A group of Nepali diaspora members, represented by the Non-Resident Nepali Association (NRNA), started a campaign in 2009 to establish the Open University of Nepal (OUN) in partnership with the government of Nepal. Their motivation was to develop a quality university for the masses by mobilizing local, diaspora, and international collaborators for producing and disseminating knowledge in the public domain. The university was subsequently established in 2017 but it drifted away from many of the original objectives. Most critically, it embraced distance education as its central function while setting aside the aspiration of producing and sharing knowledge under the public …
Can Adaptive Management Help Alaska’S Natural Resource Managers Respond To Climate Change?, E. Barrett Ristroph
Can Adaptive Management Help Alaska’S Natural Resource Managers Respond To Climate Change?, E. Barrett Ristroph
Natural Resources Journal
Many legal scholars have called attention to the inability of stationary natural resource management laws to respond to a changing climate. There are various proposals for remedying these laws, including the use of adaptive management, through which resource managers can monitor changes and adjust policies accordingly. Yet there are practical and political challenges to implementing adaptive management. This article considers the extent to which adaptive management has been or could be implemented in response to Alaska’s rapid climate change. Alaska is an important case study as it is warming far more quickly than many other parts of the globe, paving …

Collaborative Governance And Stakeholder Participation In The Colorado River Basin: An Examination Of Patterns Of Inclusion And Exclusion, Surabhi Karambelkar, Andrea K. Gerlak
Natural Resources Journal
The Colorado River Basin has a long history of conflict among water users that covet its limited supply. However, with an unprecedented drought and dwindling water supplies in key reservoirs, conflict has given way to collaboration as the strategy of choice in addressing water issues. In keeping with the decentralized management system in the Basin, numerous collaborative venues have been created to address emerging water issues; yet, there is limited information on the pattern of stakeholder participation in these venues. Understanding who is included and excluded from the decision-making process is vital for forging collaborative solutions that are fair, equitable, …

Natural Resources Journal
David Owen’s discussion of legal issues, history, and different regional uses of the Colorado River in Where the Water Goes: Life and Death Along the Colorado River make the book a strong starting point for any reader to become better acquainted with the intricate manipulation of the Colorado River. Each chapter gives readers an idea of how the water is used, and though some chapters end before they touch on all water uses and benefits, this book is a valuable piece to consult for anyone who wishes to better understand what really happens to Colorado River water.

Energy Decentralization And Decarbonization: The Case Of Romania And Malta, Rafael Leal-Arcas, Andrew Filis, Victoria Nalule
Natural Resources Journal
This article aims to provide useful insights into Romania’s and Malta’s electricity sector, and critically assess the extent to which their current state is conducive to European Union (“EU”) “smart grid” objectives of energy decentralization and decarbonization. The article concludes that Malta has embraced reforms aimed at diversifying the energy sector, including the deployment of renewable energy sources, electric vehicles, smart meters and smart grids, all of which are aimed at tackling climate change challenges. In the case of Romania, it enjoys relative energy independence and security vis-à-vis its EU peers, but also other neighboring countries; however, it remains one …
Water Is For Fighting Over And Other Myths About Water In The West, Riley Norris
Water Is For Fighting Over And Other Myths About Water In The West, Riley Norris
Natural Resources Journal
Breaching the subject of water law in the West can be a dizzying navigation through complex histories, overlapping jurisdictions, elaborate computer models, dreaded inevitabilities, and age-old impossibilities. The myriad systems that govern Western water management are often widely misunderstood or even unknown by the vast populations that are significantly affected by their mechanisms. However, what everyone does know (or at least thinks they know) about water in the West is that there is not enough to go around and whatever share received is likely shrinking by the year.

Asteroid mining is set to be one of the most lucrative industries of the near future. With mineral value that dwarfs resources found on Earth, the race to locate and mine these precious minerals will soon begin in earnest. However, asteroid mining raises numerous legal questions, including how to create contracts for private mining companies to exploit the asteroids. Standard mining contracts provide a foundation for earthbound contracts, while mining in extreme environments such as Antarctica and the seabed provides further structure upon which parties interested in asteroid mining can begin building new contracts. These earthbound contracts also serve as …
A Road Map To Restoring Rivers: How The Klamath Basin Restoration Agreement Might Influence Future Dam Removal And River Restoration Projects, James C. Ish
Natural Resources Journal
Throughout the United States dams are approaching the terminus of their original licensing periods and are undergoing re-licensing by the Federal Energy Regulatory Commission. This period of review has prompted extensive studies in these basins to determine the cost-benefits associated with keeping these dams, versus removing and restoring the natural ecosystems that are currently inundated. In situations where a dam is deemed to be no longer economically relevant, and/or a detriment to endangered species or their critical habitat, an agreement for removal and restoration is often proposed as the next step in the management of that basin’s water resources. However, …
River Of Lost Souls: The Science, Politics, And Greed Behind The Gold King Mine Disaster By Jonathan P. Thompson (Torrey House Press, 296 Pages; 2018), Sarah Mclain
Natural Resources Journal
“Oh. Shit.” These were the first words spoken when mine sludge carrying heavy metals began spewing out of the side of Level 7 portal of the Gold King Mine. On August 5, 2015, EPA staffers and contractors were working to start clearing out debris from the mine, and instead opened a hole on the side of an old mine tunnel which released three million gallons of water and sludge into the Animas River below. The sludge would travel downstream, passing the old mining community of Silverton, CO, continuing past Durango, CO, and eventually crossing state lines into New Mexico where …

Climate Perspectives Across The Generations, Dan Farber
Climate Perspectives Across The Generations, Dan Farber
Natural Resources Journal
Climate change is a multi-generational problem, but it does not impact all generations in the same way. Correspondingly, older Americans and younger ones differ greatly in how they perceive the issue and how they respond. The wave of youth activism epitomized by Greta Thunburg is on one side of this generation gap. Donald Trump’s climate skepticism is on the other. We’re talking about large groups of people, so there is a range of attitudes on both sides, but these two individuals represent the generational differences in dramatic form. My goal today is to explore these generational differences. I want to …

Hereditary deficiency of antithrombin, a natural anticoagulant, causes a thrombophilia with a high risk for venous thromboembolism. Guidance for laboratory testing to diagnose antithrombin deficiency include the use of an activity assay for initial testing, performing an antigen test and activity-to-antigen ratio when the activity level is low, using pediatric reference ranges until the age of 6 months, excluding acquired causes of low antithrombin (e.g. liver dysfunction, proteinuria, heparin, disseminated intravascular coagulation, thrombosis, surgery) or falsely normal/elevated results (e.g. argatroban, bivalirudin, dabigatran in factor IIa-based assays; rivaroxaban, apixaban, edoxaban, but not betrixaban in Xa-based assays). Molecular testing, if available, may …

Heparin-induced thrombocytopenia (HIT) can occur following exposure to heparin and is characterized by thrombocytopenia with increased risk for thrombosis. This condition is mediated by formation of immunoglobulin G antibodies against platelet factor 4/heparin complexes that can subsequently lead to platelet activation. Herein, we detail the clinical and laboratory findings, treatments, and outcomes of two patients who developed HIT and thrombosis after undergoing collection of hematopoietic progenitor cells by apheresis (HPC-A) for autologous HPC transplant. Given that heparin may be used during HPC-A collections, these cases emphasize the importance of prompt consideration of HIT in patients that develop thrombocytopenia and thrombosis …

Expanding Access To Medications For Opioid Use Disorder In Primary Care: An Examination Of Common Implementation Strategies, Lauren Caton, Hanyang Shen, Mehret T. Assefa, Tammy Fisher, Mark P. Mcgovern
Project ECHO Bibliography
Objective: Buprenorphine, a medication for opioid use disorder, remains vastly underutilized despite its proven efficacy. This study sought to evaluate which strategies, within a system that employed a variety of concurrent strategies, effectively increased access to buprenorphine.
Methods: Over the course of 15 months, 25 federally qualified health centers were invited to participate in four commonly used implementation strategies. This study examines the impact of clinic attendance at strategy events on change in numbers of patients prescribed buprenorphine and numbers of buprenorphine-waivered providers by clinic.
Results: There was a nearly three-fold increase (2.84) in patients on buprenorphine and two-fold increase …

Calcium Homeostasis In Ventricular Myocytes Of Diabetic Cardiomyopathy, Lina T. Al Kury
All Works
© 2020 Lina T. Al Kury. Diabetes mellitus (DM) is a chronic metabolic disorder commonly characterized by high blood glucose levels, resulting from defects in insulin production or insulin resistance, or both. DM is a leading cause of mortality and morbidity worldwide, with diabetic cardiomyopathy as one of its main complications. It is well established that cardiovascular complications are common in both types of diabetes. Electrical and mechanical problems, resulting in cardiac contractile dysfunction, are considered as the major complications present in diabetic hearts. Inevitably, disturbances in the mechanism(s) of Ca2+ signaling in diabetes have implications for cardiac myocyte contraction. …

Taming Conflicting Identities: Searching For New Youth Values In The Western Balkans, Vladimir Turjacanin, Iris Zezelj, Edona Maloku, Marija Brankovic
Articles
In the post-conflict societies of the Western Balkans (Serbia, Kosovo, Bosnia and Herzegovina and Macedonia) ethnic and religious identities continue to constitute a major source of tension. Knowing that the youth tend to be the bearer of the future societal values, we aimed to explore if young people in this region are able to construct their identities in a more inclusive way and overcome these divisive group identifications. We conducted a survey among 767 people aged 20 to 30, from Belgrade, Novi Pazar, Prishtina, North Mitrovica, Banja Luka, Sarajevo, Skopje and Tetovo. In each country, we selected one town with …

Branch Mathematics and Statistics Faculty and Staff Publications
In this paper we recall, improve, and extend several definitions, properties and applications of our previous 2019 research referred to NeutroAlgebras and AntiAlgebras (also called NeutroAlgebraic Structures and respectively AntiAlgebraic Structures). Let be an item (concept, attribute, idea, proposition, theory, etc.). Through the process of neutrosphication, we split the nonempty space we work on into three regions {two opposite ones corresponding to and , and one corresponding to neutral (indeterminate) (also denoted ) between the opposites}, which may or may not be disjoint – depending on the application, but they are exhaustive (their union equals the whole space). A NeutroAlgebra …
