Artificial Intelligence And Access To The Patent System, W. Keith Robinson Mar 2021

Artificial Intelligence And Access To The Patent System, W. Keith Robinson

Nevada Law Journal

How likely is it that the average American will become an inventor? With a novel idea and hard work, it should be a possibility for all Americans. However, the data suggests otherwise. Most patents are obtained by inventors that work for large corporations. Small businesses, solo inventors, women, and minorities lag behind their counterparts in patenting. A common explanation for this phenomenon is that it is a “pipeline” issue. However, the patent system is not accessible to underrepresented innovators for more problematic reasons.

At the same time as information about the disparity in patenting activity has garnered attention, the U.S. …

Spatiotemporal Analysis Of Variability In Soil Volumetric Water Content And Spatial Statistical Methods For Management Zone Delineation For Variable Rate Irrigation, Isak Lars Larsen Mar 2021

Spatiotemporal Analysis Of Variability In Soil Volumetric Water Content And Spatial Statistical Methods For Management Zone Delineation For Variable Rate Irrigation, Isak Lars Larsen

Theses and Dissertations

Irrigated agriculture is the largest user of freshwater in a world experiencing increased water scarcity and water demands. Variable rate irrigation (VRI) aims to use water efficiently in crop production, resulting in good yields and water conservation. With VRI, the grower is able to employ custom irrigation rates for different parts of a field. Adoption of VRI has been limited due to the complexity of matching irrigation to spatiotemporal crop water needs and the cost/benefit economics of VRI equipment. The goal of this study was to quantify spatiotemporal variability of VWC in a field that has uniform soil type and …

From Women’S Learning (Fuxue) To Gender Studies: Feminist Challenges To Modern Confucianism, Sor-Hoon Tan Mar 2021

From Women’S Learning (Fuxue) To Gender Studies: Feminist Challenges To Modern Confucianism, Sor-Hoon Tan

Research Collection School of Social Sciences

The promotion of Confucianism to offer solutions to contemporary problems, better alternatives to the patently unsatisfactory status quo of our world and the tired ideals that have dominated academic and global discourses, should not be mistaken for naïve traditionalism advocating the revival of Confucianism as it was understood and practiced in its historical milieu. This is especially pertinent in the area of gender relations. Chenyang Li pointed out nearly two decades ago: as “the philosophical-religious tradition that originated in Confucius and was further developed by scholars and supporters of later times … there is little doubt that the answer to …

L. Chow, Andres M. Coutts, Matthias Roth, Erik Velasco, Enrique R. Vivoni, Simone Fatichi

Research Collection School of Social Sciences

Increasing urban tree cover is an often proposed mitigation strategy against urban heat as trees are expected to cool cities through evapotranspiration and shade provision. However, trees also modify wind flow and urban aerodynamic roughness, which can potentially limit heat dissipation. Existing studies show a varying cooling potential of urban trees in different climates and times of the day. These differences are so far not systematically explained as partitioning the individual tree effects is challenging and impossible through observations alone. Here, we conduct numerical experiments removing and adding radiation, evapotranspiration, and aerodynamic roughness effects caused by urban trees using a …

Escuela Náutica De Manila: Scientific Education In The Spanish Philippines, Philip Vergel Ay-Ad, Jr. Aguilar Mar 2021

Escuela Náutica De Manila: Scientific Education In The Spanish Philippines, Philip Vergel Ay-Ad, Jr. Aguilar

Philippine Studies: Historical and Ethnographic Viewpoints

Science education in the nineteenth-century Philippines has been portrayed as highly deficient, yet pockets of respectable scientific education existed. The Escuela Náutica de Manila, which opened in 1820, offered such an education. Thisarticle narrates its establishment and discusses its changing curricular offerings in relation to empire-wide initiatives and constraints internal to the Philippines. Its quality of scientific education can be glimpsed from reports related to three episodes: the earthquake in 1863; the planned closure of the school in the late 1880s; and the advent of American colonial rule in the early 1900s. This school survives as the Philippine Merchant Marine …

Encounters At Manuscript Preparation: Inquiry In Conflict’S Aftermath, Stephen T. Sadlier Mar 2021

Encounters At Manuscript Preparation: Inquiry In Conflict’S Aftermath, Stephen T. Sadlier

The Qualitative Report

This exercise of the researcher self explores relationships materializing in manuscript preparation, suggests that conflict-site research is more of a social and affective experience, from proposal to manuscript preparation, than most researchers realize. Outside of clinical and ameliorative approaches, little educational research focuses on ongoing, unresolved conflict. Even less sheds light on the experience of the conflict-site researcher. Here, I show how texts of other conflict-site writers accompanied my process of manuscript preparation, just as activist teachers I observed during the field work phase stood among peers when protesting and facing police repression. Correspondingly, I discuss an intertextual approach of …

Investing In Leadership Development: A Tool For Systems Change In The Community Health Center Field, Michael P. Arnold, Natalie J. Blackmur, Brenda Solórzano, Carolyn Wang Kong, Bobbie Wunsch, Sunita Mutha

The Foundation Review

Over the course of 12 years, the Blue Shield of California Foundation committed nearly $20 million to growing a pool of community health center leaders who were prepared to be effective agents of change in their organizations and in the safety net field. This signature investment, the Clinic Leadership Institute, was implemented in partnership with the Healthforce Center at University of California, San Francisco, in anticipation of a generation of California health center leaders beginning to transition into retirement.

During the institute's 10 cohorts, access to community health centers dramatically increased with the Affordable Care Act, and this — coupled …

The Foundation Review

Planned communities of practice can be an effective means to spread and create knowledge. This article explores the degree to which communities of practice can be initiated by funders, and presents the lessons learned and outcomes achieved from the long-term commitment to this concept by the McKnight Foundation's Collaborative Crop Research Program.

This article provides a novel contribution to the literature by showing that a funder can initiate, support, and participate in a community of practice comprised of its grantees, which can succeed in sharing and creating knowledge. Factors that organizations should consider when investigating this concept include long-term investment …

Ethical, Legal, And Social Issues (Elsi), Andrea Jerkovic´, Alexander Siedschlag Mar 2021

Ethical, Legal, And Social Issues (Elsi), Andrea Jerkovic´, Alexander Siedschlag

Publications

This chapter introduces the concept of ethical, legal, and social issues – known as ELSI – as it is relevant to security science research and security science-informed practice. After defining ethical, legal, and social issues, the chapter addresses main ELSI domains and discusses how to address those in security science. Arguments are illustrated using examples from domains such as critical infrastructure protection and novel coronavirus pandemic (COVID-19) response. Subsequently, the chapter demonstrates the relevance of ELSI analysis in security science for risk assessment and vulnerability analysis. It argues for a comprehensive approach to ELSI assessment and consideration in security science …

Experiencing The Unfamiliar Through Mobile Gameplay: Pokémon Go As Augmented Tourism, Orlando Woods Mar 2021

Experiencing The Unfamiliar Through Mobile Gameplay: Pokémon Go As Augmented Tourism, Orlando Woods

Research Collection School of Social Sciences

Whilst tourism involves encountering the unfamiliar, digital technologies play an increasingly prominent role in mediating these encounters. Augmented reality applications can cause encounters with the unfamiliar to become relational constructs, as difference is mediated through the familiar interface of the digital. Augmented tourism is a concept through which these mediations can be understood. Specifically, augmented reality mobile games bring people and places together through one, integrative, experience of the world. When played in unfamiliar environments, these games provide an interpretive lens that can shape the tourist experience. I draw on an analysis of 22 in-depth interviews with Singapore-based players of …

Quality Of Research Evidence In Education: How Do We Know?, Terri D. Pigott, Charles Tocci, Ann Marie Ryan, Aaron Galliher Mar 2021

Quality Of Research Evidence In Education: How Do We Know?, Terri D. Pigott, Charles Tocci, Ann Marie Ryan, Aaron Galliher

Education: School of Education Faculty Publications and Other Works

The persistence of inequitable education is the fundamental fact facing education researchers as we reflect on the quality and value of the evidence we produce (American Educational Research Association & National Academy of Education, 2020; Educational Opportunity Monitoring Project, 2020). As a field, we must critically examine what it means for us to develop increasingly sophisticated research tools and research design models while disparate outcomes along familiar lines of race and class continue apace. This issue’s importance has been laid bare by the COVID-19 pandemic and the global protests for racial justice in the wake of George …

Achieving Privacy: Costs Of Compliance And Enforcement Of Data Protection Regulation, Anupam Chander, Meaza Abraham, Sandeep Chandy, Yuan Fang, Dayoung Park, Isabel Yu

Georgetown Law Faculty Publications and Other Works

Is privacy a luxury for the rich world? Remarkably, there is a dearth of literature evaluating whether data privacy is too costly for companies to implement, or too expensive for governments to enforce. This paper is the first to offer a review of surveys of costs of compliance, and to summarize national budgets for enforcement. The study shows that while privacy may indeed prove costly for companies to implement, it is not too costly for governments to enforce. This study will help inform governments as they fashion and implement privacy laws to address the “privacy enforcement gap”—the disparity between the …

Identifying Four Year Average Cloud Field Regimes From World Wide Merged Cloud Analysis Dataset By Way Of K-Means Clustering, Stewart G. Almeida

Theses and Dissertations

Joint histograms of cloud top height (CTH) and optical depth (OD) are created using the World-Wide Merged Cloud Analysis (WWMCA) dataset over a four year period (2014-2017) to identify average cloud field regimes and assess the application of utilizing the WWMCA dataset with the AFIT Sensor and Scene Emulation Tool (ASSET). Two selected regions encompassing the Florida peninsula and a portion of the Pacific Ocean off the west-central coast of South America are examined over the months of January and July. Cloud field regimes are identified by running generated hourly OD-CTH histograms through k-means clustering, with optimal cluster number ( …

Assessing The Effectiveness Of Afwerx Ability To Influence Regional Participation Rates And Capture Cluster Specific Technological Innovations, Colin M. Sandor Mar 2021

Assessing The Effectiveness Of Afwerx Ability To Influence Regional Participation Rates And Capture Cluster Specific Technological Innovations, Colin M. Sandor

Theses and Dissertations

The 2018 National Defense Strategy (NDS) emphasized capturing innovation through partnerships with non-traditional defense contractors. Furthermore, the NDS outlined the need to rapidly acquire new technologies to maintain a competitive advantage against our adversaries. The AFWERX program is the Air Forces attempt to accomplish these goals. AFWERX seeks to capture innovations occurring within the private sector of the United States by placing itself geographically within top innovation ecosystems. An approach that creates a setting where the Air Force is one of many investors, who benefit from the learning and investments across the entire network. The research within this paper examines …

Economic Moat: A Line Of Defense For The Defense Industry, Karina M. Fernando Mar 2021

Economic Moat: A Line Of Defense For The Defense Industry, Karina M. Fernando

Theses and Dissertations

Defense contractor financial performance is traditionally measured using accounting profit. In academic literature, accounting profit has been proxied through different applications of accounting rates of return. However, the use of these rates pose certain limitations. First, accounting rates of return have been applied inconsistently. Next, academic research has not typically assessed accounting returns against a firms opportunity costs. As a result, there is a literature gap in defense research that assesses whether defense contractors earn sustainable returns beyond the cost to produce those returns.

Examining The Impact Of Logistics On Military Strength Among East Asian Nations Using Data Envelopment Analysis, Meaghan E. Crandell Mar 2021

Examining The Impact Of Logistics On Military Strength Among East Asian Nations Using Data Envelopment Analysis, Meaghan E. Crandell

Theses and Dissertations

The current narrative in logistics revolves around modernization and the rapid development and deployment of capabilities, which is a sentiment echoed across the Air Force and the DoD alike. However, the combination of intangible and tangible aspects of logistics can make it challenging to find a foundational place to start the process. The purpose of this study is to evaluate logistical factors to include land area, infrastructure, labor force, and GDP and their relationship to military power. This foundation will provide a baseline of areas for improvement and replication. Data Envelopment Analysis (DEA) and linear regression were leveraged to analyze …

Expanding Therapeutic Jurisprudence Across The Federal Judiciary, Benjamin Barsky, Heather Ellis Cucolo, Dominic Sisti Mar 2021

Expanding Therapeutic Jurisprudence Across The Federal Judiciary, Benjamin Barsky, Heather Ellis Cucolo, Dominic Sisti

Articles & Chapters

A patchwork of drug courts and other problem-solving courts currently exists to divert individuals with mental illness and substance use disorders away from the criminal justice system. We call for a broader implementation of problem-solving courts, particularly at the federal level, that would operate according to the principles of therapeutic jurisprudence (i.e., a framework that aims to maximize the health benefits of judicial and legislative policies and practices). Expanding federal problem-solving courts will better serve individuals with mental illness and substance use disorders in the federal criminal justice system and allow them to benefit from rehabilitation and diversion programs. This …

Impact Of Multiple Waves Of Covid-19 On Healthcare Networks In The United States, Emad M. Hassan, Hussam N. Mahmoud

Civil, Architectural and Environmental Engineering Faculty Research & Creative Works

The risk of overwhelming hospitals from multiple waves of COVID-19 is yet to be quantified. Here, we investigate the impact of different scenarios of releasing strong measures implemented around the U.S. on COVID-19 hospitalized cases and the risk of overwhelming the hospitals while considering resources at the county level. We show that multiple waves might cause an unprecedented impact on the hospitals if an increasing number of the population becomes susceptible and/or if the various protective measures are discontinued. Furthermore, we explore the ability of different mitigation strategies in providing considerable relief to hospitals. The results can help planners, policymakers, …
