Recreational Marijuana, Tobacco, & The Shifting Prerogatives Of Use, Kerry Cork Oct 2020

Recreational Marijuana, Tobacco, & The Shifting Prerogatives Of Use, Kerry Cork

Southern Illinois University Law Journal

Although marijuana remains illegal under federal law, thirty-three states, the District of Columbia, and four U.S. territories have legalized it for medical use, and eleven states, D.C., and two U.S. territories have legalized it for recreational use by those aged twenty-one and older. As states with legalized recreational marijuana have caused an uptick in public and private marijuana use, several jurisdictions have begun amending tobacco control initiatives, such as smoke-free laws, to accommodate marijuana users. For residents of any state with legalized recreational marijuana – users and nonusers alike – where and when the product can be used continues to …

Next Generation Community Leaders Initiative: Collaborating With Youth To Develop Leaders And Healthier Communities, Robert Atkins, Daniel Hart, Susan Altman Oct 2020

Next Generation Community Leaders Initiative: Collaborating With Youth To Develop Leaders And Healthier Communities, Robert Atkins, Daniel Hart, Susan Altman

Journal of Youth Development

Central to addressing the social determinants of health and challenges to health equity in the United States is the growing acknowledgement among solution seekers of the importance of cross-sector collaborators and partners. Youth are an underutilized and overlooked partner, especially in vulnerable urban communities, who bring diverse perspectives on their communities. Provided the opportunity and resources (e.g., coaching, compensation, and connections), youth can add value as partners to solve problems and achieve goals to benefit their communities. In this paper we review and discuss the Next Generation Community Leaders initiative (NGCL) a $2.8 million initiative funded by New Jersey Health …

Should They Stay, Or Should They Go? Statue Politics In Shifting Societies: The Permissibility Of Peacetime Removal, Alteration And Destruction Of Problematic Political Monuments In The United States, Adrienne Liebenberg Nel Oct 2020

Should They Stay, Or Should They Go? Statue Politics In Shifting Societies: The Permissibility Of Peacetime Removal, Alteration And Destruction Of Problematic Political Monuments In The United States, Adrienne Liebenberg Nel

Cardozo International & Comparative Law Review

The note argues that Confederate monuments in the U.S. are often protected by outdated preservationist laws that hinder efforts to remove or alter them, despite their association with systemic racism and oppression. It advocates for legal reform to allow local governments to address these problematic symbols, drawing on international examples and emphasizing the need for a balanced approach that respects history while promoting inclusivity.

Re: The Pretrial Risk Assessment-How New Jersey's Bail Overhaul Is Shaping Bail Reform Across The Country, Andrea Coppola Oct 2020

Re: The Pretrial Risk Assessment-How New Jersey's Bail Overhaul Is Shaping Bail Reform Across The Country, Andrea Coppola

Cardozo Journal of Equal Rights & Social Justice

The note argues that cash bail systems disproportionately affect low-income and minority defendants, leading to unnecessary pretrial detention. It advocates for the adoption of risk-based algorithms, such as New Jersey's Public Safety Assessment (PSA), to determine pretrial release, promoting fairness and efficiency. The PSA uses nine factors, excluding socioeconomic elements, to assess flight risk and public safety. The note also highlights Alaska's tailored approach, demonstrating the effectiveness of such tools when adapted to specific state needs. It concludes that widespread adoption of these algorithms, with proper safeguards, could reduce incarceration rates and enhance justice system equity.

Expanding The Reach Of Progressive Prosecution, Jeffrey Bellin Oct 2020

Expanding The Reach Of Progressive Prosecution, Jeffrey Bellin

Vanderbilt Law School Faculty Publications

This Symposium comes at a critical juncture for America's prosecutors. One important question-"Is there room for a new kind of prosecutor?"- has already been answered. Self-styled "progressive prosecutors" are flourishing in jurisdictions across the country. The question remains whether the progressive prosecutor movement will have a lasting impact and, if so, what that impact will be. One way this question will be answered is through the movement's influence on the many prosecutors who are open to reform but unlikely to adopt the "progressive" label or accompanying rhetoric. This Essay explores this theme by discussing, first, the rise of progressive prosecution …

Border Security And Immigration Policy Management In South Texas By The Numbers: Perception, Stories And The Knowledge Analytic, Terence Garrett Oct 2020

Border Security And Immigration Policy Management In South Texas By The Numbers: Perception, Stories And The Knowledge Analytic, Terence Garrett

Political Science Faculty Publications

The Department of Homeland Security (DHS), primarily the Customs and Border Protection (CBP) Agency, will be analyzed through the lens of the knowledge analytic (KA) developed in earlier work (Garrett 2001; 2004; 2010, and Hummel 2006). Stories told by managers (Hummel 1991) and others in organizations are important for understanding the modern organizational pyramid and the differences between knowledges with regard to border security operatives and their attitudes towards migration policy and other issues along the U.S.-Mexico border. DHS and subordinate agencies rank perennially at or near the bottom of the federal government in terms of the Federal Employees Viewpoint …

State Of The Latino Non-Profit Sector In Massachusetts, Fabián Torres-Ardila, Phillip Granberry, Krizia Valentino

Gastón Institute Publications

Latinos are one of the fastest growing ethnic groups in Massachusetts. Between 1980 and 2017, the Massachusetts Latino population increased by 475%, with many new arrivals coming from Central and South America. In Massachusetts, the top ten Latino subgroups by population size are: Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Ecuadorans, and Hondurans. These varied national origins reflect the diversity of the state’s Latino community and its breadth of strengths and needs. The Mauricio Gastón Institute for Latino Community Development and Public Policy (Gastón Institute) estimates that by 2035, the Latino population will represent nearly 15.3% of the …

Adapting To Provide Innovative In-Person Extension Programming During A Pandemic, Brad Stokes, Elizabeth Lynn, Tiffany Belt Oct 2020

Adapting To Provide Innovative In-Person Extension Programming During A Pandemic, Brad Stokes, Elizabeth Lynn, Tiffany Belt

Journal of Extension

The success of Extension programming is often predicated on in-person events, and numerous Extension programs are preplanned and scheduled well in advance of the anticipated programming date. In-person events help foster community, collaboration, and the human connection within our society. During the COVID-19 pandemic, it is critical for Extension to be adaptive and innovative and react proactively to worldwide, nationwide, and local authorities' and health professionals' recommendations to protect clientele, staff, and volunteers. Extension educators can tailor in-person programs to align with health professionals' recommendations by using creative, innovative, and adaptive measures. We describe two such programs.

Reputation And Authority: The Fda And The Fight Over U.S. Prescription Drug Importation, Thomas J. Bollyky, Aaron S. Kesselheim Oct 2020

Reputation And Authority: The Fda And The Fight Over U.S. Prescription Drug Importation, Thomas J. Bollyky, Aaron S. Kesselheim

Vanderbilt Law Review

There is popular and bipartisan support for legalizing the importation of lower-cost medicines from Canada to help reduce the high prescription drug costs that Americans pay. Despite the wide interest in this policy, attempts over the last sixteen years to create a formal system for large-scale prescription drug importation in the United States have failed. The Trump Administration recently issued a final rule to enable the legal importation of prescription drugs from Canada, but the rule has important design flaws and seems destined to suffer a similar fate as previous efforts.

In this Article, we argue that prescription drug importation …

Greening Inequality: How Urban Sustainable Development Fails Under Neoliberalism, Josie R. Allison Oct 2020

Greening Inequality: How Urban Sustainable Development Fails Under Neoliberalism, Josie R. Allison

University Honors Theses

Despite its banner of common-good altruism, urban sustainable development becomes a branding scheme for municipalities when it operates under and prioritizes a neoliberal agenda. Neoliberalism is the dominant economic philosophy within the United States, and other western economies, that emphasizes extreme economic liberalism and open markets with public fiscal austerity and the diminished role of governments. This has transferred a great portion of power and funding once held by the public sector into the hands of the private sector. Under neoliberalism, city governments function with stripped federal funding and limited budgets, while leaning on private companies for public operations, like …

Creating Momentum To Rise Above The Floor Of Compliance – Sexual Harassment At A Large Private University, With A Focus On Faculty, Carol Marchetti, Margaret Bailey, Stacy Derooy Sep 2020

Creating Momentum To Rise Above The Floor Of Compliance – Sexual Harassment At A Large Private University, With A Focus On Faculty, Carol Marchetti, Margaret Bailey, Stacy Derooy

Presentations and other scholarship

This paper reports on the evolution of discourse and practices related to sexual harassment at a large private university in the northeast US. Fifteen years ago, statistics on sexual harassment were slim and campus conversations about sexual harassment were non-existent. An NSF-funded ADVANCE Institutional Transformation Project with a goal of increasing the representation and advancement of women STEM faculty brought a number of interventions to the campus starting in 2012. Over the past five years, several initiatives grounded in the work of ADVANCE have created momentum towards change with regard to prevalence, reporting, and prevention of sexual harassment. These include …

Baton Rouge Collective Healing Initiative: Final Report, Jada Thomas-Smith, Judith F. Rhodes, Kristie Perry

Reports

In response to recent and historic traumatic events that caused distrust and strained relationships between law enforcement and their communities, the U. S. Department of Justice, Office of Victims of Crime (OVC), selected five demonstration sites to invest in restorative and healing activities to repair community-police relationships.

The International Association of Chiefs of Police (IACP) worked closely with the sites over the three-year grant period to improve relations through evidence-based interventions, technical assistance, and peer learning. The program, Law Enforcement and the Communities They Serve: Supporting Collective Healing in the Wake of Harm began in the selected cities, which included …
