Florida And The Royal Navy's Floridas, Robert R. Rea Dec 2021

Florida And The Royal Navy's Floridas, Robert R. Rea

Florida Historical Quarterly

The naming of ships, like the naming of babies, may depend upon the most whimsical of circumstances, yet in both instances some significance is apt to lie behind the name. Just as the adoption of a long-hallowed family name displays a pride of ancestry, the attachment of a place-name to a ship reflects a certain territorial pride. So it was with the great battleships of the United States Navy that bore such names as Florida and Alabama — the latter now enshrined in Mobile Bay. It is a matter of considerable historical curiosity, however, to find the name of Florida …

Billy Graham In Florida, Lois Ferm Dec 2021

Billy Graham In Florida, Lois Ferm

Florida Historical Quarterly

Billy Graham who suffered periodic attacks of influenza when he was a young boy, first came to Florida because the doctors hoped that a warm climate would restore his health. However, in terms of his career in evangelism, his decision to move South seems almost providential, for as a student at the Florida Bible Institute in Tampa in the 1930s, he was exposed to a veritable “Who’s Who” of evangelical giants. As a high school student, Billy had accepted the claims of Jesus Christ on his life and had surrendered his life to Christ in a revival service held in …

Bernard Lintot: A Connecticut Yankee On The Mississippi, 1775-1805, Robin Fabel Dec 2021

Bernard Lintot: A Connecticut Yankee On The Mississippi, 1775-1805, Robin Fabel

Florida Historical Quarterly

Deciding where one’s allegiance lay and adhering to it in the era of the American Revolution was not always easy. Changing it was common but Bernard Lintot changed his an extraordinary number of times. He was successively a citizen of the colony of Connecticut, a loyalist inhabitant of British West Florida, a subject of the king of Spain, a citizen of the state of Connecticut, and finally a founding member of the United States Mississippi territory. He represented unusual continuity. His was one of the very few of the old families of Mississippi to establish itself there during the period …

War Clouds On The Mississippi: Spain's 1785 Crisis In West Florida, Gilbert C. Din Dec 2021

War Clouds On The Mississippi: Spain's 1785 Crisis In West Florida, Gilbert C. Din

Florida Historical Quarterly

"I look forward to a time, not very far distant, when . . . the whole [of Georgia] will be settled and connected . . . to the banks of the Mississippi." Judge George Walton of Wilkes County, Georgia, who spoke these words in 1785, visualized the expansion of his state after the assembly had that year enacted a law for the erection of Bourbon County on the Mississippi’s east bank. The new county extended along the Father of Waters from the Yazoo River to the thirty-first parallel. In creating it, Georgia based itself on the 1783 peace treaty with …

Educational Opportunities In Spanish West Florida, 1781-1821, Jack D. L. Holmes Dec 2021

Educational Opportunities In Spanish West Florida, 1781-1821, Jack D. L. Holmes

Florida Historical Quarterly

Governor Vicente Folch y Juan opened his son Stephen’s 1797 letter with eager hands. Due to the Anglo-Spanish war, communications to Pensacola had been delayed, and he was relieved to learn that both his sons were well. To his superior, Captain-General Conde de Santa Clara, at Havana, Governor Folch wrote, “The lack of opportunity which is generally true of these (frontier) places for providing the youth with an adequate education, has induced me to send my sons to London where they may learn English to perfection, such skill being of inestimable value in these provinces.“

A Lost Landmark Revisited: The Panton House Of Pensacola, Thomas D. Watson Dec 2021

A Lost Landmark Revisited: The Panton House Of Pensacola, Thomas D. Watson

Florida Historical Quarterly

Fire destroyed much of Pensacola during the night of September 24-25, 1848. Among the many buildings lost to the flames was the imposing, three-story brick mansion that once had served as the West Florida headquarters of Panton, Leslie and Company. For over half a century its columns had towered above the northern shoreline of Pensacola Bay as silent reminders of bygone years when William Panton, its builder and first occupant, had lorded it over the southern Indian trade from within its confines.

Arturo O'Neill: First Governor Of West Florida During The Second Spanish Period, Eric Beerman Dec 2021

Arturo O'Neill: First Governor Of West Florida During The Second Spanish Period, Eric Beerman

Florida Historical Quarterly

An Irish lieutenant colonel in the Hibernia Regiment— Arturo O’Neill— gazed through the late afternoon haze that ninth day of March in 1781 and received his first look at Sigüenza Point on the western end of Santa Rosa Island at the entrance of Pensacola Bay. As the Spanish invasion fleet moved closer, Arturo O’Neill saw the hill behind Pensacola with British Fort George dominating the surrounding terrain. He no doubt felt a certain trepidation as the Spaniards would be making a nighttime assault on Sigüenza. However, this was not his baptism of fire and with veteran Hibernia troops around him, …

Loyalist Refugees And The British Evacuation Of East Florida, 1783-1785, Carole Watterson Troxler Dec 2021

Loyalist Refugees And The British Evacuation Of East Florida, 1783-1785, Carole Watterson Troxler

Florida Historical Quarterly

From the beginning of the American Revolution, the security afforded by the St. Augustine garrison attracted loyalists from nearby Georgia and the Carolinas to the British colony of East Florida. The stream of refugees fluctuated with the course of the war. It swelled in 1778, reflecting the confiscation and banishment acts, but reversed itself the following year in the wake of the British invasion of the southern colonies. The autumn of 1782 brought a flood of men who had gained the enmity of their neighbors by service in loyalist militia or provincial corps. They accompanied the British withdrawal, first from …

Codes Of Ethics: Extending Classification Techniques With Natural Language Processing, Zachary Glass, E. Susanna Cahn Dec 2021

Codes Of Ethics: Extending Classification Techniques With Natural Language Processing, Zachary Glass, E. Susanna Cahn

The Journal of Values-Based Leadership

Language is an indicator of how stakeholders view an ethics code’s intent, and key to distinguishing code properties, such as promoting ethical-valued decision-making or code-based compliance. This article quantifies ethics codes’ language using Natural Language Processing (NLP), then uses machine learning to classify ethics codes. NLP overcomes some inherent difficulties of “measuring” verbal documents. Ethics codes selected from lists of “best” companies were compared with codes from a sample of Fortune 500 companies. Results show that some of these ethics codes are different enough from the norm to be distinguished by an algorithm; indicating as well that lists of “best” …

Prudence, Ethics And Anticipation In Visionary Leaders, Yanick Farmer Dec 2021

Prudence, Ethics And Anticipation In Visionary Leaders, Yanick Farmer

The Journal of Values-Based Leadership

In ethics, prudence is an essential skill in making informed decisions. Although several studies in various fields have dealt with the notion, few empirical studies have addressed one of its inextricable aspects: anticipation. To gain a better understanding of the notion, this study questioned fifteen leaders whose peers consider to be “visionary” in their respective fields. The results of this qualitative study based on semi-structured interviews describe the fundamental aspects of anticipation according to three categories: reasoning and trend analysis, implementation and strategy, and personality and values.

The Needs, Challenges And Prospects Of Maritime Education And Training In Georgia, George Gabedava, Guram Kakabadze Dec 2021

The Needs, Challenges And Prospects Of Maritime Education And Training In Georgia, George Gabedava, Guram Kakabadze

International Maritime Lecturers' Association (IMLA) 2021 Joint Conference With IMEC32, ICERS15 and INSLC21

Georgia is a maritime country. It has been associated with the sea since ancient times, and therefore maritime education in the country has existed for more than seven decades. Even today, highly trained maritime specialists graduated from the maritime institutions of Georgia continue to work successfully on ocean-going vessels flying under the Georgian flag and the flags of many other countries. About 80 to 90 percent of maritime accidents are attributable to human error. Hence it is important that seafarers be well educated and trained, able to understand and execute commands, manage risks, and solve problems in order to ensure …

These scores are also used to determine school grades that are released each year and may determine student placement in remediation programs. The purpose of this quantitative study was to determine the relationship, if any, between student achievement and mental health in ninth grade students in the State of Arkansas. The findings reveal that students who receive mental health services score at a lower …

Interstate 11: The Road To Prosperity In Nevada, Arthur C. Nelson Dec 2021

Interstate 11: The Road To Prosperity In Nevada, Arthur C. Nelson

Policy Briefs and Reports

Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. Although the state used a qualitative system to choose a western route for I-11, this process may not have considered fully the costs of extending I-11 to Canada in a cost-effective manner or in a manner consistent with I-11 purposes, especially avoiding congested areas. This briefing report reviews the history and purposes of I-11; summarizes the I-11 route options; considers how I-11 might extend to Canada in a way that is consistent with …

The Power Of Being Present: Lessons From Diplomacy In Latin America And The Caribbean For The Private Sector, Kimberly Breier, Daniel Korn Dec 2021

The Power Of Being Present: Lessons From Diplomacy In Latin America And The Caribbean For The Private Sector, Kimberly Breier, Daniel Korn

University of Miami Inter-American Law Review

Successful modern diplomacy and private sector engagements require being physically present. Based on the experience of the authors in diplomacy and corporate government affairs, this article argues that the trust that forms the basis of effective diplomacy and corporate engagement with the communities in which they operate is established best through direct physical interaction. With examples from Latin America and the Caribbean, the article explores how both diplomacy and corporate government affairs have evolved into a model of being present that emphasizes seeking to empower local populations. The article delves into how and why the United States carries out its …

Defend Forward & Sovereignty: How America’S Cyberwar Strategy Upholds International Law, Elya Taichman Dec 2021

Defend Forward & Sovereignty: How America’S Cyberwar Strategy Upholds International Law, Elya Taichman

University of Miami Inter-American Law Review

To thwart a seemingly neve rending bombardment of cyberattacks, the U.S. Department of Defense recently implemented a new strategy – defending forward. This approach demands persistently engaging the enemy on a daily basis to disrupt cyber activity. Rather than waiting to be attacked, the United States is bringing the fight to the enemy. However, this strategy poses fascinating and complex questions of international law. In particular, because most defend forward operations fall within the gray zone of warfare, it remains unclear whether these operations violate the sovereignty of American adversaries or even third party nation states in whose cyberspace U.S. …

Deep Parameter Selection For Classic Computer Vision Applications, Michael Whitney Dec 2021

Deep Parameter Selection For Classic Computer Vision Applications, Michael Whitney

Theses and Dissertations

A trend in computer vision today is to retire older, so-called "classic'' methods in favor of ones based on deep neural networks. This has led to tremendous improvements in many areas, but for some problems deep neural solutions may not yet exist or be of practical application. For this and other reasons, classic methods are still widely used in a variety of applications. This paper explores the possibility of using deep neural networks to improve these older methods instead of replace them. In particular, it addresses the issue of parameter selection in these algorithms by using a neural network to …

Atypical Sensory Processing And Semantic Language In Autistic Children, Charlene L. Cooper Dec 2021

Atypical Sensory Processing And Semantic Language In Autistic Children, Charlene L. Cooper

Theses and Dissertations

Autistic children demonstrate a constellation of traits with varying degrees of severity in areas including language differences, restrictive and repetitive behaviors, and sensory processing differences. However, the relationship between sensory processing and these other behaviors are not well understood especially their neurobiological underpinnings. Therefore, this research examined behavioral measures of semantic language, sensory traits, and associated brain networks in 20 autistic children (ages 6-11) and 22 typically developing (TD) age matched peers. Mann-Whitney U tests revealed a strong correlation between sensory traits and general composite and semantic language in both groups of participants. Sensory seeking traits were most significantly correlated …

A Geometric Approach To Multiple Target Tracking Using Lie Groups, Mark E. Petersen Dec 2021

A Geometric Approach To Multiple Target Tracking Using Lie Groups, Mark E. Petersen

Theses and Dissertations

Multiple target tracking (MTT) is the process of localizing targets in an environment using sensors that perceive the environment. MTT has many applications such as wildlife monitoring, air traffic monitoring, and surveillance. These applications motivate further research in the different challenging aspects of MTT. One of these challenges that we will focus on in this dissertation is constructing a high fidelity target model. A common approach to target modeling is to use linear models or other simplified models that do not properly describe the target's pose (position and orientation), motion, and uncertainty. These simplified models are typically used because they …

Modeling The Effects Of Parameter Changes On Heating And Pressure At The Weld Interface And Joint Strength In Friction Bit Joining, Adam Hartly Wagner Dec 2021

Modeling The Effects Of Parameter Changes On Heating And Pressure At The Weld Interface And Joint Strength In Friction Bit Joining, Adam Hartly Wagner

Theses and Dissertations

Joining of dissimilar metals is a process that is of interest in many fields, especially the automotive industry where lightweighting of the body structure is important. However, creating strong joints between dissimilar metals can be challenging. Friction bit joining (FBJ) is a solid-state method that uses a consumable bit to create a strong joint between dissimilar metals such as aluminum and steel. The purpose of this research is to gain understanding of how adjusting FBJ parameters affects the heating and pressure at the weld interface using a modeling approach, in order to better understand the bonding process. The questions guiding …
