Cmsi Archive Translation: The Biggest Obstacle To Chinese Nuclear Submarines Going Out Into The Indian Ocean, Hei Jin Feb 2021

Cmsi Archive Translation: The Biggest Obstacle To Chinese Nuclear Submarines Going Out Into The Indian Ocean, Hei Jin

CMSI Translations

This analysis identifies the lack of overseas support points as the primary obstacle to Chinese nuclear submarine operations in the Indian Ocean. While acknowledging the Djibouti base, the author argues that the political and technical costs of supporting nuclear reactors there are high. The piece suggests that truly covert operations require "second tier" bases in remote regions like Tanzania or Madagascar to avoid international surveillance.

Can Public Online Databases Serve As A Source Of Phenotypic Information For Cannabis Genetic Association Studies?, Matthew L. Aardema, Rob Desalle

Department of Biology Faculty Scholarship and Creative Works

The use of Cannabis is gaining greater social acceptance for its beneficial medicinal and recreational uses. With this acceptance has come new opportunities for crop management, selective breeding, and the potential for targeted genetic manipulation. However, as an agricultural product Cannabis lags far behind other domesticated plants in knowledge of the genes and genetic variation that influence plant traits of interest such as growth form and chemical composition. Despite this lack of information, there are substantial publicly available resources that document phenotypic traits believed to be associated with particular Cannabis varieties. Such databases could be a valuable resource for developing …

Everyone Matters: Eliminating Dehumanizing Practices In Physical Education, Brian Culp

Faculty Articles

Recently, discussions regarding how to create a positive school climate where all can be successful has come to the forefront. Healthy schools support student learning, well-being, time, space to be active, and opportunities for social and emotional growth. However, a host of numerous trends suggest that the school climate is becoming increasingly hostile towards students who are from immigrant, LBGTQ, and ethnic minority groups. What is often seen as disrespectful behavior toward these students is in fact actions that can be more accurately defined as dehumanization. This article overviews the practice of dehumanization, the implications for learning, and introduces proactive …

Illiberalism And Authoritarianism In The American States, James A. Gardner Feb 2021

Illiberalism And Authoritarianism In The American States, James A. Gardner

Journal Articles

Federalism contemplates subnational variation, but in the United States the nature and significance of that variation has long been contested. In light of the recent turn, globally and nationally, toward authoritarianism, and the concurrent sharp decline in public support not merely for democracy but for the philosophical liberalism on which democracy rests, it is necessary to discard or to substantially revise prior accounts of the nature of state-to-state variation in the U.S. All such accounts implicitly presuppose a common commitment, across the political spectrum, to the core tenets of democratic liberalism, and consequently that subnational variations in policy preferences and …

A View Of The Future From The Broad Top: Reaching, Connecting, And Engaging With Zillennials In Rural Pennsylvania, Jared Fields

Doctor of Ministry

The church in the twenty-first century is not effectively reaching, connecting, or engaging with Zillennials. While Robertsdale Church of God’s1 lack of reaching, connecting, and engaging with the younger adults that comprise the Zillennials is not isolated, it in no way makes the problem less concerning. Many Zillennials live in the rural Broad Top area of Pennsylvania that have not been reached, connected, or engaged with any church. This paper will argue that the key to reaching, connecting, and engaging with these adults is a discipleship process using an EPIC framework focused on growing disciples of Jesus Christ.

The challenges …

Building For The Future: Sacred Space Yesterday, Today, And Tomorrow, Eric Lee Feb 2021

Building For The Future: Sacred Space Yesterday, Today, And Tomorrow, Eric Lee

Doctor of Ministry

United Methodist churches in the United States must address the problems of ineffectiveness and insolvency caused by decreasing human and financial resources combined with increasing costs of owning and maintaining real estate. My work addresses these problems by first exploring the history of sacred space in the Christian context. Then, by assessing the development of sacred space into church-owned property, and then considering the proliferation of church-owned real estate, especially by the United Methodist Church in the United States. Finally, I will consider the current trend of church closures and the bleak future of churches as primarily brick-and-mortar entities. The …

America At A Glance: 5310 & 5311 Transportation Funding In Rural Counties, University Of Montana Rural Institute

Independent Living and Community Participation

The United States Federal Transit Administration (FTA) maintains two programs designed to support transportation for people with disabilities and rural communities. The FTA’s Elderly and Persons with Disabilities program (§5310) provides federal funding to states to assist in meeting the transportation needs of older adults (65+) and people with disabilities. The Formula Grants for Rural Areas program (§5311) provides funding for public transportation to rural areas with populations less than 50,000. Although 16% of Americans with disabilities and older adults live in rural counties, these counties only receive 5% of available funding for providing them with transportation (§5310), and 49% …

Pathways Of Crime: Measuring Crime Concentration Along Urban Roadways, Kathryn Wuschke, Martin A. Andresen, Patricia L. Brantingham Feb 2021

Pathways Of Crime: Measuring Crime Concentration Along Urban Roadways, Kathryn Wuschke, Martin A. Andresen, Patricia L. Brantingham

Criminology and Criminal Justice Faculty Publications and Presentations

Some urban spaces are associated with disproportionate numbers of criminal events, while other areas are relatively free from disorder and crime. The relationship between urban space and crime concentration has received increased attention in recent years, with the location quotient frequently presented as a tool to identify and quantify such concentration. This measure has several limitations, with one significant concern surrounding the choice of denominator with which to standardize local and global rate calculations. In response, we present a new methodological adaptation to the location quotient, improving the measurement of crime concentration along linear features. To test this adaptation, we …

Public Perceptions Of Ocean Health And Marine Protection: Drivers Of Support For Oregon’S Marine Reserves, Paul Manson, Max Nielsen-Pincus, Elise F. Granek, Thomas C. Swearingen

Environmental Science and Management Faculty Publications and Presentations

Over the past several decades marine conservation policy has supported the implementation of protected areas in ocean and coastal environments to restrict some elements of human use for ecological benefits. The appropriate extent of protection and the allowable uses are often the subject of public debate about marine protected area policy. Local community dynamics around marine protected area designation and management have been the subject of much ocean and coastal management social science research. However, broader public opinions and attitudes about marine protected areas are not well understood and are critical for managers seeking to maintain their public trust obligations …

Anti-Modalities, David E. Pozen, Adam M. Samaha Feb 2021

Anti-Modalities, David E. Pozen, Adam M. Samaha

Michigan Law Review

Constitutional argument runs on the rails of “modalities.” These are the accepted categories of reasoning used to make claims about the content of supreme law. Some of the modalities, such as ethical and prudential arguments, seem strikingly open ended at first sight. Their contours come into clearer view, however, when we attend to the kinds of claims that are not made by constitutional interpreters—the analytical and rhetorical moves that are familiar in debates over public policy and political morality but are considered out of bounds in debates over constitutional meaning. In this Article, we seek to identify the “anti-modalities” of …

William & Mary Law Review

When he was thirteen, Jonathan, a teenager from New Hampshire, was charged with simple assault after a fight with his father. During his hearing in juvenile court, his father refused to pay the $275 New Hampshire public defender fee, and Jonathan—unable to afford the price of counsel—waived his right to an attorney. He was placed on probation and struggled to meet his probation requirements, resulting in his arrest for probation violations. Because the court was deciding whether to detain Jonathan, Jonathan was appointed a juvenile defender. The attorney brought Jonathan’s unstable home life to the judge’s attention, and the judge …

Deportation Arrest Warrants, Lindsay Nash Feb 2021

Deportation Arrest Warrants, Lindsay Nash

Articles

The common conception of a constitutionally sufficient warrant is one reflecting a judicial determination of probable cause, the idea being that the warrant process serves to check law enforcement. But neither the Constitution nor the Supreme Court has fully defined who can issue arrest warrants within the meaning of the Fourth Amendment; the constitutional significance of arrest “warrants” that are not; or when (if ever) warrants of any type are constitutionally required for deportation-related arrests. In that void, the largest federal law enforcement agency—the Department of Homeland Security (DHS)—is on pace to issue over 150,000 administrative “warrants” annually, authorized by …

Legacies Of Segregation And Disenfranchisement: The Road From Plessy To Frank And Voter Id Laws In The United States, Paru Shah, Robert S. Smith

History Faculty Research and Publications

This article explores how voter ID laws further the dismantling of voting rights and the promises of full political engagement for racial minorities, especially African Americans. The authors highlight the racial politics that inform the emergence of these laws, and the racial intent and impact these laws have in diluting minority voting access and therefore political power. It begins with a short historical overview of voting rights since the eradication of slavery, then offers background on the current legal climate in which voter ID laws are situated. The essay concludes with an analysis of Frank v. Walker as a case …

Statistical Analysis And Comparison Of Optical Classification Of Atmospheric Aerosol Lidar Data, Mohammed Alqawba, Norou Diawara, Kwasi G. Afrifa, Mohamed I. Elbakary, Mecit Cetin, Khan Iftekharuddin

Mathematics & Statistics Faculty Publications

In this article, we present a new study for the analysis and classification of atmospheric aerosols in remote sensing LIDAR data. Information on particle size and associated properties are extracted from these remote sensing atmospheric data which are collected by a ground-based LIDAR system. This study first considers optical LIDAR parameter-based classification methods for clustering and classification of different types of harmful aerosol particles in the atmosphere. Since accurate methods for aerosol prediction behaviors are based upon observed data, computational approaches must overcome design limitations, and consider appropriate calibration and estimation accuracy. Consequently, two statistical methods based on generalized linear …

Childhood Factors Influencing Elder Never-Married Women’S Avoidance Of Economic Vulnerability, Kimberley J. (Mendall) Mondoñedo Feb 2021

Childhood Factors Influencing Elder Never-Married Women’S Avoidance Of Economic Vulnerability, Kimberley J. (Mendall) Mondoñedo

All Theses And Dissertations

Older populations in the United States are increasing, and poverty for women over 65 has also increased. Females constitute more than half the elderly in America. Elder never-married women make up only 5% of the female cohort but are the demographic most prone to poverty in old age and nearly half fall into economic vulnerability. However, some of this susceptible group have avoided economic vulnerability. Using the theoretical framework of self-efficacy, this qualitative case study provided insight into childhood factors that influenced why and how eight never-married women living in Maine avoided late-age economic vulnerability. Behaviors, influences, and self-efficacy emerged …
