It's no secret that with the development of information technology, many ethical problems of biomedicine have become aggravated. This is especially true of the issue of medical secrecy and protection of patient data. Digital medicine requires the opposite specifically in emergency situations: to disclose all the data concerning the course of the disease in order to reduce its further spread. Every day we read or watch videos from all over the world in the media about sick people and how their diseases are progressing during the COVID-19 pandemic. Confidentiality protection of personal data, information and software support of the user, …

A Scoping Review To Inform Care Coordination Strategies For Youth With Traumatic Brain Injuries: Care Coordination Tools, Brandy Shook, Cara Palusak, Susan C. Davies, Jennifer P. Lundine

Counselor Education and Human Services Faculty Publications

BACKGROUND: Children with traumatic brain injury (TBI) report unmet needs several years after their injury and may require long-term care. However, this chronic health condition is often only treated and monitored in the short-term. Care for young persons with TBI often relies on parents to manage their child’s complex care network. Effective care coordination can close these gaps and facilitate continuity of care for children with TBI. The purpose of this scoping review was to develop a better understanding of tools that improve care coordination for Children with Special Health Care Needs (CSHCN). This, in turn, can inform care for …

Complement-Mediated Selective Tumor Cell Lysis Enabled By Bi-Functional Rna Aptamers, Hua Shi, Prabhat K. Mallik, Kimi Nishikawa, Pramit Mallik

Biological Sciences Faculty Scholarship

Unlike microbes that infect the human body, cancer cells are descended from normal cells and are not easily recognizable as “foreign” by the immune system of the host. However, if the malignant cells can be specifically earmarked for attack by a synthetic “designator”, the powerful effector mechanisms of the immune response can be conscripted to treat cancer. To implement this strategy, we have been developing aptamer-derived molecular adaptors to invoke synthetic immune responses against cancer cells. Here we describe multi-valent aptamers that simultaneously bind target molecules on the surface of cancer cells and an activated complement protein, which would tag …

Commit messages are the atomic level of software documentation. They provide a natural language description of the code change and its purpose. Messages are critical for software maintenance and program comprehension. Unlike documenting feature updates and bug fixes, little is known about how developers document their refactoring activities. Specifically, developers can perform multiple refactoring operations, including moving methods, extracting classes, renaming attributes, for various reasons, such as improving software quality, managing technical debt, and removing defects. Yet, there is no systematic study that analyzes the extent to which the documentation of refactoring accurately describes the refactoring operations performed at the …

Equality And Closure: The Paradox Of Local Citizenship, Kenneth A. Stahl Dec 2021

Equality And Closure: The Paradox Of Local Citizenship, Kenneth A. Stahl

Texas A&M Journal of Property Law

In Bourgeois Utopias, a cultural history of suburbia in America, Robert Fishman states the fundamental paradox about the suburbs: “[H]ow can a form based on the principle of exclusion include every-one?” The promise of the American suburb was that every middle-class family would be able to own a home with a yard, but this egalitarian ideal was illusory because what made the suburbs appealing was precisely what it excluded, namely everything having to do with the city—its congestion, political corruption, and most importantly, its racial diversity. And so, as suburbia was mass-produced and made avail-able with cheap low-interest loans …

Implications Of Salinity Normalization Of Seawater Total Alkalinity In Coral Reef Metabolism Studies, Travis A. Courtney, Tyler Cyronak, Alyssa J. Griffin, Andreas J. Andersson Dec 2021

Implications Of Salinity Normalization Of Seawater Total Alkalinity In Coral Reef Metabolism Studies, Travis A. Courtney, Tyler Cyronak, Alyssa J. Griffin, Andreas J. Andersson

Marine & Environmental Sciences Faculty Articles

Salinity normalization of total alkalinity (TA) and dissolved inorganic carbon (DIC) data is commonly used to account for conservative mixing processes when inferring net metabolic modification of seawater by coral reefs. Salinity (S), TA, and DIC can be accurately and precisely measured, but salinity normalization of TA (nTA) and DIC (nDIC) can generate considerable and unrecognized uncertainties in coral reef metabolic rate estimates. While salinity normalization errors apply to nTA, nDIC, and other ions of interest in coral reefs, here, we focus on nTA due to its application as a proxy for net coral reef calcification and the importance for …

Boundary As Borderland: Mexico City’S Central Plaza And The Politics Of Presence, Re'al Christian Dec 2021

Boundary As Borderland: Mexico City’S Central Plaza And The Politics Of Presence, Re'al Christian

Theses and Dissertations

In the postcolonial era, the land surrounding national borders—the borderland—has inherited a specific identity and relationship with those who navigate it. While national borderlands are oft discussed amid conversations on globalization, land disputes, and war, the Spanish colonization of the Americas in the fifteenth and sixteenth centuries saw the new establishment of borderlands from within in the form of segregative boundaries that purported to separate Indigenous and European peoples. This thesis concerns the manifestation of the borderland as not only an external entity, but an internal one as well. Using Mexico City, the center of the Spanish colonial empire, as …

Questions Of Citizenship And The Nature Of "The Public", Sarah Schindler Dec 2021

Questions Of Citizenship And The Nature Of "The Public", Sarah Schindler

Texas A&M Journal of Property Law

This essay is taken from a talk given at a symposium discussing Professor Ken Stahl’s book, Local Citizenship in a Global Age.1 It is not a traditional book review, but rather a series of musings inspired by the ideas in the book.

Professor Stahl’s new book, Local Citizenship in a Global Age, addresses a number of important issues, many of which have been the focus of my prior work: the existence of boundaries, borders, and the spaces in between; who we include in those boundaries and who we exclude; public space, private space, and the lines between them; …

Liberalism, Patriotism, And Cosmopolitanism In Local Citizenship In A Global Age, Eric R. Claeys Dec 2021

Liberalism, Patriotism, And Cosmopolitanism In Local Citizenship In A Global Age, Eric R. Claeys

Texas A&M Journal of Property Law

In this review Essay, I survey the most valuable lessons from Local Citizenship in a Global Age. But I have some reservations about the book, and I want to mark those off as well. The book comes off as critical of views that seek to control immigration and to establish relatively demanding criteria for noncitizens to become citizens. In my view, two factors contribute to this impression, and the book would have been more satisfying if both had been addressed.

Impact Of Performance-Based Funding Measures On Arkansas Community Colleges, Robert Paul Shurley Dec 2021

Impact Of Performance-Based Funding Measures On Arkansas Community Colleges, Robert Paul Shurley

Theses and Dissertations

The purpose of this study was to better understand the impacts of the current Performance Based Funding formula on Arkansas’ public two-year universities. States throughout the nation have moved to this productivity based funding model during a time with decreasing monetary support. The goal of this transition was to use incentives to create change on university campuses to meet pre-determined outcomes set forth by local, state, and national policy makers. This study utilized a quantitative, quasi-experimental Time Series analysis on variables within the formula to determine the impact from the implementation of the current productivity formula in Arkansas. The findings …

Out Of Our Depth With Deep Fakes: How The Law Fails Victims Of Deep Fake Nonconsensual Pornography, Kate Kobriger, Janet Zhang, Andrew Quijano, Joyce Guo

Richmond Journal of Law & Technology

People have used deep fake technology to generate nonconsensual pornography (NCP) since at least 2017. With technological advances, deep fakes are increasingly easy to create and difficult to identify. This article explores the dearth of both technological and legal recourse for victims of deep fake NCP. It first reviews existing technical solutions for detecting deep fakes, finding that successful deep fake classifiers are often only successful for a short while. As soon as computer scientists publish their work, others build on their discoveries to beat the classification mechanism. Deep fake technology is now so advanced that classification technologies cannot reliably …

The Ios 14.5 Update: A Game Changer In Federal Privacy Law, Chris Jones

Richmond Journal of Law & Technology

From 1890, when the right to privacy was defined, to the 1973 debut of the Fair Information Practice Principles that set the “Gold Standard” for consumer privacy protection, to the FTC’s request for a federal privacy law in 2000, the core expectations of privacy have remained the same. United States consumers have a right to privacy that requires notice and consent for the use of their personal information. The Apple iOS 14.5 update introduced App Tracking Transparency, providing consumers with the opportunity to affirmatively opt in or decline the tracking and sharing of their personal information. This update has shown …

How Judicial Application Of Cda § 230 And Fha § 3604 Have Created Safe Havens For Online Housing Discrimination, Sophia A. Studer

Richmond Journal of Law & Technology

This article analyzes how the anti-discrimination language of Fair Housing Act section 3604 is currently out of reach for people being discriminated against online through the exclusionary language of Communications Decency Act section 230(c). The exclusionary language in CDA section 230(c) prevents liability from attaching to interactive computer service providers so long as the interactive computer service provider is not a creator or developer of information. Through the decisions of Zeran, Craigslist, and Roommate, the federal appellate courts created broad shield of immunity for interactive computer service providers, leading to a safe haven for discrimination online. Together the courts and …

To Tax Or Not To Tax Or How To Tax: Tax Policy And Its Role In Cryptocurrency Adoption, Sofya Bakradze

Richmond Journal of Law & Technology

The recent boom of cryptocurrency and crypto-based assets has highlighted the need for cohesive regulatory and taxation frameworks. Multiple U.S. agencies attempted to classify, regulate, and tax the use of such assets, but without a consensus, the users find themselves facing unexpected charges or tax bills. This Article discusses certain nuances that have not been addressed by the Internal Revenue Service in its treatment of cryptocurrencies and assets and showcases how complicated the current regime is when it comes to both compliance and enforcement. The Article ultimately reaches the conclusion that this emerging asset class does not fit into any …
