© 2020, Southern Criminal Justice Association. During pandemics, like COVID-19, law enforcement agencies are responsible for working with government and public health officials to contain spread, serve the local community, and maintain public order. Given the person-to-person spread of COVID-19 through respiratory droplets, law enforcement officers are also at a heightened risk of exposure due to their close contact with members of the public. To protect officers, the Centers for Disease Control and Prevention (CDC) and other agencies have made numerous recommendations for law enforcement agencies to protect officers and the public. Departments around the country have responded to the …
Machine Learning Approaches For Improving Prediction Performance Of Structure-Activity Relationship Models, Gabriel Idakwo
Machine Learning Approaches For Improving Prediction Performance Of Structure-Activity Relationship Models, Gabriel Idakwo
Dissertations
In silico bioactivity prediction studies are designed to complement in vivo and in vitro efforts to assess the activity and properties of small molecules. In silico methods such as Quantitative Structure-Activity/Property Relationship (QSAR) are used to correlate the structure of a molecule to its biological property in drug design and toxicological studies. In this body of work, I started with two in-depth reviews into the application of machine learning based approaches and feature reduction methods to QSAR, and then investigated solutions to three common challenges faced in machine learning based QSAR studies.
First, to improve the prediction accuracy of learning …

Criminal Law In Crisis, Benjamin Levin
Criminal Law In Crisis, Benjamin Levin
University of Colorado Law Review Forum
In this Essay, I offer a brief account of how the COVID-19 pandemic lays bare the realities and structural flaws of the carceral state. I provide two primary examples or illustrations, but they are not meant to serve as an exhaustive list. Rather, by highlighting these issues, problems, or (perhaps) features, I mean to suggest that this moment of crisis should serve not just as an opportunity to marshal resources to address the pandemic, but also as a chance to address the harsh realities of the U.S. criminal system. Further, my claim isn’t that criminal law is in some way …

Rural Futures Institute: Publications
The definition of resilience is the capacity to recover quickly from difficulties. Synonyms include toughness, perseverance and grit. Last spring’s severe weather events and this year’s ongoing COVID-19 pandemic are likely testing the resilience of rural Nebraskans. Given that, how do rural Nebraskans rate their communities on dimensions that measure their resiliency? How confident are they that the federal government or local emergency management authorities can contain infectious disease outbreaks? How do they rate their ability to help their community handle adversities? How prepared are rural Nebraskans to deal with financial emergencies? This paper provides a detailed analysis of these …
Exceptional Circumstances: Immigration, Imports, The Coronavirus, And Climate Change As Emergencies, Daniel A. Farber
Exceptional Circumstances: Immigration, Imports, The Coronavirus, And Climate Change As Emergencies, Daniel A. Farber
UC Law Journal
President Trump has used emergency powers to achieve key parts of his policy agenda, exemplified by his travel ban, funding for the border wall, and tariffs on many imports. He has also declared the 2020 coronavirus pandemic a national emergency, but has taken relatively little action under this declaration to date. This Essay examines how the Administration has invoked emergency powers in these and other settings, along with the responses of the courts. This Essay also considers how these actions could be used as precedents by future Presidents, such as declaring a climate change emergency. Finally, this Essay discusses the …
Knowing Your Rights In Trump’S America: Paper Trails Of Community Empowerment, Ruth Gomberg-Munoz
Knowing Your Rights In Trump’S America: Paper Trails Of Community Empowerment, Ruth Gomberg-Munoz
Anthropology: Faculty Publications and Other Works
This essay traces the circulation and changing meanings of documents in community education and empowerment campaigns in the wake of Trump’s 2016 election. In particular, I examine how advocates use community education to create and exploit legal gray areas as they advance competing interpretations and uses of documents in sociolegal arenas. I also explore how local campaigns for “sanctuary” seek to sever paper trails of documents that can expose immigrant community members to federal immigration agencies. Finally, as documents form new paper trails through deportation, I attend to their changing meanings as they travel in new directions, traverse jurisdictional boundaries, …
Using Microtransit Electric Low Speed Vehicles As A Means For Improving Quality Of Life In Miami-Dade County, Cutr
Research Reports
The services provided by public transportation systems increase the mobility and accessibility options of a community. In addition, transit improvements are one of the transportation demand strategies for enhancing community livability, as they offer affordable transportation alternatives and help reduce traffic congestion. They can provide access to employment, health, educational, and other services that improve the livability of communities. Therefore, implementing additional public transportation services will foster economic development and offer residents, workers, and visitors a full range of transportation choices that will result in an improved quality of life. The transportation services provided by local communities help in the …
Upholding Tribal Sovereignty And Promoting Tribal Public Health Capacity During The Covid-19 Pandemic, Heather Tanana, Aila Hoss
Upholding Tribal Sovereignty And Promoting Tribal Public Health Capacity During The Covid-19 Pandemic, Heather Tanana, Aila Hoss
Utah Law Faculty Scholarship
Tribes are sovereign nations with authorities and responsibilities over their land and people. This inherent sovereign authority includes the right to promote and protect the health and welfare of their communities. The COVID-19 pandemic has brought national attention to the health inequities experienced by American Indian and Alaska Native communities. The sovereign legal authority for Tribes to respond to this pandemic has received less attention. This Chapter describes some, but not all, of the urgent legal issues impacting Tribal response to the COVID-19 pandemic. It describes and identifies gaps in federal Indian health policies and highlights how Tribes have exercised …

Cultivating And Reporting Of Campus Threats, Louis K. Falk, Douglas Stoves, Audrey W. Falk, Hilda Silva
Communication Faculty Publications
The consumption of media has been established as one of the elements responsible for changing the general population’s perceptions. Specifically, cultivation theory (depending on the amount of media use) points to an enhanced representation of a characterization conveyed through the media. This depiction has the potential to create an inaccurate portrayal (stereotype) leading to an increased level of anxiety. The proliferation of reported incidents (real or perceived) associated with mass shootings in the U.S. over the last 20 years is an example. This paper traces the relatively recent coverage of mass shootings in the U.S. by the media and the …

When Freedom Of Speech Comes At A Cost: A Case Study Of E.S. V. Austria, Rachael Taylor
When Freedom Of Speech Comes At A Cost: A Case Study Of E.S. V. Austria, Rachael Taylor
Indiana Journal of Global Legal Studies
In the fall of 2018, the European Court of Human Rights (ECtHR) issued a decision upholding the criminal conviction of an Austrian national (E.S.) in violation of Austria's Criminal Code against the disparagement of religious doctrines. Her initial conviction in the Austrian court was based on statements she made about the Prophet Muhammad while teaching a series of seminars entitled "Basic Information on Islam." In upholding her conviction, the ECtHR found that there had been no violation of the Austrian's right to freedom of expression under Article 10 of the European Convention for the Protection of Human Rights (Convention), and …
‘Amore Captus:’ Turning Bedtricks In The Arthurian Canon, Candice Yacono
‘Amore Captus:’ Turning Bedtricks In The Arthurian Canon, Candice Yacono
English (MA) Theses
Over the past 1,400 years, the many retellings of Arthurian legend have served as a lens by which readers have been able to explore issues of power, ethics, and identity. The Arthurian canon has been appropriated by different generations, cultures, and ideological groups over the centuries to subtly (or not so subtly) promote their own priorities. But regardless of the culture and social structure in which a text is composed, one trope continues to be reused across the centuries, despite the stretch of imagination it requires. In the plot device known as the bedtrick, people are duped into having sex …

Electronic Theses and Dissertations
This dissertation concerns residential incorporation and the socioeconomic impact of immigrants primarily from Latin America and Asia with their rapid geographical dispersal in the U.S. I adopt econometrics methodologies and GIS techniques to examine how immigration affects housing price changes and white out-mobility in established and new destinations, utilizing datasets from the U.S. Census Bureau and the Panel Study of Income Dynamics (PSID). The first part examines the effects of immigration into the U.S. established and new immigrant destinations on housing prices using county-level data that span 2011 to 2017. Using the global and local Moran’s I statistics, I demonstrate …

Training Design Enhancement Through Training Evaluation: Effects On Training Transfer, Elham Arabi
UNLV Theses, Dissertations, Professional Papers, and Capstones
With recurring changes in the society, in terms of economy and technology, companies need to ensure that their human capital is aligned with these transformations in order to sustain in a competitive industry. To date, organizations view training as a requirement to increase their employees’ efficiencies and productivity, and reduce their attrition rates. Despite investment in employee training, research shows a lack of transfer of learning to job and as a result minimal return on investment. This issue is due to many barriers, but can be addressed by learning professionals. Poor learning design and training evaluation practices have been identified …

The COVID-19 pandemic resulted in significant social and economic impacts throughout the world. In addition to the health consequences, the impacts on travel behavior have also been sudden and wide ranging. This study describes the drastic changes in human behavior using the analysis of highway volume data as a representation of personal activity and interaction. Same-day traffic volumes for 2019 and 2020 across Florida were analyzed to identify spatial and temporal changes in behavior resulting from the disease or fear of it and statewide directives to limit person-to-person interaction. Compared to similar days in 2019, overall statewide traffic volume dropped …

Development Of A Structural Design Methodology For Cementitious Sprayed Applied Pipe Linings In Gravity Storm Water Conveyance Conduits, Amin Darabnoush Tehrani
Civil Engineering Dissertations - Archive
Culverts are important components of the highway infrastructure. They form passageways through the embankment to convey storm water. Culverts are structurally designed to support superimposed earth loads or other fill materials as well as live loads. Corrugated metal pipes (CMPs) and reinforced concrete pipes (RCPs) are commonly used as culverts in the United States. Most of these culverts were installed four to five decades ago and have reached their design life. Spray applied pipe linings (SAPLs) are trenchless technology solutions for culvert rehabilitation that prevent further deterioration, such as corrosion, abrasion, etc., and can provide structural support for severely damaged …

Public Discussion About Critical Issues In Criminal Justice Reform, Kevin H. Wozniak
Public Discussion About Critical Issues In Criminal Justice Reform, Kevin H. Wozniak
Qualitative Criminology (QC)
Through analysis of six focus groups with 44 black and white residents of the greater Boston metropolitan area, this paper presents a qualitative assessment of people’s “zone of acquiescence” for justice reinvestment reform, paying particular attention to people’s criminal justice budget preferences and their openness to sentencing reform for violent offenders. When asked to write their own crime prevention budgets, participants chose to invest more money into the infrastructure and social services of communities than into police, probation, or prisons, arguing that the former is in greater need of funding than the latter. Most participants were initially resistant to sentencing …

Compassion Or Neoliberal Governance: Critiquing The Discourse Of Compassionate Louisville., Ekramul Islam
Electronic Theses and Dissertations
Since 2011, the city of Louisville, the site of this research, has been calling itself “Compassionate City.” The dissertation takes Compassionate Louisville as a city brand and seeks to investigate the effect of the image construction on the local politics. It aims to investigate the latent discourses produced by Compassionate Louisville in relation to the neoliberal political economy of the city. This dissertation employs the Critical Discourse Analysis (CDA) methodology. Compassionate Louisville, being a brand, produces a discourse of compassion. The CDA methodological approach helps to investigate this manufactured discourse in relation to the neoliberal socio-political context of the city. …
Getting Up: An Ethnography Of Hip Hop Graffiti Writers, Their Art, And Perceptions Of Society's Reactions., Theodore Malone
Getting Up: An Ethnography Of Hip Hop Graffiti Writers, Their Art, And Perceptions Of Society's Reactions., Theodore Malone
Electronic Theses and Dissertations
This ethnographic analysis of the modern hip hop graffiti writing subculture connects the separate but complementary theoretical constructs of serious leisure (Stebbins 1982), dark leisure (Smith and Raymen 2016), recreational specialization theory (Bryan 1977), and edgework (Lyng 1990) and situates the writer “standpoint” (Smith 1987) in terms of interrelations of policy and written discourse. Past research found that writers were motivated by fame and status, to express artistic skills, and to control and destroy space (Brewer and Miller 1990). Others found that writers sought to express contestant notions of style and resist economic and political authority (Ferrell 1996; 2006), and …
