Digital sovereignty-the exercise of control over the internet-is the ambition of the world's leaders, from Australia to Zimbabwe, seen as a bulwark against both foreign states and foreign corporations. Governments have resoundingly answered first-generation internet law questions of who, if anyone, should regulate the internet. The answer: they all will. Governments now confront second-generation questions--not whether, but how to regulate the internet. This Article argues that digital sovereignty is simultaneously a necessary incident of democratic governance and democracy's dreaded antagonist. As international law scholar Louis Henkin taught, sovereignty can insulate a government's worst ills from foreign intrusion. Assertions of digital …

Decitizenizing Asian Pacific American Women, Shoba Sivaprasad Wadhia, Margaret Hu

The Page Act of 1875 excluded Asian women immigrants from entering the United States, presuming they were prostitutes. This presumption was tragically replicated in the 2021 Atlanta Massacre of six Asian and Asian American women, reinforcing the same harmful prejudices. This Article seeks to illuminate how the Atlanta Massacre is symbolic of larger forms of discrimination, including the harms of decitizenship. These harms include limited access to full citizenship rights due to legal barriers, restricted cultural and political power, and a lack of belonging. Demonization Of Christians: Missiological Perspectives And Implications, Michée Badé

This article is a missiological reflection on the phenomenon of Christian demonization from a Seventh-day Adventist (SDA) perspective. The article argues from the four voices approach in theology (see Cameron et al. 2010; Cameron and Duce 2013), and contends that Christians can be demonized, have been demonized throughout the Christian church history, and are still demonized today across all Christian denomination lines. This is the position that appears in a few SDA publications, and is not in contradiction with the Scriptures. The increasingly sophisticated anti-access area denial (A2AD) threat imposed by the modern integrated air defense system (IADS), coupled with the decreasingly potent advantage provided by high-end stealth platforms, has prompted Air Force senior leaders to invest in radically changing the nature of air power for the year 2030 and beyond. Current AAR efforts utilize machine vision algorithms to estimate the pose of a receiver aircraft. However, these algorithms are dependent on several conditions such as the availability of precise 3D aircraft models; the accuracy of the pipeline significantly degrades in the absence of high-quality information given beforehand. We propose a deep learning architecture that estimates the 3D position of an object based on stereoscopic imagery. We investigate the use of both machine learning techniques and neural networks to directly regress the 3D position of the receiver aircraft. With ever more data becoming available to the US Air Force, it is vital to develop effective methods to leverage this strategic asset. Machine learning (ML) techniques present a means of meeting this challenge, as these tools have demonstrated successful use in commercial applications. For this research, three ML methods were applied to a unmanned aircraft system (UAS) telemetry dataset with the aim of extracting useful insight related to phases of flight. Smoothing convolutional neural networks is investigated. When intermittent and random false predictions happen, a technique of average smoothing is applied to smooth out the incorrect predictions. Emotion classification can be a powerful tool to derive narratives from social media data. Recurrent Neural Networks (RNN) can meet or exceed the performance of state-of-the-art traditional machine learning techniques using exclusively open-source data and models. Specifically, these results show that RNN variants can produce more than an 8% gain in accuracy in comparison to Logistic Regression and SVM techniques and a 15% gain over Random Forest when using FastText embeddings. This research found a statistical significance in the performance of a single layer Bi-directional Long Short-Term Memory (Bi-LSTM) model over a 2-layer stacked Bi-LSTM model. When navigating using Global Navigation Satellite Systems (GNSS), multiple/redundant, synchronous pseudorange measurements are readily available. However, when navigating in a GNSS degraded and/or denied region, this is not guaranteed. In response to this challenge, the ANT Center developed a framework known as Autonomous and Resilient Management of All-source Sensors (ARMAS). The ARMAS framework is designed to be resilient towards data corruption caused from mismodeled, uncalibrated, and faulty sensors. This thesis further expands on this work by performing a comparison against a Residual-Based Receiver Autonomous Integrity Monitoring (RBRAIM) scheme using simulated and real flight data to evaluate each systems performance.

Artificial Intelligence (AI) threatens to bring significant disruption to all aspects of military operations. This research develops a Serious Game (SG) and assessment methodology to provide education on the mindsets required for engaging with disruptive AI technologies. The game, Obsolescence, teaches strategic-level concepts recommended to the Department of Defense (DoD) from a compilation of reports on the current and future state of AI and warfighting. During a mass casualty medical evacuation after a bioaerosol attack, a decontamination method is needed that is effective at both decontamination and preventing the secondary hazard of biological particles reaerosolizing from contaminated clothing. However, neither the efficacy of current decontamination methods nor the risk of biological particle reaerosolization is significantly explored in existing literature. The Department of Defense has adopted management tools, such as Manufacturing Readiness Levels (MRLs), which seek to address issues that have delayed the transition to production and delivery of deployment-ready systems. The MRL scale and assessment process institutes periodic reviews of products during the acquisition process. The Strategic Problem Of Information Security And Data Breaches, Michael Dinger, Julie Terrill Wade

This paper considers the strategic uncertainties and impacts created by high-profile data breaches and discusses the unique strategic problem presented by information security breaches for organizational executives. Based on theory regarding strategic uncertainties, we develop a framework depicting a strategic perspective on breaches within and outside the firm. Then, within the major categories outlined by the framework, this research evaluates instances of 17 public disclosures of high-profile data breaches over the past four years. Based on our discussion of these 17 cases, we identify six major issues complicating strategic decision-making regarding security breaches and discuss guidance for managers.
