Funding Global Governance, Kristina B. Daugirdas Oct 2021

Funding Global Governance, Kristina B. Daugirdas

Law & Economics Working Papers

Funding is an oft-overlooked but critically important determinant of what public institutions are able to accomplish. This article focuses on the growing role of earmarked voluntary contributions from member states in funding formal international organizations such as the United Nations and the World Health Organization. Heavy reliance on such funds can erode the multilateral governance of international organizations and poses particular risks for two kinds of undertakings: normative work, such as setting standards and identifying best practices; and evaluating the conduct of member states and holding those states accountable, including through public criticism, when they fall short. International organizations have …

To Improve the Academy: A Journal of Educational Development

This study seeks to explore the physical spaces centers for teaching and learning (CTLs) occupy; with an emphasis on gaining a better picture of what CTL spaces look like; where they are located; how they developed: and what these spaces represent. We gathered visual, empirical, and qualitative data to take the first steps towards developing a shared vision of not only of our physical spaces, but also as a jumping off point for further analysis of the CTL as a meaningful place.

Can Providing Positive Interactions With Snakes Change A Person’S Perception Of Dangerous Wildlife Interactions?, Bethany Walker Oct 2021

Can Providing Positive Interactions With Snakes Change A Person’S Perception Of Dangerous Wildlife Interactions?, Bethany Walker

Theses

Due to a long co-evolutionary history between placental mammals and reptiles, primates demonstrate aversive responses to snakes. In humans, this can result in ophidiophobia, or the fear of snakes which can arise due to cultural backgrounds, traumatic experiences, or fear instilled by others. However, these reptiles fill essential roles in ecosystems. Conservation and outreach efforts are important to help our population understand snakes’ role in our lives and the state’s broader biodiversity. Negative experiences or preconceptions about snakes can make this message hard to share with the public. Educators can help prevent intentional harm to some of these organisms through …

Geosciences: Faculty Publications

Moine metasedimentary rocks of northern Scotland are characterized by arcuate map patterns of mineral lineations that swing progressively clockwise from orogen‐perpendicular E‐trend-ing lineations in greenschist facies mylonites above the Moine thrust on the foreland edge of the Caledonian Orogen, to S‐trending lineations at higher structural levels and metamorphic grades in the hinterland. Quartz c‐axis fabrics measured on a west to east coast transect demonstrate that the lineations developed parallel to the maximum principal extension direction and therefore track the local tectonic transport direction. Microstructures and c‐axis fabrics document a progressive change from top to the N shearing in the hinterland …

Nest Survival Of Seaside Sparrows (Ammospiza Maritima) In The Wake Of The Deepwater Horizon Oil Spill, Megan E. Hart, Anna Perez-Umphrey, Philip C. Stouffer, Christine Bergeon Burns, Andrea Bonisoli-Alquati, Sabrina S. Taylor, Stefan Woltmann Oct 2021

Nest Survival Of Seaside Sparrows (Ammospiza Maritima) In The Wake Of The Deepwater Horizon Oil Spill, Megan E. Hart, Anna Perez-Umphrey, Philip C. Stouffer, Christine Bergeon Burns, Andrea Bonisoli-Alquati, Sabrina S. Taylor, Stefan Woltmann

Faculty Publications

In 2010, the Deepwater Horizon oil spill released an estimated 4.9 million barrels of oil into the Gulf of Mexico, damaging coastal ecosystems. Seaside Sparrows (Ammospiza maritima)—a year-round resident of Gulf Coast salt marshes—were exposed to oil, as shown by published isotopic and molecular analyses, but fitness consequences have not been clarified. We monitored nests around two bays in Plaquemines Parish, Louisiana, USA from 2012–2017 to assess possible impacts on the nesting biology of Seaside Sparrows. A majority of nests failed (76% of known-fate nests, N = 252 nests, 3521 exposure-days) during our study, and predation was the main cause …

Insights Into The Tectonostratigraphic Setting Of The Southern Appalachians During The Blountian Tectophase From An Integrated Geochemical Analysis Of Magmatic Phenocrysts In The Ordovician Deicke K-Bentonite, Achim D. Insights Into The Tectonostratigraphic Setting Of The Southern Appalachians During The Blountian Tectophase From An Integrated Geochemical Analysis Of Magmatic Phenocrysts In The Ordovician Deicke K-Bentonite, Achim D. Herrmann, John T. Haynes, Richard M. Robinet, Jürgen Konzett, Norlene R. Emerson

Faculty Publications

We evaluate competing hypotheses regarding tectonic models of the early Taconic Orogeny in the Southern Appalachians during the Blountian tectophase with new geochemical data obtained from analyses of apatite and zircon phenocrysts, and melt and mineral inclusions therein, from the Ordovician Deicke K-bentonite (453.35 ± 0.10 Ma). Apatite geochemistry confirms that samples from different locations represent the same eruptive event, and zircon geochemistry and U[sbnd]Pb geochronology (including several Grenville-age inherited detrital cores) confirm an evolved magma of continental-arc composition, with the trace-metal geochemistry of magmatic Taconic-age rims on Deicke zircons pointing to a provenance of continental crustal igneous rock melts, …

Exploring Neural Networks For Predicting Sentinel-C Backscatter Between Image Acquisitions, Zhongdi Wu Oct 2021

Exploring Neural Networks For Predicting Sentinel-C Backscatter Between Image Acquisitions, Zhongdi Wu

Computer Science and Engineering Theses and Dissertations

Measuring moisture dynamics in soil and overlying vegetation is key to understanding ecosystem and agricultural dynamics in many contexts. For many applications, moisture information is demanded at high temporal frequency over large areas. Sentinel-1 C-band radar backscatter satellite images provide a repeating sequence of fine-resolution (10-m) observations that can be used to infer soil and vegetation moisture, but the 12-day interval between satellite observations is infrequent relative to the sensed moisture dynamics. Machine learning approaches have been used to predict soil moisture at higher spatial resolutions than the original satellite images, but little effort has been made to increase the …

The Euclid Proviso, Ezra Rosser Oct 2021

The Euclid Proviso, Ezra Rosser

Washington Law Review

This Article argues that the Euclid Proviso, which allows regional concerns to trump local zoning when required by the general welfare, should play a larger role in zoning’s second century. Traditional zoning operates to severely limit the construction of additional housing. This locks in the advantages of homeowners but at tremendous cost, primarily in the form of unaffordable housing, to those who would like to join the community. State preemption of local zoning defies traditional categorization; it is at once both radically destabilizing and market responsive. But, given the ways in which zoning is a foundational part of the racial …

Pacific Studies

As inherent in the title of this essay, we present a critical exercise in viewing Tongan arts from a Tongan lens by combining ontology and epistemology in both process and outcome. By ontology and epistemology, reference is made to ways of being as subject matters of creation and ways of knowing (or seeing and doing) as works of art and literature. The latter engages in the abstraction of the single level of reality with respect to the subject matters in both the creative and the consumptive processes, whether they be faiva performance, tufunga material, or nimamea‘a fine arts. Herein, we …

Bulk Scanning Method Of A Heavy Metal Concentration In Tailings Of A Gold Mine Using Swir Hyperspectral Imaging System, Yongsik Jeong, Jaehyung Yu, Lei Wang, Kwang Jae Lee Oct 2021

Bulk Scanning Method Of A Heavy Metal Concentration In Tailings Of A Gold Mine Using Swir Hyperspectral Imaging System, Yongsik Jeong, Jaehyung Yu, Lei Wang, Kwang Jae Lee

Faculty Publications

This work introduces a bulk data acquisition method using a hyperspectral imaging system (HIS) to measure chromium (Cr) concentration in the soil samples obtained from tailings of a gold mine considering of the spectral competition between heavy metal elements. The chemical, mineralogical, and spectroscopic analyses in a laboratory environment revealed that heavy metal elements' competitive geochemical behaviors were manifested as spectral competitions between heavy metal elements in tailings. The heavy metal elements can be classified into two groups based on their geochemical behaviors: chromium-nickel (Cr-Ni) and zinc-arsenic-cadmium-lead (Zn-As-Cd-Pb). We found an inverse relationship between the two groups in their spectral …

Why Are You Here? Modeling Illicit Massage Business Location Characteristics With Machine Learning, Anna White, Seth Guikema, Bridgette Carr

Articles

Illicit massage businesses are a venue for sex and labor trafficking in the United States. Though many of their locations are made publicly available through online advertising, little is known about why they choose to locate where they do. In this work, we use inferential modeling to better understand the spatial distribution of illicit massage businesses within the U.S. Based on addresses web-scraped weekly from online advertisements over 6 months, we modeled illicit massage business prevalence at the census tract and county levels. We used publicly available data to characterize census tracts and counties, finding that the state in which …
