An Analysis Of Central Florida Principals' Professional Perceptions Relative To Safe-School Officers In One Large Urban School District, Christina Steppi Jan 2020

An Analysis Of Central Florida Principals' Professional Perceptions Relative To Safe-School Officers In One Large Urban School District, Christina Steppi

Electronic Theses and Dissertations, 2020-2023

Public school districts in Florida are required by law to cooperate with local law enforcement agencies to establish and assign one or more safe-school officers at each public school. Public school principals assume a significant role in the implementation of state policy measures and are responsible for providing safe school climates for students and staff (Coburn, 2005; Gawlik, 2015). However, principals' perceptions inform their individual interpretation of state policy measures, influencing the implementation process (Reid, 2017). This study utilized a cross-sectional survey to measure principals' perceptions of safe-school officers and their effect on facilitating safe school climates for students in …

Managing The Risk Of Violent Recidivism: Lessons From Legal Responses To Sexual Offenses, Michael M. O'Hear Jan 2020

Managing The Risk Of Violent Recidivism: Lessons From Legal Responses To Sexual Offenses, Michael M. O'Hear

Faculty Publications

Over the course of a generation, American legislatures have quietly adopted an intricate web of measures intended to reduce the risk that individuals who have been convicted of violent crimes will commit new violent crimes. These measures include, for instance, sentencing and corrections laws that categorically target “violent offenses” and “violent offenders” for harsher treatment, prohibitions on pretrial diversion opportunities, employment restrictions, and long-term offender registration requirements. Such measures parallel a generally similar, but more closely studied, set of laws that aim to reduce sexual recidivism.

This article provides an overview of the literature on sexual-recidivism measures, especially sexual offender …

Early Release For Prisoners Convicted Of Violent Crimes: Can Anyone Escape The Incapacitation-Retribution Catch-22?, Michael M. O'Hear Jan 2020

Early Release For Prisoners Convicted Of Violent Crimes: Can Anyone Escape The Incapacitation-Retribution Catch-22?, Michael M. O'Hear

Faculty Publications

Two decades of criminal-justice reform in the United States have achieved only a modest reduction in the nation’s historically high imprisonment rate. Returning to the much lower imprisonment rate of a generation ago will almost certainly require shorter prison terms for individuals who have been convicted of violent crimes. Such a change, however, would draw at least two important objections: (1) people who have been convicted of violent crimes are an especially dangerous offender group who ought to be incapacitated behind bars for as long as possible, and (2) violent crimes are so serious that long prison terms are required …

Perceived Obstacles For State-Facilitated Legal Recreational Cannabis, Robert A. Lino

Walden Dissertations and Doctoral Studies

U.S. states that facilitate the use of legal recreational cannabis face the threat of federal prosecution because cannabis remains illegal at the federal level. The purpose of this qualitative case study was to assess the perceived obstacles to the state-facilitated regulation and implementation of legal recreational cannabis. Collective action federalism theory provided the framework for the study. The data collection instrument was developed based on themes in the literature and was pilot tested to ensure accuracy. The final study included 22 participants who represented the cannabis industry in the United States. Descriptive coding and thematic analysis indicated that the federal …

Evaluating Integrated Treatment On Recidivism For Female Offenders In Criminal Justice System, Oyin T. Popoola

Walden Dissertations and Doctoral Studies

The burden of co-occurring disorders (CODs) among offenders in the criminal justice system (CJS) in the United States, particularly among the female population, is threatening the communities. About 80% of women in the CJS were diagnosed and treated for CODs, and 63% tend to be rearrested. The study examined the possible influence of CODs, integrated treatment of CODs, and gender, on recidivism while controlling for other demographic factors. The study was based on the conceptual framework of integrated dual disorder treatment (IDDT) and feminist criminology theory. Cross-sectional quantitative study design was applied on a secondary dataset from the 2017 Treatment …

Identifying The Policy Barriers For A Microgrid System In Ohio, Robert Pursley

Walden Dissertations and Doctoral Studies

The electric grid may be the most critical and vital component of the United States' infrastructure but is projected to fail more frequently in the future. One solution for improving grid resiliency is through renewable energy and microgrids. However, many cities lack public policies to bring these solutions to fruition. The purpose of this study was to discover the perceived and real challenges to the development of policies necessary for the implementation of a microgrid system for a small city in Ohio. Using a generic qualitative approach and the principles of participatory action research, data were obtained through interviews of …

Juvenile Probation Officer Stress In Rural Area Corrections Offices, John Kelly Jan 2020

Juvenile Probation Officer Stress In Rural Area Corrections Offices, John Kelly

Walden Dissertations and Doctoral Studies

In 2015, approximately 62,400 juveniles in the United States were court-ordered to be on probation. Juvenile probation officers (JPOs), who monitor these juveniles, are responsible for intake assessments, predisposition reports, and working with juvenile delinquents and their families. Aspects of JPOs’ job duties, such as excess paperwork and lack of managerial support, can create stress. To address the relative lack of research on JPOs’ stress, particularly the limited research in rural settings, this qualitative case study examined JPOs’ stress in rural corrections offices in South Dakota. The study examines JPOs’ perceptions of causes of their stress and their responses to …

Utilization And Impact Of Peer-Support Programs On Police Officers’ Mental Health, Beth A. Milliard Jan 2020

Utilization And Impact Of Peer-Support Programs On Police Officers’ Mental Health, Beth A. Milliard

Walden Dissertations and Doctoral Studies

Police officer suicides rates hit an all-time high in the province of Ontario, Canada, in 2018. Sadly, this statistic is somewhat unsurprising, as research has shown that police officers suffer from higher rates of mental health disorder diagnoses compared the general public. One key reason for the elevated levels of suicide and other mental health issues among police officers is the stigma associated with seeking help. In an attempt to address these serious issues, Ontario’s police services have begun to create internal peer-support programs as a way of supporting their members. The present research explores the experiences of police officers …

Understanding Students' Perceptions Of Campus Safety At A Florida University, Deborah Lynn Alexander Jan 2020

Understanding Students' Perceptions Of Campus Safety At A Florida University, Deborah Lynn Alexander

Walden Dissertations and Doctoral Studies

AbstractThere is a national problem with campus safety (CS) at universities and colleges in the United States. Research on this topic has primary focused on the perceptions of faculty, staff, and administrators about CS, while the research including the perceptions of students is largely absent. It is important to investigate students' perceptions of CS because an emotionally and physically safe campus is a basic need. The purpose of this qualitative intrinsic case study was to explore university students' perceptions of CS and how safety procedures were documented in a southeastern U.S. state. Maslow's hierarchy of needs theory related to safety …

Understanding Stakeholder Interests In Rulemaking Through The Lens Of Private-Interest Institutionalism, Walter Lewis Koski Jan 2020

Understanding Stakeholder Interests In Rulemaking Through The Lens Of Private-Interest Institutionalism, Walter Lewis Koski

Walden Dissertations and Doctoral Studies

State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. This qualitative research study was based on a phenomenological approach and interview data from 10 stakeholders who participated in the Colorado Marijuana Enforcement Division's rulemaking processes between 2013 and 2016. The purpose of this study …

Stress And Wellness Among Municipal Law Enforcement Officers In Southeastern Virginia, Russell Morgan Granderson Jan 2020

Stress And Wellness Among Municipal Law Enforcement Officers In Southeastern Virginia, Russell Morgan Granderson

Walden Dissertations and Doctoral Studies

Municipal law enforcement officers contend with unique occupational stressors. They must overcome stress from their employing agency and the pressures that arise from performing their basic enforcement duties. This study was designed to examine how municipal law enforcement officers in southeastern Virginia perceived their agency's wellness policy and to determine what recommendations they had to improve the effectiveness of the current wellness policy. Lazarus and Folkman's theory of cognitive appraisal and coping served as the theoretical framework for the study. Qualitative inquiry was used to examine the perceptions of 15 purposively sampled law enforcement officer participants. The data were then …

A Comment On R. V. Reeves: Investigative Issues With Shared Electronic Devices And Data, Mabel Lai

The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

Digital privacy is the shared intellectual playground of the legal and technological cognoscenti. Although our legal traditions have been slow to adapt to our technological reality, they are adapting — and the imperatives of modern policing must adapt in tandem. That need is keenly felt in respect of the Supreme Court of Canada’s adaptation, in R. v. Reeves, of our traditional concepts of ownership and privacy to the arena of shared electronic devices and data.

Policing's Information Problem, Barry Friedman, Elizabeth G. Jánszky Jan 2020

Policing's Information Problem, Barry Friedman, Elizabeth G. Jánszky

Faculty Articles

We spend over $100 billion each year on policing in the United States, yet have very little idea of what keeps us safe. From the adoption of new technologies like facial recognition to militarization to stop-and-frisk tactics, and much else, police in the United States pursue public safety strategies without understanding the full range of costs or benefits. There is a particularly troubling tendency to ignore the social costs (the impact policing practices have on individuals)—and the distributional costs (how policing regularly falls most heavily on racial and marginalized communities). As a result, we don’t know what keeps us safe, …

Using The Corporate Prosecution And Sentencing Model For Individuals: The Case For A Unified Federal Approach, Rachel E. Barkow Jan 2020

Using The Corporate Prosecution And Sentencing Model For Individuals: The Case For A Unified Federal Approach, Rachel E. Barkow

Faculty Articles

This essay explores the different approaches the Department of Justice and Sentencing Commission have taken to individual and corporate defendants and explain why aspects of the corporate model should apply to individual cases as well. Part I will describe the key attributes of the modern federal model for individuals. Its emphasis is on controlling the discretion of line prosecutors and judges and shows a marked preference for severity. Part II will explain how the approach to corporate criminal law enforcement emphasizes individual assessment, the need to balance the costs of punishment with its benefits, and an emphasis on considering other …

Diode Based Reconfigurable Microwave Filters For Cognitive Radio Applications: A Review, Hashinur Islam, Saumya Das, Tanushree Bose, Tanweer Ali

Open Access archive

The cognitive radio paradigm for developing next-century wireless communication systems is rapidly entering the mainstream, and various aspects of it are currently being applied in 5G technology, aeronautical engineering, military communications, emergency, and public safety applications, satellite communication, and healthcare. Cognitive radio focuses on the existence of software defined radio architectures that allow dynamic reconfiguration. Many researchers have taken initiatives in the last decade to achieve the reconfiguration ability in cognitive radio systems to support the concept of dynamic spectrum access. As cognitive radio adapts dynamic spectrum allocation for its users, the physical implementation requires reconfigurable filters that can alter …

Trade Secrets And The Right To Information: A Comparative Analysis Of E.U. And U.S. Approaches To Freedom Of Expression And Whistleblowing, Sharon Sandeen, Ulla-Maija Mylly

Faculty Scholarship

Both the EU Trade Secrets Directive and US trade secret law seek to balance the protection of trade secrets against other values, including freedom of expression, but the EU Trade Secret Directive is more explicit about the need to do so. This article examines EU and US trade secret law through the right to information, a recognized human right under the Universal Declaration of Human Rights and implementing laws and conventions. In particular, it discusses how principles of freedom of expression and whistleblowing should apply in the trade secret context in the EU and U.S.
