Saving A Seat For A Sister: A Grounded Theory Approach Exploring The Journey Of Women Reaching Top Policing Executive Positions, Nicola D. Smith-Kea

Antioch University Dissertations & Theses

The world of women in law enforcement is a thought-provoking one that has received increasing attention both in academia as well as in practice over the past few decades. Even more intriguing, and despite advances in the profession, is the low number of women in executive leadership positions in law enforcement. There is a vast underrepresentation of women in top executive leadership positions across the 18,000 law enforcement agencies in the United States. The purpose of this study was to gain an understanding of the complex journey of women to top executive policing leadership positions. Embracing a positive psychology approach, …

The Complexities Of Democracy, Development, And Human Rights In China's Belt And Road Initiative, Diane A. Desierto Jan 2020

The Complexities Of Democracy, Development, And Human Rights In China's Belt And Road Initiative, Diane A. Desierto

Connecticut Journal of International Law

China's Belt and Road Initiative (BRI)—a dense network of China-funded multi-year infrastructure projects in over 65 countries from the Western Pacific to the Baltic Sea, collectively aiming to establish China's strategic "Maritime Belt" and "Silk Road" connectivity using an estimated range of USD$1 Trillion to USD$8 Trillion—is as unprecedented phenomenon in sovereign project financing and bilateral investment lending, since the United States' grant of USD $800 Billion for the Marshall Plan was for Europe’s post World War II reconstruction. The scale, scope, and terms of BRI projects remain shrouded in relative opacity, with China as of this writing only incrementally …

Virtual Criminal Courts, Deniz Ariturk, William E. Crozier, Brandon L. Garrett

Faculty Scholarship

Criminal courtrooms are among many workplaces to shut down and adopt virtual operations in response to the coronavirus pandemic. As criminal courts around the United States suspended in-person proceedings, virtual hearings, where parties appear through videoconference or teleconference technology, have allowed courts to remain in session while reducing the danger to public health. Courts at all levels, from small municipal courts to the U.S. Supreme Court, have been hearing arguments remotely. In 38 states, as well as the District of Columbia and Puerto Rico, courts have either mandated or encouraged the use of virtual hearings when appropriate. Federal courts …

Impacts Of Shoaling Ocean Surface Waves On Wind Stress And Storm Surge, Xuanyu Chen Jan 2020

Impacts Of Shoaling Ocean Surface Waves On Wind Stress And Storm Surge, Xuanyu Chen

Open Access Dissertations

Ocean surface waves have been known to affect the wind stress, or air-sea momentum flux, in the open ocean under tropical cyclones. As a tropical cyclone (TC) makes landfall, the surface waves shoal as they enter the shallower coastal waters (< 30~50 m). The impacts of these shoaling surface waves on the wind stress have not yet been thoroughly investigated, but they have been postulated to be important for storm surge prediction. In this study, the WAVEWATCH III (WW3) model is used to simulate the depth modifications on the surface wave fields and the wind stress. Two wave-spectrum based wind stress estimation modules in the WW3 model are used to quantify the impact of wave shoaling on wind stress and drag coefficient under steady uniform wind and tropical cyclone conditions. The consequence of using the shoaling wave modified wind stress for modeling storm surge is investigated using the Advanced Circulation (ADCIRC) model.

For the shoaling wave simulations, an accurate wave field generated by tropical cyclones in the open ocean needs to be established first. The sensitivity of tropical cyclone wave simulations in the open ocean to different spatial resolutions (1/3 °, 1/6 °, 1/12 ° and 1/24 °) is evaluated using two wave models, WW3 and Simulating WAves Nearshore. Results from …

The Categorical Imperative As A Decarceral Agenda, Jessica M. Eaglin Jan 2020

The Categorical Imperative As A Decarceral Agenda, Jessica M. Eaglin

Articles by Maurer Faculty

In his forthcoming book, The Insidious Momentum of Mass Incarceration, Frank Zimring proposes two alternative methods to decarcerate: states can adopt a categorical imperative to reduce prison populations or states can reform the governance of sentencing. This symposium Essay focuses on the first of these options, as proposed in his tentative Chapter Six, wherein Zimring calls for categorically removing drug-addicted offenders from eligibility for prison sanctions and expanding use of jails for categories of offenses or offenders.

These methods, I suggest, exist in tension with numerous popular sentencing reforms being implemented in the states right now. Popular reforms, including the …

Boots And Bail On The Ground: Assessing The Implementation Of Misdemeanor Bail Reforms In Georgia, Andrea Woods, Sandra G. Mayson, Lauren Sudeall, Guthrie Armstrong, Anthony Potts

Georgia Law Review

This Article presents a mixed-methods study of misdemeanor bail practice across Georgia in the wake of reform. We observed bail hearings and interviewed system actors in a representative sample of fifty-five counties to assess the extent to which pretrial practice conforms to legal standards clarified in Senate Bill 407 and Walker v. Calhoun. We also analyzed jail population data published by county jails and by the Georgia Department of Community Affairs. We found that a handful of counties have made promising headway in adhering to law and best practices, but that the majority have some distance to go. Most counties …

Juvenile Justice Reform In Georgia: A Collective Decisionmaking Approach To De-Politicize Crime And Punishment, The Honorable Steven Teske

Georgia Law Review

Since the creation of the first juvenile court in 1899, juvenile courts have undergone periods of transition in response to legislative enactments prompted by societal events or in response to legal challenges involving due process rights of children. This Article examines politics and the extent in which it played a role in shaping juvenile justice and crime policies and its impact on children and public safety. In this critical review of each period of transition, this Article concludes that the lack of success among juvenile justice agencies, including the courts, is predominately the result of the politicizing of crime and …

Epidemiology And Criminology: Managing Youth Firearm Homicide Violence In Urban Areas, Joseph Anthony Mcmillan

Walden Dissertations and Doctoral Studies

Violence is considered a public health problem in the United States, yet little is known about the benefit of using a combined epidemiology and criminology (EpiCrim) approach to focus on urban youth gun violence. The purpose of this general qualitative study was to determine in what ways Akers and Lanier's EpiCrim approach in tandem with Benet's polarities of democracy approach is explanatory of gun homicides by youth in U.S. urban areas and if the Youth Risk Behavior Surveillance System adequately addresses gun abatement measures. Data were collected through semi structured interviews of 16 criminal justice practitioners and medical professionals with …

Workforce Housing And Housing Preference Policies Under The Fair Housing Act, Jeffrey D. Jones Jan 2020

Workforce Housing And Housing Preference Policies Under The Fair Housing Act, Jeffrey D. Jones

Lewis & Clark Law Review

The workforce housing movement grew out of two urgent realities. First, the lack of affordable housing near where workers are employed has a substantial impact on local economies and local business. Second, the lack of affordable housing near where workers live undermines the twin goals of inclusive com- munities and reversing historical patterns of segregation. The latter remains a primary obstacle to equality of opportunity throughout the United States. There is no one definition of “workforce housing.” The leading definition of workforce housing is provided by the influential Urban Land Institute (ULI). The ULI defines workforce housing as housing that …

Compliance With Police: Does The Interaction Of Race/Ethnicity And Sex Matter?, Claire L. Halliburton Jan 2020

Compliance With Police: Does The Interaction Of Race/Ethnicity And Sex Matter?, Claire L. Halliburton

College of Graduate Studies: Theses & Dissertations

The often controversial nature of police use of force continues to cast law enforcement in a negative light, increasing an already historically tense relationship between law enforcement and the communities they serve. As cases of police brutality continue to surface, the legitimacy of police personnel continues to decrease, but community member behaviors toward officers are infrequently explored. Questions about the influence of situational, legal, and officer/community member characteristics arise in an attempt to further explore how these factors influence community member compliance. Thus, this study aims to understand police-community relations more clearly, focusing on the effects, if any, that the …
