In Singapore, the key institutions driving environmental protection are the legislature and the executive. The judiciary’s role in environmental protection has thus far been relatively minor. By drawing upon environmental law theory and comparative analysis of other common law jurisdictions, this paper aims to explore avenues through which the common law can be engaged more meaningfully to further environmental protection in Singapore. A conceptualisation of environmental law as directed at furthering the rule of law by promoting carefully-considered and participatory environmental governance will be suggested as a fruitful way forward for thinking about the role of the common law in …

Psychiatric boarding is the phenomenon of housing individuals in emergency departments while awaiting access to mental health services in the community. The expansion of psychiatric boarding is attributed to continued deinstitutionalization and under-resourcing of mental health services. Psychiatric boarding is also associated with deleterious outcomes for individuals in need of access to behavioral health services, facilities. There is limited research on programmatic efforts to reduce psychiatric boarding as it pertains to Crisis Intervention Team programs colocated in medical settings. Crisis Intervention Team (CIT) programs are community-based, multi-stakeholder partnerships that include dedicated assessment centers crisis response and referral. This study utilized …

The Virginia Department of Corrections (VADOC) is responsible for about 28,000 inmates and 66,000 probationers and parolees annually. Mental health services are often conducted through therapeutic groups, many of which are manualized and based in cognitive behavioral therapy theory. In the three years, 2017 through 2019, VADOC conducted 172 therapeutic group therapy studies, and the resulting data, in the form of t-test scores, were made available for academic research. This meta-analysis investigated whether cognitive behavioral group therapy produced superior outcomes when compared to other theoretical orientations in group therapy in VADOC, if manualized group therapy treatments produced superior outcomes when …

How to consider effects of climate change on the design and management of hydrology related infrastructure is crucial but remains a challenge for sustaining resilient society. To address this challenge, existing hydrologic design procedures may need to be revised and/or redeveloped to take into account the precipitation non-stationarity resulting from climate change. Using the state of Virginia as a testbed and advanced statistical techniques such as nonparametric test, spatial autocorrelation, linear regression, distribution fitting, and spatial interpolation, this dissertation developed an innovative framework to detect the historical spatiotemporal variations of various precipitation characteristics, namely maximum precipitation intensity, precipitation amount, simple …

Abstract
Academic libraries in South-eastern Nigeria are still not prepared for disaster. This study sets out to assess the current status of preparedness in disaster management among academic libraries in the South east geopolitical zone of Nigeria. To obtain a base level of knowledge on disaster preparedness of current practices, a questionnaire was distributed to 380 librarians at 5 academic libraries, 356 responses were received and after sorting 337 were found to be usable. Field techniques for characterizing low levels of heavy elements of less than 100 parts per million in soils tend to be unreliable because of the relatively weak signal of these elements and the large, variable background inherent to analyzing soils with minimal sample preparation. To enhance the detection and analysis capability of a handheld laser-induced breakdown spectroscopy (LIBS) instrument, this work investigates the effects of a unique magnetic confinement apparatus on signal intensities, focusing on five iron lines as well as those from actinides in 11 soil samples. The relationship between municipal responsibility and municipal liability in civil suits concerning local police officer misconduct is flawed. Cities have almost unlimited control over their police departments but lack almost any control over the civil litigation of their officers, aside from city attorneys representing them. In police misconduct cases, city attorneys representing police officers are required to invoke any available affirmative defenses, either common law or statutory, regardless of the moral convictions of the city attorneys, city legislators, or local citizens. In our own time, when rapid changes in attitudes toward sexual morality are conversational coin, it is interesting to consider an experiment in the regulation of morals devised in Pensacola, Florida, in the early years of the twentieth century. As a port city, Pensacola responded historically to the sexual desires of large numbers of male transients by noteworthy permissiveness. The city displayed a similarly liberal attitude towards the consumption of alcoholic beverages.

Direct-to-consumer genetic testing is marketed as a tool to uncover ancestry and kin. Recent studies of actual and potential users have demonstrated that individuals’ responses to the use of these tests for these purposes are complex, with privacy, disruptive consequences, potential for misuse, and secondary use by law enforcement cited as potential concerns. We conducted six focus groups with a diverse sample of participants (n = 62) who were aware of but had not used direct-to-consumer genetic tests, in an effort to understand more about what people considering these tests think about the potential value, risks, and benefits of such …

Multimodal psychological research highlights the benefit of using complementary approaches to the phenomenological study of lived experience. Rather than focus on any individual method, this study attempts to concentrate on the transition, or hyphen, between them, as a place for reflexivity, ethics, and theory. Participants were 14 adults, recruited from ‘New York Community College’ and ‘New Jersey Community College’ in the U.S., who engaged in focus groups where they completed two activities: drawing a map of their personal journey to the college or of their self-identity, and their definitions for the immigration-related terms illegal and undocumented. Diminishing Inequalities? A Study On Reconstituted Gender Relations In Bangladeshi Households During The Covid-19 Crisis, Soma Dey, Sanzida Akhter, Tasnim Nowshin Fariha
Journal of International Women's Studies
This article explores the gendered impact of the COVID-19 crisis in Bangladesh by analysing everyday practices within the household. Conceptually, we have followed R.W. Connell’s model of the structures of gender and Naila Kabeer’s perspective on women’s power to examine how a normative gender order involving heterosexual marital partners tends to be sustained during ‘normal’ times but can often be destabilised in the context of an unprecedented crisis. Based on an analysis of data collected through an online survey and in-depth interviews, our findings show that the COVID-19 crisis has generated an opportunity for challenging gender inequalities by diminishing the …

For centuries, the writ of habeas corpus has been used to test the legality of restraints on a person’s freedom. The Founders, recognizing the significance of the protection, incorporated the writ into the Suspension Clause of our Constitution. In the last century, the Supreme Court has repeatedly held that noncitizens may invoke the Suspension Clause. Courts, especially in the immigration context, also expanded the definition of “in custody” for the purpose of habeas corpus to included non-detained persons in removal proceedings. The Supreme Court has departed from such precedent and gave new meaning to habeas corpus in the immigration context—a …

Counteracting Crime Or Wasting Time? Examining A Blight Abatement Cpted Project In Philadelphia, Mandolynn Mcclusky

This study examines the relationships between a blight abatement CPTED project and the total, violent, and property crime rate in Philadelphia from 2000-2019. After controlling for certain demographics (population, median household income, median age of population, poverty level, and unemployment rate) as well as the national crime rate, no statistically significant relationship was found between the CPTED project and the crime rates with the data and measurements available to the researcher.
