Six years into the protracted crisis, explosive ordnance (EO) contamination continues to affect Ukrainian communities. Consequent to the conflict between the government of Ukraine and the so-called de facto authorities in the Donetsk and Luhansk regions, EO affects an estimated 7,000 square kilometers of land in government-controlled areas (GCAs). Even without complete data from the non-government-controlled areas (NGCAs), Ukraine ranks among the five most affected places in the world for EO casualties. But for EO victims the path forward remains fraught with difficulties. According to the International Mine Action Standards, victim assistance (VA) requires a long-term commitment, a responsibility that …

In Colombia, the use of anti-personnel mines is the result of more than sixty years of armed conflict. The Office of the High Commissioner for Peace - Descontamina Colombia (OACP-DC), the current national mine action authority in Colombia, recorded 11,828 explosive ordnance (EO) victims between 1985 and 2019. Furthermore, Colombia is one of nine countries where new anti-personnel mines are still being emplaced by non-state armed groups, which presents a challenge for the mine action sector. The aim of explosive ordnance risk education (EORE) is to reduce the risk of accidents by raising awareness and promoting safe behavior among EO-affected …

Naturalism, Theism, And The Risks Of Professional Values Imposition In Psychotherapy With Theistic Clients, Jefrey S. Reber
Naturalism, Theism, And The Risks Of Professional Values Imposition In Psychotherapy With Theistic Clients, Jefrey S. Reber
Issues in Religion and Psychotherapy
The codes of ethics guiding the work of counselors and psychotherapists state that ethical practitioners pursue training in areas where they are at risk of imposing values. While training in the potential imposition of personal values is pervasive, training in the potential imposition of professional values is rare. Naturalism, the guiding worldview of science and psychology excludes theism, which is the guiding worldview of many people. Consequently, naturalism is a professional value that may be imposed on theistic clients in psychotherapy. The exclusion of theism from psychology and psychotherapy along with the naturalization of theistic experiences and concepts and the …
Taxing Local Energy Externalities, Hannah J. Wiseman
Taxing Local Energy Externalities, Hannah J. Wiseman
Notre Dame Law Review
There is a fundamental problem of scale in the governance of industrial development. For some of the fastest-growing U.S. industries, the negative impacts of development fall primarily at the local level, and the benefits tend to accrue more broadly to states and the federal government. These governments accordingly have inadequate incentives to address the very localized negative externalities of development. Yet states also increasingly preempt most local control over some forms of development. This creates a regulatory void, in which state and federal regulations are inadequate, and local governments lack the power to use traditional Pigouvian tools such as regulation, …

Universal Design For Learning In Inclusive Education Policy In South Africa, Judith A. Mckenzie, Elizabeth M. Dalton
Communicative Disorders Faculty Publications
Background: South Africa has undertaken the implementation of inclusive education as a vehicle for achieving enhanced educational outcomes and equity. Universal Design for Learning (UDL) is an instructional design framework that takes into account the wide range of variations in skills and abilities that exist across all learners, and provides a research-based set of principles and guidelines for inclusive curriculum development and delivery.
Objectives: To locate UDL within the specific inclusive education policy context of South Africa and consider how this approach can support policy implementation. We have argued that UDL could serve as a strategy to link policy imperatives …
Enforcing A Wall Of Separation Between Big Business And State: Protection From Monopolies In State Constitutions, Alexandra K. Howell
Enforcing A Wall Of Separation Between Big Business And State: Protection From Monopolies In State Constitutions, Alexandra K. Howell
Notre Dame Law Review
The goal of this Note is not to convince the reader to care more about regulatory monopolies than private ones. In fact, it is not to talk about private antitrust law at all. Instead, the goal is to put today’s concern with monopolies in historical perspective. Part I traces the history of the antimonopoly spirit in the United States starting with the English tradition that was highly influential on the Founders. This Note then demonstrates that today’s concern with private monopolies comes from a shift that took place during the progressive era. In Part II, this Note highlights the role …

Publications and Research
The overall consensus is that foreign-born adults who come to America age < 20 y achieve economic success but develop adverse behaviors (smoking and drinking) that lead to worse cardiometabolic health than immigrants who arrive age ≥ 20 y. Whether age of immigration affects the health of African-born Blacks living in America is unknown. Our goals were to examine cultural identity, behavior, and socioeconomic factors and determine if differences exist in the cardiometabolic health of Africans who immigrated to America before and after age 20 y. Of the 482 enrollees (age: 38 ± 1 (mean ± SE), range: 20–65 y) in the Africans in America cohort, 23% (111/482) arrived age < 20 y, and 77% (371/482) arrived age ≥ 20 y. Independent of francophone status or African region of origin, Africans who immigrated age < 20 y had similar or better cardiometabolic health than Africans who immigrated age ≥ 20 y. The majority of Africans who immigrated age < 20 y identified as African, had African-born spouses, exercised, did not adopt adverse health behaviors, and actualized early life migration advantages, such as an American university education. Due to maintenance of cultural identity and actualization of opportunities in America, cardiometabolic health may be protected in Africans who immigrate before age 20. In short, immigrant health research must be cognizant of the diversity within the foreign-born community and age of immigration.

Applicability Of Sustainable Construction In Nigeria Infrastructure Projects-Empirical Study Of The Six Geopolitical Zones, Chinedu Adindu, Adamu Musa, Uchenna Nwajagu, Saheed Yusuf, Susan Yisa
CSID Journal of Infrastructure Development
Despite the socio-economic importance of the Built Environment (BE) industry; its resources and products regrettably impact the host environment negatively, necessitating a departure from traditional to Sustainable Construction (SC) methods. Lack of SC awareness has been identified by several researchers as a major impediment to its adoption in Nigeria. This study, therefore, assessed the level of SC awareness, examined the sources of SC knowledge, and determined ways of improving SC applicability in Nigeria. The descriptive survey research methodology was used and a structured questionnaire administered purposively to 171 BE professionals, with 133 valid responses, hence a 78% success rate. The …

COVID-19 outbreak has contributed a negative effect on the infrastructure sector worldwide. Infrastructure projects need to shut down and put on hold for an unspecified time, as this sector required a high number of workers prone to the virus transmissions. However, the degree of slowdown between countries varies and depends on the severity of pandemic and lockdown conditions. Many countries are having a slowdown in economic growth. This condition has greatly affected the supply and demand sides, making it difficult to predict recovery timelines of on-going and future project development. In response to the COVID-19 pandemic, many governments worldwide launched …

Value Capture Instruments As An Infrastructure Project Financing Alternative For Rail-Based Mass Transportation: Qualitative Study From The Government Perspective, Ario Bintang Koesalamwardi, Susy Fatena Rostiyanti, Ravli Thaufiq Reksapernata
CSID Journal of Infrastructure Development
Increasing the mobility of the working class in urban areas will increase their productivity, which in turn will increase the economic output of the region. This can be achieved by providing a means of mass transportation infrastructure that is fast, affordable, and efficient i.e. rail-based mass transportation. However, the Ministry of National Development Planning estimated there is an infrastructure-funding gap of 4,321 trillion rupiahs to achieve Indonesia's development targets. Inviting the private sector to participate in infrastructure development investment in Land Value Capture (LVC) scheme becomes one of the solutions that need to be studied further. LVC is considered a …

Youth Crisis And Transition Services (Cats): Incorporating Family Peer Support Specialists To Assist Families During Crisis, Julie E. Magers, Amanda Ribbers, Sophia Nguyen, Rebecca Marshall
Journal of Family Strengths
Abstract
Introduction: Crisis and Transition Services (CATS) provides transitional mental health services to high-acuity youth discharging from emergency departments (EDs). A novel component of CATS is the inclusion of a family peer support specialist (FSS) on the care team, who provides direct support to the parent or guardian in developing self-advocacy, crisis management skills, and self-efficacy in navigating systems. The FSS is not a typical role in a clinically oriented crisis program; empiric evaluation of this role can help guide quality improvements in the program and in workforce recruitment, training and support.
Methods: Demographic and service data were collected …

The Standards for the Preparation of Literacy Professionals 2017 published by the International Literacy Association provide the basis for high-quality literacy teacher preparation. This study used qualitative survey responses to explore the literacy practices that teacher educators use to promote understandings among preservice teachers for each grade-level band (i.e., Pre-K/Primary, Elementary/Intermediate, Middle/High School). The researchers used conceptualizations of teacher knowledge as a theoretical lens to better understand reported preparation practices. Data analysis revealed three themes: Teacher Educator Pedagogy, Course Content, Student and Program Expectations. Researchers posit that teacher educators do not evenly focus on all components of literacy and contend …

Three Chapters On Transportation And Its Impact On Employment And Health Visits For Low-Income Adults In The Southwest, Michael Hensley
Economics ETDs
Many barriers to employment and healthcare access in the United States exist. Barriers to employment include lack of education, homelessness, or a criminal background. Barriers to healthcare include lack of insurance, lack of medical knowledge, and the inability to pay for service. This dissertation examines the role of transportation access and if transportation access is a burden for employment and healthcare access in the Southwest United States. This dissertation also examines if those differences are different based on gender, race, and ethnicity. The 2017 National Household Travel Survey (NHTS) serves as the data source for this dissertation.

Testing residential soil and paint for lead provides actionable information. By showing where and how much lead exists on the residence, it allows one to quantify risk and determine the best ways to reduce exposure along with the corresponding health and financial costs. For these reasons, several federal and state programs offer outreach to audiences on the benefits of testing residential soil and paint for lead. Not all individuals who know about lead’s adverse health effects, however, test their residence for lead, potentially limiting the actionable information that could have helped to reduce their exposure. Such individuals represent a challenge …
