A Measurable Cybersecurity Quality Framework And Its Application To The Department Of Transportation, Mohammad Shojaeshafiei Jan 2020

A Measurable Cybersecurity Quality Framework And Its Application To The Department Of Transportation, Mohammad Shojaeshafiei

Dissertations

Numerous organizations are running businesses around the clock and have interaction with users through computer networks. The substantial issue here is that the organizations may not be able to assure the users that all operations can be performed completely securely while the users are engaged with the system’s operations. On a broader scale, the necessity of security assurance goes beyond business affairs such that lack of system security in organizations and agencies may endanger national security and public safety. All the records, research, and scientific studies show that it is almost impossible to guarantee all services and transactions on a …

The Impact Of Bankruptcy, Duty Related Stress And Policing In Detroit, Sarah Markel Jan 2020

The Impact Of Bankruptcy, Duty Related Stress And Policing In Detroit, Sarah Markel

Department of Conflict Resolution Studies Theses and Dissertations

Urban police officers are regularly exposed to trauma and duty-related stress. The City of Detroit’s highly publicized bankruptcy proceedings reached finality in December 2014 but led to an additional layer of stress via financial uncertainty to Detroit police officers. The officers already experience high critical incident exposure rates and organizational tension/instability. While certain types of stressors (critical incident, organizational and family/personal) have been extensively researched and are largely anticipated within law enforcement agencies, the bankruptcy resolution, which included wage, pension, and medical insurance losses, may have compounded issues within the department. This research project used a mixed method case study …

Quantifying Contributions To The Variance Of Permeability And Porosity Within The Western Belt Sandstones Of The Cypress Formation, Illinois Basin, Nathaniel Frederick Dulaney

Browse all Theses and Dissertations

One of the strategies for reducing the emission of the greenhouse gas carbon dioxide (CO2) and mitigating its accumulation into the Earth’s atmosphere is geologic sequestration (GSCO2). This process might be paired with enhanced oil recovery (EOR) within depleted oil reservoirs to provide an economic incentive for GSCO2. Heterogeneity within reservoirs (e.g. spatial differences in entry pressure, permeability, and porosity) can exert significant influence on the dynamics of fluid flow during EOR and GSCO2, and thus on the ultimate success of GSCO2-EOR. The Western Belt sandstones of the Cypress Formation in the Illinois Basin are candidate reservoirs for GSCO2-EOR. Heterogeneity …

Anthrax Event Detection: Analysis Of Public Opinion Using Twitter During Anthrax Scares, The Mueller Investigation, And North Korean Threats, Michele E. Miller

Browse all Theses and Dissertations

When people allow fear to drive their decision making, they often make decisions that do more harm than good. Examples of this include stocking up on ciprofloxacin, flooding doctors’ offices and buying black market antibiotics after the anthrax attacks of 2001. Therefore, it is important to be able to address what people are saying when another anthrax attack occurs. Supervised and unsupervised machine learning methodologies can be utilized to detect an event, classify the tweets by event, and to determine the main topics of discussion. Over the period of data collection, twenty events were detected. Three of these events concerned …

Evaluation Of An Embedded Process Prediction Intrusion Prevention System For Industrial Control Systems, Aaron W. Werth Jan 2020

Evaluation Of An Embedded Process Prediction Intrusion Prevention System For Industrial Control Systems, Aaron W. Werth

Dissertations

Highly notable cyber-attacks, such as Stuxnet [44] and the Marocchi attack [18], have targeted critical infrastructure with the goal of affecting physical processes to cause harm. This work presents a payload analysis-based Intrusion Prevention System (IPS) to detect similar attacks by predicting what harm the attacks could cause to the physical process. The IPS developed is called the Embedded Process Prediction Intrusion Prevention System (EPPIPS). EPPIPS will examine incoming command packets and programs that are destined for a Programmable Logic Controller (PLC) that interacts with a physical process. If EPPIPS predicts these packets or programs to be harmful, EPPIPS can …

Data Imperialism: The Gdpr's Disastrous Impact On Africa's E-Commerce Markets, Cara Mannion Jan 2020

Data Imperialism: The Gdpr's Disastrous Impact On Africa's E-Commerce Markets, Cara Mannion

Vanderbilt Journal of Transnational Law

The European Union (EU) recently passed the General Data Protection Regulation--a sweeping regulatory framework that sets a new global standard for the collection, storage, and use of personal data. To ensure far-reaching compliance with the GDPR, the EU has adopted a strict take-it-or-leave-it approach--countries that wish to engage with digital users in the EU must either comply with the GDPR's expansive data obligations or risk losing access to the world's largest trading block.

This presents significant obstacles for several African nations. Notably, no African country currently has domestic laws that comply with the GDPR. Even if they did, several African …

Mass Shootings, Legislative Responses, And Public Policy: An Endless Cycle Of Inaction, Jaclyn Schildkraut, Collin M. Carr Jan 2020

Mass Shootings, Legislative Responses, And Public Policy: An Endless Cycle Of Inaction, Jaclyn Schildkraut, Collin M. Carr

Emory Law Journal

Although mass shootings give rise to particularly visceral reactions and demands for action within the public sector, the corresponding response from legislators has failed to produce any meaningful change. With much of the discourse in the aftermath of these events centering on the polarized gun control-gun rights debate, two proposed solutions—assault weapons bans and universal background checks—often are at the forefront. Although varying by group and often higher immediately following a shooting, public support for these two proposals has yet to translate into legislative action. In this Article, we explore previous attempts by the federal government to regulate assault weapons …

Criminal Justic Reform And Guns: The Irresistible Movement Meets The Immovable Object, David E. Patton Jan 2020

Criminal Justic Reform And Guns: The Irresistible Movement Meets The Immovable Object, David E. Patton

Emory Law Journal

The number of people incarcerated for federal firearm convictions has increased ten-fold in the past 30 years. One of the biggest sources of the increase is a Department of Justice initiative known as “Operation Triggerlock” in which people who are arrested by state and local police for gun possession are prosecuted in federal court for the express purpose of imposing more severe prison sentences. The people prosecuted are overwhelmingly people of color. Both Republican and Democratic politicians have supported the prosecutions: the former as part of an overall law and order agenda and as a way to forestall broader gun …

Detroit's Bankruptcy And Market Reentry, James L. Tatum Iii Jan 2020

Detroit's Bankruptcy And Market Reentry, James L. Tatum Iii

Emory Bankruptcy Developments Journal

In 2018, four years after the Motor City went bankrupt, Detroit reentered the municipal securities market and issued new debt. The bond offer is both indicative of the city’s financial turnaround and is counter to the theory that bankrupted municipalities will be punished by markets with prohibitively expensive interest rates post-bankruptcy. This Article examines chapter 9 of the Bankruptcy Code, and the ramifications for bankrupted municipalities as they reenter the municipal securities market.

Space, Cyber, and Telecommunications Law Program: Faculty Publications

In assembling this Annual Report we appreciated the opportunity to review major accomplishments and growth of the Space, Cyber, and Telecommunications Law (SCTL) program during the 2019-2020 academic year. Of course, this was a year like no other as we responded to an unfolding global pandemic. We are proud of what we accomplished prior to that and of our response in the face of that sudden change. For readers unfamiliar with the program, the SCTL program was established in 2007 largely in response to interest by the U.S. Air Force in establishing a U.S. based program in space law to …

Narrating A Conscientization Journey On Crime Prevention Through Social Development, Carlos Luis Zatarain Jan 2020

Narrating A Conscientization Journey On Crime Prevention Through Social Development, Carlos Luis Zatarain

Theses and Dissertations (Comprehensive)

There is an increasing interest among municipalities to address crime through prevention as social development (CPSD) that acknowledges the underlying social conditions that influence the occurrence of crime. This requires a critical consciousness among community members and decision-makers of the root causes of crime and critical action that reflect that understanding. This, in turn, implies both a significant mental and cultural shift requiring personal transformation. Only then can the appropriate actions towards a preventative approach to crime be effectively fostered. For this purpose, the Waterloo Region Crime Prevention Council developed a community course titled Reframing Crime, Justice, and Prevention that …

Conceptualizing Legal Childhood In The Twenty-First Century, Clare Huntington, Elizabeth S. Scott Jan 2020

Conceptualizing Legal Childhood In The Twenty-First Century, Clare Huntington, Elizabeth S. Scott

Faculty Scholarship

The law governing children is complex, sometimes appearing almost incoherent. The relatively simple framework established in the Progressive era, in which parents had primary authority over children, subject to limited state oversight, has broken down over the past few decades. Lawmakers started granting children some adult rights and privileges, raising questions about their traditional status as vulnerable, dependent, and legally incompetent beings. As children emerged as legal persons, children’s rights advocates challenged the rationale for parental authority, contending that robust parental rights often harm children. And a wave of punitive reforms in response to juvenile crime in the 1990s undermined …

A Different Approach To The National Gun Control Debate: Whether Direct Negotiations Between Interest Groups Can Facihtate The Creation Of Meaningful Legislative Policy, Arielle Kraus Jan 2020

A Different Approach To The National Gun Control Debate: Whether Direct Negotiations Between Interest Groups Can Facihtate The Creation Of Meaningful Legislative Policy, Arielle Kraus

Cardozo Journal of Conflict Resolution

This Note aims to shed light on a different approach to the national gun debate. The Background of this Note will explore the origin of the gun debate from both sides, the evolution of both the Gun Rights Lobby, spearheaded by the NRA, and the Gun Control Lobby, and the ways in which their evolutions have impacted the national debate today. The current state of the gun debate addresses the relationship between the polarity of the extreme positions and the political climate. Moderate democratic voices have seemed to disappear altogether, and in their place, extremists on both sides have filled …

Post-Traumatic Stress Disorder (Ptsd) Coverage And Other Expanding Benefit Changes In The Workers’ Compensation Insurance Marketplace: Academic Legal Perspective, Michael C. Duff Jan 2020

Post-Traumatic Stress Disorder (Ptsd) Coverage And Other Expanding Benefit Changes In The Workers’ Compensation Insurance Marketplace: Academic Legal Perspective, Michael C. Duff

All Faculty Scholarship

This paper discusses the increased use of causation presumptions in workers' compensation cases involving firefighters and other first responders. It also considers increasing workers' compensation coverage of post traumatic stress disorder with respect to those same categories of workers. The paper discusses how workers' compensation coverage of certain conditions tends to parallel the growth of potential tort liability, observes that disease presumptions were a feature of early 20th century workers' compensation statutes (and so are not new), and argues that recognition of workers' compensation "mental-mental" claims has been consistent with "zone of danger" expansion of the negligent infliction of emotional …

The Sanctuary Of Prosecutorial Nullification, Zohra Ahmed Jan 2020

The Sanctuary Of Prosecutorial Nullification, Zohra Ahmed

Scholarly Works

In the aftermath of the 2016 election, the shortcomings of existing sanctuary protections came sharply into focus.1 Historically, cities enacted sanctuary protections to extricate their law enforcement agencies from activities related to federal immigration enforcement. In sanctuary cities, local government agencies are typically restricted from sharing information with federal immigration authorities or from cooperating in apprehending individuals targeted for removal.2 After the White House issued an Executive Order (EO) in late January 2017, many immigrant rights advocates recognized that external facing policies that proscribed direct cooperation would not suffice.3 The EO announced that Immigration and Customs Enforcement (ICE) would prioritize …

Covid-19 Risk Among Temporary Protected Status Beneficiaries, Diana Estefania Estrada Alamo Jan 2020

Covid-19 Risk Among Temporary Protected Status Beneficiaries, Diana Estefania Estrada Alamo

Public Health Theses

The current federal response of the United States to the COVID-19 pandemic has created conditions and resulted in unintended consequences that may be disproportionately increasing the risk of COVID-19 infection and sequelae for immigrant populations. This investigative thesis explores whether states with a greater percentage of Temporary Protected Status beneficiaries experience more COVID-19 related deaths as compared to the rest of the United States. Using a multiple linear regression model for statistical analysis, covariates under consideration include the number of COVID-19 confirmed cases, tests performed, hospitalizations reported, as well as the population density of each state and the proportion of …

Review Of Neurotechnological Interventions: A Need For A Recommended Public Health Response, Joel Lugones Jan 2020

Review Of Neurotechnological Interventions: A Need For A Recommended Public Health Response, Joel Lugones

Public Health Theses

After preliminary review of relevant research articles, the thesis was able to gain a deeper understanding of neurotechnological interventions (e.g. deep brain stimulation, and other neurostimulators), specifically in regards to their use in treatment of motor conditions (e.g. Parkinson’s, Epilepsy, etc.) and for some psychological disorders (e.g. depression, other mood disorders, etc.). A scoping review was conducted on a specific class of treatments used for particular conditions: invasive neurotechnological treatments for mood disorders. The reasoning behind this specified approach was due to the lack standardized policies and regulations in place for invasive neurotechnological interventions used for treatment of mood disorders …
