Time is a fundamental component of ecological processes. How animal behavior changes over time has been explored through well-known ecological theories like niche partitioning and predator–prey dynamics. Yet, changes in animal behavior within the shorter 24-hr light–dark cycle have largely gone unstudied. Understanding if an animal can adjust their temporal activity to mitigate or adapt to environmental change has become a recent topic of discussion and is important for effective wildlife management and conservation. Over the past few decades, prestigious scientific institutions such as The National Science Foundation (NSF) and the National Academy of Sciences have acknowledged the utmost importance of science communication to help improve the general public’s understanding of scientific knowledge. NSF has gone so far as to make “dissemination of research findings to increase scientific literacy” the third most recommended category for research funding priorities, second only to teaching and training, and broadening participation of underrepresented groups (NSB 2011, Skrip 2015). Mixed methods analysis was used to evaluate policy protections and media coverage of the less endangered North Atlantic Right Whale (NARW) compared to the more endangered North Pacific Right Whale (NPRW) from 2008-2020. The NARW and NPRW represent an interesting case study of mismatched conservation action and threat status, due to their highly similar appearance and membership in a traditionally highly prioritized group for conservation action. This study establishes large differences in policy creation between the species and uses media content analysis of news coverage of both whales to understand trends in framing, tone, and content between articles focusing on …

For the United States, offshore wind represents a significant opportunity to meet renewable energy goals, contribute to climate change mitigation, and pursue economic development. Yet despite having abundant wind resources, the United States lags behind most countries with active offshore wind industries in terms of total installed capacity. Drawing on environmental federalism theory, this thesis used desk research and key informant interviews with offshore wind policy experts (n = 22) to compare the effects of federalism on offshore wind development in the United States and Europe. This paper aims to explore the relationship between obtaining a CPA as a University of Northern Iowa accounting graduate and measures of life satisfaction. In this study, survey data were collected from a random sample of University of Northern Iowa accounting graduates. The research suggests that graduates who obtained the CPA credential have higher levels of life satisfaction. Since Americans, on average, spend approximately 90% of their time indoors according to the EPA, it is crucial to provide room occupants with the best, most comfortable, and healthiest possible environment, which is known as Indoor Environmental Quality (IEQ). This thesis aims to identify how we can provide comfortable learning environments to improve student success. To determine the best possible environment for occupants, a model of the Math & Science Building was developed, validated, and modified using DesignBuilder. The availability of a makerspace lab is a new initiative at The Academy for Discovery at Lakewood (ADL), a Norfolk City Public School. The academy follows the International Baccalaureate Middle Years Program curriculum. The conventional view of regulation is that it exists to constrain corporate activity that harms the public. But amid perceptions of government failure, many now call on corporations to tackle social problems themselves. And in this moment of dissatisfaction with government, powerful asset managers have stepped in to serve as regulators of last resort, adopting rules that bind corporate America on issues of great social importance, including climate change and workplace diversity. The law holds lawyers to a more demanding standard of conduct than others when it comes to aspects of their fiduciary relationships with courts and clients. For instance, states can sanction lawyers for some speech inside a courtroom that would be protected if uttered by a non-lawyer. This Article explores whether lawyers’ free speech rights should also be different from those of other speakers when lawyers, acting on their own behalf, participate in political discourse. Mangrove-forest classification by using deep learning algorithms has attracted increasing attention but remains challenging. The current studies on the transfer classification of mangrove communities between different regions and different sensors are especially still unclear. To fill the research gap, this study developed a new deep-learning algorithm (encoder–decoder with mixed depth-wise convolution and cascade upsampling, MCCUNet) by modifying the encoder and decoder sections of the DeepLabV3+ algorithm and presented three transfer-learning strategies, namely frozen transfer learning (F-TL), fine-tuned transfer learning (Ft-TL), and sensor-and-phase transfer learning (SaP-TL), to classify mangrove communities by using the MCCUNet algorithm and high-resolution UAV multispectral images. My commentary builds on Rowan et al.’s (2022) comprehensive review to address the question ‘what do we mean by sentience?’ It suggests how we might recognise degrees of sentience within the animal kingdom, ranging from primitive sensations such as hunger and pain to more complex emotions that determine quality of life.

The current study examined how shared family meals influence low negative behavior in children via parental perceived stress and parental self-efficacy in children between the age three and six. Using a parallel mediation analysis, multiple regression analyses were conducted for 204 participants. Results indicated parental perceived stress to be a mediator in the relationship of the structure of shared family mealtimes and negative child affectivity, in contrast parental self-efficacy was not. Additionally, interesting results were conveyed from exploratory Hypothesis 1. First, there were a total of 94 mothers and 102 fathers who completed the study. The contributions of working memory to structural language have been well studied in the general population. Additionally, many studies have examined working memory in children with Attention-Deficit/Hyperactivity Disorder (ADHD). Although children with ADHD often present with difficulties in structural language, few studies have examined the relationship between the three areas: ADHD, structural language and working memory. Background: Muscle mass is highly correlated with patient outcomes. Techniques to identify patients with low muscularity include computed tomography (CT) and bioelectrical impendence analysis (BIA) however disadvantages of cost, exposure to radiation and access make these measurements unavailable to the average dietitian. Urinary creatinine excretion (UCE) and estimation of creatinine height index (CHI) are strongly associated with muscularity and outcomes, however, require a 24-hour urine collection. The postulation that UCE may be predicted from patient variables, through mathematical modeling, would avoid the need for a 24-hour urine collection and may be clinically useful.

There is a large gap between minority representation in the field of dietetics and the United States population, and nutrition students need advanced cultural competence training in preparation for future work with diverse populations. Universal recommendations for delivering and evaluating cultural competence training in nutrition programs are non-existent, and students tend to lack understanding of how to develop this skill. Service-learning in underserved communities with reflective assignments have been used to develop cultural competence skills, but most reported results are anecdotal. Will new media techniques, such as artificial intelligence (AI), help refresh public safety advertising campaigns and help better target specific populations, and aid in persuasive, preventative marketing? This paper used hypocrisy induction as a persuasive tool for standalone artificial intelligence chatbots to test potential behavioral change in the context of marijuana. This research further tested whether the chatbots' gender and language styles impact how persuasive and effective the chat agents are perceived to be using hypocrisy induction. Purpose: The World Health Organization is developing a Package of Eye Care Interventions (PECI) to support the integration of eye health care into national health programmes. Interventions included in the PECI should be based on robust evidence where available. Refractive error is a leading cause of blindness and vision impairment and is a PECI priority condition. The aim of this study was to provide high-quality evidence to support the development of the PECI by identifying and critically appraising clinical practice guidelines (CPGs), and extracting recommendations for refractive error interventions. การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) สังเคราะห์คุณลักษณะครูที่พึงประสงค์ในศตวรรษที่ 21 2) สร้างรูปแบบการเสริมสร้างคุณลักษณะครูที่พึงประสงค์ในศตวรรษที่ 21 สำหรับนักศึกษาครู และ 3) ทดลองใช้รูปแบบการเสริมสร้างคุณลักษณะครูที่พึงประสงค์ในศตวรรษที่ 21 ตัวอย่าง คือ นักศึกษาครูชั้นปีที่ 4 จำนวน 43 คน ที่กำลังศึกษาในมหาวิทยาลัยราชภัฏแห่งหนึ่งในกรุงเทพมหานคร เครื่องมือที่ใช้ คือ แบบสัมภาษณ์กึ่งโครงสร้าง และแบบประเมินการจัดการเรียนรู้ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา การหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการวิจัย พบว่า 1) คุณลักษณะครูที่พึงประสงค์ในศตวรรษที่ 21 ได้แก่ การจัดการเรียนรู้ จิตวิญญาณความเป็นครู นวัตกรรมการเรียนรู้ ทักษะเทคโนโลยี ความรู้ลึกซึ้งในเนื้อหาที่สอน ทักษะภาษาอังกฤษและภาวะผู้นำ 2) รูปแบบ การเสริมสร้างคุณลักษณะครูที่พึงประสงค์ในศตวรรษที่ 21 สำหรับนักศึกษาครู ประกอบด้วย 2 ขั้นตอน ได้แก่ ขั้นเตรียมความพร้อมด้านการจัดการเรียนรู้ และขั้นเสริมสร้างคุณลักษณะความเป็นครูที่พึงประสงค์ในศตวรรษที่ 21 และ 3) หลังการทดลองนักศึกษาครูกลุ่มทดลองมีค่าเฉลี่ยคะแนนคุณลักษณะครูที่พึงประสงค์ในศตวรรษที่ 21 สูงกว่ากลุ่มควบคุมอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เปรียบเทียบความสามารถในการอ่านวิเคราะห์ของนักเรียนชั้นมัธยมศึกษาปีที่ 5 ระหว่างก่อนและหลังการจัดการเรียนรู้ตามแนวคิดละครสร้างสรรค์ร่วมกับนิทานพื้นบ้าน 2) เปรียบเทียบจิตสำนึกรักท้องถิ่นของนักเรียนชั้นมัธยมศึกษาปีที่ 5 ระหว่างก่อนและหลังการจัดการเรียนรู้ตามแนวคิดละครสร้างสรรค์ร่วมกับนิทานพื้นบ้าน ตัวอย่างการวิจัย คือ นักเรียนชั้นมัธยมศึกษาปีที่ 5 จำนวน 34 คน เครื่องมือวิจัยประกอบด้วย แผนการจัดการเรียนรู้วิชาภาษาไทยโดยใช้แนวคิดละครสร้างสรรค์ร่วมกับนิทานพื้นบ้าน แบบวัดความสามารถในการอ่านวิเคราะห์ และแบบวัดจิตสำนึกรักท้องถิ่น วิเคราะห์หาค่าเฉลี่ย (M) และส่วนเบี่ยงเบนมาตรฐาน (SD) ของคะแนนความสามารถในการอ่านวิเคราะห์และคะแนนจิตสำนึกท้องถิ่น เพื่อทดสอบความแตกต่างระหว่างก่อนและหลังทดลองโดยทดสอบค่าที (t-test) ผลการวิจัยพบว่า คะแนนความสามารถในการอ่านวิเคราะห์และคะแนนจิตสำนึกรักท้องถิ่นของนักเรียนชั้นมัธยมศึกษาปีที่ 5 หลังทดลองสูงขึ้นก่อนการทดลองอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

อเมริกันซูเปอร์ฮีโร่เพื่อการสอนวิทยาศาสตร์, นันทวุฒิ นิยมวงษ์

เรื่องราวของอเมริกันซูเปอร์ฮีโร่ นับว่าเป็นสาระด้านความบันเทิงกลุ่มหนึ่งที่ได้รับความนิยมเป็นอย่างมากในประเทศไทย สามารถกระตุ้นความสนใจของผู้เรียนนำเข้าสู่กิจกรรมหรืองานในชั้นเรียนได้เป็นอย่างดี และมีแนวโน้มที่จะได้รับความสนใจมากยิ่งขึ้นเรื่อย ๆ ในกลุ่มเยาวชน ทั้งจากสื่อภาพยนตร์ หนังสือการ์ตูน นิยายภาพ วิดีโอเกม และแอนิเมชัน โดยมีการดำเนินเรื่องเกี่ยวข้องกับสาระวิทยาศาสตร์และเทคโนโลยีแขนงต่าง ๆ ทำให้มีศักยภาพเป็นสาระหลักเพื่อออกแบบกิจกรรมการเรียนรู้ หรือนำเข้าสู่บทเรียนได้เป็นอย่างดี ในปัจจุบันยังไม่มีผู้ศึกษาเพื่อใช้ในการสอนวิทยาศาสตร์มาก่อน งานครั้งนี้นำเสนอสาระวิทยาศาสตร์ ได้แก่ กลุ่มวิชาฟิสิกส์ กลุ่มวิชาชีววิทยา กลุ่มวิชาเคมี และสาระที่เกี่ยวกับเทคโนโลยีต่าง ๆ ที่สอดคล้องกับตัวละครอเมริกันซูเปอร์ฮีโร่ จำนวน 32 ตัวละคร ซึ่งมีพลังพิเศษและความสามารถเฉพาะของแต่ละตัวละคร สามารถนำไปประยุกต์ใช้ในการสอนวิทยาศาสตร์ในหลายสาระการเรียนรู้ โดยนำเสนอแนวทางในการสร้างบทเรียนวิทยาศาสตร์จากตัวละครอเมริกันซูเปอร์ฮีโร่ดังกล่าว

งานวิจัยเรื่องการพัฒนากิจกรรมศิลปะเพื่อสร้างประสบการณ์สุนทรียะสำหรับเด็กประถมศึกษาที่บกพร่องทางการเห็นเป็นงานวิจัยและพัฒนา โดยมีวัตถุประสงค์คือ 1) เพื่อศึกษาแนวทางการพัฒนากิจกรรมศิลปะเพื่อสร้างประสบการณ์สุนทรียะสำหรับเด็กประถมศึกษาที่บกพร่องทางการเห็น และ 2) เพื่อพัฒนากิจกรรมศิลปะเพื่อสร้างประสบการณ์สุนทรียะสำหรับเด็กประถมศึกษาที่บกพร่องทางการเห็น โดยใช้การศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง และการสัมภาษณ์ผู้เชี่ยวชาญ เก็บข้อมูลโดยใช้แบบสัมภาษณ์การจัดกิจกรรมศิลปะสำหรับเด็กที่บกพร่องทางการเห็น วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า แนวทางการพัฒนากิจกรรมศิลปะเพื่อสร้างประสบการณ์สุนทรียะสำหรับเด็กประถมศึกษาที่บกพร่องทางการเห็น ประกอบด้วย 4 ด้าน ได้แก่ 1) ด้านประสาทสัมผัส 2) ด้านวิธีการสอน 3) ด้านสื่อ และวัสดุอุปกรณ์ และ 4) ด้านการวัดประเมินผลซึ่งนำไปพัฒนาเป็นกิจกรรมศิลปะเพื่อสร้างประสบการณ์สุนทรียะสำหรับเด็กประถมศึกษาที่บกพร่องทางการเห็นได้ 4 กิจกรรม ได้แก่ 1) ละเลงศิลปะบนผนังถ้ำ 2) นิทานใบไม้ 3) เขียนเส้นเล่นอารมณ์ และ 4) สร้างสรรค์ใบหน้าสไตล์ปิกัสโซ กิจกรรมทั้ง 4 สามารถสร้างประสบการณ์สุนทรียะให้เด็กเกิดการรับรู้ความงามจากความเหมือนจริง เกิดการแสดงออกทางความคิด ความรู้สึกผ่านงานศิลปะ และเกิดความสนุกสนานเพลิดเพลิน

การวิจัยนี้ มีวัตถุประสงค์เพื่อ 1) เปรียบเทียบความสามารถในการเขียนภาษาอังกฤษของนักเรียนระดับชั้นมัธยมศึกษาปีที่ 1 ก่อนและหลังการจัดการเรียนรู้โดยใช้วิธีการสอนแบบ B-SLIM model ร่วมกับเทคนิค CIRC 2) ศึกษาพฤติกรรมการทำงานกลุ่มที่ได้รับการจัดการเรียนรู้โดยใช้วิธีการสอนแบบ B-SLIM model ร่วมกับเทคนิค CIRC 3) ศึกษาความพึงพอใจของนักเรียนระดับชั้นมัธยมศึกษาปีที่ 1 ที่มีต่อวิธีการสอนแบบ B-SLIM model ร่วมกับเทคนิค CIRC กลุ่มตัวอย่าง คือ นักเรียนระดับชั้นมัธยมศึกษาปีที่ 1 จำนวน 40 คน โดยใช้การสุ่มแบบกลุ่ม (cluster sampling) ด้วยวิธีการจับสลาก เครื่องมือที่ใช้ในการวิจัย คือ แบบวัดความสามารถในการเขียนภาษาอังกฤษ แบบสังเกตพฤติกรรมการทำงานกลุ่มของนักเรียน และแบบสอบถามความพึงพอใจของนักเรียนที่มีต่อวิธีการสอน สถิติที่ใช้ คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าทดสอบที ผลการวิจัย พบว่า 1) ความสามารถในการเขียนภาษาอังกฤษของนักเรียนระดับชั้นมัธยมศึกษาปีที่ 1 หลังเรียนสูงกว่าก่อนเรียนอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 2) พฤติกรรมการทำงานกลุ่มของนักเรียนที่ได้รับการจัดการเรียนรู้ โดยภาพรวม พบว่า อยู่ในระดับมาก 3) ความพึงพอใจของนักเรียนที่มีต่อวิธีการสอนแบบ B-SLIM model ร่วมกับเทคนิค CIRC โดยภาพรวม พบว่า อยู่ในระดับมากที่สุด

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ออกแบบส่วนต่อประสานผู้ใช้หลายรูปแบบบนเทคโนโลยีดิจิทัลในยุคสังคมผู้สูงอายุ 2) ประเมินความสามารถในการใช้งานส่วนต่อประสานผู้ใช้หลายรูปแบบบนเทคโนโลยีดิจิทัลในยุคสังคมผู้สูงอายุ กลุ่มตัวอย่างที่ใช้ในการศึกษาผลเป็นผู้สูงอายุที่มีอายุตั้งแต่ 60 ปีขึ้นไป จำนวน 25 คน โดยการเลือกตัวอย่างแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยประกอบด้วย เครื่องมือที่ใช้ในการทดลอง ได้แก่ เว็บแอปพลิเคชันสำหรับผู้สูงอายุ เรื่อง สูงวัยห่างไกลโควิด-19 และเครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบประเมินความสามารถในการใช้งานของผู้สูงอายุ การวิเคราะห์ข้อมูลประกอบด้วยการหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน การวิจัยมี 2 ระยะ ได้แก่ ระยะที่ 1 การออกแบบส่วนต่อประสานผู้ใช้หลายรูปแบบบนเทคโนโลยีดิจิทัลในยุคสังคมผู้สูงอายุ ระยะที่ 2 การประเมินความสามารถในการใช้งานของผู้สูงอายุ ผลการวิจัยพบว่า 1) การประเมินคุณภาพการออกแบบส่วนต่อประสานผู้ใช้หลายรูปแบบ และการทดสอบประสิทธิภาพการใช้งานเว็บแอปพลิเคชัน มีคุณภาพระดับดีมากที่สุด และองค์ประกอบของส่วนต่อประสานผู้ใช้หลายรูปแบบบนเทคโนโลยีดิจิทัลในยุคสังคมผู้สูงอายุ ประกอบด้วย ส่วนต่อประสานผู้ใช้แบบกราฟิก ส่วนต่อประสานผู้ใช้แบบสัมผัส และส่วนต่อประสานผู้ใช้แบบเสียง 2) การประเมินความสามารถในการใช้งานของผู้สูงอายุอยู่ในระดับมากที่สุด (M=4.57, SD=0.50)

งานวิจัยนี้มีวัตถุประสงค์ 1) เพื่อสร้างและตรวจสอบคุณภาพข้อมูลย้อนกลับที่นำมาใช้ร่วมกับโปรแกรมโค้ดในการประเมินพัฒนาการการคิดแก้ปัญหาของนักเรียนชั้นประถมศึกษา และ 2) เพื่อวิเคราะห์พัฒนาการการคิดแก้ปัญหาของนักเรียนระดับชั้นประถมศึกษาจากการประยุกต์ใช้โปรแกรมโค้ดร่วมกับการให้ข้อมูลย้อนกลับ การวิจัยใช้ระเบียบวิธีวิจัยขั้นต้น แบบ pretest posttest time series design เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบวัดทักษะการคิดแก้ปัญหา การวิเคราะห์ข้อมูล ประกอบด้วย การวิเคราะห์ข้อมูลโดยสถิติบรรยาย ประกอบด้วย ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และร้อยละของพัฒนาการ การวิเคราะห์ข้อมูลโดยสถิติสรุปอ้างอิง ประกอบด้วย สถิติทดสอบความแปรปรวนแบบวัดซ้ำ ผลการวิจัยพบว่า 1) ข้อมูลย้อนกลับและเกณฑ์การประเมินการประยุกต์ใช้โปรแกรมโค้ด ประกอบด้วย 4 ด้าน ได้แก่ 1) การเขียนโปรแกรมได้ตามที่โจทย์กำหนด 2) การแสดงลำดับขั้นตอนได้ตามเงื่อนไข 3) ความสมบูรณ์ของผลงาน และ 4) นำเสนอวิธีการแก้ปัญหา มีค่าดัชนี IOC อยู่ระหว่าง .6-1.0 และ2) นักเรียนมีพัฒนาการการคิดแก้ปัญหาสูงสุดในระยะที่ 4 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05
แนวทางการพัฒนาภาวะผู้นำที่ยั่งยืนกับประสิทธิภาพการบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี, วสันต์ ศักดาศักดิ์, มีนมาส พรานป่า, เบญจวรรณ ศรีมารุต
แนวทางการพัฒนาภาวะผู้นำที่ยั่งยืนกับประสิทธิภาพการบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี, วสันต์ ศักดาศักดิ์, มีนมาส พรานป่า, เบญจวรรณ ศรีมารุต

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการพัฒนาภาวะผู้นำที่ยั่งยืนกับประสิทธิภาพการบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ข้าราชการครู จำนวน 332 คน คัดเลือกโดยใช้สูตรของทาโร ยามาเน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามระดับภาวะผู้นำที่ยั่งยืนและระดับประสิทธิภาพการบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา และแบบสัมภาษณ์แนวทางการพัฒนาภาวะผู้นำที่ยั่งยืนกับประสิทธิภาพ การบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา สถิติที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า 1) ระดับภาวะผู้นำที่ยั่งยืนของผู้บริหารสถานศึกษา โดยรวมและรายด้านมีค่าเฉลี่ย อยู่ในระดับมาก 2) ระดับประสิทธิภาพการบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา โดยรวมและรายด้านมีค่าเฉลี่ย อยู่ในระดับมาก 3) ความสัมพันธ์ระหว่างภาวะผู้นำที่ยั่งยืนกับประสิทธิภาพ การบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา พบว่า มีความสัมพันธ์ทางบวกในระดับสูง (r = .862**) อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4) แนวทางการพัฒนาภาวะผู้นำที่ยั่งยืนกับประสิทธิภาพการบริหารงานวิชาการโรงเรียนของผู้บริหารสถานศึกษา ได้แก่ ผู้บริหารต้องพัฒนาตนเองให้เป็นผู้นำแห่งการเรียนรู้ พัฒนาบุคลากรให้มีศาสตร์ทางวิชาชีพ สร้างวิสัยทัศน์ กระจายอำนาจให้บุคลากรอย่างเหมาะสม คำนึงถึงความแตกต่างระหว่างบุคคล ผลประโยชน์ของทุกภาคส่วน สร้างความสมดุลของทรัพยากรทางการศึกษา และให้ความสำคัญกับความรู้ ประสบการณ์ที่เคยเกิดขึ้นในอดีต
