Initiating A Collaborative Cybersecurity Governance Framework At The State Level, Autum C. Pylant

Cybersecurity risk is dynamic and rapidly evolving. Today, cyber incidents can significantly impair government operations, erode public confidence, undermine operations of critical infrastructures, and put citizen data and whole industries at risk. Managing these risks to cyber assets must be part of a state’s overall risk management portfolio. To do this successfully, state leaders must have effective cybersecurity governance. To achieve this, governors and state legislatures must ensure that their states have the essential governance mechanisms necessary for understanding and managing cybersecurity risk and for translating awareness about cyber threats into action. The archaeological investigation of Prisoner of War (POW) camps offers a glimpse into the passive side of conflict archaeology; that is, those parts of conflict related to imprisonment of enemy combatants and not active areas like forts and battlefields. This essay is the second in a two-part series focused on our nation’s invisible juvenile justice system—one that operates under the legal radar as part of the U.S. Constitution’s Article III federal district court system. The first publication, Article III Adultification of Kids: History, Mystery, and Troubling Implications of Federal Youth Transfers, examined the little-known practice of prosecuting children as adults in federal courts. This paper will look at the related phenomenon of juvenile delinquency matters that are filed and pursued in our nation’s federal court system. This article explores how a disability justice framework would provide greater access to law school and therefore the legal profession for disabled students of color; specifically, disabled Black, Indigenous, and Latinx students. Using DisCrit principles formulated by Subini Annamma, David Connor, and Beth Ferri (2013), this article provides suggestions for incorporating a disability justice lens to legal education. In doing so, this article specifically recognizes the work of three disability justice activist-attorney-scholars, Lydia X.Z. Brown, Talila “TL” Lewis, and Katherine Pérez, and considers lessons from their advocacy and leadership that can apply in the law school setting.

In this chapter the editors interview Dr. Deborah Winslow about her work at the National Science Foundation (NSF) and the evolution of data management plans (DMPs) in Anthropology and the Social, Behavioral and Economic Sciences (SBE). She outlines what the NSF expects to see in a DMP and what not to include. This chapter examines the fate of the Russian Orthodox Church—as an institution and community—during Russia’s years of revolution, from the reign of Nicholas II through the 1917 February Revolution and subsequent Bolshevik coup. It argues that Orthodoxy’s legal status as a ‘primary and predominant’ faith, and the state ascription of the ‘Russian people’ to Orthodoxy from birth under imperial rule, were in large part responsible for Orthodoxy’s institutional turmoil during these years. Further, the chapter challenges the use of the term ‘secularization’ with respect to the Bolshevik regime’s anti-religious policies. In the span of weeks, the Bolshevik regime not only …

Federal law has long deprived American veterans of certain fundamental legal rights enjoyed by non-veterans and attributable to veteran sacrifice. Federal case law, for example, denies veterans the right to bring an action in tort against the federal government to vindicate in-service injuries. And the United States Code deprives veterans of their right to robust judicial oversight of Department of Veterans Affairs (VA) service-connected benefit decisions. This pair of due process deprivations is compounded by the federal statute that prohibits veterans from exercising the fundamental right to counsel during the initial stage of the VA claims process. This research project investigated some of the hindrances that preclude churches from taking more active and impactful roles to challenge and restructure America’s racially unjust penal system of mass incarceration. The research examines the evolution of the prison industrial complex, with a focus on mass incarceration and its racially unjust make-up.

The project involved research and review of theological and societal restraints that hinder American Christianity from seeing and responding to this tragic situation and living out God’s concerns and decrees beyond the walls of their respective churches into the public domain of public policies and actions.

Sexual and gender-based violence is prevalent in armed conflicts throughout all corners of the world. The elevation—and recognition—of sexual and gender-based violence as violence qua violence is an arduous and continual struggle. Although international humanitarian and human rights law purports to proscribe sexual and gender-based violence, the language of the law often minimizes the gravity of this violence and fails to hold perpetrators accountable. This Article argues that to elevate sexual and gender-based violence crimes in the international humanitarian and criminal law hierarchy, there must be a radical reconceptualization of gender under international law. The Battle of Adrianople can be argued to be the beginning of Rome's end, but the cause of the battle lay more with Rome's imperial mismanagement than any deliberate attempt at war from the barbarians. Due to varying levels of common visual factors, Synthetic Natural Environments (SNE) vary widely in appearance and use case. Using Handheld XRF (X-Ray Fluorescence), this thesis explores how household economies at two Maya archaeological sites, Coba and Yaxuna, differed during a period of expansion and integration from the Early to Late Classic transition period (A.D. 500-750/800). Previous research suggests that during this time, Yaxuna was under the direction of Coba, however, due to the lack of household archaeology at both sites, how the bridging of these two centers impacted households and their domestic economies remains unknown. In the United States, the topic of immigration represents a source of intense debate, which has escalated in recent years. Research indicates that Latinx immigrants are negatively impacted by current immigration policies— they are feeling afraid, angry, exhausted, defeated, overwhelmed, and concerned about themselves and their family (Castrellón, Rivarola, & López, 2017; Wray-Lake et al., 2018). This research, however, has largely neglected the Central American subgroup and the experiences of undocumented immigrants.
