JTRP Technical Reports
This report details the activities conducted to assess the feasibility of using new technology tools for safety training. Utilizing established research studies, risk frameworks, and vendor quotations, we compared the different attributes of training methods such as Traditional Training (classroom/presentations), LMS (Learning Management System) based gamification, Computer Simulation, Virtual Reality (VR), and Augmented Reality (AR). The anticipated benefits include improved training program development, higher interactivity and long-term retention, and the chance to reduce work zone risk. The project was divided in three phases, and the following are our four key takeaways.
(1) Quality of Safety Training: Benchmarking training practices provided …
Disposition And Development Strategies For Vacant Property In Petersburg, Virginia, Grace N. Stankus
Disposition And Development Strategies For Vacant Property In Petersburg, Virginia, Grace N. Stankus
Master of Urban and Regional Planning Capstone Projects
Petersburg, Virginia has weathered decades of population and industrial decline resulting in the abundance of City-owned vacant property. As the Richmond metropolitan area continues to gain population and attract development, Petersburg is ideally positioned to capitalize on these regional growth trends. The purpose of this plan is to propose recommendations for Petersburg to establish a streamlined and proactive land disposition and development approach to reposition itself within the region. Through the study of five post-industrial cities to learn how each handle vacant property disposition and development, this plan incorporates good practices from the study cities and feedback from regional developers …
How The Fourth Amendment Frustrates The Regulation Of Police Violence, Seth W. Stoughton
How The Fourth Amendment Frustrates The Regulation Of Police Violence, Seth W. Stoughton
Emory Law Journal
Within policing, few legal principles are more widely known or highly esteemed than the “objective reasonableness” standard that regulates police uses of force. The Fourth Amendment, it is argued, is not only the facet of constitutional law that governs police violence, it sets out the only standard that state lawmakers, police commanders, and officers should recognize. Any other regulation of police violence is inappropriate and unnecessary. Ironically, though, the Constitution does not actually regulate the use of force. It regulates seizures. Some uses of force are seizures. This Article explains that a surprising number of others—including some police shootings—are not. …
Bias And Immigration: A New Factors Test To Examine Extrinsic Evidence Of Animus In Immigration Cases, Andrea Galvez
Bias And Immigration: A New Factors Test To Examine Extrinsic Evidence Of Animus In Immigration Cases, Andrea Galvez
Emory Law Journal
Courts have historically struggled to consistently consider extrinsic evidence of animus and bias in immigration cases. In two key cases concerning challenges to restrictive immigration policies of the Trump Administration—Trump v. Hawaii and DHS v. Regents of the University of California—the Supreme Court shied away from considering numerous examples of former President Trump’s discriminatory rhetoric and public comments of religious and racial animus that would challenge the constitutionality of the policies. Instead, the Court invoked the historically prominent deference to the executive branch’s immigration power and to the interest in national security. However, the Court’s quick dismissal of extrinsic evidence …

Icts For Surveillance And Suppression: The Case Of The Indian Emergency 1975-1977, Ramesh Subramanian
Journal of International Technology and Information Management
Information and Communications technologies (ICT) pervade society. The Internet, wireless communication, and social media are ubiquitous in and indispensable in society today. As they continue to grow and mushroom, there are new and increased calls from various segments of the society such as technologists, activists, sociologists, and legal experts, who issue warnings on the more nefarious and undesirable uses of ICTs, especially by governments. In fact, government control and surveillance using ICTs is not a new phenomenon. By looking at history, we are able to see several instances when ICTs have been used by governments to control, surveil, and infringe …

Policing And Fatherhood Identities: A Gendered Analysis Of The Work And Home Experiences Of Police Fathers Before And During Covid-19, Danielle Thompson
Policing And Fatherhood Identities: A Gendered Analysis Of The Work And Home Experiences Of Police Fathers Before And During Covid-19, Danielle Thompson
Theses and Dissertations (Comprehensive)
Policing scholars have long pointed to police culture as an explanation for the negative behaviour of officers (Chan 1996), yet police culture also plays a crucial role in informing how officers make sense of their experiences both inside and outside of the organization. Much of the research on gendered experiences of police culture have focused on the experiences of women police, yet little attention has been given to the experiences of male officers in macho police culture. Moreover, there is a paucity of literature that has focused specifically on how police who are fathers perceive their own experiences, either at …

Collaboration, Knowledge-Sharing And Natural Hazard Risk Management In The Greater Pinery Provincial Park Region, Madeline Mcfadden
Theses and Dissertations (Comprehensive)
In Canada, parks and other forms of protected areas are visited by tens of millions of people annually. By their very nature, parks and protected areas present various risks that must be mitigated. Risk management is an area of research that is receiving increased attention because in recent years, natural hazards (e.g. effects the environment) and disasters (e.g. effects the environment and humans) have exacted significant economic, social, health, cultural, and environmental impacts on persons and communities across Canada. Natural hazards, which pose significant risks to the natural environment and those individuals who inhabit or visit them, are expected to …

Assessing The Mediating Role Of Social Support In Childhood Maltreatment And Psychopathology Among College Students In Northern Ireland, Susan Lagdon, Jana Ross, Martin Robinson, Ateka A. Contractor, Ruby Charak, Cherie Armour
Psychological Science Faculty Publications
The detrimental impact of early trauma, particularly childhood maltreatment, on mental health is well documented. Although it is understood that social support can act as a protective factor towards mental health for children who experience such adversity, few studies have addressed the experience of childhood maltreatment and the important function of social support in adulthood. The current study aimed to assess the mediating role of social support in the relationship between childhood experiences of maltreatment, and mental health outcomes including anxiety, depression, PTSD and problematic alcohol use in a sample of university students (N= 640). Results of binary logistic regression …
The Problem Of Problem-Solving Courts, Erin Collins
The Problem Of Problem-Solving Courts, Erin Collins
Law Faculty Publications
The creation of a specialized, “problem-solving” court is a ubiquitous response to the issues that plague our criminal legal system. The courts promise to address the factors believed to lead to repeated interactions with the system, such as addiction or mental illness, thereby reducing recidivism and saving money. And they do so effectively — at least according to their many proponents, who celebrate them as an example of a successful “evidence-based,” data-driven reform. But the actual data on their efficacy is underwhelming, inconclusive, or altogether lacking. So why do they persist?
This Article seeks to answer that question by scrutinizing …
Two Steps Forward, One Step Back: How New York's Bail Reform Saga Tiptoes Around Addressing Economic Inequality, Daniel Chasin
Two Steps Forward, One Step Back: How New York's Bail Reform Saga Tiptoes Around Addressing Economic Inequality, Daniel Chasin
Student Articles & Notes
This Note will analyze how, despite the fact that New York’s bail reforms reduced city and state prison populations, the revised bail law falls flat in its attempt to resolve the economic inequality in the State’s pretrial detention system—an overarching purpose of the reforms. Part I of this Note will chronicle the turbulent recent history of bail reform in New York and will describe the key differences between the old bail laws, the reformed bail laws, and the amendments to those reforms. Part II will analyze how the current state of New York’s pretrial detention system does little to address …

Do Independent External Decision Makers Ensure That “An Inmate’S Confinement In A Structured Intervention Unit Is To End As Soon As Possible”? [Corrections And Conditional Release Act, Section 33], Jane B. Sprott, Anthony N. Doob, Adelina Iftene
Reports & Public Policy Documents
The Government of Canada established Correctional Service Canada’s (CSC) Structured Intervention Units (SIUs) to be a substitute for “Administrative Segregation” as it officially was known, or Solitary Confinement as it is more commonly known. The goals – explicit in the legislation governing federal penitentiaries (the Corrections and Conditional Release Act) – included provisions that SIUs were to be used as little as possible and that prisoners would be transferred from them as soon as possible.
This report examines some aspects of the operation of the IEDMs – the only SIU oversight mechanism that is currently active – using administrative data …
The Total Operating Characteristic From Stratified Random Sampling With An Application To Flood Mapping, Zhen Liu, Robert Gilmore Pontius
The Total Operating Characteristic From Stratified Random Sampling With An Application To Flood Mapping, Zhen Liu, Robert Gilmore Pontius
Geography
The Total Operating Characteristic (TOC) measures how the ranks of an index variable distinguish between presence and absence in a binary reference variable. Previous methods to generate the TOC required the reference data to derive from a census or a simple random sample. However, many researchers apply stratified random sampling to collect reference data because stratified random sampling is more efficient than simple random sampling for many applications. Our manuscript derives a new methodology that uses stratified random sampling to generate the TOC. An application to flood mapping illustrates how the TOC compares the abilities of three indices to diagnose …
The Dysfunctional Criminalization Of Family Violence, Andrea L. Dennis
The Dysfunctional Criminalization Of Family Violence, Andrea L. Dennis
Scholarly Works
Legal responses to elder, child and intimate partner abuse have developed along similar tracks from civil and regulatory to criminal, employed much of the same mechanisms, and shifted power from victims to law enforcement officers and prosecutors. The siloed evolutionary process leading to the criminalization of the se behaviors has not significantly resolved the problems and criticisms of the behavior. Indeed, thirty years ago, Peter Edelman critiqued the government's role in remediating child abuse and domestic violence. In particular Edelman identified three issues: (1) the failure to recognize the inter-relatedness of different types of family violence; (2) the lack of …
Unmasking America's Reaction To Face Masks: A Review Of The Literature, Tyler Caruthers
Unmasking America's Reaction To Face Masks: A Review Of The Literature, Tyler Caruthers
Public Health Theses
The United States has faced challenges in reestablishing normalcy as we learn to live with COVID-19. This has included adhering to competent infection containment guidelines. Despite evidence that masks can assist in COVID-19 transmission reduction, the mere suggestion has sparked outrage, violence, and even death in communities across the country. To safely reintroduce any semblance of normalcy that has been lost over the last year, it is critical to consider the variables that influence one's internal personal perspectives and to comprehend how this influences various behavioral responses. Several critical risk communication principles can aid scientists in better understanding how people …
Public Health And Natural Gas Policy In Connecticut, Cheyenne Liberti
Public Health And Natural Gas Policy In Connecticut, Cheyenne Liberti
Public Health Theses
Due to its adverse impacts on public health via contributions to global climate change and emissions of toxic substances throughout the life cycle, natural gas use should be eliminated as quickly as possible in Connecticut. This project aims to 1) identify the policies and programs concerning all stages of the natural gas life cycle, in and affecting Connecticut; 2) evaluate the capacity of these policies and programs to mitigate public health hazards, promote environmental justice, and achieve rapid elimination of natural gas use; and 3) recommend policy and program alternatives that would accomplish these goals in a more timely manner. …
Analyzing The Restriction Of Mass Gatherings And School Closures/Reopening In China And Iran During The Covid-19 Pandemic With A Public Health Ethics Framework, Esther Luo
Public Health Theses
The COVID-19 pandemic has undoubtedly elevated the status of public health. Concurrently, public health ethics has been brought to the forefront of the field and its practices in several ways. Over the past year, SARS-CoV-2 has affected nearly every country. In both high and low resource settings, policymakers turned to public health to ease the tension placed on health care systems by COVID-19. Governments implemented measures ranging from lockdown orders to mask mandates, all with the primary goal of curbing the spread of SARS-CoV-2. The effectiveness of these interventions has become a salient topic in public health research, and much …

Detection Of 2,4,6-Trinitrotoluene Using A Colorimetric Gold Nanoparticle Air Cassette Filter, Andrea I. Ferrer Vega
Master of Science in Forensic Science Directed Research Projects
Trinitrotoluene (TNT) is an explosive commonly used during military and terrorist activities. Current methods to identify this compound require sampling, transport and analysis at a forensic lab using analytical instrumentation. However, on-site detection is needed to assist efforts to prevent detonation. Gold nanoparticles have been used as sensors throughout the years due to their versatility and surface enhanced Raman scattering properties in the presence of an analyte and low limits of detection. By taking advantage of the Meisenheimer complex that TNT forms in the presence of amines, it is possible to determine its presence at picogram levels. Subsequently, adhering amine …

The Relationship Between Neighborhood Characteristics And Homicide In Karachi, Pakistan, Salma Hamza, Imran Khan, Linlin Lu, Hua Liu, Farkhunda Burke, Syed Nawaz-Ul-Huda, Muhammad Fahad Baqa, Aqil Tariq
Political Science & Geography Faculty Publications
The geographical concentration of criminal violence is closely associated with the social, demographic, and economic structural characteristics of neighborhoods. However, few studies have investigated homicide patterns and their relationships with neighborhoods in South Asian cities. In this study, the spatial and temporal patterns of homicide incidences in Karachi from 2009 to 2018 were analyzed using the local indicators of spatial association (LISA) method. Generalized linear modeling (GLM) and geographically weighted Poisson regression (GWPR) methods were implemented to examine the relationship between influential factors and the number of homicides during the 2009–2018 period. The results demonstrate that the homicide hotspot or …

Weather-Related Carbon Monoxide Poisoning In The United States: 2000-2019, Bailey Raine Stevens
Graduate Research Theses & Dissertations
Carbon monoxide (CO) is a colorless, odorless gas that can cause injury or death if inhaled. CO is a frequent secondary hazard induced by the aftereffects of natural hazards as individuals, families, and communities will often seek alternative power sources for heating, cooking, lighting, and cleanup during the emergency and recovery phases of a disaster. These alternative power sources – such as generators, petrol heaters, and vehicles, exhaust CO – can ultimately build to toxic levels in enclosed areas. Ever-increasing environmental and societal changes combined with an aging infrastructure are increasing the odds of power failures during hazardous weather events, …

Review Of Inmate Litigation Challenging The Constitutionality Of Solitary Confinement, Kaelyn Little
Review Of Inmate Litigation Challenging The Constitutionality Of Solitary Confinement, Kaelyn Little
All ETDs from UAB
Inmate litigation has evolved since the 1960s, and little is known about the state of inmate litigation since the enactment of the Prisoner Litigation Reform Act (PLRA) in 1996. Additionally, the current conditions of solitary confinement are largely unknown, and correctional facilities operate with little accountability. This study provides an analysis of Section 1983 lawsuits across six states and decided from 2015 to 2020. All cases included in the study involved inmates filing a Section 1983 lawsuit due to a constitutional violation experienced during their time spent in solitary confinement. The findings showed that most lawsuits were unsuccessful due to …
