Semilunar Sign Of Trans-Mediastinal Herniation Of Giant Bullae With Tension Hydropneumothrax, Anastasia Tjan, I Made Dwija Putra Ayusta, Dewa Gde Mahiswara
Folia Medica Indonesiana
Herniation of bulla across mediastinum is rare, while transmediastinal giant bulla herniation accompanied with hydropneumothorax is even rarer. We report a case of an 18 years old male with dyspnea came to emergency department with trans-mediastinal giant bulla herniation, which appears as semilunar sign on chest x-ray, and righthydropneumothoraks. It appeared that the giant bulla also infected by the presence of air fluid level within. Semilunar sign was seen on the contralateral left mediastinum as the hallmark finding for trans-mediastinal herniation of bulla. Chest CT further confirms the diagnosis. Subsequently chest tube insertion and symptomatic relives were given, however the …

Essay: Forks In The Road, Michael P. Vandenbergh, Jonathan M. Gilligan
Essay: Forks In The Road, Michael P. Vandenbergh, Jonathan M. Gilligan
Duke Environmental Law & Policy Forum
This Essay outlines a simple heuristic that will enable public and private policymakers to focus on the most important climate change mitigation strategies. Policymakers face a dizzying array of information, pressure from advocacy groups, and policy options, and it is easy to lose sight of the forest for the trees. Many policy options are attractive on the surface but either fail to meaningfully address the problem or are unlikely to be adopted in the foreseeable future. If policymakers make the right decision when confronting three essential choices or forks in the road, though, the result will be 60% to 70% …

Retaining Judicial Independence: Solutions To Increasing Threats To Alaska’S Judicial Merit System, Ryan Kuchinski
Alaska Law Review
While the judicial merit system in Alaska has effectively balanced accountability with the competing need for independence in the judiciary, the growing trend of politicized retention elections threatens that independence. This Note examines the threat to the Alaskan judicial merit system, argues for the importance of protecting an independent judiciary, and proposes a number of potential solutions to reform or replace the current retention election system.

Impact Of Development-Induced Displacement On The Tribal Community, With Special Reference To The Women In Odisha, Debasree De
ASEAN Journal of Community Engagement
Anti-displacement movements are one of the burning issues in the current global scenario. Global south has been experiencing such widespread resistance since the inception of its anti-colonial struggle. Gender in this context has played a crucial part to make it a large-scale mass movement, as the women bear the brunt of displacement. It is chiefly because they have economic independence as they have customary rights over the communal property resources. Displacement has caused mental trauma for the adivasi women who end up being prostitutes to eke out livelihoods. In this background the present article seeks to explore the impact of …

Citizen Participation In Times Of Crisis: Understanding Participatory Budget During The Covid-19 Pandemic In Nepal, Thaneshwar Bhusal
ASEAN Journal of Community Engagement
This research assumes that various forms and scales of lockdowns and social distancing measures have limited local decision-makers’ ability to reach out to communities as part of their mandatory annual participatory budgeting processes. Building upon this proposition, this article assesses Nepal’s local budgeting process of 2020 to understand the degree to which it succeeded (or failed) in incorporating citizen’s voices in the annual handbook of local public policies and budgets. The research followed a qualitative case study research methodology. It generated interviews with participants including ordinary people, local politicians, and bureaucrats from 20 different municipalities and a federal ministry in …

Combating Covid-19 Infodemic In Nigerian Rural Communities: The Imperatives Of Traditional Communication Systems, Joseph M. Lucas, Tordue Simon Targema, Abubakar Jibril, Elkanah Obadiah Sambo, Bako Ali Istifanus
ASEAN Journal of Community Engagement
Since the outbreak of COVID-19 in December 2019, substantial attention has been devoted to combating the infodemic that has come to characterize it with the potential to prevent its effective containment. This is undoubtedly a very difficult task, especially in Nigerian rural communities that are characterized by severe lack of the requisite facilities to access information on modern media platforms, compounded by high illiteracy and poverty rates. This study presents a case for the utilization of people-oriented, traditional communication systems in combatting the infodemic at the grassroots level. It contends that, given the peculiarities of the country’s rural settlements, traditional …

Community Engagement In Covid-19 Responses: Evidence From Qualitative Interface With Community Opinion Leaders In Enugu, Nigeria, Prince Agwu, Chinweoke Methodius Ugwu, Chidera Florence Eke
ASEAN Journal of Community Engagement
Successful stories of community engagement existed during the Ebola disease outbreak in Liberia, indicating that a combination of government and community efforts are needed in addressing pandemics or epidemics. However, for communities to rise to the challenge of containing and combatting the spread of any disease, they must be communicated most effectively and supported by the government. Therefore, our study investigates how applicable successful community engagement has been in the charge against the Coronavirus disease 2019 (COVID-19) in Nigeria. Through telephone interviews, we sourced data from 12 community opinion leaders in Enugu State, Nigeria. After conducting a thematic analysis of …

Forming A Collective Brand: Women’S Community Small Medium Enterprises And Intellectual Property Rights, Tuti Widiastuti, Nurul Asiah, Wahyudi David
ASEAN Journal of Community Engagement
Women, as part of a community, have a limited role in developing themselves and getting various opportunities in the professional domain. Some women move to a community to conduct productive activities, such as the Kota Pelangi Community in the Pancoran subdistrict of South Jakarta. They consist of homemakers who are still productive and have started various small, processed food businesses. However, their efforts are constrained by the quality of processed food products and they have not been able to compete with the market. Branding or updating a brand can be a long process, but it requires considerable input and creativity. …

Training Program To Support Posbindu Cadre Knowledge And Community Health Centre Staff In The Geriatric Nutrition Service, Fatmah Fatmah
ASEAN Journal of Community Engagement
The geriatric minimal service standard (SPM) coverage in Depok has steadily decreased from 37.53% in 2013 to 11.8% in 2018. One factor affecting the problem is a lack of patient participation and the inability of posbindu (integrated service post for older people) cadres to perform their tasks. To increase the coverage of older people visiting posbindu, it is necessary to raise the knowledge and skill levels of posbindu cadres and community health centre staff in Depok. The skills include performing nutritional status assessment (NSA) and screening, early detection of dementia, independence assessment, and elderly nutrition counselling. This is a …

Department of Dermatology and Cutaneous Biology Faculty Papers
Pseudoxanthoma elasticum (PXE), the prototype of heritable ectopic mineralization disorders, manifests with deposition of calcium hydroxyapatite crystals in the skin, eyes and arterial blood vessels. This autosomal recessive disorder, due to mutations in ABCC6, is usually diagnosed around the second decade of life. In the spectrum of heritable ectopic mineralization disorders are also generalized arterial calcification of infancy (GACI), with extremely severe arterial calcification diagnosed by prenatal ultrasound or perinatally, and arterial calcification due to CD73 deficiency (ACDC) manifesting with arterial and juxta-articular mineralization in the elderly; the latter disorders are caused by mutations in ENPP1 and NT5E, respectively. The …

Should I Bribe? Re-Examining The Greasing-The-Wheels Hypothesis In Democratic Post-Soeharto Indonesia, Irfan Kurniawan
Economics and Finance in Indonesia
During the Soeharto Era corruption was considered to grease the wheels of growth in Indonesia, a country once considered to be the most corrupt country in the world. Indonesia began to experience instantaneous decentralization and democratization after the Soeharto Era abruptly ended. While vastly celebrated, these episodes have their unintended consequence: coercive regulation. We employed the extensive firm-level Large and Medium Manufacturing (Industri Besar Sedang/IBS) census data combined with the Indonesian Democracy Index (Indeks Demokrasi Indonesia/IDI) at provincial level spanning from 2009 to 2015 and found that bribery hampered Indonesian firm output and productivity growth by 9.8% and 12.6%, respectively. …

Neural Networks On An Fpga And The Exploration Of Hardware Friendly Activation Functions, Jiong Si, Sarah L. Harris, Evangelos Yfantis
Electrical & Computer Engineering Faculty Research
This paper describes our implementation of several neural networks built on a field programmable gate array (FPGA) and used to recognize a handwritten digit dataset—the Modified National Institute of Standards and Technology (MNIST) database. We also propose a novel hardware-friendly activation function called the dynamic Rectifid Linear Unit (ReLU)—D-ReLU function that achieves higher performance than traditional activation functions at no cost to accuracy. We built a 2-layer online training multilayer perceptron (MLP) neural network on an FPGA with varying data width. Reducing the data width from 8 to 4 bits only reduces prediction accuracy by 11%, but the FPGA area …

Commodity Price And Inflation Dynamics: Evidence From Brics, Syed Aun R. Rizvi, Sahminan Sahminan
Bulletin of Monetary Economics and Banking
In this study, we use a commodity augmented Phillips curve to investigate the impact of global commodity prices on domestic inflation in Brazil, Russia, India, Indonesia, China, and South Africa. Oil and energy prices cause inflationary pressures in all countries, except Russia, where they cause deflationary pressures. In Indiaand Indonesia, global food prices are highly significant and positively related to inflation, while in South Africa precious metal prices impact inflation negatively. For policymakers, this study provides insights on the domestic adjustments required for inflation targeting in response to global commodity price volatility.
The Impact Of Net Stable Funding Ratio On Bank Performance And Risk Around The World, Bowo Setiyono, Ahmad Maulin Naufa
The Impact Of Net Stable Funding Ratio On Bank Performance And Risk Around The World, Bowo Setiyono, Ahmad Maulin Naufa
Bulletin of Monetary Economics and Banking
This study examines whether liquidity, as measured by net stable funding ratio (NSFR), impacts bank performance and risk. Based on an annual panel data set consisting of 2,909 banks from 127 countries, we find that NSFR reduces both performance and risk. These results are uniquely different in the robustness analysis under various settings (non-linear relationships, high versus low NSFR, and conventional versus Islamicbanks). Overall, NSFR implementation brings benefits in the form of risk reduction rather than performance improvement to banks around the world.
Drivers Of Illiquidity In The Asean Sovereign Bond Market, Harald Kinateder, Robert Bauer, Niklas Wagner
Drivers Of Illiquidity In The Asean Sovereign Bond Market, Harald Kinateder, Robert Bauer, Niklas Wagner
Bulletin of Monetary Economics and Banking
We study illiquidity in ASEAN-5 sovereign bond markets from 2008 to 2019 by using an illiquidity measure, which is based on a proxy of the amount of arbitrage capital available in sovereign bond markets. Our analysis identifies three drivers of illiquidity in Singapore, namely economic policy uncertainty, the default spread and the GDP growth rate. In contrast, liquidity of all other markets is mostly not characterized by economic drivers. It appears that overall liquidity is lower in the markets outside Singapore and therefore deviations in these yield curves are higher on average and arbitrage eliminates larger deviations not immediately but …

The study explores whether blockchain technology can change the paradigm of the current financial structure and the balance of power in the international financial system. Accordingly, this study reviews the development of blockchain technology by analyzing China and Venezuela, both of which struggle to harness their technological advancement and to enhance their power in the international realm. We found that Venezuela invests in blockchain technology to create an alternative payment structure for survivability, while China’s desire is to become a global leader in global blockchain technology.

Monetary Policy Rules In Malaysia, Singapore And Thailand, Chai-Thing Tan, Azali Mohamed
Bulletin of Monetary Economics and Banking
This paper investigates whether monetary policies in Malaysia, Thailand and Singapore are best represented by either the Taylor rule or the augmented Taylor rule. It finds that the augmented Taylor rule, which incorporates the exchange rate and government spending, best represents monetary policies in these countries. The results show that past inflation and the output gap play a role in the monetary policy reaction function in Malaysia and Thailand. The results further show a strong preference towards interest rate smoothing, government spending, and the exchange rate by the central banks.

Internal And External Determinants Of Housing Price Boom In Hong Kong, Farhad Taghizadeh-Hesary, Naoyuki Yoshino, Aline Mortha, Alvin Chiu, Niki Naderi
Bulletin of Monetary Economics and Banking
Hong Kong’s housing market witnessed a dramatic housing price appreciation in recent years, with the price index for private domestic housing units being three times higher than ten years ago. This trend is supported by both internal and external factors, as illustrated in this paper. By developing a theoretical model and an empirical analysis on the key variables influencing housing prices using monthly data from 1999 to 2018, we find that the main drivers of housing price appreciation are from the demand side and include income level, money supply and inflation. The main contribution of this study is the quantification …

Kidney transplantation is the treatment of choice for patients with end-stage renal disease (ESRD). It has been shown to improve quality of life as well as extending life of patients with ESRD as compared to renal replacement therapy (5-year survival rate of 68% after transplant vs 36% dialysis) (Hart A, Smith JM, Skeans MA. OPTN/SRTR 2015 annual data report: kidney. Am J Transplant 2017;17:21-116). Traditionally, patients undergo general endotracheal tube anesthesia for this surgery. During the COVID-19 pandemic, general anesthesia drugs and airway equipment were in short supply. Additionally, airway manipulation was avoided when possible due to concern for virus …
