rules to enhance lawyers’ and businesses’ respective abilities to conduct their affairs more efficiently, without sacrificing public protection in the process.

This report presents over three years of systematically engaging, documenting and analyzing the diversity, equity and inclusion (DEI) needs/gaps and assets of state funded community mediation centers in Massachusetts. The report was compiled by researchers and an in-house DEI expert at the statutory state office of dispute resolution, the Massachusetts Office of Public Collaboration (MOPC) at the University of Massachusetts Boston. The office has been serving as a neutral forum and state-level resource for over 30 years.

Women account for a sizeable proportion of the unhoused population in the U.S. Over one-third (38.7%) of unhoused individuals are women, which is a 17% increase from 2016 (United States Department of Housing and Urban Development, 2019). The increased prevalence of women experiencing homelessness calls for a renewed examination of their service needs. This dissertation presents three studies examining factors impacting the service needs of unhoused women. The first manuscript examined factors contributing to unhoused mothers’ successful completion of transitional housing; highlighted participant-identified programmatic strengths; and investigated differences in facilitators to success across two geographic contexts: one rural and one …

Racial impact assessments are tools that attempt to predict the effects of actions to help policymakers evaluate the consequences of those actions before their implementation. This article explains the history of race and land use in the United States, the development of racial impact assessments, and the emerging trend of racial impact assessments in land use planning and zoning. The article concludes with an analysis of how racial impact assessments in land use might develop in the future.

This dissertation is a study of legal education and practice in Pakistan and investigates the rise of the legal practitioner through a socio-historical examination. It seeks to determine the extent to which legal education in Pakistan is bound by colonial norms of practice through a genealogy of the legal practitioner in South Asia where the practitioner emerges as a dominant actor in the legal field. The issue of Native American water rights and the sovereignty of their land on reservations is gaining increasing prominence, making it the focal point of this thesis as an environmental justice concern. Native Americans face disproportionate public health challenges related to water accessibility, contamination, sanitation, outdated infrastructure, and other social determinants of health. Medical-legal partnerships (MLPs) integrate lawyers into the medical team to address patients’ unmet legal needs that create barriers to good health and well-being (i.e., “health-harming legal needs”) and improve health outcomes. Given the growing popularity of MLP as an innovative healthcare model, this review has two objectives: to identify peer-reviewed literature measuring (1) cancer patients’ legal needs, and (2) outcomes for cancer patients after receiving MLP legal services. A systematic literature search was conducted in concordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) for the period 2006- 2022. Naming And Blaming Automated Decision-Making Systems: Analysis Of Contesting Algorithmic Injustice, Esra Gules-Guctas

This dissertation is centrally concerned with understanding how algorithmic harms evolve into legal claims in the context of automated public benefits determinations. Data collection consists of multiple source of data including semi-structured in-depth interviews, court opinions, expert witness reports, deposition transcripts, and investigative news reports. Analysis was conducted in parallel with data collection through iterative process of open coding.Results indicate that algorithmic errors are not merely technical glitches, they lead to cascading harms. In-depth analysis of algorithmic errors identified in legal cases reveals the type of errors that top-down formal audit mechanisms fail to capture. As statistical tools automated systems …

The standard view of the relationship between government and the nonprofit charitable sector treats them as separate and distinct. But they are not. Numerous federal agencies have statutory authority to receive tax-deductible charitable deductions. Their ability to do so, however, undermines the oversight accomplished through the constitutionally mandated appropriations process. Congress has also created many nonprofit tax-exempt organizations. These entities enjoy flexibility as to fundraising, investment, and spending that government agencies lack. Substance Use Disorders (SUD) are widespread in the United States (Substance Abuse and Mental Health Services Administration [SAMHSA], 2017), and treatment based on evidence may be difficult to find (The CASA Columbia National Advisory Commission on Addiction Treatment, 2012). According to the National Council for Therapeutic Recreation Certfication’s most recent survey of the profession, 41.69% of Certified Theraepeutic Recreation Specialists work with people who have SUD. According to a survey by ACNielsen International Research, over half of Americans want to start their own business to build wealth and achieve independence (Bygrave & Zacharakis, 2011). In the research community, most entrepreneurship education research happens in business schools (Matlay, 2006). As a result of continually researching one form of entrepreneurship, less attention has been paid to other forms contributing to the “definitional obscurity with important consequences for the direction of the field” of entrepreneurship (Baker & Welter, 2017). On November 2015, the Commission on Accreditation of Physical Therapy Education (CAPTE) published position papers for the 2016 changes to the CAPTE standards. One of these position papers discussed the changes in the 2016 standards related to the qualifications for the position of a program director (PD) for a physical therapist assistant. A specific qualification requirement was added stating “experience in educational theory and methodology, instructional design, student evaluation and outcome assessment, including the equivalent of nine academic (semester) credits of coursework in educational foundations.” The effectiveness of this additional requirement has to date not been assessed. This action research project aimed to develop an adult religious education program allowing senior citizen parishioners to mature in their faith and discipleship. The project’s population (60+ years old) were members of a small Catholic parish in South Carolina. The age group was designed to embrace pre-Vatican II Catholics. It was hypothesized that their understanding of discipleship would differ from post-Vatican II Catholics. The incentive for the project was the researcher’s concern that seniors may have grown complacent in their faith. The program used mixed research methods. Nepali government’s official delineation of several human settlements as new urban areas has been questionable because many important criteria such as urban infrastructure and services, open space, population density and economic viability are not thoroughly analyzed while defining what is urban. Many settlements in Nepal officially defined as urban, often driven by political considerations, are operating in the rural framework forming ruralopolises.
