Finding aid and scan (Click on "Additional Files" below) for Manuscripts Small Collection 3506. Application, affidavit, and power of attorney, 4 May 1869, of Asahel Skinner, made to recover the amount of a claim for property loss in connection with the Morgan Raid of 1863 in Meigs County, Ohio. The form, headed “Morgan Raid Claims,” was completed pursuant to an Act of the Ohio Legislature passed 26 April 1869 authorizing such compensation. Includes a photocopy from an unidentified report indicating that Skinner received $220.00 for two horses, a colt, bridles and provisions.

Why Do Some Terrorist Attacks Receive More Media Attention Than Others?, Erin M. Kearns, Allison E. Betus, Anthony F. Lemieux

Terrorist attacks often dominate news coverage as reporters seek to provide the public with information. Yet, not all incidents receive equal attention. Why do some terrorist attacks receive more media coverage than others? We argue that perpetrator religion is the largest predictor of news coverage, while target type, being arrested, and fatalities will also impact coverage. We examined news coverage from LexisNexis Academic and CNN.com for all terrorist attacks in the United States between 2006 and 2015 (N=136). Controlling for target type, fatalities, and being arrested, attacks by Muslim perpetrators received, on average, 357% more coverage than other attacks. Our …

The lash and shackles remain two primary symbols of material degradation fixed in the historical memory of slavery in the Americas. Yet as recounted by states, abolitionists, travellers, and most importantly slaves themselves, perhaps the most terrifying and effective tool for disciplining black bodies and dominating their space was the dog. This article draws upon archival research and the published materials of former slaves, novelists, slave owners, abolitionists, Atlantic travelers, and police reports to link the systems of slave hunting in Cuba, Jamaica, Haiti, and the US South throughout the eighteenth and nineteenth centuries. For cyber-physical systems, cyber-security is vitally important. There are many cyber-security tools that make communications secure -- e.g., communications between sensors and the computers processing the sensor's data. Most of these tools, however, are based on RSA encryption, and it is known that with quantum computing, this encryption can be broken. It is therefore desirable to use an unbreakable alternative -- quantum cryptography -- for such communications. In this paper, we discuss possible consequences of this option. We also explain how quantum computers can help even more: namely, they can be used to optimize the system's design -- in particular, …

This essay was greatly inspired by a 15" film titled Tiny Katerina, which shows glimpses of Katerina from two- to four-and-a-half years of age. She lives with her parents and older brother in Northwestern Siberia in the taiga. The Khanty-speaking people live by foraging (berries, for example), fishing and herding reindeer; they are semi-nomadic. In their camp and the vicinity, there is no evidence of electricity or any other public service. These people are very much “off the grid.” From the first, as a wobbly toddler, Katerina is shown being helpful. She carries (and drops and picks up) firewood …

Wars and conflicts have had a profound impact on women and gender in the Middle East. In this article, we aim to highlight the various ways in which the ongoing oppression and conflict in the Middle East shape the responses of the Iraqi, Palestinian and Kurdish women of Turkey and the object of their struggles. We go beyond the ‘Orientalist’ discourse, which depicts Middle Eastern women in armed conflicts as solely vulnerable and helpless victims, to discuss the resisting roles played by the Iraqi, Palestinian and Kurdish women of Turkey. The relentless accumulation of private consumer information through online services has dramatically expanded the attack surface available to cyber-criminals and belligerent state actors looking to either enrich themselves or disrupt digital service operations. In response to this growing threat and despite sharp criticism from privacy advocates, Congress passed the Cybersecurity Information Sharing Act of 2015 (CISA) with the aim of enabling private parties and the federal government to better protect themselves through improved availability of cyber threat intelligence. The safe removal and disposal of conventional weapons from civilian populated areas in a post conflict scenario is fraught with dangerous, complex and wide-ranging challenges. The worldwide proliferation of improvised explosive devices has added to the existing burden of landmine clearance already being undertaken by various organizations. Part of the solution to these challenges is to remove improvised explosive devices using mechanical methods to reduce the likelihood and consequence of the risks that personnel face when carrying out this extremely hazardous task.

When the wars ceased in the former Yugoslavia in the 1990s, as in the aftermath of other past conflicts in the Balkans, ethnic and religious divisions prevailed. Bosnia Herzegovina is perhaps the most vulnerable of the newly independent states of the former Yugoslavia, partially due to the manner it was established. Ethnic cleansing and discord have marred Bosnia while the three principal ethnoreligious entities continue to struggle to maintain their distinct identity within the context of a convoluted political system wrestling against domestic and international intrigue. Ethnoreligious nationalism threatens to further rupture the Bosnian state and create a renewed state …

This study examines the effect of legal central bank independence on inflation in developing countries. In spite of the policy consensus suggesting that central bank independence is an effective tool to control inflation, the evidence is still limited, particularly for developing countries. Using a novel dataset, we analyze the effect of central bank independence on inflation for a sample of 118 developing countries between 1980 and 2013. We find that higher central bank independence is associated with lower inflation rates. This effect on inflation is stronger the more democratic a country is, but it is also present in non-democratic countries. …

This research paper addresses the efforts of the U.S. to achieve some level of reconciliation with the Taliban after more than 18 years of war in Afghanistan. It deals with the history of U.S.-Taliban negotiations and the U.S. initiatives to engage with the Taliban, as well as outlining the challenges to these initiatives and determining how effective they have been. In addition, the prospects of the U.S.-Taliban peace talks are assessed.

Out of Home: Social Class in Women’s Writing 1950 – 2016 employs an intersectional feminist and critical race theory methodology to examine social class in relation to gendered and racial subjugations in the work of selected French and francophone women authors across diverse regions. This dissertation features Annie Ernaux’s texts in the introduction, and then the colonial societies of French Indonesia and Algeria as depicted by narrators in the position of colonizers in the first two chapters. In the last two chapters, post-colonial or settler societies of Guadeloupian and Québécois texts are shown as depicted by colonized or marginalized narrators. …

Throughout the book, Boswell’s gendered focus intersects with racial, ethnic, and class categories of analysis, providing an ambitious and highly inclusive examination of the state’s history.
