The impact of item parceling to improve model fit indexes in confirmatory factor analysis has been on debate amongst psychometricians. In this study, the effectiveness of item parceling was examined using Tes Potensi Akademik Pascasarjana (PAPS) or Postgraduate Academic Potential Test in Universitas Gadjah Mada. Item parceling approach, second-order approach, and item-based approach of confirmatory factor analysis (CFA) were used for examination. Data were collected from a sample of 1374 postgraduate candidates in 2017. Typically, the creation of CG content is led by expert practitioners who guide computational algorithms towards satisfactory results. Thus, creating CG content often requires manual iterations encompassing algorithm design, parameter tuning, and aesthetic feedback. This work investigates how to leverage crowd-sourcing to streamline such creation processes, focusing on animation and simulation. The challenge of producing highly competitive and superior human resources is faced by nations worldwide, including Indonesia's education sector, specifically in Civic Education. Enhancing the quality of education requires a reconstructed curriculum that includes 21st-century competencies. This study aimed to describe the design model for developing citizenship skills in the current century. The research adopted a qualitative descriptive and quasi-experimental approach, collecting data through questionnaires, interviews, observations, documentation studies, and literature reviews.
