This Article explores the development of the Clean Air Act of 1963, the first law to allow the federal government to fight air pollution rather than study it. The Article focuses on the postwar years (1945-1963) and explores the rise of public health medical research, cooperative federalism, and the desire to harness the powers of the federal government for domestic social improvement, as key precursors to environmental law. It examines the origins of the idea that the federal government should “do something” about air pollution, and how that idea was translated, through drafting, lobbying, politicking, hearings, debate, influence, and votes, …

Being prepared for a crisis is important for any leader. Although time passes, the fundamentals of strong leadership often remain routed in specific principles. This research sets out to illustrate how modern university leadership, specifically at the University of New Hampshire, navigated the COVID-19 pandemic using similar strategies to that of Winston Churchill during World War II. Four tenets are themes throughout the research which are: communication, collaboration, partnership and the advancement of technology. Leaders can often look to the past to prepare for crises in the future.

Barriers, racism, discrimination, and stereotypes are experienced by immigrants every day. These problems are especially important when immigrants are seeking education. Education is critical for immigrants because it allows for integration, which is vital to an immigrant’s life in the United States. The study asked a participant, who had come to the United States for a degree, for a description of their experiences in the United States. The study confirmed that barriers, racism, discrimination, and stereotypes are experienced by immigrants when pursuing education in the United States. Taking a pedagogy approach may improve learning outcomes in immigrants. Education on racism, …

Terrorism remains the most important national security concern. Multi-national economic organizations around the world have increasingly established counter-terrorism commissions to assess the magnitude of the threat posed by terrorism. Economic sanctions have been a counter-terrorism measure for many decades and remain an essential tool of U.S. foreign policy and a mechanism to protect the U.S. national security interests. In recent years, the internationalization of terrorism and emergence of non-state terrorist actors has led the U.S. to use smart targeted sanctions to dismantle financial support of terrorism. Too often historical artworks in schools, textbooks, cultural institutions, and public spaces share a narrative that bolsters white-centered histories, but when an historical artwork is studied as text it creates room for multiple perspectives (Newfield, 2011) expanding the narrative to include subjugated histories. Looking at art through the philosophy of hermeneutics opens up questions and conflicts that arise within texts based on interpretations of those texts (Leonardo, 2003). This paper will apply the philosophy of hermeneutics to critique historical memory, and it will present ledger art as a visual text and counter narrative to dominant white narratives. I reflect on the decade I spent as an art teacher in a Chicago high school where so-called "behavioral issues" are rampant, as well on my experience working with incarcerated adults, in order to explain the concept of the school-to-prison pipeline with the aid of recent research on discipline and policing. Defending sovereignty within an island nation is relatively more complex than doing so for a continental state. The number of scattered islands makes straits and seas more penetrable, vulnerable points and targets of asymmetric threats at sea. The aim of this research is to illustrate threats at sea and provide solutions in guarding and monitoring Indonesian coastal borders, which currently require more ships and radar technology as well as other sensing equipment due to longer beaches. Are exclusionary boundaries drawn by those who aren’t accepting of immigrants malleable? Do beliefs about inclusion on the part of those who tend to be more accepting toward immigrants have limits? To address these questions, I look at the major factors that I believe influence reactions to immigrants: national identity and trust, and values. This dissertation contributes to two important goals. The first is to help ensure that long- term residents in communities accept people from diverse cultures and backgrounds. This dissertation explores U.S. actions in the military “Surge” in Iraq from 2007-2008. Focus is on the entwined utilization of coercive and attractive power or smart power as an enabler of success and change from prior U.S. strategies in Operation IRAQI FREEDOM. The analysis is based upon an extensive set of interviews with operational participants in the Surge from across the Executive Branch. Results show that smart power was an important element of the Surge and its use facilitated success, but that doing smart power was not a simple matter of achieving some mix of ‘hard’ and ‘soft’ power, but …

In response to this problem, the researcher desired to implement a trend of encouraging all senior adults to become fully engaged in serving Christ. The purpose of this study is to counsel Pakistani evangelical pastors on the importance of the biblical teaching of health. Pakistani pastors do not consider healthy living as an important factor of Christian living, even though the Bible clearly preaches on living a physically healthy life. Because of the cultural expectations, personal hindrances, lack of biblical teaching on health issues in Pakistani seminaries, and several other obstacles, Pakistani pastors are not well equipped to guide the congregation about the biblical norm. Proxy wars dominate modern war fighting. Despite the frequency of proxy wars on today's battle field, the strategic studies community lacks sufficient models and strategic theories to frame proxy wars from the strategic level. This works seeks to build on the limited amount of preexisting theoretical work on proxy war by introducing five models of proxy relation - coerced, transactional, cultural, exploitative, and contractual. This models help policymakers, strategists, and practitioners understand and navigate through the strategic workings of today's proxy wars.

The Magnitude Of Warfare Revisited – System Polarity And War Duration, Marco Nilsson

One of the intractable debates in the study of international conflict is the linkage between polarity and magnitude of interstate warfare. Speculations about the effects of the structure of the international system can be traced back to the Treaty of Westphalia. This article revisits this debate with a focus on war duration, which has received little attention in the literature, and presents the first theoretical discussion of the connection between polarity and war duration. It also uses a hazards model to statistically test whether five different measures of polarity are associated with war duration (1816-1992). The results provide initial support …
