Opioids and other illicit drugs have become a very prevalent problem across the world, especially in the United States. In fact, every day more than 130 people die from an opioid overdose. Despite many public warnings explaining the risks of opioid and drug use, the epidemic has continued to grow. As illicit drugs are becoming more rampant in society, law enforcement officers need a reliable, rapid, and non-invasive method to detects when someone may be on drugs, for example while driving, and to assess unknown powders or substances when presented at a crime scene containing drugs. Why do some states support rebel groups? This area of study has garnered more attention in the aftermath of the Cold War, as states continue to leverage proxy groups against one another. To understand the causes and consequences of state support, this dissertation builds on existing work in the state sponsorship, terrorism, and interstate rivalry literature. The research questions in this dissertation ask: (1) why states provides specific types of sponsorship; (2) what, if any, is the effect of interstate rivalry on the global network of state support; and (3) why are some Islamist rebel groups more violent than others. …

Bacterial infections and the rise of antibiotic resistance, especially multidrug resistant strains, have generated a clear need for discovery of novel therapeutics. Most antibiotics in use today are derivatives of previous antibiotics to which resistance mechanisms already exist, and traditionally they have a single target: either a protein or rRNA. Gram-positive bacteria regulate the expression of several essential genes or operons using a mechanism called the T-box. The T-box is a structurally conserved riboswitch-like gene regulator in the 5’-untranslated region (UTR) of numerous essential genes of Gram-positive bacteria. T-boxes are stabilized by cognate, unacylated tRNA ligands, allowing the formation of …

National cybersecurity plays a crucial role in protecting our critical infrastructure, such as telecommunication networks, the electricity grid, and even financial transactions. Most discussions about promoting national cybersecurity focus on governance structures, international relations, and political science. In contrast, this Article proposes a different agenda and one that promotes the use of innovation mechanisms for technological advancement. By promoting inducements for technological developments, such innovation mechanisms encourage the advancement of national cybersecurity solutions. Toxic inhalation hazards (TIHs), such as methyl isocyanate (MIC) and hydrogen cyanide (HCN), are noxious gases and vapors that are harmful, and often deadly, to humans. However, because of their low cost and high reactivity, they are extensively used for industrial productions, creating risk of exposure for both industrial workers (e.g., occupational exposure) and civilians (e.g., accidental release during transport). The illicit use of TIHs, including as terrorist agents, is also concerning. David Silkenat’s well-written and ambitious book blends cultural, social, and military history to illustrate how Civil War Era-Americans understood surrender, an action seemingly rife with negative connotations. Silkenat, a senior lecturer at the University of Edinburgh, captures how numerous Civil War soldiers, from individuals to large armies, decided to surrender and, in so doing, contends that the action was not always shameful. Rather, nineteenth-century contemporaries believed that surrender was key to distinguishing between civilized and uncivilized warfare, an idea shaped by early Americans’ relations with Native Americans, whom whites did not trust to uphold surrender terms (10-11). The Twelfth World Festival of Youth and Students that took place in Moscow in 1985 has largely been forgotten, but historical analysis of the event reveals that it had significant implications for the Soviet Union and Cold War. This thesis argues that the festival was a public ceremony that the Soviet Union used to prove its domestic stability and its role as a leader in the fight for world peace to its own people, counterparts in the West, and allies and potential allies in the South and East. Performance studies scholar and theater historian Hillary Miller offers a new study of the 1980 production of Dead End Kids: A History of Nuclear Power by the New York-based avant-garde theater collective, Mabou Mines. Through a close reading of the play, Miller explores the relationship between this production and the little researched organization, Performing Artists for Nuclear Disarmament (PAND), revealing the correlations between collaboratively-generated theater practices and concurrent protest movements.

For all of their failures and shortcomings, the eighteenth-century founders did indeed begin on the right “path” toward a free society, and today, Americans enjoy a good deal of religious, civil, and political freedom as a consequence. American principles of religious freedom have had a profound influence around the globe, and they now figure prominently in a number of national constitutions and international human rights instruments issued by political and religious bodies.

The unique profession of occupational therapy (OT) values cultural aspects when working with clients, therefore it is crucial for practitioners to be aware of various cultural backgrounds to provide greater culturally sensitive and client-centered services. The first judicial opinions interpreting the right to bear arms embraced vastly divergent views of the right, leading scholars to perceive these decisions as being in disarray. This article argues that these conflicts reflect exactly the sorts of disagreements that one would expect given that Americans viewed the right to bear arms as a natural right and as a positive right. Indeed, the first right-to-bear-arms decisions exemplified tensions that emerged when judges confronted claims about natural rights and positive rights in a changing social and legal landscape. COVID-19 became an international pandemic affecting every country and threatening a global economic collapse. This Article examines countries' obligations under public international law to prevent and contain pandemics, and subsequent responsibilities to help other countries during pandemics. International Human Rights law recognizes a right to health and includes obligations. Nonetheless, it lacks a sufficient enforcement mechanism. Pandemics are analogous to war; therefore, the Responsibility to Protect (R2P) can help as countries utilize R2P to protect against atrocities. The Prosecutor As A Final Safeguard Against False Convictions: How Prosecutors Assist With Exoneration, Elizabeth Webster

Prosecutors have helped secure an unprecedented number of recent exonerations. This development, combined with the rapid emergence of district attorney-initiated conviction integrity units (CIUs) raises several questions. How do prosecutors’ offices review postconviction innocence claims? How do they make decisions about the merits of those claims? How do CIU processes differ from non-CIU processes? This study examines the circumstances surrounding prosecutor-assisted exoneration cases through semi-structured interviews with 20 prosecutors and 19 defense attorneys. It draws from a sample of both CIU and non-CIU prosecutors, thereby enabling comparisons. Respondents were asked about their experiences and decision-making structures in specific, post-2005 exoneration …
