Research & Debate—Pier Competitor: Testimony On China’S Global Ports, Isaac Kardon

Naval War College Review

The United States–China Economic and Security Review Commission convened a daylong hearing on the global power-projection capabilities of the People’s Liberation Army (PLA) on 20 February 2020. What follows is a version of the testimony with which the author responded to the commission’s questions on Chinese bases and access points, drawing on an original data set of the ninety-five overseas port terminals that Chinese firms—primarily three entities, two of which are central state–owned enterprises—own, operate, or both.

Theories Of Naval Blockades And Their Application In The Twenty-First Century, Adam Biggs, Dan Xu, Joshua Roaf, Tatana Olson

Naval War College Review

Technological advancements in weapon systems, platforms, and communications raise questions about the continuing relevance of blockade strategies and tactics that were developed during previous eras of naval warfare. If modern navies are using a centuries-old strategy, to what extent do the old rules still apply?

From Orbit To Ocean—Fixing Southeast Asia’S Remote-Sensing Blind Spots, Gregory B. Poling

Naval War College Review

Improving maritime domain awareness (MDA) in Southeast Asia is critical not only for regional states but for the national-security interests of the United States. MDA in the coming decades will be dominated by cheaper, more-efficient remote-sensing tools, and the United States and other outside parties should shift toward introducing partners to the booming private-sector offerings in remote sensing.

Empty Squares And Missing Food Festivals: The Impact Of The Covid-19 Pandemic On Italian Rural Communities: A Reflection, Michele Filippo Fontefrancesco Feb 2021

Empty Squares And Missing Food Festivals: The Impact Of The Covid-19 Pandemic On Italian Rural Communities: A Reflection, Michele Filippo Fontefrancesco

European Journal of Food Drink and Society

What does an empty square mean for the future of a rural community? This question has been buzzing in my head since spring 2020 when my country, Italy, entered its first lockdown period due to the Covid-19 pandemic. I am an economic anthropologist. Since the mid-2000s my research has focused on the development of local communities in rural areas of Italy. Specifically, I have been investigating the role played by folk food festivals, the so-called sagre, using ethnographic research in north-western Italy, an area often studied by anthropologists to understand the transformations of the relationship between urban and rural centres, …

Minimum Wages And Pricing For Restaurants In The United States, Steven Jacke Feb 2021

Minimum Wages And Pricing For Restaurants In The United States, Steven Jacke

Hospitality Graduate Student Scholarship

Staff wages are a significant expense to any restaurant operator. Any legislation to increase the cost of those wages, including federal, state, or municipal minimum wages threatens to significantly increase that expense. Operators fear they will need to drastically increase prices to offset those increases. This study looks at previous studies to determine if prices increase when minimum wages increase and how severe are those increases.

This study concludes that prices do increase, but those increases are moderate.

Flood Hazard Assessment For The Tori Levee Breach Of The Indus River Basin, Pakistan, Babar Naeem, Muhammad Azmat, Hui Tao, Shakil Ahmad, Muhammad Umar Khattak, Sajjad Haider, Sajjad Ahmad, Zarif Khero, Christopher R. Goodell

Civil and Environmental Engineering and Construction Faculty Research

Levee breaches are some of the most common hazards in the world and cause the loss of lives, livelihoods, and property destruction. During the 2010 flood in Pakistan, the most devastating breach occurred at Tori Levee on the right bank of the Indus River, downstream of the Guddu Barrage, which caused residual floods in northern Sindh and the adjoining regions of the Balochistan province. In this study, 2D unsteady flow modeling performed for Tori Levee breach computed residual flood inundation by coupling a HEC-RAS (Hydrological Engineering Centre-River Analysis System) 2D hydraulic model with remote sensing and Geographic Information System techniques. …

Ageism And Perceptions Of Vulnerability: Framing Of Age During The Covid-19 Pandemic, Frauke Schnell, Jasmin Tahmaseb-Mcconatha, Jaqueline Magnarelli, Jordan Broussard

Psychology Faculty Publications

Media representations of the Covid-19 pandemic and its devastating consequences have shaped people’s fears, anxiety, and perceptions of vulnerability. Social scientists have examined the consequences of how information is “framed.” Framing theory asserts that issues can be portrayed differently by emphasizing or de-emphasizing aspects and information. According to Lakoff (2004) the impact of a message is not based on what is said but how it is said. Theories of framing focus on how the media frames issues, which then structure and shape attitudes and policies. A news article serves as a frame for an intended message. This paper examines the …

Synoptic Atmospheric Circulation Patterns Associated With Deep Persistent Slab Avalanches In The Western United States, Andrew R. Schauer, Jordy Hendrikx, Karl W. Birkeland, Cary J. Mock Feb 2021

Synoptic Atmospheric Circulation Patterns Associated With Deep Persistent Slab Avalanches In The Western United States, Andrew R. Schauer, Jordy Hendrikx, Karl W. Birkeland, Cary J. Mock

Faculty Publications

Deep persistent slab avalanches are capable of destroying infrastructure and are usually unsurvivable for those who are caught. Formation of a snowpack conducive to deep persistent slab avalanches is typically driven by meteorological conditions occurring in the beginning weeks to months of the winter season, and yet the avalanche event may not occur for several weeks to months later. While predicting the exact timing of the release of deep persistent slab avalanches is difficult, onset of avalanche activity is commonly preceded by rapid warming, heavy precipitation, or high winds. This work investigates the synoptic drivers of deep persistent slab avalanches …

Geography Faculty Publications and Presentations

Globally, collapse of ecosystems-potentially irreversible change to ecosystem structure, composition and function-imperils biodiversity, human health and well-being. We examine the current state and recent trajectories of 19 ecosystems, spanning 58° of latitude across 7.7 M km , from Australia's coral reefs to terrestrial Antarctica. Pressures from global climate change and regional human impacts, occurring as chronic 'presses' and/or acute 'pulses', drive ecosystem collapse. Ecosystem responses to 5-17 pressures were categorised as four collapse profiles-abrupt, smooth, stepped and fluctuating. The manifestation of widespread ecosystem collapse is a stark warning of the necessity to take action. We present a three-step assessment and …

Mini-Review On Capacity-Building For Data-Driven Early Childhood Systems: The Consortium For Pre-Primary Data And Measurement In Sub-Saharan Africa, Abbie Raikes, Rebecca Sayre, Dawn Davis

Department of Child, Youth, and Family Studies: Faculty Publications

Low- and middle-income countries (LMIC) are increasing investments in early childhood development programs, including early childhood education. As programs reach scale, there is increasing demand for evidence on impacts of investments. Little work to date has examined capacity required to effectively use data at scale in LMIC, including opportunities and barriers to integrating data into ongoing program implementation and tracking child development and quality of services at scale. Below, we outline the rationale and approach of the Consortium for Pre-primary Data and Measurement in Sub-Saharan Africa, focused on building capacity for data-driven decision-making in early childhood systems. Themes from the …

Community Health Sciences

Background: As low- and middle-income countries progress toward Universal Health Coverage, there is an increasing focus on measuring out-of-pocket (OOP) expenditure and health services utilization within countries. While there have been several reforms to improve health services coverage and financial protection in Pakistan, there is limited empirical research comparing OOP expenditure and health services utilization between public and private facilities and exploring their determinants, a knowledge gap addressed in this study.
Methods: We used data from 2013 to 14 OOP Health Expenditure Survey, a population-based household survey carried out for Pakistan's National Health Accounts. The analysis included 7969 encounters from …

What Happens Here? Educating Las Vegas’S Guests During Covid-19, Marta Soligo Feb 2021

What Happens Here? Educating Las Vegas’S Guests During Covid-19, Marta Soligo

UNLV Gaming Research & Review Journal

When, in 2003, the Las Vegas Visitors and Convention Authority (LVCVA) launched the tag line “What happens here, stays here,” it reinforced the idea, already supported by the media, that in Sin City everything is allowed. Looking at the COVID-19 crisis, one might wonder how, after being seen for years as a place without restrictions, Las Vegas could convince its tourists to respect some rigid safety guidelines. This paper tries to answer that question starting from the framework of the host-guest relationship, which is widely used in anthropology and sociology of tourism. On the one hand, I state that short-time …
